			 reservation for Cragin Dam</header>
			<subsection id="HB2EA71F8FD4149459B4870EE77C045A"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text>
				<paragraph id="H26644C06727D4AAF8645231DD939472"><enum>(1)</enum><header>Covered
			 land</header><text>The term <term>covered land</term> means the parcel of land
			 consisting of approximately 512 acres that—</text>
					<subparagraph id="HFAFE113A7C3E46138F38EE20B9112E52"><enum>(A)</enum><text>is located in the
			 Counties of Coconino and Gila, Arizona; and</text>
					</subparagraph><subparagraph id="HC01AC195EFAD418C9728B6E7717EA7BF"><enum>(B)</enum><text>is comprised
			 of—</text>
						<clause id="HE0BD3F1026BF49FD81354D62AE759851"><enum>(i)</enum><text>approximately 300
			 feet of the crest of the Cragin Dam and associated spillway;</text>
						</clause><clause id="H92248B8948C24D7400F375370025E1CB"><enum>(ii)</enum><text>the reservoir
			 pool of the Cragin Dam that consists of approximately 250 acres; and</text>
						</clause><clause id="H3A6F4A49827544D900E89402935D5B96"><enum>(iii)</enum><text>the linear
			 corridor and project facilities that—</text>
							<subclause id="HB962ACC9685B418DB3FA073F8B1DE8D7"><enum>(I)</enum><text>consist of
			 approximately 262 acres; and</text>
							</subclause><subclause id="H6F763E2BC4E649C49274F9B96D00A01E"><enum>(II)</enum><text>are used
			 for—</text>
								<item id="H43FA7FA35E784606A705A2890084597D"><enum>(aa)</enum><text>access to the
			 Cragin Dam; and</text>
								</item><item id="H0FBCC9CF499944B000F33FDF6856B9BC"><enum>(bb)</enum><text>the placement of
			 tunnels, pipelines, penstocks, and electric transmission lines with respect to
			 the Cragin Dam.</text>
								</item></subclause></clause></subparagraph></paragraph><paragraph id="H2BF00253B69B45C9B3738B51475ECE3"><enum>(2)</enum><header>Cragin
			 Dam</header><text>The term <term>Cragin Dam</term> means the C.C. Cragin Dam
			 and Reservoir (including each water and power facility associated with the C.C.
			 Cragin Dam and Reservoir).</text>
				</paragraph><paragraph id="H8EBB0CF35AF64C74B26CD2BDAA7C00BF"><enum>(3)</enum><header>Department</header><text>The
			 term <term>Department</term> means the Department of the Interior.</text>
				</paragraph><paragraph id="H26CDEF6F99A04EDBA7B06BCB75FF6193"><enum>(4)</enum><header>District</header><text>The
			 term <term>District</term> means the Salt River Project Agricultural
			 Improvement and Power District.</text>
				</paragraph><paragraph id="HEBFEF829EE1348E1B4CE81A409581670"><enum>(5)</enum><header>Linear
			 corridor</header><text>The term <term>linear corridor</term> means a
			 corridor—</text>
					<subparagraph id="H7CB59A22522B4701AA655D5E8F400996"><enum>(A)</enum><text>the width of which
			 is approximately 200 feet;</text>
					</subparagraph><subparagraph id="HAE331AC776FA4D938B2FF2599227B1A2"><enum>(B)</enum><text>the length of
			 which is approximately 11.5 miles;</text>
					</subparagraph><subparagraph id="H5D1BB47CFBF84AC2BB0010E258B631B7"><enum>(C)</enum><text>of which
