		<section id="HCBEAC920B6FC4956A8EFFE04F94044C9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Airport Master Plan Customer Convenience Enhancement,
			 Security, and Sustainability Act of 2009</short-title></quote> or the
			 <quote><short-title>ACCESS Act 2009</short-title></quote>.</text>
		</section><section id="H78699FEDC06A4D5886FD9C0C4CF7019"><enum>2.</enum><header>Airport master
			 plans</header><text display-inline="no-display-inline">Section 47101 of title
			 49, United States Code, is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="HB1A7993E1D1F48CB00A3D91B46DCA317" style="OLC">
				<subsection id="HA3EF6E8E916240808FA9488D00C5D897"><enum>(i)</enum><header>Additional goals
				for airport master plans</header><text>In addition to the goals set forth in
				subsection (g)(2), the Secretary shall encourage airport sponsors and State and
				local officials to develop airport master plans that take into account—</text>
					<paragraph id="H140CE3FBFAA3405F8EC767B88868569"><enum>(1)</enum><text display-inline="yes-display-inline">customer convenience and access to airport
				facilities; and</text>
					</paragraph><paragraph id="HFC429D7E9AE04B81ACBBF476909408AD"><enum>(2)</enum><text display-inline="yes-display-inline">threats of a terrorist attack, including
				the need to continually monitor and adjust plans to address new terrorist
				threats.</text>
