			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Public and Indian Housing Crime
			 and Drug Elimination Program Reauthorization Act of
			 2009</short-title></quote>.</text>
		</section><section id="id289BF0448D424161A7C9A47B1A18388E"><enum>2.</enum><header>Amendment to
			 short title</header>
			<subsection id="idB27B44C96D8D46F28FD43E5984BAB49C"><enum>(a)</enum><header>In
			 general</header><text>The Public and Assisted Housing Drug Elimination Act of
			 1990 is amended by striking the chapter designation and heading and all that
			 follows through section 5121 (42 U.S.C. 11901 note; 102 Stat. 4301; 104 Stat.
			 4245) and inserting the following:</text>

					<chapter id="id0570AC13822045F49EED0239F1DB5906"><enum>2</enum><header>Public and Indian
				Housing Crime and Drug Elimination Program</header>
						<section id="id101B127537BE47FDBCA1DE22243F1A9E"><enum>5121.</enum><header>Short
				title</header><text display-inline="no-display-inline">This chapter may be
				cited as the <quote>Public and Indian Housing Crime and Drug Elimination
				Program
				Act</quote>.</text>
						</section></chapter><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="id0296FB1707104362B24C0D95BA601535"><enum>(b)</enum><header>References</header><text>Any
			 reference in any Federal, State, tribal, or local law (including regulations)
			 to the <quote>Public and Assisted Housing Drug Elimination Act of 1990</quote>
			 (42 U.S.C. 11901 et seq.) shall be considered to be a reference to the
			 <quote>Public and Indian Housing Crime and Drug Elimination Program
			 Act</quote>.</text>
			</subsection></section><section id="id7A3FB559962F4A329F06F875B121BA6B"><enum>3.</enum><header>Eligible
			 activities</header><text display-inline="no-display-inline">Section 5124(a)(6)
			 of the Public and Indian Housing Crime and Drug Elimination Program Act (42
			 U.S.C. 11903(a)(6)) (as amended by section 2(a)) is amended by striking
			 <quote>treatment programs;</quote> and inserting the following: “treatment
			 programs, except that the activities conducted under any such program and paid
			 for, in whole or in part, using a grant provided under this chapter may only
			 include—</text>
			<quoted-block display-inline="no-display-inline" id="id9A05BA1ED48B49F5A6F7D2E20D4C22EA" style="OLC">
				<subparagraph id="ID87f2f6029674466ba809f32b01bd8e69"><enum>(A)</enum><text>providing access
				to treatment for drug abuse through rehabilitation or relapse
				prevention;</text>
				</subparagraph><subparagraph id="ID6f5b82035b4041b89b9df85a9dbd9af9"><enum>(B)</enum><text>providing
				education regarding the dangers and adverse consequences of drug use or violent
				crime;</text>
				</subparagraph><subparagraph id="IDa6c4e63126b3413a9c9163ca7ff040c3"><enum>(C)</enum><clause commented="no" display-inline="yes-display-inline" id="id5214990EFEA4429BADA267D95D71AE60"><enum>(i)</enum><text>assisting drug users in
				discontinuing drug use through an educational program; and</text>
					</clause><clause id="id0FBC9374CECD47D3BFC8801D1B595FAD" indent="up1"><enum>(ii)</enum><text>if appropriate, referring the
				users to drug treatment programs;</text>
					</clause></subparagraph><subparagraph id="ID5527edcee6484389b1dbe84946b409e5"><enum>(D)</enum><text>providing
				after-school activities for youths for the purpose of discouraging, reducing,
				or eliminating drug use or violent crime by youths;</text>
				</subparagraph><subparagraph id="ID3b5b6742171a4a529d38cd840549d4ab"><enum>(E)</enum><text>providing capital
				improvements for the purpose of discouraging, reducing, or eliminating drug use
				or violent crime; and</text>
				</subparagraph><subparagraph id="IDcb2a3ee3d9f54f0889d634c4a717bcda"><enum>(F)</enum><text>providing
				security services for the purpose of discouraging, reducing, or eliminating
				drug use or violent
				crime;</text>
				</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="id00FCB370CAD448C18A64B04AD52327D6"><enum>4.</enum><header>Applications</header><text display-inline="no-display-inline">Section 5125(a) of the Public and Indian
			 Housing Crime and Drug Elimination Program Act (42 U.S.C. 11904(a)) (as amended
			 by section 2(a)) is amended—</text>
			<paragraph id="id03C5A4B8BACB46B49B492129DB5AA526"><enum>(1)</enum><text>by striking the
			 subsection designation and heading and all that follows through <quote>To
			 receive a grant</quote> and inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="idA7AC73C23B22438EACC31525D4AC6303" style="OLC">

