		<official-title>To amend the Emergency Planning and Community
		  Right-to-Know Act of 1986 to strike a provision relating to modifications in
		  reporting frequency.</official-title>

		<section display-inline="no-display-inline" id="HAA9FBA761690449EBCB864C219EEC1C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Toxic Right-to-Know Protection
			 Act</short-title></quote>.</text>
		</section><section id="HC8648FF5DA8B4535A9B3EF2C95C66818"><enum>2.</enum><header>Modifications in
			 reporting frequency</header><text display-inline="no-display-inline">Section
			 313 of the Emergency Planning and Community Right-to-Know Act of 1986 (42
			 U.S.C. 11023) is amended—</text>
			<paragraph id="H0D793017ED5440B39BEF44614E83133C"><enum>(1)</enum><text>by striking
			 subsection (i); and</text>
			</paragraph><paragraph id="H62DC8776C9F341049B37F89811B0F925"><enum>(2)</enum><text>by redesignating
			 subsections (j) through (l) as subsections (i) through (k),
			 respectively.</text>
			</paragraph></section><section id="H1122ADCD319847C09790AA175F85C75C"><enum>3.</enum><header>Requirements
			 relating to toxic release inventory</header><text display-inline="no-display-inline">Notwithstanding any other provision of
			 law—</text>
			<paragraph id="HFF4EC23E367C43A3006247FBA35066E3"><enum>(1)</enum><text display-inline="yes-display-inline">the Administrator of the Environmental
			 Protection Agency (referred to in this section as the
			 <term>Administrator</term>) shall establish the eligibility threshold regarding
			 the use of a form A certification statement under the toxic release inventory
			 program established under the Emergency Planning and Community Right-to-Know
			 Act of 1986 (42 U.S.C. 11001 et seq.) at not greater than 500 pounds for
			 nonpersistent bioaccumulative and toxic chemicals; and</text>
			</paragraph><paragraph id="HC5398CC476884023B45DE90294218FD"><enum>(2)</enum><text>the use of a form A
			 certification statement described in paragraph (1), or any equivalent successor
			 thereto, shall be prohibited with respect to any chemical identified by the
			 Administrator as a chemical of special concern under section 372.28 of title
			 40, Code of Federal Regulations (or a successor regulation).</text>