			 approximately 0.7 miles consists of an underground tunnel;</text>
					</subparagraph><subparagraph id="H9B5589834D444FE2B85EF7137591A277"><enum>(D)</enum><text>a portion of which
			 is located in—</text>
						<clause id="H24D4F22E1881449DA41D2C02D261C7F5"><enum>(i)</enum><text>sec. 31, sec. 32,
			 sec. 33, and sec. 34, T. 14 N., R. 11 E.;</text>
						</clause><clause id="H0133B19389BD4D149F7F34A5733C7C11"><enum>(ii)</enum><text>sec. 36, T. 14
			 N., R. 10 E.;</text>
						</clause><clause id="HB3D519ECC99E42F78ED600006FEF00E0"><enum>(iii)</enum><text>sec. 4, sec. 5,
			 sec. 6, sec. 7, and sec. 8, T. 13 N., R. 11 E.;</text>
						</clause><clause id="H4576BC13790A429BBD60F1955E18B785"><enum>(iv)</enum><text>sec. 12, sec. 13,
			 sec. 24, sec. 25, sec. 35, and sec. 36, T. 13 N., R. 10 E.; and</text>
						</clause><clause id="H4151A0187D5041C5B4FF19783C1262B5"><enum>(v)</enum><text>sec. 1, sec. 11,
			 sec. 12, sec. 14, and sec. 23, T. 12 N., R. 10 E., of the Gila and Salt River
			 Meridians; and</text>
						</clause></subparagraph><subparagraph id="H5D5BADED1CA64597ACD92081D5627056"><enum>(E)</enum><text>as generally
			 depicted on the Map.</text>
					</subparagraph></paragraph><paragraph id="H4B4BFA5CBCE54098AD5C1ED640D0CF41"><enum>(6)</enum><header>Map</header><text>The
			 term <term>Map</term> means the map entitled <quote>C.C. Cragin Dam and
			 Reservoir Land</quote> and dated June 17, 2008.</text>
				</paragraph><paragraph id="H31AACAF269AA49B3ADF2B32022F4DBF3"><enum>(7)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of Agriculture, acting through
			 the Chief of the Forest Service.</text>
				</paragraph></subsection><subsection id="H1E38EAF6C614485CB9BEB22BA7D876F0"><enum>(b)</enum><header>Withdrawal of
			 covered land</header><text>Subject to valid existing rights, with respect to
			 reclamation, the covered land is permanently withdrawn from all forms
			 of—</text>
				<paragraph id="HC1E6BDDF0E9744A0A85E777CF3D06B63"><enum>(1)</enum><text>entry,
			 appropriation, or disposal under the public land laws;</text>
				</paragraph><paragraph id="H5DAAFC80B1E94021BF46639EE1600042"><enum>(2)</enum><text>location, entry,
			 and patent under the mining laws; and</text>
				</paragraph><paragraph id="HD1110197A75C4D5BA8C0058473D8900"><enum>(3)</enum><text>disposition under
			 all laws pertaining to mineral and geothermal leasing or mineral
			 materials.</text>
				</paragraph></subsection><subsection id="H03EACB5F155A477194E4E86E4BCD2B00"><enum>(c)</enum><header>Jurisdiction of
			 Secretary of the Interior</header><text>The Secretary of the Interior shall
			 have exclusive jurisdiction—</text>
				<paragraph id="H7D754A956B32486F9B3010F56109BCC4"><enum>(1)</enum><text>with respect to
			 the covered land withdrawn by subsection (b); and</text>
				</paragraph><paragraph id="HAA40B66853CE4EE8AFC7E56149B9C25"><enum>(2)</enum><text>to manage each
			 reclamation project carried out on the covered land in accordance with section
			 213(i) of the Arizona Water Settlements Act (Public Law 108–451; 118 Stat.