			 sentence, by inserting a comma after <quote>an Indian tribe</quote>;</text>
			</paragraph><paragraph id="id98B2759EBC9E4E568667D63C3E340AD3"><enum>(3)</enum><text>in the second
			 sentence—</text>
				<subparagraph id="idA8778AA3495948DC87948EC8076F12E5"><enum>(A)</enum><text>by striking
			 <quote>Such application</quote> and inserting the following:</text>

				extent practicable, be developed in coordination with relevant local law
				enforcement agencies and other local entities involved in crime prevention and
				reduction; and</text>

				agreement between the applicant and the Office of Policy Development and
				Research under which the applicant shall work cooperatively with the Office in
				carrying out section
				5129.</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="id3FCE6A19BCF24C1DB9696AB19213DD05"><enum>5.</enum><header>Reports</header><text display-inline="no-display-inline">Section 5127 of the Public and Indian
			 Housing Crime and Drug Elimination Program Act (42 U.S.C. 11906) (as amended by
			 section 2(a)) is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="id7D299BCE89DC42B18065EBF814D76159" style="OLC">
				<subsection id="id61793CB86E17470680D8E81A65B19007"><enum>(d)</enum><header>Effectiveness
				report</header><text>Not later than 4 years after the date of enactment of the
				<short-title>Public and Indian Housing Crime and Drug
				Elimination Program Reauthorization Act of 2009</short-title>, the Secretary
				shall submit to Congress a report that includes—</text>
					<paragraph id="IDffb9991eb5ee4b1cbb3f0074b5b19c97"><enum>(1)</enum><text>aggregate data
				regarding the categories of program activities that have been funded by grants
				under this chapter;</text>
					</paragraph><paragraph id="ID66e95d9789934a3bb94f9238b0938db7"><enum>(2)</enum><text>promising
				strategies relating to preventing and reducing violent and drug-related crime
				in public, Indian, and federally assisted low-income housing derived
				from—</text>
						<subparagraph id="IDad95af2cb6584e43a20d837959c17ea8"><enum>(A)</enum><text>a review of
				existing research; and</text>
						</subparagraph><subparagraph id="IDdaed79d3111f4edbb6e6ca10d51bb83c"><enum>(B)</enum><text>evaluations of
				programs funded by grants under this chapter that were conducted by—</text>
							<clause id="id3C2A0945003F49D19F1E19A59A395FEB"><enum>(i)</enum><text>the Office of
				Policy Development and Research; or</text>
							</clause><clause id="id61EF62A7F0C0434A86742B9A72E7A270"><enum>(ii)</enum><text>grantees;</text>
							</clause></subparagraph></paragraph><paragraph id="IDa2e85ac73750457a94eb9e0d3314722b"><enum>(3)</enum><text>the means by
				which the strategies described in paragraph (2) have been incorporated
				into—</text>
						<subparagraph id="ID11d69ab8527541c592f49d1181d0aaaf"><enum>(A)</enum><text>guidance provided
				to applicants under this chapter; and</text>
						</subparagraph><subparagraph id="IDfb27a96255514ae297775f1d97566711"><enum>(B)</enum><text>regulations
				promulgated pursuant to this chapter; and</text>
						</subparagraph></paragraph><paragraph id="IDde725dcc0d234bfa9cb6ed77cdbb2ed9"><enum>(4)</enum><text>any statutory
				changes recommended by the Secretary to increase the effectiveness of grants
				provided under this
				chapter.</text>
					</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="idD528B2B9F3F54853AE490E7ADE750CC2"><enum>6.</enum><header>Office of Policy
			 Development and Research review and evaluation plan</header><text display-inline="no-display-inline">The Public and Indian Housing Crime and Drug
			 Elimination Program Act (as amended by section 2(a)) is amended—</text>
			<paragraph id="id4F945149C1B24912AD09A8B8689251FB"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating section 5129 (42 U.S.C.
			 11908) as section 5130; and</text>
			</paragraph><paragraph id="id112614B35E3D40E7A8C4647ED2A7E6EF"><enum>(2)</enum><text>by inserting
			 after section 5128 (42 U.S.C. 11907) the following:</text>
				<quoted-block display-inline="no-display-inline" id="id573A874053E5416D970C7323A893428C" style="OLC">
					<section id="idC1F509342AEB4097AABEEFFD0B4B7A57"><enum>5129.</enum><header>Office of
				Policy Development and Research review and evaluation plan</header>
