			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Cane River National Heritage Area
			 Reauthorization Act of
			 <deleted-phrase committee-id="SSEG00" reported-display-style="strikethrough">2009</deleted-phrase><added-phrase committee-id="SSEG00" reported-display-style="italic">
			 2010</added-phrase></short-title></quote>.</text>
		</section><section id="id9CA2C1BB9C9D4274BCD417E381FA729D"><enum>2.</enum><header>Cane river
			 national heritage area</header>
			<subsection id="idC63787975FD74F498CB49999EE282B07"><enum>(a)</enum><header>Boundaries</header><text>Section
			 401 of the Cane River Creole National Historical Park and National Heritage
			 Area Act (16 U.S.C. 410ccc–21) is amended—</text>
				<paragraph id="ID5602a3ceb5e94725811a0c02a9af4cf0"><enum>(1)</enum><text>in subsection
			 (b)—</text>
					<subparagraph id="IDc16e34d4f7f543649fe62191092283d3"><enum>(A)</enum><text>in paragraph (3),
			 by striking <quote>and</quote> at the end;</text>
					</subparagraph><subparagraph id="ID74dfd5c6afd54db78c0c67b97c9e253b"><enum>(B)</enum><text>by redesignating
			 paragraph (4) as paragraph (6); and</text>
					</subparagraph><subparagraph id="IDb97d0679d6474484b176176c0f68251c"><enum>(C)</enum><text>by inserting
			 after paragraph (3) the following:</text>
						<quoted-block display-inline="no-display-inline" id="idF16C5630D1D740999BD9563795497201" style="OLC">
							<paragraph id="ID3a1fdcb04bf54d9f8d74b0053cb1c090"><enum>(4)</enum><text>fostering
				compatible economic development;</text>
							</paragraph><paragraph id="idCE2116F0A5494414A379E9FDF2E563CC"><enum>(5)</enum><text>enhancing the
				quality of life for local residents;
				and</text>
							</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="IDffbda9bb93184ff487f177a3648cbdf0"><enum>(2)</enum><text>in subsection
			 (c), by striking paragraphs (1) through (6) and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="idFCCC2B2FDF794CB2A764338821B94428" style="OLC">
						<paragraph id="IDb083605d405c44cb9ce0f5d3748afe94"><enum>(1)</enum><text>the area
				generally depicted on the map entitled <quote>Revised Boundary of Cane National
				Heritage Area Louisiana</quote>, numbered 494/80021, and dated May 2008;</text>
						</paragraph><paragraph id="IDde0494da67ff43dd9cf39af6a0c00048"><enum>(2)</enum><text>the Fort Jesup
				State Historic Site; and</text>
						</paragraph><paragraph id="idB1C7487614634F0188D107783852A92A"><enum>(3)</enum><text>as satellite
				site, any properties connected with the prehistory, history, or cultures of the
				Cane River region that may be the subject of cooperative agreements with the
				Cane River National Heritage Area Commission or any successor to the
				Commission.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="ID32f10ba10eff49e18ab98df967702ffe"><enum>(b)</enum><header>Cane River
			 National Heritage Area Commission</header><text>Section 402 of the Cane River
			 Creole National Historical Park and National Heritage Area Act (16 U.S.C.
			 410ccc–22) is amended—</text>
				<paragraph id="ID8b951282495f47d9bd5df2ee5de59041"><enum>(1)</enum><text>in subsection
			 (b)—</text>
					<subparagraph id="id415104D764604F0DB3596A96B98E333A"><enum>(A)</enum><text>by striking
			 <quote>19</quote> and inserting <quote>23</quote>;</text>
					</subparagraph><subparagraph id="idAF382B573FCF44FF9A4147658983D5DE"><enum>(B)</enum><text>in paragraph (4),
			 by inserting <quote>the Natchitoches Parish Tourist Commission and
			 other</quote> before <quote>local</quote>;</text>
					</subparagraph><subparagraph id="idEE2895E6AFF74C16BC41B538D4FBE037"><enum>(C)</enum><text>in paragraph (7),
			 by striking <quote>Concern Citizens of Cloutierville</quote> and inserting
			 <quote>Village of Cloutierville</quote>;</text>
					</subparagraph><subparagraph id="idA993A3E7A02A48E7A0A95F653C5A653E"><enum>(D)</enum><text>in paragraph
			 (13), by striking <quote>are landowners in and residents of </quote> and
			 inserting <quote>own land within
			 <deleted-phrase committee-id="SSEG00" reported-display-style="strikethrough">the heritage
			 area</deleted-phrase></quote>;</text>
					</subparagraph><subparagraph id="id12961E1DF3E54D91BD332812C89EC6A9"><enum>(E)</enum><text>in paragraph
			 (16)—</text>
						<clause id="id4DCC4857538D4A1E833C0C6EB1935287"><enum>(i)</enum><text>by
			 striking <quote>one member</quote> and inserting <quote>2 members</quote>;