			 3532).</text>
				</paragraph></subsection><subsection id="HCAA99D1CF2FA448D80B74793DF001BD9"><enum>(d)</enum><header>Responsibility
			 of Secretary of the Interior and District</header><text>In accordance with
			 paragraphs (4)(B) and (5) of section 213(i) of the Arizona Water Settlements
			 Act (Public Law 108–451; 118 Stat. 3533), the Secretary of the Interior and the
			 District shall ensure the compliance of each activity carried out at the Cragin
			 Dam with each applicable Federal law (including regulations).</text>
			</subsection><subsection id="H5BE78771F01445028F00719554DB9D14"><enum>(e)</enum><header>Map</header>
				<paragraph id="H74ADB107B35043BDB31297CC34604F32"><enum>(1)</enum><header>In
			 general</header><text>As soon as practicable after the date of enactment of
			 this Act, the Secretary of the Interior shall file a copy of the Map
			 with—</text>
					<subparagraph id="H3D6016DAF51C4C25918C48C91185AA88"><enum>(A)</enum><text>each appropriate
			 committee of Congress;</text>
					</subparagraph><subparagraph id="H0CB64F774C1C4176A515434EFF4CBC65"><enum>(B)</enum><text>the
			 Secretary;</text>
					</subparagraph><subparagraph id="H4B3C61B1DAAA4208A500432FEA5E5800"><enum>(C)</enum><text>the Governor of
			 the State of Arizona; and</text>
					</subparagraph><subparagraph id="H7F4105D8397A461C832394FBB9EEC963"><enum>(D)</enum><text>the Archivist of
			 the United States.</text>
					</subparagraph></paragraph><paragraph id="H5514FDBD221A4632AF00C19977200601"><enum>(2)</enum><header>Force and
			 effect</header><text>Each copy of the Map filed under paragraph (1) shall have
			 the same force and effect as if included in this Act, except that the Secretary
			 of the Interior may correct clerical and typographical errors in the
			 Map.</text>
				</paragraph></subsection><subsection id="H76CED67F0C9D445F8FA5E3B8125DDC00"><enum>(f)</enum><header>Management
			 activities on covered land</header>
				<paragraph id="H03BD9AE5E3974EA1B587B98C7608C9E"><enum>(1)</enum><header>In
			 general</header><text>In accordance with paragraphs (2) and (3), the Secretary
			 of the Interior, in consultation with the District, may enter into a contract
			 with the Secretary to carry out management activities on the covered
			 land.</text>
				</paragraph><paragraph id="H97AE40D89DD64FA281E54004E1EAFDA6"><enum>(2)</enum><header>Requirement</header><text>In
			 carrying out a management activity under paragraph (1), the Secretary shall
			 ensure that the activity does not conflict with, or adversely affect, the
			 operation, maintenance, or repair of the Cragin Dam, as determined by the
			 Secretary of the Interior.</text>
				</paragraph><paragraph id="H2BD8356F77E042B0852361ACD74398F8"><enum>(3)</enum><header>Authorized
			 management activities</header><text>Authorized management activities described
			 in paragraph (1) include any activity agreed to between the Secretary and the
			 Secretary of the Interior, including, with respect to the Cragin Dam—</text>
					<subparagraph id="HAB2204FD762D4545BBFAF9A7902E7E00"><enum>(A)</enum><text>the management
			 of—</text>
						<clause id="HFC95A4DC6AAF48739E26002C50F3ABC5"><enum>(i)</enum><text>recreation;</text>
						</clause><clause id="H48A99D34F88141798B13222210D13C04"><enum>(ii)</enum><text>wildland fire
			 activities;</text>
						</clause><clause id="H194A85468D704AD5A2BCAAFD971C16FC"><enum>(iii)</enum><text>public conduct
			 and law enforcement;</text>
						</clause><clause id="HE550218A15FA427CB30076A95110DDBB"><enum>(iv)</enum><text>cultural
			 resources; and</text>
						</clause><clause id="H807F41719F114330A528A978781E3933"><enum>(v)</enum><text>other resources;
			 and</text>
						</clause></subparagraph><subparagraph id="H2502208BCBA244EDB0CE916CB561EAC"><enum>(B)</enum><text>any other
			 appropriate management activity.</text>
					</subparagraph></paragraph></subsection><subsection id="HFD99F46C4B544CFC981D314EBDCD9E35"><enum>(g)</enum><header>Access to Forest
