<legis-type>RESOLUTION</legis-type> 
<official-title display="yes">Amending the Rules of the House of Representatives to require House officers and employees to take annual factual training on the Constitution.</official-title>

<section display-inline="yes-display-inline" section-type="undesignated-section" id="HA9586CF7583E4DDABE5D0E9B8828F501"><text>That </text> 
<subsection display-inline="yes-display-inline" id="HE53D1CC1F88845BF8F16604F7EEF44B3"><enum>(a)</enum><text>rule XI of the Rules of the House of Representatives is amended by adding at the end the following new clause:</text>

<rules-clause-header>Constitutional training for officers and employees</rules-clause-header><enum>7.</enum> 
<rules-paragraph id="H93E8546B2D5246C687DD53D9618BC31C" display-inline="yes-display-inline"><enum>(a)</enum> 
<rules-subparagraph id="H3893AC21A5244240A735A4D183510D5F" display-inline="yes-display-inline"><enum>(1)</enum><text>The Subcommittee on the Constitution, Civil Rights, and Civil Liberties of the Committee on the Judiciary shall offer annual factual training on the Constitution to each officer and employee of the House. Such training shall—</text> 
<rules-subdivision id="H3BC0795F608349F69739F81A8F6AE907" indent="up2"><enum>(A)</enum><text>involve the same class of employees for whom the Committee on Standards of Official Conduct has determined ethics training to be appropriate under clause 3(a)(6); and</text></rules-subdivision> 
<rules-subdivision id="HD3DC2F8078CC4A6EB7C3514A20CFA422" indent="up2"><enum>(B)</enum><text>include such knowledge of the Constitution as may be determined appropriate by the Subcommittee on the Constitution, Civil Rights, and Civil Liberties of the Committee on the Judiciary.</text></rules-subdivision></rules-subparagraph></rules-paragraph> 
<rules-paragraph id="H50EBF9E9CE004C01AD2155C98ACF4017" indent="up1"><enum>(b)</enum> 
<rules-subparagraph id="HFB5C5B073B2F40B2ADCA814BAA2B426D" display-inline="yes-display-inline" indent="up2"><enum>(1)</enum><text>A new officer or employee of the House shall receive training under this clause not later than 60 days after beginning service to the House.</text></rules-subparagraph> 
<rules-subparagraph id="H654E647C126F49FEBAAA48CD880090D9" indent="up1"><enum>(2)</enum><text>Not later than January 31 of each year, each officer and employee of the House shall file a certification with the Subcommittee on the Constitution, Civil Rights, and Civil Liberties of the Committee on the Judiciary that the officer or employee attended training on the Constitution in the last year as established by this clause.</text></rules-subparagraph></rules-paragraph></rules-clause><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="HDD39C7C9873B42FF9FEDAE4D84F791EA"><enum>(b)</enum><text>The amendment made by this resolution shall take effect immediately before noon, January 5, 2011.</text></subsection></section>