			 and</text>
						</clause><clause id="idBB71098F3D574B12A907F456AB3FD9F1"><enum>(ii)</enum><text>by
			 striking <quote>and</quote> at the end;</text>
						</clause></subparagraph><subparagraph id="id8D0AE89E7DFF4FA28A83E2C9D1380BF1"><enum>(F)</enum><text>by redesignating
			 paragraph (17) as paragraph (19); and</text>
					</subparagraph><subparagraph id="idCA721630477849A1975D8CB1D8D5E39E"><enum>(G)</enum><text>by inserting
			 after paragraph (16) the following:</text>
						<quoted-block display-inline="no-display-inline" id="id10930915026C46B39C5CD94D616CB3B5" style="OLC">
							<paragraph id="ID114dec259e2d49d889ee186d5c0845a8"><enum>(17)</enum><text>2 members, 1 of
				whom represents African-American culture and 1 of whom represents Cane River
				Creole culture, after consideration of recommendations submitted by the
				Governor of Louisiana;</text>
							</paragraph><paragraph id="ID438eb174e4534252af9f0aa204b5c06b"><enum>(18)</enum><text>1 member with
				knowledge of tourism, after consideration of recommendations by the Secretary
				of the Louisiana Department of Culture, Recreation and Tourism;
				and</text>
							</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph changed="deleted" committee-id="SSEG00" id="ID4370ba2d318b47a09b78c1632a84f22e" reported-display-style="strikethrough"><enum>(2)</enum><text>in subsection
			 (c)(4), by striking <quote>, such as a non-profit corporation,</quote>;</text>
				</paragraph><paragraph id="ID2bb03d152c464ff7baff4533c8155b89"><enum><deleted-phrase committee-id="SSEG00" reported-display-style="strikethrough">(3)</deleted-phrase><added-phrase committee-id="SSEG00" reported-display-style="italic">(2)</added-phrase></enum><text>in subsection
			 (d)—</text>
					<subparagraph id="ID7d64b7e13476411db98ebc4f866c9ec8"><enum>(A)</enum><text>in paragraph (5),
			 by striking <quote>for research, historic preservation, and education
			 purposes</quote> and inserting <quote>to further the purposes of title III and
			 this title</quote>;</text>
					</subparagraph><subparagraph id="ID0ba1d7afac6442f2a5aa52cc647a3a6e"><enum>(B)</enum><text>in paragraph (6),
			 by striking <quote>the preparation of studies that identify, preserve, and plan
			 for the management of the heritage area</quote> and inserting <quote>carrying
			 out projects or programs that further the purposes of title III and this
			 title</quote>; and</text>
					</subparagraph><subparagraph id="ID16ae4b6f82ce4203ad8825685272ab5f"><enum>(C)</enum><text>by striking
			 paragraph (8) and inserting the following:</text>
						<quoted-block display-inline="no-display-inline" id="id1743B83225354AF6B8F6DC389982234C" style="OLC">
							<paragraph id="ID36029e3c67684fe599175962feae2ab6"><enum>(8)</enum><text>develop, or
				assist others in developing, projects or programs to further the purposes of
				title III and this title;</text>
							</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="IDd7885ec191164910be4dfb0abdbcc1a0"><enum><deleted-phrase committee-id="SSEG00" reported-display-style="strikethrough">(4)</deleted-phrase><added-phrase committee-id="SSEG00" reported-display-style="italic">(3)</added-phrase></enum><text>in the third
			 sentence of subsection (g), by inserting <quote>, except that if any of the
			 organizations specified in subsection (b) ceases to exist, the vacancy shall be
			 filled with an at-large member</quote> after <quote>made</quote>.</text>
				</paragraph></subsection><subsection id="id23FA098AD1D047D2BC6D18AAD0A71BF9"><enum>(c)</enum><header>Preparation of
			 the plan</header><text>Section 403 of the Cane River Creole National Historical
			 Park and National Heritage Area Act (16 U.S.C. 410ccc–23) is amended by adding
			 at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="id2BEAFA1A65B144FEBF256951B8D6F663" style="OLC">
					<subsection id="ID0aea164abaa44a58807ce18de30e1494"><enum>(d)</enum><header>Amendments</header>
						<paragraph id="ID1bd77927364146fbb35eb502b9fe4006"><enum>(1)</enum><header>In
				general</header><text>An amendment to the management plan that substantially
				alters the purposes of the heritage area shall be reviewed by the Secretary and
				approved or disapproved in the same manner as the management plan.</text>
						</paragraph><paragraph id="ID921dc6f6a6d349c9ad0b7a9833ba3c99"><enum>(2)</enum><header>Implementation</header><text>The
