		<official-title>To authorize a comprehensive national cooperative
		  geospatial imagery mapping program through the United States Geological Survey,
		  to promote use of the program for education, workforce training and
		  development, and applied research, and to support Federal, State, tribal, and
		  local government programs.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>AmericaView Geospatial Imagery
			 Mapping Program Act</short-title></quote>.</text>
		</section><section id="idC27B6CAF096440559FED22313F79AB34"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that—</text>
			<paragraph id="IDa0287b4dcce14d27b5a08e3f293b9922"><enum>(1)</enum><text>when Federal
			 geospatial imagery is available in a cost-effective and timely manner, State
			 and local governments and educational institutions are able to develop new
			 scientific, educational, and practical applications for the data and to adopt
			 new tools for applied research, education, and training, as evidenced
			 by—</text>
				<subparagraph id="idFF3DC36D09F040049E19A05CD8060727"><enum>(A)</enum><text>the success of
			 the United States Geological Survey (referred to in this Act as the
			 <term>USGS</term>) cooperative pilot projects OhioView and Gateway to the
			 Earth; and</text>
				</subparagraph><subparagraph id="id26EB41E0317A4D9F8E947C138768F7E1"><enum>(B)</enum><text>the 35 member
			 StateView programs cooperating in the AmericaView program;</text>
				</subparagraph></paragraph><paragraph id="idCAAC835F4ECE4ACEB6C0C97B88227CEF"><enum>(2)</enum><text>increased access
			 to geospatial imagery for research and educational purposes, made available
			 through the USGS and from State-level archives linked to StateView program
			 support, benefits user communities that have traditionally struggled to afford
			 the data because it enables—</text>
				<subparagraph id="ID77627778a0d74d8e888868652b89b948"><enum>(A)</enum><text>educators to
			 train—</text>
					<clause id="id78B51B55A41141C2BF9636A7B9BC3957"><enum>(i)</enum><text>students at
			 institutions of higher education for technology careers in remote sensing;
			 and</text>
					</clause><clause id="idF8E5A6DED72D4667998C2618ED638C98"><enum>(ii)</enum><text>teachers for use
			 of remote sensing data to enhance student learning in elementary and secondary
			 education;</text>
					</clause></subparagraph><subparagraph id="ID682c3a32e2de4a92916d86119b72d571"><enum>(B)</enum><text>historically
			 black colleges and universities to partner with StateView program universities
			 to enhance learning and training opportunities for students; and</text>
				</subparagraph><subparagraph id="ID53e2b5b5e57a41d8bb9228e296036dfd"><enum>(C)</enum><text>Native Americans
			 to provide training and education regarding—</text>
					<clause id="id9180D85BB9524141AB5CC5F5D9899060"><enum>(i)</enum><text>the
			 use and application of remote sensing data for Native American students;
			 and</text>
					</clause><clause id="id0E17A1D0EF674894A9383E8E9E8F8992"><enum>(ii)</enum><text>developing
			 satellite-based applications for managing reservation resources;</text>
					</clause></subparagraph></paragraph><paragraph id="ID0c377f6b7528419cbd69d00def90be2a"><enum>(3)</enum><text>institutions of
			 higher education and State and local government agencies use geospatial imagery
			 to support practical mapping and monitoring purposes, including—</text>
				<subparagraph id="ID046b13ab54ce49d9817b7c3c59ae6356"><enum>(A)</enum><text>monitoring the
			 health of Federal and State land and forests;</text>
				</subparagraph><subparagraph id="IDfa28bc99adcb4ee999ddf71fe6eddbde"><enum>(B)</enum><text>understanding
			 ecosystems and predicting ecosystem change;</text>
				</subparagraph><subparagraph id="ID9db511c420384c749bea9568b5780939"><enum>(C)</enum><text>mapping
			 hydrologic systems and assessing water quality;</text>