			 Service roads</header>
				<paragraph id="H390CAC5C71514F59894757718BD1DF59"><enum>(1)</enum><header>In
			 general</header><text>To carry out the operation, maintenance, and repair of
			 the Cragin Dam, the Secretary—</text>
					<subparagraph id="H864F346A6D084C38BF446E6D1212E7A2"><enum>(A)</enum><text>shall authorize
			 employees of the Department and the District to use certain roads under the
			 jurisdiction of the Forest Service, as determined by the Secretary in
			 coordination with the Secretary of the Interior and the District; and</text>
					</subparagraph><subparagraph id="H21D3820646624C41BB6EAF6D8273637B"><enum>(B)</enum><text>may not require
			 any individual described in subparagraph (A) to apply for, or possess, a
			 permit, license, or other similar document as a condition for authorization to
			 use any road described in that subparagraph.</text>
					</subparagraph></paragraph><paragraph id="H05596490EFBA415F8618888CF5BC6E4D"><enum>(2)</enum><header>Compliance with
			 Federal laws</header><text>In carrying out an activity described in paragraph
			 (1) through the use of roads authorized under that paragraph, the Department
			 and the District shall comply with each applicable Federal law (including
			 regulations).</text>
				</paragraph></subsection></section></legis-body>
	<legis-body display-enacting-clause="no-display-enacting-clause">
		<section changed="added" committee-id="SSEG00" id="id75FA112E467648A78F2B88BFED067697" reported-display-style="italic" section-type="section-one"><enum>1.</enum><header>Land withdrawal and
			 reservation for Cragin Project</header>
			<subsection id="ID4abfdb1441bb43a4bd1fc63fa867e01b"><enum>(a)</enum><header>Definitions</header><text>In
			 this section:</text>
				<paragraph id="IDbde06cde7bd54b2f9ff7b49046fe1d87"><enum>(1)</enum><header>Covered
			 land</header><text>The term <term>covered land</term> means the parcel of land
			 consisting of approximately 512 acres, as generally depicted on the Map, that
			 consists of—</text>
					<subparagraph id="IDefb634f733bf498b933d7444268e136d"><enum>(A)</enum><text>approximately 300 feet of
			 the crest of the Cragin Dam and associated spillway;</text>
					</subparagraph><subparagraph id="ID93f31a0dd47d4b46b12f381530d54c5e"><enum>(B)</enum><text>the reservoir pool of the
			 Cragin Dam that consists of approximately 250 acres defined by the high water
			 mark; and</text>
					</subparagraph><subparagraph id="IDdc690bac3aa8431babbf56f4ab53fcfe"><enum>(C)</enum><text>the linear
			 corridor.</text>
					</subparagraph></paragraph><paragraph id="IDe83ee5cf3b3242e59e3bce607f6937c5"><enum>(2)</enum><header>Cragin
			 project</header><text>The term <term>Cragin Project</term> means—</text>
					<subparagraph id="id76C85E3D17784006BAB9BAB0A4A73133"><enum>(A)</enum><text>the Cragin Dam and
			 associated spillway;</text>
					</subparagraph><subparagraph id="idFC4C8CF91BB64E32B3BFDAEC7E8D59ED"><enum>(B)</enum><text>the reservoir pool of the
			 Cragin Dam; and</text>
					</subparagraph><subparagraph id="id26844A985BBD47E6B97087E3671B6455"><enum>(C)</enum><text>any pipelines, linear
			 improvements, buildings, hydroelectric generating facilities, priming tanks,
			 transmission, telephone, and fiber optic lines, pumps, machinery, tools,
			 appliances, and other District or Bureau of Reclamation structures and
			 facilities used for the Cragin Project.</text>
					</subparagraph></paragraph><paragraph id="IDc34f270a288a4fd599ea2c01bb23426b"><enum>(3)</enum><header>District</header><text>The
			 term <term>District</term> means the Salt River Project Agricultural
			 Improvement and Power District.</text>
				</paragraph><paragraph id="IDca05fc625b50447188192e584e95f830"><enum>(4)</enum><header>Land management
			 activity</header><text>The term <quote>land management activity</quote>
			 includes, with respect to the covered land, the management of—</text>
					<subparagraph id="ID3e9c581daec84172b837073632be5f6a"><enum>(A)</enum><text>recreation;</text>
