		<official-title>To restore fiscal discipline and begin to address the
		  long-term fiscal challenges facing the United States, and for other
		  purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Fiscal Responsibility Act of
			 2009</short-title></quote>.</text>
		</section><section id="IDf6cf200247014733ac0e049a42718450"><enum>2.</enum><header>Sense of
			 Congress on fiscal responsibility</header><text display-inline="no-display-inline">It is the sense of Congress that Congress
			 and the President should restore fiscal discipline and begin to address the
			 long-term fiscal challenges facing the United States through—</text>
			<paragraph id="ID2eff75093350472db640b6b448873981"><enum>(1)</enum><text>strong
			 pay-as-you-go rules, to help block the approval of measures that would increase
			 the deficit;</text>
			</paragraph><paragraph id="IDdcc407e7375f40a69d532c42974355d3"><enum>(2)</enum><text>recognition of
			 warnings by both the Government Accountability Office and the Congressional
			 Budget Office that the Federal budget is on an unsustainable path of rising
			 deficits and debt;</text>
			</paragraph><paragraph id="ID3bd581e7bc284f3b81f6cd04a9a7ae76"><enum>(3)</enum><text>establishment by
			 Congress and the President of a process—</text>
				<subparagraph id="id40D5CFCF99804F37BE47BD45D7C2B939"><enum>(A)</enum><text>to
			 analyze—</text>
					<clause id="id622F7D42EE4347AFB7BBBA5E2B68CEB8"><enum>(i)</enum><text>the
			 current and long-term actuarial financial condition of the Federal Government;
			 and</text>
					</clause><clause id="idFE33D505013242D09AEDEE269A3EFFAC"><enum>(ii)</enum><text>the gap between
			 the projected revenues and expenditures of the Federal Government;</text>
					</clause></subparagraph><subparagraph id="id0ECA82AC63AE485DB9C89978518A5D06"><enum>(B)</enum><text>to identify
			 factors that affect the long-term fiscal balance of the Federal
			 Government;</text>
				</subparagraph><subparagraph id="id41176F0BB7FE4D2C846B0DAB36687391"><enum>(C)</enum><text>to analyze
			 potential courses of action to address factors that affect the long-term fiscal
			 balance of the Federal Government;</text>
				</subparagraph><subparagraph id="idC87E1ADD415D4BB7922054483AED1512"><enum>(D)</enum><text>to seek a
			 bipartisan agreement, or set of agreements, that will—</text>
					<clause id="idE0F0F96CE7E6401B83A04AF60E784C0B"><enum>(i)</enum><text>significantly
			 improve the Nation's long-term fiscal imbalances and the gap between projected
			 revenues and expenditures;</text>
					</clause><clause id="id134C8D6F5AAA47FA84A242734030C0C2"><enum>(ii)</enum><text>ensure the
			 economic security of the United States; and</text>
					</clause><clause id="idF1138385F35A4D9594338E212A3910C2"><enum>(iii)</enum><text>expand future
			 prosperity and growth for all Americans;</text>
					</clause></subparagraph></paragraph><paragraph id="ID3e344ced42bf4c2c92f9a6bac6caae33"><enum>(4)</enum><text>a thorough review
			 of all Federal spending and tax expenditures by the Director of the Office of
			 Management and Budget, in consultation with the Secretary of the Treasury, that
			 identifies items that are outdated, inefficient, poorly run, unnecessary, or
			 otherwise undeserving of scarce Federal resources or that are in need of
			 reform; and</text>
			</paragraph><paragraph id="ID929f1ae9a45a4ec28477e8c013e2a1ac"><enum>(5)</enum><text>a review of the
			 current system of taxation of the United States to ensure that burdens are
			 borne fairly and equitably.</text>
