		<official-title display="yes">Expressing the sense of the House of
		  Representatives that the Department of Veterans Affairs should take full
		  responsibility for financing the health care benefits earned by veterans with
		  service-connected disabilities.</official-title>

		<whereas><text>Whereas the Federal Government has a moral responsibility
			 to provide health care to veterans with service-connected disabilities;</text>
		</whereas><whereas><text>Whereas any abdication of this responsibility constitutes
			 an affront to disabled veterans across the United States; and</text>
		</whereas><whereas><text>Whereas many disabled veterans purchase supplemental
			 insurance coverage for themselves and their families to meet health care needs
			 not covered by the benefits they earned through their military service: Now,
			 therefore, be it</text>

	<resolution-body id="H767ADC93845444F8A18E49AEE33E9067" style="traditional">
		<section display-inline="yes-display-inline" id="H288649AD678E4196AEC91E5B8860C567" section-type="undesignated-section"><enum></enum><text>That it is the sense of the House of
			 Representatives that—</text>
			<paragraph id="H4D447F4C631A4100A83423D918B7EB2A"><enum>(1)</enum><text display-inline="yes-display-inline">the Department of Veterans Affairs should
			 take full responsibility for financing the health care benefits earned by
			 veterans with service-connected disabilities;</text>
			</paragraph><paragraph id="HE4986D32352047FA9D674021218FF701"><enum>(2)</enum><text>the purchasing of
			 supplemental health insurance by a veteran should not be grounds for reducing
			 the Federal Government’s obligation to such veteran; and</text>
			</paragraph><paragraph id="H6E4D24BE0EAD4252AF6EB4C20D5E7F0F"><enum>(3)</enum><text>the Department of
			 Veterans Affairs should not implement policies that discourage disabled
			 veterans from purchasing supplemental health insurance coverage for themselves
			 and their families.</text>