				</subparagraph><subparagraph id="ID8f6e2763bed343c69db516500af919ee"><enum>(D)</enum><text>monitoring crop
			 productivity, assessing damage, and predicting crop yield;</text>
				</subparagraph><subparagraph id="ID16c69e80c8be40f5ac41f828281b9e76"><enum>(E)</enum><text>assisting with
			 transportation and land-use planning in the urban areas of the United
			 States;</text>
				</subparagraph><subparagraph id="IDc24aea89440440578157be4fb71276cd"><enum>(F)</enum><text>predicting and
			 assisting with the management of human and wildlife disease outbreaks;
			 and</text>
				</subparagraph><subparagraph id="ID4d520b1e97434b3cbdfdeda01ebc350c"><enum>(G)</enum><text>mapping natural
			 hazards and assessing risk; and</text>
				</subparagraph></paragraph><paragraph id="ID91d5e6f6e1b64300a6cc098e1854a83c"><enum>(4)</enum><text>the AmericaView
			 program is uniquely positioned to help each State develop applications and
			 skills necessary—</text>
				<subparagraph id="id808540A69CF24311BE7265114326185E"><enum>(A)</enum><text>to effectively
			 apply geospatial imagery for multiple State-focused mapping purposes;
			 and</text>
				</subparagraph><subparagraph id="idEB240EBACF544DCFBA9371355D5EF698"><enum>(B)</enum><text>to expand the use
			 and benefits of geospatial imagery for research and operational purposes within
			 each State.</text>
				</subparagraph></paragraph></section><section id="idAA719CB674A94AFCA1B285123BE78C7D"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="ID81a740600eda4467a8abd265a704edb8"><enum>(1)</enum><header>AmericaView</header><text>The
			 term <term>AmericaView</term> means the national nonprofit collaboration of
			 StateView program participants cooperating with the USGS to achieve the
			 purposes of the AmericaView program.</text>
			</paragraph><paragraph id="IDb6fbd0f41681416c9a61ff0a57405c52"><enum>(2)</enum><header>AmericaView
			 program</header><text>The term <term>AmericaView program</term> means the
			 national remote sensing education, outreach, and research program of the USGS
			 established under section 4(a), comprised of—</text>
				<subparagraph id="idF2C4859B0085406A85A0204A6E2CF4CC"><enum>(A)</enum><text>the AmericaView
			 project; and</text>
				</subparagraph><subparagraph id="idDB9CD33B01004881A242F5DFD6372C44"><enum>(B)</enum><text>AmericaView.</text>
				</subparagraph></paragraph><paragraph id="ID743eacc459fe4539bb3fd576a48ce5e8"><enum>(3)</enum><header>AmericaView
			 project</header><text>The term <term>AmericaView project</term> means the USGS
			 data archive, development, maintenance, and product distribution program
			 conducted at the Earth Resources Observation and Science (EROS) Data
			 Center.</text>
			</paragraph><paragraph id="IDd6ef44a156654674b11139115ae3e39e"><enum>(4)</enum><header>Educational
			 institution</header><text>The term <term>educational institution</term>
			 means—</text>
				<subparagraph id="id0F6A4441DF7C421594B33FC12772F09B"><enum>(A)</enum><text>any public or
			 private elementary or secondary school, vocational school, correspondence
			 school, business school, institution of higher education (including a junior
			 college or teachers' college), normal school, professional school, or
			 scientific or technical institution; and</text>
				</subparagraph><subparagraph id="id23092E7A2F15482B9AC4A56B42CAC7E6"><enum>(B)</enum><text>any other
			 institution that provides an educational program.</text>
				</subparagraph></paragraph><paragraph id="ID4c59ccc668894f5fb75e49ef11aff781"><enum>(5)</enum><header>Geospatial
			 imagery</header><text>The term <term>geospatial imagery</term> means all
			 information acquired from above the surface of the Earth by satellite or
			 airplane.</text>
			</paragraph><paragraph id="ID2a071ea87c3c486290fd5d3e991d023c"><enum>(6)</enum><header>National
			 spatial data infrastructure</header><text>The term <term>national spatial data
			 infrastructure</term> means the technology, policies, standards, and human
