		<official-title display="yes">Expressing support for National Facial
		  Protection Month.</official-title>

	<preamble>
		<whereas><text>Whereas 5,000,000 teeth are knocked out each year during
			 sports activities;</text>
		</whereas><whereas><text>Whereas an athlete participating in contact sports has a
			 10 percent chance of sustaining a significant oral-facial injury each
			 season;</text>
		</whereas><whereas><text>Whereas studies indicate that approximately one third of
			 all dental injuries and approximately 19 percent of head and face injuries are
			 sports-related;</text>
		</whereas><whereas><text>Whereas an athlete is 60 times more likely to sustain
			 damage to the teeth when not wearing a protective mouth guard;</text>
		</whereas><whereas><text>Whereas emerging evidence supports that youth athletes
			 wearing full facial protection during baseball, softball, hockey, and lacrosse
			 can significantly reduce their risk of oral-facial trauma;</text>
		</whereas><whereas><text>Whereas the Task Force on Community Preventive Services
			 found that there is insufficient evidence, due to a lack of available research
			 data, to support intervention programs to encourage the use of helmets,
			 facemasks, and mouth guards to reduce oral-facial trauma in contact
			 sports;</text>
		</whereas><whereas><text>Whereas the Task Force on Community Preventive Services
			 has recommended additional research on the effectiveness of intervention
			 programs to encourage the use of helmets, facemasks, and mouth guards;
			 and</text>
		</whereas><whereas><text>Whereas April would be an appropriate month to designate
			 as <quote>National Facial Protection Month</quote>: Now, therefore, be
			 it</text>
		</whereas></preamble>
	<resolution-body id="HFF541BCCFF344920A72E66BE9E70326C" style="traditional">
		<section display-inline="yes-display-inline" id="H0AC3179E1EF14BCA93AD19522D3B3D77" section-type="undesignated-section"><enum></enum><text>That the House of
			 Representatives—</text>
			<paragraph id="H030DF52F5BAC4B369BA7F6068D4247B2"><enum>(1)</enum><text>expresses support
			 for National Facial Protection Month;</text>
			</paragraph><paragraph id="H1D859B4E46854C38BD8713EB20A41644"><enum>(2)</enum><text>declares it is
			 critical—</text>
				<subparagraph id="H33FC99E459844432957975339E0025E4"><enum>(A)</enum><text>to raise awareness
			 about the importance of using proper dental and facial protection during
			 sporting activities; and</text>
				</subparagraph><subparagraph id="HB1401A094C344CCA8C7DEF93FE69FD2C"><enum>(B)</enum><text>to conduct
			 additional research to study the effectiveness of intervention programs to
			 encourage use of helmets, facemasks, and mouth guards;</text>
				</subparagraph></paragraph><paragraph id="H66FD25FD5CA046ACAE6D006200BC777D"><enum>(3)</enum><text>calls on sports
			 health care professionals, parents, and coaches to—</text>
				<subparagraph id="HF3B1CA1C97F6458CA3A1D97D82C60C1"><enum>(A)</enum><text>educate athletes
			 about the importance of protective equipment and encourage the use of all
			 protective devices to ensure the athlete’s safety; and</text>
				</subparagraph><subparagraph id="HE8C1CC97AE314194A38B053D001509F5"><enum>(B)</enum><text>recommend using
			 protective equipment that meets the standards of the National Operating
			 Committee on Standards for Athletic Equipment (NOCSAE) and is clearly
			 identified as being in compliance; and</text>
				</subparagraph></paragraph><paragraph id="HC5CC3484199F4723B4A3707839003669"><enum>(4)</enum><text>requests the
			 President to issue a proclamation calling upon the people of the United States
			 to observe National Facial Protection Month with appropriate ceremonies and
			 activities.</text>
