		<official-title display="yes">Establishing an earmark moratorium for
		  fiscal year 2011.</official-title>

	<resolution-body id="HC66763A442F940C984090E2BB228A1D4" style="traditional">
		<section display-inline="yes-display-inline" id="HC8CAE58BC4384767A8368FE8387916D9" section-type="undesignated-section"><enum></enum><text>That</text><subsection commented="no" display-inline="yes-display-inline" id="HEEFA193192144152A1F42C42D18AEA31"><enum>(a)</enum><text display-inline="yes-display-inline">it shall not be in order to
			 consider—</text>
				<paragraph id="HFB52E9DE24EA4F67871D2A41366E0F54"><enum>(1)</enum><text>a bill or joint resolution reported by
			 any committee, or any amendment thereto or conference report thereon, that
			 includes a congressional earmark, limited tax benefit, or limited tariff
			 benefit; or</text>
				</paragraph><paragraph id="H1ABAD1AFAB6843D7BF346F79EA173938"><enum>(2)</enum><text display-inline="yes-display-inline">a
			 bill or joint resolution not reported by any committee, or any amendment
			 thereto or conference report thereon, that includes a congressional earmark,
			 limited tax benefit, or limited tariff benefit.</text>
				</paragraph></subsection><subsection id="HE28EB77E45A0411F92B29555782316D5"><enum>(b)</enum><text>For the purposes
			 of this resolution, the terms <quote>congressional earmark</quote>,
			 <quote>limited tax benefit</quote>, and <quote>limited tariff benefit</quote>
			 have the meaning given those terms in clause 9 of rule XXI of the Rules of the
			 House of Representatives.</text>
			</subsection><subsection id="H825A5D13E00742DA9601D5FC85D4F2CA"><enum>(c)</enum><text>The point of order
			 under subsection (a) shall only apply to legislation providing or authorizing
			 discretionary budget authority, credit authority, or other spending authority,
			 providing a Federal tax deduction, credit, or exclusion, or modifying the
			 Harmonized Tariff Schedule in fiscal year 2011.</text>
			</subsection><subsection id="H6B3FFBBE634A41C0A79A483AD73079EA"><enum>(d)</enum><text display-inline="yes-display-inline">This resolution shall not apply to any
			 authorization of appropriations to a Federal entity if such authorization is
			 not specifically targeted to a State, locality, or congressional
			 district.</text>
			</subsection></section><section id="H4AE9107E71F4482BBB3C0070B30C43A4"><enum>2.</enum><text display-inline="yes-display-inline">The Committee on Rules may not report a
			 rule or order that would waive the point of order set forth in the first
			 section of this resolution.</text>