					</subparagraph><subparagraph id="ID000de224b4ad4880a20dceef29a574af"><enum>(B)</enum><text>grazing;</text>
					</subparagraph><subparagraph id="IDb99e9a55535c44a7b0493d6fa446266d"><enum>(C)</enum><text>wildland fire;</text>
					</subparagraph><subparagraph id="ID6440b7eaabf74ddab809a59c63239221"><enum>(D)</enum><text>public conduct;</text>
					</subparagraph><subparagraph id="IDc5701e1924724310b7ae6c4388472ba0"><enum>(E)</enum><text>commercial activities
			 that are not part of the Cragin Project;</text>
					</subparagraph><subparagraph id="ID57da6d7b760f4ae390c7b78a4d4fbd40"><enum>(F)</enum><text>cultural
			 resources;</text>
					</subparagraph><subparagraph id="ID28f9d6b6f1c1433a83eb3cf2430292f7"><enum>(G)</enum><text>invasive species;</text>
					</subparagraph><subparagraph id="ID7c0c6667f85b404d983994bdb52b7eeb"><enum>(H)</enum><text>timber and hazardous
			 fuels;</text>
					</subparagraph><subparagraph id="ID425f7c0fa91f483b9ab1a58badbe7b37"><enum>(I)</enum><text>travel;</text>
					</subparagraph><subparagraph id="ID8a541192c70a4a9aa50534ea3794d816"><enum>(J)</enum><text>law enforcement;
			 and</text>
					</subparagraph><subparagraph id="ID7a5d9bdd2cb747bcbb98ea5011cb71fb"><enum>(K)</enum><text>roads and trails.</text>
					</subparagraph></paragraph><paragraph id="ID6850c6c7252940a59030940543fc979f"><enum>(5)</enum><header>Linear
			 corridor</header><text>The term <term>linear corridor</term> means a corridor
			 of land comprising approximately 262 acres—</text>
					<subparagraph id="ID75366affca26403480b15549f729ef12"><enum>(A)</enum><text>the width of which is
			 approximately 200 feet;</text>
					</subparagraph><subparagraph id="ID0492f69fc89a47b0a94b35903fef736a"><enum>(B)</enum><text>the length of which is
			 approximately 11.5 miles;</text>
					</subparagraph><subparagraph id="ID450af79b35034f33add1a057d65cc060"><enum>(C)</enum><text>of which approximately
			 0.7 miles consists of an underground tunnel; and</text>
					</subparagraph><subparagraph id="ID7eab30bb87ec4a218cbbc17e381057a0"><enum>(D)</enum><text>that is generally
			 depicted on the Map.</text>
					</subparagraph></paragraph><paragraph id="ID062dd2da7b3e45a0a61c021643a76892"><enum>(6)</enum><header>Map</header><text>The
			 term <term>Map</term> means sheets 1 and 2 of the maps entitled <quote>C.C.
			 Cragin Project Withdrawal </quote> and dated June 17, 2008.</text>
				</paragraph><paragraph id="IDc4da607d31e34bd7a065f5459419ec02"><enum>(7)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of Agriculture, acting through
			 the Chief of the Forest Service.</text>
				</paragraph></subsection><subsection id="IDf630f97446ac44d2a0dacaf0e734990b"><enum>(b)</enum><header>Withdrawal of covered
			 land</header><text>Subject to valid existing rights, the covered land is
			 permanently withdrawn from all forms of—</text>
				<paragraph id="IDe38a1de168594df9941194d0b26546d5"><enum>(1)</enum><text>entry, appropriation, or
			 disposal under the public land laws;</text>
				</paragraph><paragraph id="ID311ea3d698524295a1d7c71137d68f65"><enum>(2)</enum><text>location, entry, and
			 patent under the mining laws; and</text>
				</paragraph><paragraph id="IDf9e6b149fc5a4d6ea82d2a859f15fca4"><enum>(3)</enum><text>disposition under all
			 laws pertaining to mineral and geothermal leasing or mineral materials.</text>
				</paragraph></subsection><subsection id="ID049de486b6264aab948c2257106fc80a"><enum>(c)</enum><header>Map</header>
				<paragraph id="ID8f8cdc7accef4e358c71dd4472d58f35"><enum>(1)</enum><header>In
			 general</header><text>As soon as practicable after the date of enactment of
			 this Act, the Secretary of the Interior, in coordination with the Secretary,
			 shall prepare a map and legal description of the covered land.</text>
				</paragraph><paragraph id="IDf295164390274ecb87d8a4a75c438282"><enum>(2)</enum><header>Force and
			 effect</header><text>The map and legal description prepared under paragraph (1)
