<whereas><text>Whereas 70 percent of 8th graders and 65 percent of 12th graders do not read at grade level;</text> </whereas>
<whereas><text>Whereas for many adolescent students, ongoing difficulties with reading and writing figure prominently into the decision to drop out of school;</text> </whereas>
<whereas><text>Whereas available data shows 85 percent of all juvenile offenders have reading problems and approximately one-third of all juvenile offenders read below the fourth-grade level;</text> </whereas>
<whereas><text>Whereas advanced literacy across content areas is the best available predictor of the ability of students to succeed in introductory college courses;</text> </whereas>
<whereas><text>Whereas research shows that teens who read for fun have better test scores and are more likely to succeed in the workforce;</text> </whereas>
<whereas><text>Whereas Teen Read Week encourages teens to read a book for leisure purposes;</text> </whereas>
<whereas><text>Whereas Teen Read Week recognizes that it is important for adolescents to read proficiently; and</text> </whereas>
<whereas><text>Whereas October 18 to October 24, 2009, is Teen Read Week: Now, therefore, be it</text> </whereas></preamble>

<section display-inline="yes-display-inline" id="H9DC64686646148B880C28391199B4A9C" section-type="undesignated-section"><enum></enum><text display-inline="yes-display-inline">That the House of Representatives—</text> 
<paragraph id="H77C936556D03481D88A3AA21F65F294C"><enum>(1)</enum><text>supports the goals and ideals of Teen Read Week;</text> </paragraph>
<paragraph id="H6DE6E91861564E8AA323F6BC10F8EB33"><enum>(2)</enum><text>recognizes that it is important for teens to be taught to read proficiently; and</text> </paragraph>
<paragraph id="H5E939F8E06A54AD48450D421FAFCC115"><enum>(3)</enum><text>encourages teens to read for leisure and academic purposes.</text> </paragraph></section>
