			 production of natural gas and liquefied petroleum gas vehicles</header>
			<section id="IDb51ce5aa2d404943b82ddfd68307e417"><enum>101.</enum><header>Definitions</header><text display-inline="no-display-inline">In this title:</text>
				<paragraph id="idB3AE3232C72F40778E5DF2F7CBBA0EF9"><enum>(1)</enum><header>Administrator</header><text>The
			 term <term>Administrator</term> means the Administrator of the Environmental
			 Protection Agency.</text>
				</paragraph><paragraph id="id87B5F2CB2D7D468D8E84AA3F374E3B16"><enum>(2)</enum><header>Natural
			 gas</header><text display-inline="yes-display-inline">The term <term>natural
			 gas</term> means—</text>
					<subparagraph id="idAD03EBFB4CBF4E6B9C97FD5436279F2B"><enum>(A)</enum><text display-inline="yes-display-inline">compressed natural gas;</text>
					</subparagraph><subparagraph id="idF2B6A6DFF1A347F0B410949C61DA768C"><enum>(B)</enum><text display-inline="yes-display-inline">liquefied natural gas;</text>
					</subparagraph><subparagraph id="idBA2AE1A757454D2FB759A774E63FF684"><enum>(C)</enum><text display-inline="yes-display-inline">biomethane; and</text>
					</subparagraph><subparagraph id="idA2ED1466480B4A2A88146BB23F5FDD36"><enum>(D)</enum><text display-inline="yes-display-inline">mixtures of—</text>
						<clause id="idCD1C7B3F532A463D8BEF235FF2A87CA7"><enum>(i)</enum><text display-inline="yes-display-inline">hydrogen; and</text>
						</clause><clause id="ID6501493c7b6640068cf98ac8cca36b06"><enum>(ii)</enum><text>methane,
			 biomethane, compressed natural gas, or liquefied natural gas.</text>
						</clause></subparagraph></paragraph><paragraph id="id83F3C531402441DB85E28A0EE7EF174B"><enum>(3)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of Energy.</text>
				</paragraph></section><section id="IDd6018126188746e8b0b606517ca2530c"><enum>102.</enum><header>Natural gas
			 and liquefied petroleum gas vehicle research, development, and demonstration
			 projects</header>
				<subsection id="ID577be374c50a4b06bb17e7a1ae65490d"><enum>(a)</enum><header>In
			 general</header><text>The Secretary, in coordination with the Administrator,
			 shall conduct a program of natural gas and liquefied petroleum gas vehicle
			 research, development, and demonstration.</text>
				</subsection><subsection id="ID22ec22d81b7c4041862e0e203209d54f"><enum>(b)</enum><header>Purposes</header><text>The
			 purposes of the program conducted under this section are to focus on—</text>
					<paragraph id="IDa587d34b248c42ddaa11fa5d51edcb34"><enum>(1)</enum><text>the continued
			 improvement and development of new, cleaner, more efficient light-duty,
			 medium-duty, and heavy-duty natural gas and liquefied petroleum gas vehicle
			 engines;</text>
					</paragraph><paragraph id="IDf5350e6672344580861d7097174a4dbf"><enum>(2)</enum><text>the integration
			 of those engines into light-duty, medium-duty, and heavy-duty natural gas and
			 liquefied petroleum gas vehicles for onroad and offroad applications;</text>
					</paragraph><paragraph id="ID87169fd97fb84a01a807256259de7201"><enum>(3)</enum><text>expanding product
			 availability by assisting manufacturers with the certification of the engines
			 or vehicles described in paragraph (1) or (2) to comply with Federal or
			 California certification requirements and in-use emission standards;</text>
					</paragraph><paragraph id="IDed0b056f1ff04815a06e1a0b6aeeb32b"><enum>(4)</enum><text>the demonstration
			 and proper operation and use of the vehicles described in paragraph (2) under
			 all operating conditions;</text>
					</paragraph><paragraph id="ID5f5176451d874be28684514c23ca307b"><enum>(5)</enum><text>the development
