<official-title display="yes">Amending the Rules of the House of Representatives to provide greater transparency on earmark requests.</official-title>

<section display-inline="yes-display-inline" section-type="undesignated-section" id="HAE080683F0424D3BBAAF8DCBCAECC657"><text>That </text> 
<subsection display-inline="yes-display-inline" id="H68EC60294A914C33B9F00C96DC887084"><enum>(a)</enum><text display-inline="yes-display-inline"> rule XXIII of the Rules of the House of Representatives is amended by redesignating clause 18 as clause 19 and by inserting after clause 17 the following:</text> 
<quoted-block style="OLC" id="H9935825B66F5430B855543B9B739C473" display-inline="no-display-inline"> 
<rules-clause id="HD8F61752D37445D49D57A9B841E58F4E"><enum>18.</enum><text display-inline="yes-display-inline">A Member, Delegate, or Resident Commissioner who requests a congressional earmark, a limited tax benefit, or a limited tariff benefit shall, within 24 hours after making such request—</text> 
<rules-paragraph id="H0B8C1A154093450F82D26070D18C7EA4"><enum>(a)</enum><text display-inline="yes-display-inline">post on his or her public website for the remainder of the Congress financial certification letters that contain the following—</text> 
<rules-subparagraph id="HFFD7900471C14467A2918183C2FA4AEE"><enum>(1)</enum><text>the name and address of the intended recipient;</text></rules-subparagraph> 
<rules-subparagraph id="H7352BD3179FB442496A677EE6AF7FAF0"><enum>(2)</enum><text>the requested amount (only in the case of congressional earmarks);</text></rules-subparagraph> 
<rules-subparagraph id="H853E66B03A9E4452869CF9ECA54C1836"><enum>(3)</enum><text>an explanation of the request, including the purpose, and why it is a valuable use of taxpayer funds;</text></rules-subparagraph> 
<rules-subparagraph id="HD26F91A3E2724370BC39DE1C21316076"><enum>(4)</enum><text>state if the recipient of the requested funds is a public, private, nonprofit, or for profit entity; and</text></rules-subparagraph> 
<rules-subparagraph id="HCD71C86DCA9D41069409BDE55FDE7611"><enum>(5)</enum><text>a statement that neither the requesting member nor their spouse has any financial interest related to the funding request;</text></rules-subparagraph></rules-paragraph> 
<rules-paragraph id="HD3093711CD5B40E9B84AAD386267084C"><enum>(b)</enum><text display-inline="yes-display-inline">display on the homepage of such website a hypertext link that contains the words <quote>Appropriations Requests</quote>, <quote>Limited Tax Benefits</quote>, or <quote>Limited Tariff Benefits</quote> and that directs to such webpage address, and maintain that link for at least 90 calendar days after the last such request is made during the Congress; and</text></rules-paragraph> 
<rules-paragraph id="H8339B9864D7B46EC8CD939CB22874D0D"><enum>(c)</enum><text display-inline="yes-display-inline">electronically submit to the committee of subject-matter jurisdiction the webpage address where such information is posted.</text></rules-paragraph></rules-clause><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H68AB47148654449F98B493B223792BE5"><enum>(b)</enum><text display-inline="yes-display-inline">The last sentence of clause 16 of rule XXIII of the Rules of the House of Representatives is amended by striking <quote>and clause 17</quote> and inserting <quote>, clause 17, and clause 18</quote>. </text></subsection></section> 
<section id="H672DA2E662D54F71A58599D75102197B"><enum>2.</enum><text display-inline="yes-display-inline">Rule XI of the Rules of the House of Representatives is amended by adding at the end the following new clause:</text>

<rules-clause-header>Earmark disclosure websites</rules-clause-header><enum>(s)</enum> 
<rules-paragraph id="H7CF7E300760C4064B876C1E85103DE01" display-inline="yes-display-inline"><enum>(1)</enum><text>Any committee that accepts any request of a Member, Delegate, or Resident Commissioner for a congressional earmark, a limited tax benefit, or a limited tariff benefit shall maintain a public website with an earmark disclosure webpage that contains the list of earmarks included in the Committee Report of the bill and is in a downloadable format that is searchable.</text></rules-paragraph> 
<rules-paragraph id="HB7E3E07F60994F44BB04F15C6B751A43" indent="up1"><enum>(2)</enum><text>The earmark disclosure webpage of a committee shall post the information required under subparagraphs (1) within two days of introduction, and shall maintain that information on that webpage for the remainder of the Congress.</text></rules-paragraph> 
<rules-paragraph id="H89B11A3EE0F9426B9FE1FBF120D182E1" indent="up1"><enum>(3)</enum><text>For purposes of this paragraph, the terms <quote>congressional earmark</quote>, <quote>limited tax benefit</quote>, and <quote>limited tariff benefit</quote> shall have the meaning given them in clause 9 of rule XXI.</text></rules-paragraph></rules-clause><after-quoted-block>.</after-quoted-block></quoted-block></section> 
<section id="H87D184D8BAC742B9B6CD1AEE508D3367"><enum>3.</enum><text display-inline="yes-display-inline">Clause 9 of rule XXI of the Rules of the House of Representatives is amended by redesignating paragraphs (e), (f), and (g) as paragraphs (f), (g), and (h), respectively, and by inserting after paragraph (d) the following:</text> 
<quoted-block style="OLC" id="H580CB5044A0440A6BD79E3E8D83139FB" display-inline="no-display-inline"> 
<rules-paragraph id="H96C55D8A219F4C02882A8EC3D7956983" indent="up1"><enum>(e)</enum><text display-inline="yes-display-inline">It shall not be in order to consider any bill or joint resolution, or an amendment thereto or conference report thereon, that carries a congressional earmark, limited tax benefit, or limited tariff benefit for which a Member, Delegate, or Resident Commissioner failed to comply with any applicable requirement of clause 18 of rule XXIII.</text></rules-paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section> 
<section id="HB5D915949595427BB48E0360F0441EB8"><enum>4.</enum><text display-inline="yes-display-inline">The amendments made by this resolution shall apply to requests for congressional earmarks, limited tax benefits, and limited tariff benefits made after the date this resolution is agreed to.</text></section>
