<official-title display="yes">Establishing an earmark moratorium for fiscal year 2011.</official-title>

<section display-inline="yes-display-inline" section-type="undesignated-section" id="H4782CBC81BA74DA2904B09EE84696EB0"><text>That </text> 
<subsection commented="no" display-inline="yes-display-inline" id="HECB79CD793D34E7E8053DEA1F03AF755"><enum>(a)</enum><text display-inline="yes-display-inline">it shall not be in order to consider—</text> 
<paragraph id="HE73D2503576E48328080105C17BB62FB"><enum>(1)</enum><text>a bill or joint resolution reported by any committee, or any amendment thereto or conference report thereon, that includes a congressional earmark or limited tax benefit; or</text></paragraph> 
<paragraph id="HD4F1EC9139B04CDAB32AA5877B8C24F9"><enum>(2)</enum><text display-inline="yes-display-inline">a bill or joint resolution not reported by any committee, or any amendment thereto or conference report thereon, that includes a congressional earmark or limited tax benefit.</text></paragraph></subsection> 
<subsection id="H30D1CEFA13A74D6694526BECDED05ADD"><enum>(b)</enum><text>For the purposes of this resolution, the terms <quote>congressional earmark</quote> and <quote>limited tax benefit</quote> have the meaning given those terms in clause 9 of rule XXI of the Rules of the House of Representatives.</text></subsection> 
<subsection id="HBB7983B74B11489DA1503C3AEC6132FA"><enum>(c)</enum><text>The point of order under subsection (a) shall only apply to legislation providing or authorizing discretionary budget authority, credit authority, or other spending authority, or providing a Federal tax deduction, credit, or exclusion in fiscal year 2011.</text></subsection> 
<subsection id="H324ADD839A514322A0BD36EC8E575A52"><enum>(d)</enum><text display-inline="yes-display-inline">This resolution shall not apply to any authorization of appropriations to a Federal entity if such authorization is not specifically targeted to a State, locality, or congressional district.</text></subsection></section> 
<section id="H5F876F8AF082450BBDAEB0A1F9FAFB85"><enum>2.</enum><text display-inline="yes-display-inline">The Committee on Rules may not report a rule or order that would waive the point of order set forth in the first section of this resolution.</text></section>