			 and improvement of nationally recognized codes and standards for the continued
			 safe operation of vehicles described in paragraph (2) and the components of the
			 vehicles;</text>
					</paragraph><paragraph id="ID37bd870244104bf985343c5a938786c3"><enum>(6)</enum><text>improvement in
			 the reliability and efficiency of natural gas and liquefied petroleum gas
			 fueling station infrastructure;</text>
					</paragraph><paragraph id="ID709cb2e6595e41f28d99b95d25a5fc8d"><enum>(7)</enum><text>the certification
			 of natural gas and liquefied petroleum gas fueling station infrastructure to
			 nationally recognized and industry safety standards;</text>
					</paragraph><paragraph id="IDe0bea508c1ec4df99b2ed60f46b40279"><enum>(8)</enum><text>the improvement
			 in the reliability and efficiency of onboard natural gas and liquefied
			 petroleum gas fuel storage systems;</text>
					</paragraph><paragraph id="ID5f148128a2984135b3aec33e3e884886"><enum>(9)</enum><text>the development
			 of new natural gas and liquefied petroleum gas fuel storage materials;</text>
					</paragraph><paragraph id="ID31961747e81b4268a0223445d411c884"><enum>(10)</enum><text>the
			 certification of onboard natural gas and liquefied petroleum gas fuel storage
			 systems to nationally recognized and industry safety standards; and</text>
					</paragraph><paragraph id="ID557630731f8e4820b31c611c020f8d86"><enum>(11)</enum><text>the use of
			 natural gas and liquefied petroleum gas engines in hybrid vehicles.</text>
					</paragraph></subsection><subsection id="IDf4c020aca80a48c0a9fa218365c9b07a"><enum>(c)</enum><header>Certification
			 of aftermarket conversion systems</header>
					<paragraph id="id5195D5DF3F454046AC18E037717955A4"><enum>(1)</enum><header>In
			 general</header><text>The Secretary shall coordinate with the Administrator on
			 issues related to streamlining the certification of natural gas and liquefied
			 petroleum gas aftermarket conversion systems to comply with appropriate Federal
			 certification requirements and in-use emission standards.</text>
					</paragraph><paragraph id="ID51bea8e591434e64abf71056982e3439"><enum>(2)</enum><header>Streamlined
			 certification</header><text>For purposes of paragraph (1), streamlined
			 certification shall include providing aftermarket conversion system
			 manufacturers the option to continue to sell and install systems on engines and
			 test groups for which the manufacturers have previously received a certificate
			 of conformity without having to request a new certificate in future
			 years.</text>
					</paragraph></subsection><subsection id="IDb9de807a977548ae9eced759e39c4dca"><enum>(d)</enum><header>Cooperation and
			 coordination with industry</header><text>In developing and carrying out the
			 program under this section, the Secretary shall coordinate with the natural gas
			 and liquefied petroleum gas vehicle industry to ensure, to the maximum extent
			 practicable, cooperation between the public and the private sector.</text>
				</subsection><subsection id="ID6a12a402e6c140818fff7043e5dadce2"><enum>(e)</enum><header>Administration</header><text>The
			 program under this section shall be conducted in accordance with sections 3001
			 and 3002 of the Energy Policy Act of 1992 (42 U.S.C. 13541, 13542).</text>
				</subsection><subsection id="ID55c3abfa54c34c188c4c212d70ab38ff"><enum>(f)</enum><header>Report</header><text>Not
			 later than 2 years after the date of enactment of this Act, the Secretary shall
			 submit to the appropriate committees of Congress a report on the implementation
			 of this section.</text>
				</subsection><subsection id="ID4c868f62023e4f0591dafd155b3dd997"><enum>(g)</enum><header>Authorization
