<official-title display="yes">Expressing the support of the House of Representatives for the generous charitable donations made by Americans.</official-title>

<preamble> 
<whereas><text>Whereas the level of charitable giving in the United States surpassed $300,000,000,000 in 2007;</text></whereas> 
<whereas><text>Whereas philanthropic giving has accounted for roughly two percent of United States Gross Domestic Product since the mid-1990s;</text></whereas> 
<whereas><text>Whereas the percentage of Gross Domestic Product made up by charitable donations in the United States more than doubles that of any other country;</text></whereas> 
<whereas><text>Whereas the overwhelming majority of charitable contributions in the United States come from individuals;</text></whereas> 
<whereas><text>Whereas 65 percent of United States households earning $100,000 or less make charitable contributions;</text></whereas> 
<whereas><text>Whereas roughly 30 percent of United States taxpayers benefit from tax deductions related to charitable giving; and</text></whereas> 
<whereas><text>Whereas charitable giving tax deductions accounted for $46 billion in tax savings in fiscal year 2008: Now, therefore, be it</text></whereas></preamble>

<paragraph id="H593908E2AEDC4E0CAD93E19F4E4175F1"><enum>(1)</enum><text display-inline="yes-display-inline">commends the unparalleled rate of charitable giving in the United States and supports this spirit of generosity;</text></paragraph> 
<paragraph id="H3183809E0D7F4CA0871EBD546EDF3DE2"><enum>(2)</enum><text display-inline="yes-display-inline">commends the millions of Americans who make charitable contributions;</text></paragraph> 
<paragraph id="H594C0F9171614D3196723E1F06686B36"><enum>(3)</enum><text display-inline="yes-display-inline">recognizes that philanthropy provides critical support, especially in times of economic distress, to organizations that serve individuals and communities across the United States; and</text></paragraph> 
<paragraph id="H1012165F40B940F1A152A1B4FD3B714B"><enum>(4)</enum><text display-inline="yes-display-inline">expresses the sense that tax deductions for charitable contributions should be protected.</text></paragraph></section>
