		<section id="H75C0E20645574E4788769CD8A95F5035" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as <quote><short-title>Phylicia’s Law</short-title></quote>.</text>
		</section><section id="H02974567DDEA4DDFB84D80040066CA42"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
			<paragraph id="H442F3DE74E0D4084A98310E39481FF8A"><enum>(1)</enum><text>Students achieve
			 their full academic potential when they have the ability to learn in a safe and
			 secure environment.</text>
			</paragraph><paragraph id="HB32FFEF3B56B405292896ABA89AC9847"><enum>(2)</enum><text>Off-campus school
			 trips comprise an integral part of the educational experience for our Nation’s
			 students. Each year millions of students enjoy these trips, which provide them
			 with invaluable learning opportunities outside the classroom.</text>
			</paragraph><paragraph id="H24265D9CB979463DA9576F6CA5045BEF"><enum>(3)</enum><text>There exists no
			 Federal law requiring public schools to develop safety plans for off-premises,
			 overnight, school-sponsored trips.</text>
			</paragraph></section><section id="HC95853D103194CD497329158BF34A1CD"><enum>3.</enum><header>School Safety
			 plan</header>
			<subsection id="H7D95C57084E84A319F30B2CDA6762418"><enum>(a)</enum><header>Requirements for
			 local educational agencies</header><text display-inline="yes-display-inline">Each local educational agency that receives
			 funds under part A of title IV of the Elementary and Secondary Education Act of
			 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7101">20 U.S.C. 7101
			 et seq.</external-xref>) shall develop and make publicly available a written
			 school safety policy for off-premises, overnight field trips.</text>
			</subsection><subsection id="HB509B829165647C2A35D6F4DEECD4B89"><enum>(b)</enum><header>Guidance from
			 Secretary of education</header><text display-inline="yes-display-inline">Congress encourages the Secretary of
			 Education to provide guidance to local educational agencies described in
			 subsection (a) by taking the steps necessary, such as hosting a conference of
			 interested parties, to assist in developing a model school safety policy that
			 meets the requirements described in such subsection.</text>