			 of appropriations</header><text>There is authorized to be appropriated to the
			 Secretary to carry out this section $30,000,000 for each of fiscal years 2010
			 through 2014.</text>
				</subsection></section><section id="ID0b33a70cc832425196353b9ebd00f3f0"><enum>103.</enum><header>Study of
			 increasing natural gas and liquefied petroleum gas vehicles in Federal
			 fleet</header><text display-inline="no-display-inline">Not later than 180 days
			 after the date of enactment of this Act, the Administrator of General Services,
			 in consultation with the Administrator, shall—</text>
				<paragraph id="id0468BE916F0B40349C9D650836FA12F1"><enum>(1)</enum><text display-inline="yes-display-inline">conduct a study on whether or not the
			 Federal fleet should increase the number of light-duty, medium-duty, and
			 heavy-duty natural gas and liquefied petroleum gas vehicles in the
			 fleet;</text>
				</paragraph><paragraph id="IDc58b223b022a4167b642353d1afaec3e"><enum>(2)</enum><text>assess the
			 barriers to increasing the number of natural gas and liquefied petroleum gas
			 vehicles in the fleet;</text>
				</paragraph><paragraph id="ID95f7af0507734f34b481a5c886e85289"><enum>(3)</enum><text>assess the
			 potential for maximizing the use of natural gas and liquefied petroleum gas
			 vehicles in the fleet; and</text>
				</paragraph><paragraph id="idB5B2FCEF29B341E0AC0E243D425EB3DC"><enum>(4)</enum><text display-inline="yes-display-inline">submit to the appropriate committees of
			 Congress a report on the results of the study.</text>
				</paragraph></section><section id="IDa2fc7ab507d94f1998630e4f44403252"><enum>104.</enum><header>Clean school
			 bus program</header>
				<subsection id="IDddd908269b834422a4da8cd2b0a8558e"><enum>(a)</enum><header>In
			 general</header><text>Section 6015 of the Safe, Accountable, Flexible,
			 Efficient Transportation Equity Act: A Legacy for Users (42 U.S.C. 16091a) is
			 amended—</text>
					<paragraph id="ID9043a89e94fe46e4b484b3ba4e834ddf"><enum>(1)</enum><text>in subsection
			 (b)(5)—</text>
						<subparagraph id="IDb937ecab2fe74d73a090378fe818b11f"><enum>(A)</enum><text>in subparagraph
			 (A)—</text>
							<clause id="IDb0d3681b5c1447e4a6fd0e9f93b389f4"><enum>(i)</enum><text>in
			 the subparagraph heading, by striking <quote><header-in-text level="subparagraph" style="OLC">50</header-in-text></quote> and inserting
			 <quote><header-in-text level="subparagraph" style="OLC">65</header-in-text></quote>;</text>
							</clause><clause id="IDb0d448e7f38f492dabee60ce7edb80dd"><enum>(ii)</enum><text>in
			 the matter preceding clause (i), by striking <quote>one-half</quote> and
			 inserting <quote>65 percent</quote>;</text>
							</clause><clause id="id5179051316A54693B3CBF0BCE323BEE5"><enum>(iii)</enum><text>in clause
			 (i)(II), by striking <quote>or</quote> after the semicolon at the end;</text>
							</clause><clause id="id3296B630D6474B4BAF919FECE9D92C48"><enum>(iv)</enum><text>in
			 clause (ii), by striking the period at the end and inserting as semicolon;
			 and</text>
							</clause><clause id="idA910C61B4B444B278374687133FA0357"><enum>(v)</enum><text>by
			 adding at the end the following:</text>
								<quoted-block display-inline="no-display-inline" id="id5F1D39B2E589493DB6DADADD56480DFF" style="OLC">
									<clause id="ID9c0ce5d1bfab4217bd3942377c50614e"><enum>(iii)</enum><text>clean school
				buses with engines manufactured in model year 2010, 2011, 2012, 2013, or 2014
				that satisfy regulatory requirements established by the Administrator for
				emissions of oxides of nitrogen and particulate matter to be applicable for