			 shall have the same force and effect as if included in this Act, except that
			 the Secretary of the Interior may correct clerical and typographical
			 errors.</text>
				</paragraph><paragraph id="ID9b3cab4bf1a8437a950231e4b88685d2"><enum>(3)</enum><header>Availability</header><text>The
			 map and legal description prepared under paragraph (1) shall be on file and
			 available for public inspection in the appropriate offices of the Forest
			 Service and Bureau of Reclamation.</text>
				</paragraph></subsection><subsection id="IDdc925120fb44457aba38da93a83167aa"><enum>(d)</enum><header>Jurisdiction and
			 duties</header>
				<paragraph id="id7B3D37C7379E4B57A03AFD0F2AE2AA3C"><enum>(1)</enum><header>Jurisdiction of the
			 Secretary of the Interior</header>
					<subparagraph id="idB6F4530F6232498484F6DC74D2959367"><enum>(A)</enum><header>In
			 general</header><text>Except as provided in subsection (e), the Secretary of
			 the Interior, acting through the Commissioner of Reclamation, shall have
			 exclusive administrative jurisdiction to manage the Cragin Project in
			 accordance with this Act and section 213(i) of the Arizona Water Settlements
			 Act (Public Law 108–451; 118 Stat. 3533) on the covered land.</text>
					</subparagraph><subparagraph id="IDdf86665e0e7e48fc82657e74edb705d4"><enum>(B)</enum><header>Inclusion</header><text>Notwithstanding
			 subsection (e), the jurisdiction under subparagraph (A) shall include access to
			 the Cragin Project by the District.</text>
					</subparagraph></paragraph><paragraph id="IDb69c32cae7e64603940a4ad2f6d01c51"><enum>(2)</enum><header>Responsibility of
			 Secretary of the Interior and district</header><text>In accordance with
			 paragraphs (4)(B) and (5) of section 213(i) of the Arizona Water Settlements
			 Act (Public Law 108–451; 118 Stat. 3533), the Secretary of the Interior and the
			 District shall—</text>
					<subparagraph id="idB67D29D185CA4ABD9D5B237120ACBD1C"><enum>(A)</enum><text>ensure the compliance of
			 each activity carried out at the Cragin Project with each applicable Federal
			 environmental law (including regulations); and</text>
					</subparagraph><subparagraph id="idD42EAA79AB5D45D0A25CE35C8431752F"><enum>(B)</enum><text>coordinate with
			 appropriate Federal agencies in ensuring the compliance under subparagraph
			 (A).</text>
					</subparagraph></paragraph></subsection><subsection id="ID536991f668cc4e3c9c8587b1f02b9c33"><enum>(e)</enum><header>Land management
			 activities on covered land</header>
				<paragraph id="IDd1ea3314e5ea4907b52887136252cb30"><enum>(1)</enum><header>In
			 general</header><text>The Secretary shall have administrative jurisdiction over
			 land management activities on the covered land and other appropriate management
			 activities pursuant to an agreement under paragraph (2) that do not conflict
			 with, or adversely affect, the operation, maintenance, or replacement
			 (including repair) of the Cragin Project, as determined by the Secretary of the
			 Interior.</text>
				</paragraph><paragraph id="IDc1c5fca12e0c4e94add07c1133e192f6"><enum>(2)</enum><header>Interagency
			 agreement</header><text>The Secretary and the Secretary of the Interior, in
			 coordination with the District, may enter into an agreement under which the
			 Secretary may—</text>
					<subparagraph id="idE9DF579FE61544AA8F1BB7BA6CB0A42D"><enum>(A)</enum><text>undertake any other
			 appropriate management activity in accordance with applicable law that will
			 improve the management and safety of the covered land and other land managed by
			 the Secretary if the activity does not conflict with, or adversely affect, the
			 operation, maintenance, or replacement (including repair) of the Cragin
			 Project, as determined by the Secretary of the Interior; and</text>
					</subparagraph><subparagraph id="IDd77377c5daa34b4c842a30e12738e3d5"><enum>(B)</enum><text>carry out any emergency
			 activities, such as fire suppression, on the covered land.</text>
