<official-title>To amend the Internal Revenue Code of 1986 to allow the work opportunity credit with respect to certain unemployed veterans.</official-title>

<section id="H8C31351464984F839F25079B6BC3E5DE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterans Employment Act of 2009</short-title></quote>.</text></section> 
<section id="H379B1B9A84E54D439EB0751BC4BCD03D" section-type="subsequent-section"><enum>2.</enum><header>Finding</header><text display-inline="no-display-inline">Congress finds that veterans are an integral part of our society and bring an underutilized knowledge base and skill level to the workforce.</text></section> 
<section id="H5BB9D793E0B846389DDCF3BF3F95BB4F"><enum>3.</enum><header>Credit allowed for certain unemployed veterans</header> 
<subsection id="HC38E3E7429D9447F87ABBD1CB8F7D621"><enum>(a)</enum><header>In general</header><text>Subsection (d) of section 51 of the Internal Revenue Code of 1986 is amended by adding at the end the following new paragraph:</text>

<paragraph id="H78188407EB834CDDA8B0DA1C82D152A5"><enum>(14)</enum><header>Credit allowed for unemployed veterans and hired in 2009 or 2010</header> 
<subparagraph id="H059595A8495940A194CD2527BC9EACA4"><enum>(A)</enum><header>In general</header><text>Any unemployed veteran who begins work for the employer during 2009 or 2010 shall be treated as a member of a targeted group for purposes of this subpart.</text></subparagraph> 
<subparagraph id="H83AB180E87AC4383A47115F8EF7942D1"><enum>(B)</enum><header>Unemployed veteran</header><text>For purposes of this paragraph, the term <term>unemployed veteran</term> means any veteran (as defined in paragraph (3)(B), determined without regard to clause (ii) thereof) who is certified by the designated local agency as—</text> 
<clause id="H7E396A28EB4446A98CD86639896E3485"><enum>(i)</enum><text>having been discharged or released from active duty in the Armed Forces during the period beginning on September 11, 2001, and ending on December 31, 2010, and</text></clause> 
<clause id="H1A9DCD5EBF7D48279C5FB4ECCF28175C"><enum>(ii)</enum><text>being in receipt of unemployment compensation under State or Federal law for not less than 4 weeks during the 1-year period ending on the hiring date.</text></clause></subparagraph></paragraph><after-quoted-block></after-quoted-block></quoted-block></subsection> 
<subsection id="H1C1392A7C4094EB4A426DE598DD67446"><enum>(b)</enum><header>Effective Date</header><text>The amendment made by this section shall apply to individuals who begin work for the employer after December 31, 2008.</text></subsection></section>