				school buses manufactured in that model year; or</text>
									</clause><clause id="IDf113316b20614398adc32954e8067eaf"><enum>(iv)</enum><text>clean school
				buses with engines only fueled by compressed natural gas, liquefied natural
				gas, or liquefied petroleum gas, except that school buses described in this
				clause may be eligible for a grant that is equal to an additional 25 percent of
				the acquisition costs of the school buses (including fueling
				infrastructure).</text>
									</clause><after-quoted-block>;
				and</after-quoted-block></quoted-block>
							</clause></subparagraph><subparagraph id="ID92117bf29ad347318ff4ecc9c9bcb292"><enum>(B)</enum><text>in subparagraph
			 (B)—</text>
							<clause id="IDa2fe1c9996124c80bba4db2c77df70e2"><enum>(i)</enum><text>in
			 the subparagraph heading, by striking <quote><header-in-text level="subparagraph" style="OLC">25</header-in-text></quote> and inserting
			 <quote><header-in-text level="subparagraph" style="OLC">50</header-in-text></quote>; and</text>
							</clause><clause id="ID2c6e749de6334e60b8927738f2f581d7"><enum>(ii)</enum><text>in
			 the matter preceding clause (i), by striking <quote>one-fourth</quote> and
			 inserting <quote>50 percent</quote>; and</text>
							</clause></subparagraph></paragraph><paragraph id="ID0ac52e14488648b88e767a67bc259921"><enum>(2)</enum><text>in subsection
			 (d)—</text>
						<subparagraph id="ID2d8a5d86a75a45f9a6f4627046f1e5a8"><enum>(A)</enum><text>in paragraph (1),
			 by striking <quote>and</quote> at the end;</text>
						</subparagraph><subparagraph id="IDd9ece15e382448e2866dfde24f02fa26"><enum>(B)</enum><text>in paragraph (2),
			 by striking <quote>2008, 2009, and 2010.</quote> and inserting <quote>2008 and
			 2009; and</quote>; and</text>
						</subparagraph><subparagraph id="ID6d33c44a164948baa851163aa727e8af"><enum>(C)</enum><text>by adding at the
			 end the following:</text>
							<quoted-block display-inline="no-display-inline" id="id100992DDEF59491DBB4386AFE3F2CD55" style="OLC">
								<paragraph id="ID3e2bb0467760463e9dbfb0e9257ba316"><enum>(3)</enum><text>$75,000,000 for
				each of fiscal years 2010 through
				2014.</text>
								</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
						</subparagraph></paragraph></subsection><subsection id="IDebedae4b868a4a97ae083a58dc9bfb23"><enum>(b)</enum><header>Technical
			 correction</header><text>Section 741 of the Energy Policy Act of 2005 (42
			 U.S.C. 16091) is repealed.</text>
				</subsection></section></title><title id="id26E41E6BCC304092B1F5A66FBF07CBCE"><enum>II</enum><header>Tax
			 incentives</header>
			<section id="ID0e982e0d50354422a7d6ff9d005f3353"><enum>201.</enum><header>Credit for
			 natural gas and liquefied petroleum gas refueling property</header>
				<subsection id="IDf3636dde05724580ab1abbaa75dbafa8"><enum>(a)</enum><header>Increase in
			 credit percentage for natural gas and liquefied petroleum gas refueling
			 property</header><text>Subsection (e) of section 30C of the Internal Revenue
			 Code of 1986 is amended by adding at the end the following new
			 paragraph:</text>
					<quoted-block act-name="" id="id6C8C24834E9448B48F2F029BC9CB40B8" style="OLC">
						<paragraph id="idA69DE019FBD442E58EB2F52C20BDB9F8"><enum>(7)</enum><header>Special rule
				for qualified natural gas vehicle refueling property and qualified liquefied
				petroleum gas vehicle refueling property</header>
							<subparagraph id="id48445BDAEAB0404FAAF185450BE76D6E"><enum>(A)</enum><header>In
				general</header><text>In the case of any qualified natural gas vehicle
				refueling property and any qualified liquefied petroleum gas vehicle refueling
