		<legis-type>RESOLUTION</legis-type>
		<official-title display="yes">Amending the Rules of the House of
		  Representatives to ensure that Members have a reasonable amount of time to read
		  legislation that will be voted upon.</official-title>

	<resolution-body id="HEB5EE67DB4F94DE79529D9AFB3AD7578" style="order-of-business">
		<section display-inline="yes-display-inline" id="H1DAED2C1150C4A8ABA9F4C47CCF24CF7" section-type="undesignated-section"><enum></enum><text>That</text><subsection commented="no" display-inline="yes-display-inline" id="HF7B98550702A4454AEF06C90942B623A"><enum>(a)</enum><text>the Rules of the House
			 of Representatives are amended by redesignating rule XXIX as rule XXX and by
			 inserting after rule XXVIII the following new rule:</text>
				<quoted-block display-inline="no-display-inline" id="H7F04337C18444F14A9D234AC32022443" style="OLC"><rule id="H3C1898ECC6C24D5099E0270ABE2ABAA6"><enum>RULE XXIX</enum><header display-inline="no-display-inline">Time to read legislation before
				voting</header>
						<subsection id="H13D2790ADCFA4167A292CC2FBD9E9E36"><enum>1.</enum><text display-inline="yes-display-inline">Notwithstanding any provision of these
				rules, no bill, joint resolution, conference report, or amendment between the
				Houses shall be voted on by the House unless the text of that measure has been
				available to all Members and their staffs in both printed and electronic format
				for at least 10 days and any manager’s amendment or other amendment which makes
				substantive changes to the legislation has been made available in both printed
				and electronic versions for at least 72 hours before the scheduled vote on such
				legislation.</text>
						</subsection><subsection id="H36CEB7DB88CC4C51AABDE9AB75C4C4C2"><enum>2.</enum><text>Clause 1 shall not
				apply to—</text>
							<paragraph id="H729527F705314438B693DC25DAC05379"><enum>(1)</enum><text>the intelligence
				authorization bill, appropriations, or other legislation containing classified
				information, or conference report thereon, if Members have at least 7 days to
				study the contents of such measure; and</text>
							</paragraph><paragraph id="H83AE1B5A114D4AEF8A6EE02D92D3BCF7"><enum>(2)</enum><text>congressional
				declarations of war or authorization of military force to respond to attacks on
				the United States.</text>
							</paragraph></subsection><subsection id="HA5D97B2F4B16418283BF94437121CC25"><enum>3.</enum><text>Notwithstanding any
				provision of these rules, any citizen who is eligible to vote and who is not an
				employee of the executive or judicial branch of the Government may petition the
				board of the Office of Congressional Ethics to investigate allegations that a
				Member voted for any measure that violated this
				rule.</text>
						</subsection></rule><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HEF3D16BDFD8E469497F1A09D40C8989D"><enum>(b)</enum><text>Clause 6(c) of
			 rule XIII of the Rules of the House of Representatives is amended by inserting
			 before the period at the end thereof the following: <quote>, or a rule or order
			 that would waive the provisions of rule XXIX</quote>.</text>