				local coordinating entity shall not use Federal funds made available under this
				title to implement an amendment to the management plan until the Secretary
				approves the
				amendment.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="IDca0e0722137545de9f58e2ee63ba9936"><enum>(d)</enum><header>Termination of
			 heritage area commission</header><text>Section 404 of the Cane River Creole
			 National Historical Park and National Heritage Area Act (16 U.S.C. 410ccc–24)
			 is amended—</text>
				<paragraph id="ID643449fc14914c70bfcdba35474b2439"><enum>(1)</enum><text>in subsection
			 (a), by striking <quote>the day occurring 10 years after the first official
			 meeting of the Commission</quote> and inserting <quote><deleted-phrase committee-id="SSEG00" reported-display-style="strikethrough">August 5,
			 2025</deleted-phrase><added-phrase committee-id="SSEG00" reported-display-style="italic"> September 30,
			 2015</added-phrase></quote>; and</text>
				</paragraph><paragraph changed="deleted" committee-id="SSEG00" id="IDb2da8d78f75c477c90529446f36b6ddf" reported-display-style="strikethrough"><enum>(2)</enum><text>in the third
			 sentence of subsection (c), by striking <quote>, including the potential for a
			 nonprofit corporation,</quote>.</text>
				</paragraph><paragraph changed="added" committee-id="SSEG00" id="id403565C6A9804B529A67F374919649D1" reported-display-style="italic"><enum>(2)</enum><text>by adding at the end the
			 following:</text>
					<quoted-block changed="added" committee-id="SSEG00" display-inline="no-display-inline" id="id11C2DD4B114447CC8E562C20DB8E9031" reported-display-style="italic" style="OLC">
						<subsection id="IDef0ba19cdedf4124aaeccae9cc62d628"><enum>(d)</enum><header>Evaluation and
				report</header>
							<paragraph id="id11630FA930294F95B042869564E59EE1"><enum>(1)</enum><header>Evaluation</header>
								<subparagraph id="id88DF65DAD2664874A46D7A63B7383918"><enum>(A)</enum><header>In
				general</header><text>Not later than 3 years before the date on which authority
				for Federal funding terminates for the Commission or any successor entity, the
				Secretary shall conduct an evaluation of the accomplishments of the heritage
				area.</text>
								</subparagraph><subparagraph id="ID71c11ad27e74466c8d18edda5bb77d61"><enum>(B)</enum><header>Requirements</header><text>In
				conducting the evaluation under subparagraph (A), the Secretary shall—</text>
									<clause id="IDadfdc674f2ca4247b137a991422c876d"><enum>(i)</enum><text>assess the progress of
				the local management entity with respect to—</text>
										<subclause id="ID75e46edb4f8b459da3d0945931b5820f"><enum>(I)</enum><text>accomplishing the
				purposes of the heritage area; and</text>
										</subclause><subclause id="ID30af615f31ba463c85bc68a26f577766"><enum>(II)</enum><text>achieving the goals and
				objectives of the approved management plan for the heritage area;</text>
										</subclause></clause><clause id="ID79edf17bff9f45f18a08da756a3ffc94"><enum>(ii)</enum><text>analyze the investments
				of the Federal Government, State, tribal, and local governments, and private
				entities in the heritage area to determine the impact of the investments;
				and</text>
									</clause><clause id="ID2045836a7a534c91a77c459318e209a6"><enum>(iii)</enum><text>review the management
				structure, partnership relationships, and funding of the heritage area for
				purposes of identifying the critical components for sustainability of the
				heritage area.</text>
									</clause></subparagraph></paragraph><paragraph id="ID04d9405ec5cf431696e39f418e94f5fa"><enum>(2)</enum><header>Report</header><text>Based
				on the evaluation conducted under paragraph (1), the Secretary shall submit to
				the Committee on Natural Resources of the House of Representatives and the
				Committee on Energy and Natural Resources of the Senate a report that—</text>
								<subparagraph id="id194BDE97620144BDB08296AD68822087"><enum>(A)</enum><text>describes the results of
				the evaluation conducted under that paragraph; and</text>
								</subparagraph><subparagraph id="idED10EE1A2FE14F93B52186821EF17E5B"><enum>(B)</enum><text>includes a recommendation
				on the future role of the National Park Service, if any, with respect to the
				heritage
				area.</text>
								</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection></section></legis-body>
