		<section id="HC6E3123E40A044F1B1917B37C6B1A633" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Center to Advance, Monitor, and
			 Preserve University Security Safety Act of 2009</short-title></quote> or the
			 <quote><short-title>CAMPUS Safety Act of
			 2009</short-title></quote>.</text>
		</section><section id="HDD6AED954B5A420500CD30565BB0FCF1"><enum>2.</enum><header>National center
			 for campus public safety</header><text display-inline="no-display-inline">Title
			 I of the Omnibus Crime Control and Safe Streets Act of 1968 (42 U.S.C. 3711 et
			 seq.) is amended by adding at the end the following new part:</text>

				for Campus Public Safety</header>
					<section id="HD3050822D95944E4AB78F9E9FDCC1920"><enum>3021.</enum><header>National
				Center for Campus Public Safety</header>
						<subsection id="H541D7436F43548A7A778D436F2CE715E"><enum>(a)</enum><header>Authority To
				establish and operate Center</header>
							<paragraph id="HFA60844A7D7E4517911B94505CC05CD7"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Director of the
				Office of Community Oriented Policing Services is authorized to establish and
				operate a National Center for Campus Public Safety (referred to in this section
				as the <quote>Center</quote>).</text>
							</paragraph><paragraph id="HF998B3C6AE4B4D7F97737B05AC88AE9D"><enum>(2)</enum><header>Grant
				authority</header><text display-inline="yes-display-inline">The Director of the
				Office of Community Oriented Policing Services is authorized to award grants to
				institutions of higher education and other nonprofit organizations to assist in
				carrying out the functions of the Center required under
				<internal-xref idref="HA484827890794D669E81F215EEB99036" legis-path="3021.(b)">subsection (b)</internal-xref>.</text>
							</paragraph></subsection><subsection id="HA484827890794D669E81F215EEB99036"><enum>(b)</enum><header>Functions of the
				Center</header><text>The Center shall—</text>
							<paragraph id="H73666975E28445A2A2263D0574FDC12C"><enum>(1)</enum><text>provide quality
				education and training for campus public safety agencies of institutions of
				higher education and the agencies’ collaborative partners, including campus
				mental health agencies;</text>
							</paragraph><paragraph id="H4FEE801A803541C5A81952E3FEFDA100"><enum>(2)</enum><text>foster quality
				research to strengthen the safety and security of institutions of higher
				education;</text>
							</paragraph><paragraph id="H75C0761D949A4C4EAAD22969A34985D"><enum>(3)</enum><text>serve as a
				clearinghouse for the identification and dissemination of information,
				policies, procedures, and best practices relevant to campus public safety,
				including off-campus housing safety, the prevention of violence against persons
				and property, and emergency response and evacuation procedures;</text>
							</paragraph><paragraph id="HA779637FF5B34005AB68481893561FF9"><enum>(4)</enum><text>develop protocols,
				in conjunction with the Attorney General, the Secretary of Homeland Security,
				the Secretary of Education, State, local, and tribal governments and law
				enforcement agencies, private and nonprofit organizations and associations, and
				other stakeholders, to prevent, protect against, respond to, and recover from,
				natural and man-made emergencies or dangerous situations involving an immediate
				threat to the health or safety of the campus community;</text>
							</paragraph><paragraph id="H8716FF4C014242BF89DB1C006CC2EDBB"><enum>(5)</enum><text>promote the
				development and dissemination of effective behavioral threat assessment and
				management models to prevent campus violence;</text>
							</paragraph><paragraph id="HA739E38F03E0407490E3B858ECB55540"><enum>(6)</enum><text>coordinate campus
				safety information (including ways to increase off-campus housing safety) and
				resources available from the Department of Justice, the Department of Homeland
				Security, the Department of Education, State, local, and tribal governments and
				law enforcement agencies, and private and nonprofit organizations and
				associations;</text>
							</paragraph><paragraph id="H8D2104C86334482498E5E5EE9400E023"><enum>(7)</enum><text>increase
				cooperation, collaboration, and consistency in prevention, response, and
				problem-solving methods among law enforcement, mental health, and other
				agencies and jurisdictions serving institutions of higher education;</text>
							</paragraph><paragraph id="H3B6BC7BAE9404C85A752605D74A75BC"><enum>(8)</enum><text>develop
				standardized formats and models for mutual aid agreements and memoranda of
				understanding between campus security agencies and other public safety
				organizations and mental health agencies; and</text>
							</paragraph><paragraph id="HFF1279C9195C41678ECB003559E28674"><enum>(9)</enum><text>report annually to
				Congress and the Attorney General on activities performed by the Center during
				the previous 12 months.</text>
							</paragraph></subsection><subsection id="H9A059A78427249CDBD9B889D24BB569D"><enum>(c)</enum><header>Coordination
				with available resources</header><text display-inline="yes-display-inline">In
				establishing the Center, the Director of the Office of Community Oriented
				Policing Services shall—</text>
							<paragraph id="HE8BC0A1D1E814DBEA01344B8DF55ADE2"><enum>(1)</enum><text>consult with the
				Secretary of Homeland Security, the Secretary of Education, and the Attorney
				General of each State; and</text>
							</paragraph><paragraph id="HD10B1E80DCD1466996FF1F7BBFEF5564"><enum>(2)</enum><text>coordinate the
				establishment and operation of the Center with campus public safety resources
				that may be available within the Department of Homeland Security and the
				Department of Education.</text>
							</paragraph></subsection><subsection id="H36253D80154C4FB09B47B14244E3029"><enum>(d)</enum><header>Definition of
				institution of higher education</header><text>In this section, the term
				<term>institution of higher education</term> has the meaning given the term in
				section 101 of the Higher Education Act of 1965 (20 U.S.C. 1001).</text>
						</subsection><subsection id="H9288EFAD9E484BA0875D757B8E20D120"><enum>(e)</enum><header>Authorization of
				appropriations</header><text>There are authorized to be appropriated to carry
				out this section $2,750,000 for each of the fiscal years 2009 through
				2013.</text>