				property to which paragraph (6) does not apply—</text>
								<clause id="id6F2A065D928A406B83066E803616B443"><enum>(i)</enum><text>subsection (a)
				shall be applied by substituting <quote>50 percent</quote> for <quote>30
				percent</quote>,</text>
								</clause><clause id="id79DA71618AE849E3922B4FABB03A75A4"><enum>(ii)</enum><text>subsection
				(b)(1) shall be applied by substituting <quote>$50,000</quote> for
				<quote>$30,000</quote>, and</text>
								</clause><clause id="id76695670531441D694C0852B7FD63189"><enum>(iii)</enum><text>subsection
				(b)(2) shall be applied by substituting <quote>$2,000</quote> for
				<quote>$1,000</quote>.</text>
								</clause></subparagraph><subparagraph id="id4C2813455FB24425AD844A57DFB5EA41"><enum>(B)</enum><header>Qualified
				natural gas vehicle refueling property</header><text>For purposes of this
				paragraph, the term <term>qualified natural gas vehicle refueling
				property</term> has the same meaning as the term <term>qualified alternative
				fuel vehicle refueling property</term> would have under subsection (c) if only
				natural gas, compressed natural gas, and liquefied natural gas were treated as
				clean-burning fuels for purposes of section 179A(d).</text>
							</subparagraph><subparagraph id="id577A87C33D5046D4B8060D46F15CAB30"><enum>(C)</enum><header>Qualified
				liquefied petroleum gas vehicle refueling property</header><text>For purposes
				of this paragraph, the term <term>qualified liquefied petroleum gas vehicle
				refueling property</term> has the same meaning as the term <term>qualified
				alternative fuel vehicle refueling property</term> would have under subsection
				(c) if only liquefied petroleum gas were treated as a clean-burning fuel for
				purposes of section
				179A(d).</text>
							</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="ID95175d3123f44a20affe96932685732f"><enum>(b)</enum><header>Extension of
			 credit</header><text>Subsection (g) of section 30C of the Internal Revenue Code
			 of 1986 is amended to read as follows:</text>
					<quoted-block display-inline="no-display-inline" id="id711BCE3051E9499D9B00D77B76F5FD10" style="OLC">
						<subsection id="ID7bfdcc9614ea437281905b3887c16a00"><enum>(g)</enum><header>Termination</header><text>This
				section shall not apply to any property placed in service after December 31,
				2014.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="IDb07fe1c866784995a1429b5464594441"><enum>(c)</enum><header>Effective
			 date</header><text>The amendments made by this section shall apply to property
			 placed in service after December 31, 2008, in taxable years ending after such
			 date.</text>
				</subsection></section><section id="IDaaaeecb8a08544f8ab3a590d568a34f9"><enum>202.</enum><header>Credit for
			 purchase of vehicles fueled by natural gas or liquefied petroleum gas</header>
				<subsection id="IDd36f2d23e6ba46b9874f84340195e00e"><enum>(a)</enum><header>In
			 general</header><text>Subsection (e) of section 30B of the Internal Revenue
			 Code of 1986 is amended by adding at the end the following new
			 paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="id66CE43568EA043DE8ACF579CC0EB41FC" style="OLC">
						<paragraph id="ID255f516644a141cbb19b5106846309ef"><enum>(6)</enum><header>Higher
				incremental cost limits for natural gas vehicles and liquefied petroleum gas
				vehicles</header>
							<subparagraph id="id0FC9A9C9FCB048DBA768B178B8C1B29E"><enum>(A)</enum><header>In
				general</header><text>In the case of any eligible natural gas motor vehicle and
				any eligible liquefied petroleum gas motor vehicle, paragraph (3) shall be
				applied by multiplying each of the dollar amounts contained in such paragraph