			 resources necessary to acquire, process, store, distribute, and improve use of
			 geospatial data for the United States established by Executive Order 12906 (59
			 Fed. Reg. 17671 (April 13, 1994)).</text>
			</paragraph><paragraph id="IDc4fa3a016e0440f18ddf93c192bc8986"><enum>(7)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of the Interior, acting through
			 the Director of the USGS.</text>
			</paragraph><paragraph id="IDA1FB7A1B01824FA8BB2812BEBBC29A7C"><enum>(8)</enum><header>State</header><text>The
			 term <term>State</term> means—</text>
				<subparagraph id="IDFF879DE85E0E4FEC9C688D61E9026CDD"><enum>(A)</enum><text>each of the
			 several States of the United States;</text>
				</subparagraph><subparagraph id="ID32C27061274442F382CB1733506BBDE3"><enum>(B)</enum><text>the District of
			 Columbia;</text>
				</subparagraph><subparagraph id="ID3101047A4BF14895A4996D0E3B56607E"><enum>(C)</enum><text>the Commonwealth
			 of Puerto Rico;</text>
				</subparagraph><subparagraph id="ID7162086E82BE4862A921D0568448B976"><enum>(D)</enum><text>Guam;</text>
				</subparagraph><subparagraph id="IDC397CB348D70414D852ED0B69C50A495"><enum>(E)</enum><text>American
			 Samoa;</text>
				</subparagraph><subparagraph id="IDEC09872E97EB435AA63029F6A624BB53"><enum>(F)</enum><text>the Commonwealth
			 of the Northern Mariana Islands; and</text>
				</subparagraph><subparagraph id="ID52B93238B8974989BD68CE54FDB6CC0A"><enum>(G)</enum><text>the United States
			 Virgin Islands.</text>
				</subparagraph></paragraph><paragraph id="ID9c72ea64107e4260ad82662e95861b7e"><enum>(9)</enum><header>StateView
			 program</header><text>The term <term>StateView program</term> means the
			 AmericaView program of an individual State, comprised of educational
			 institutions and State and local governments.</text>
			</paragraph></section><section id="id3094B2FD4E134B859817478C916B2400"><enum>4.</enum><header>AmericaView
			 program</header>
			<subsection id="IDc1e04af79dec441cb7c08bb8d83592fd"><enum>(a)</enum><header>In
			 general</header><text>The Secretary shall establish and maintain a national
			 remote sensing education, outreach, and research program within the USGS to
			 advance the availability, timely distribution, and widespread use of geospatial
			 imagery for education, research, assessment, and monitoring purposes in each
			 State.</text>
			</subsection><subsection id="IDa973e1600eff4257b505db60fc0a324e"><enum>(b)</enum><header>Purposes</header><text>The
			 purposes of the AmericaView program are—</text>
				<paragraph id="ID07c5c69e05914e9980dd09fd22e2c71b"><enum>(1)</enum><text>to increase
			 accessibility to, and expand the use of, remote sensing data in a standard,
			 easy-to-use format by Federal, State, local, and tribal governments,
			 communities, educational institutions, and the commercial sector; and</text>
				</paragraph><paragraph id="ID6ca4121eb3984496ac865082a00cc337"><enum>(2)</enum><text>to assist each
			 StateView program in establishing the cooperative infrastructure necessary to
			 increase access to geospatial imagery for research and educational
			 purposes.</text>
				</paragraph></subsection><subsection id="ID7d1ec600b316491f8595fe86f2cbb065"><enum>(c)</enum><header>Activities</header>
				<paragraph id="ID8d5d4fdf2f9d4f529b7063a5bf22e00a"><enum>(1)</enum><header>AmericaView
			 project</header><text>The Secretary, acting through the AmericaView project,
			 shall support the geospatial imagery mapping research and educational programs
			 of each State by cooperating with States—</text>
					<subparagraph id="id77CE21A0461446679593124FFB95C204"><enum>(A)</enum><text>to identify new
			 geospatial imagery mapping needs and infrastructure and to define, consolidate;
			 and</text>
					</subparagraph><subparagraph id="idCEB7E1EBFE77408793C731689D2C5B2F"><enum>(B)</enum><text>to maintain the
			 data requirements of the AmericaView project.</text>