						<subsection id="idE36612B472734733A08CD6AB8973C16E"><enum>(a)</enum><header>Review</header>
							<paragraph id="idAD46155359D24DEFBE20ADF9A4E70274"><enum>(1)</enum><header>In
				general</header><text>The Office of Policy Development and Research established
				pursuant to section 501 of the Housing and Urban Development Act of 1970 (12
				U.S.C. 1701z–1) shall conduct a review of existing research relating to
				preventing and reducing violent and drug-related crime to assess, using
				scientifically rigorous and acceptable methods, any strategies that—</text>
								<subparagraph id="ID3736df5d1382421f96dde21fff3c1156"><enum>(A)</enum><text>have been found
				to be effective in preventing and reducing violent and drug-related crime;
				and</text>
								</subparagraph><subparagraph id="ID8a4c7eacb41449799f3a2d04d33bd67a"><enum>(B)</enum><text>are likely to be
				effective in preventing and reducing violent and drug-related crime in public
				and federally assisted low-income housing.</text>
								</subparagraph></paragraph><paragraph id="ID0ed8e7d0263e4cb98bd0730f42e4be3b"><enum>(2)</enum><header>Report</header><text>Not
				later than 180 days after the date of enactment of the
				<short-title>Public and Indian Housing Crime and Drug
				Elimination Program Reauthorization Act of 2009</short-title>, the Secretary
				shall publish a written report describing the results of the review under
				paragraph (1).</text>
							</paragraph></subsection><subsection id="IDac92cd0b94d343dabb2f7174cfeb5b04"><enum>(b)</enum><header>Evaluation
				plan</header>
							<paragraph id="IDff6f83515d92454a906a3dd03c642975"><enum>(1)</enum><header>In
				general</header><text>On completion of the review under subsection (a)(1), the
				Office of Policy Development and Research, in consultation with housing
				authorities, social scientists, and other interested parties, shall develop and
				implement a plan for evaluating the effectiveness of each strategy (including
				new and innovative strategies and existing strategies) funded under this
				chapter that have not previously been subject to a rigorous evaluation
				methodology, as determined by the Office.</text>
							</paragraph><paragraph id="IDfda4fbd2b8734c4f969df827fcfa69b5"><enum>(2)</enum><header>Methodology</header><text>The
				plan developed under paragraph (1) shall require each evaluation carried out
				pursuant to the plan to use a rigorous methodology, particularly random
				assignment (where practicable), that is capable of producing scientifically
				valid knowledge regarding which program activities are effective in preventing
				and reducing violent and drug-related crime in public and other federally
				assisted low-income
				housing.</text>
							</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="id3BD3B1EB5DC2448B9864521E1B6DCB14"><enum>7.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">Section 5130 of
			 the Public and Indian Housing Crime and Drug Elimination Program Act (as
			 amended by sections 2(a) and 6(1)) (42 U.S.C. 11908) is amended—</text>
			<paragraph id="idEF2DA2DED6AE4D76A3B627E7E7928D13"><enum>(1)</enum><text>by striking
			 subsection (a) and inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="idD2636B5ACD0945BC86D7149A40749E18" style="OLC">
					<subsection id="ID626feca895d84e7fb4c5013f093b097c"><enum>(a)</enum><header>In
				general</header><text>There are authorized to be appropriated to carry out this
				chapter—</text>

				fiscal year 2010;</text>
						</paragraph><paragraph id="id96F60DEF95F24DD98FA64F5C4F63FD3B"><enum>(2)</enum><text>$250,000,000 for
				fiscal year 2011;</text>
						</paragraph><paragraph id="idF566728021CB449185A5BDCFA088383F"><enum>(3)</enum><text>$265,000,000 for
				fiscal year 2012;</text>
						</paragraph><paragraph id="id08F7EC0239B547F7A6A3D2B8CE43AE56"><enum>(4)</enum><text>$285,000,000 for
				fiscal year 2013; and</text>
						</paragraph><paragraph id="idC90F18FA7AD548779BC3B2A2BD33D7EC"><enum>(5)</enum><text>$310,000,000 for
				fiscal year 2014.</text>
						</paragraph></subsection><after-quoted-block>;
				and</after-quoted-block></quoted-block>
			</paragraph><paragraph id="id03E2AF7F237C46C191AE3102481973FC"><enum>(2)</enum><text>by adding at the
			 end the following:</text>