				by 2.</text>
							</subparagraph><subparagraph id="idE39FBFA84EE949318F0D06F5A5BC0AF3"><enum>(B)</enum><header>Eligible
				natural gas motor vehicle</header><text>For purposes of this paragraph, the
				term <term>eligible natural gas motor vehicle</term> means (except as provided
				in clause (ii)) a new qualified alternative fuel motor vehicle or aftermarket
				conversion system the final assembly of which is in the United States and
				that—</text>
								<clause id="id3CA6E5DB15A940F48CB7D0B44D0F8168"><enum>(i)</enum><text>is only capable
				of operating on compressed natural gas or liquefied natural gas, or</text>
								</clause><clause id="id58BE9436B0134ED5A1D4A6033276A305"><enum>(ii)</enum><text>is capable of
				operating for more than 175 miles on compressed natural gas or liquefied
				natural gas and is capable of operating on gasoline or diesel fuel.</text>
								</clause></subparagraph><subparagraph id="id18111B8532DF46CA9EC7CFE650C8EB2A"><enum>(C)</enum><header>Eligible
				liquefied petroleum gas motor vehicle</header><text>For purposes of this
				paragraph, the term <term>eligible liquefied petroleum gas motor vehicle</term>
				means (except as provided in clause (ii)) a new qualified alternative fuel
				motor vehicle or aftermarket conversion system the final assembly of which is
				in the United States and that—</text>
								<clause id="id52260EBCEF8747B28C9440CBE5742E3F"><enum>(i)</enum><text>is only capable
				of operating on liquefied petroleum gas, or</text>
								</clause><clause id="idF17A286CB2124489A02DD7572E71C61E"><enum>(ii)</enum><text>is capable of
				operating for more than 175 miles on liquefied petroleum gas and is capable of
				operating on gasoline or diesel fuel.</text>
								</clause></subparagraph><subparagraph id="id806D72BC91FC498FADD714F7F31AA182"><enum>(D)</enum><header>Aftermarket
				conversion system</header><text>For purposes of this paragraph, the term
				<term>aftermarket conversion system</term> means property that converts a
				vehicle that is not described in this paragraph into an eligible natural gas
				motor vehicle (for purposes of subparagraph (B)) or an eligible liquefied
				petroleum gas motor vehicle (for purposes of subparagraph
				(C)).</text>
							</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="ID21291f04971f4500a19afcc626cd3372"><enum>(b)</enum><header>Extension of
			 credit for natural gas and liquefied petroleum gas
			 vehicles</header><text>Paragraph (4) of section 30B(k) of the Internal Revenue
			 Code of 1986 is amended—</text>
					<paragraph id="id0F31C82992194A99B0022D1A52B43413"><enum>(1)</enum><text>by striking
			 <quote>and</quote> at the end of paragraph (3),</text>
					</paragraph><paragraph id="idE799D9A1D7694B4496FCA9C38EBA9A2D"><enum>(2)</enum><text>by striking the
			 period at the end of paragraph (4) and inserting <quote>, and</quote>,</text>
					</paragraph><paragraph id="id84BEF42E3C3740D6903CDA790DAEDE72"><enum>(3)</enum><text>by striking
			 <quote>(as described in subsection (e))</quote> in paragraph (4) and inserting
			 <quote>(as described in paragraph (4) or (5) of subsection (e))</quote>,
			 and</text>
					</paragraph><paragraph id="idA07684D6625D492BAB329425E7407783"><enum>(4)</enum><text>by adding at the
			 end the following new paragraph:</text>

					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID6d4184beaa5943469f9d54a2b5f80821"><enum>(c)</enum><header>Effective
			 date</header><text>The amendments made by this section shall apply to vehicles
			 placed in service after December 31, 2008, in taxable years ending after such
			 date.</text>