					</subparagraph></paragraph><paragraph id="ID16c214682ec946c2b43a8089bae53da8"><enum>(2)</enum><header>AmericaView
			 program</header><text>The Secretary, acting through the AmericaView program,
			 shall maintain AmericaView in each State—</text>
					<subparagraph id="IDa9e6149c3cfd48c58023c7cacd757591"><enum>(A)</enum><text>to share and
			 cooperate in the development of geospatial imagery mapping applications,
			 education, and training infrastructure in each State;</text>
					</subparagraph><subparagraph id="IDc5cbb1408b3144ad93515d467b00e166"><enum>(B)</enum><text>to cooperate with
			 the AmericaView project to develop nationally consistent standards for
			 geospatial imagery mapping in each State;</text>
					</subparagraph><subparagraph id="ID1cee27de034448f39826eb1756624199"><enum>(C)</enum><text>to expand the
			 number of geospatial imagery mapping courses taught at educational institutions
			 and provide training, remote sensing data, and teaching tools to
			 educators;</text>
					</subparagraph><subparagraph id="IDa20609e6f14a4f0eae50be0ecaf1641b"><enum>(D)</enum><text>to expand
			 geospatial imagery mapping research at research educational
			 institutions;</text>
					</subparagraph><subparagraph id="IDb19caf30ad41428b98b6ba5b1c86ce32"><enum>(E)</enum><text>to expand the
			 knowledge and use of geospatial imagery and map products in the current
			 workforce through outreach programs, workshops, and other training
			 opportunities;</text>
					</subparagraph><subparagraph id="ID2ec27825a3cf41a8990b9311d9a24bb8"><enum>(F)</enum><text>to build
			 partnerships with local governments to identify unique research and development
			 needs and geospatial imagery mapping pilot projects;</text>
					</subparagraph><subparagraph id="ID3b08049e7ff145e7923de4024de75613"><enum>(G)</enum><text>to promote
			 cooperation and sharing of expertise regarding geospatial imagery among
			 participating States and within each participating State; and</text>
					</subparagraph><subparagraph id="IDabbf418870e440d9bb9f77dc0780ff21"><enum>(H)</enum><text>to enable the
			 States to provide geospatial imagery to the USGS.</text>
					</subparagraph></paragraph><paragraph id="IDbf655afb76af4510b6f46f37fe64a379"><enum>(3)</enum><header>Grants</header><text>The
			 Secretary annually shall provide grants to sustain and develop StateView
			 programs.</text>
				</paragraph><paragraph id="IDc41ac4c366be4c3194855d0c49c075aa"><enum>(4)</enum><header>Federal partner
			 advisory committee</header>
					<subparagraph id="IDcdb74fb5567c4de19c6c77dbfe29ee8e"><enum>(A)</enum><header>In
			 general</header><text>The Secretary shall maintain an advisory committee to
			 advise the Director of the USGS regarding the AmericaView program.</text>
					</subparagraph><subparagraph id="ID3a552128c4d84b4cab3e1d56a7ba95df"><enum>(B)</enum><header>Membership and
			 appointment</header><text>The advisory committee under subparagraph (A) shall
			 be composed of—</text>
						<clause id="id9C1CD4D151824AC7BA91AA0DB8F7C461"><enum>(i)</enum><text>at
			 least 1 representative of each of—</text>
							<subclause id="idDC7E6D0CDCF5462291DB60FE52B08745"><enum>(I)</enum><text>AmericaView;</text>
							</subclause><subclause id="id94F3E9CF571247B0B7B7827D54A0DA03"><enum>(II)</enum><text>the USGS;
			 and</text>
							</subclause><subclause id="id7A1AA8D2445B4AF3A910678EECA18FFB"><enum>(III)</enum><text>the Department
			 of Agriculture; and</text>
							</subclause></clause><clause id="id6C28D4A9284143809A5D923F35F47BC1"><enum>(ii)</enum><text>representatives
			 of such other agencies as the Secretary may designate.</text>
						</clause></subparagraph></paragraph></subsection></section><section id="id8FA7419B2C4040E9AACCFA3DD2118D7F"><enum>5.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">There are
			 authorized to be appropriated to the Secretary such sums as are necessary to
			 carry out this Act for each of fiscal years 2010 through 2014.</text>
