		<official-title display="yes">Conveying the best wishes of the House of
		  Representatives to those celebrating Diwali.</official-title>

	<preamble>
		<whereas><text>Whereas Diwali is celebrated by many Americans and people
			 around the world, especially in South Asia;</text>
		</whereas><whereas><text>Whereas Diwali is also known as <quote>Deepavali</quote>
			 to many celebrants around the world;</text>
		</whereas><whereas><text>Whereas Diwali is a significant holiday for Hindus, Sikhs,
			 Jains, Buddhists, and others;</text>
		</whereas><whereas><text>Whereas Diwali falls on the last day of the last month of
			 the lunar calendar and the festival is celebrated for 5 days;</text>
		</whereas><whereas><text>Whereas Diwali is commonly known as <quote>the Festival of
			 Lights</quote> and is observed with diyas, or oil lamps, lit in clay vessels;
			 and</text>
		</whereas><whereas><text>Whereas for its celebrants, Diwali is of spiritual
			 significance and the lights of Diwali symbolize the inner light that overcomes
			 the darkness of ignorance: Now, therefore, be it</text>

			<paragraph id="HAD26FEA8D7544E04B2C1A2864CC5B8A4"><enum>(1)</enum><text>recognizes the
			 historical and religious significance of Diwali;</text>
			</paragraph><paragraph id="HFF3A8351003B4260847D6699A3E03594"><enum>(2)</enum><text>celebrates the
			 rich cultural and religious diversity of the people of the United States and
			 the freedom of religion guaranteed to all Americans; and</text>
			</paragraph><paragraph id="H984ECE1EA7D147649B0A12B051C69799"><enum>(3)</enum><text>conveys best
			 wishes to its fellow Americans and to people around the world celebrating
			 Diwali.</text>
