		<official-title>To amend titles 23 and 49, United States Code, to repeal
		  wage requirements applicable to laborers and mechanics employed on Federal-aid
		  highway and public transportation construction projects.</official-title>

		<section id="HFE7CFBED0A9546F98C44F1E412DF1FB7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Highway Trust Fund Reform Act of
			 2009</short-title></quote>.</text>
		</section><section id="HBC98D944CF974E6A983D333DE988D1A5"><enum>2.</enum><header>Prevailing rate
			 of wage requirements</header>
			<subsection id="HA0E4DE6B3FD64201A5D0FBBB40CD97F2"><enum>(a)</enum><header>Repeals</header><text display-inline="yes-display-inline">The following provisions are
			 repealed:</text>
				<paragraph id="HAC49BC63AFBD48299C3486CB534FD940"><enum>(1)</enum><text>Section 113 of
			 title 23, United States Code (and the item relating to such section in the
			 analysis for chapter 1 of such title).</text>
				</paragraph><paragraph id="HAD4C30D431C64F3396997D1BB100EE08"><enum>(2)</enum><text>Section 5333(a) of
			 title 49, United States Code.</text>
				</paragraph></subsection><subsection id="H6FDBD77C0E7B4BC994A2A7775CAC4993"><enum>(b)</enum><header>Applicability</header>
				<paragraph id="H504C0A555CF6464CAF9EF8253966ABC7"><enum>(1)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">Subject to paragraph
			 (2), the amendments made by this section shall take effect on the 31st day
			 following the date of enactment of this Act.</text>
				</paragraph><paragraph id="HA01F475DF4BA44A6A47F00110006432C"><enum>(2)</enum><header>Existing
			 contracts</header><text>The amendments made by this section shall not affect
			 any contract in existence on the date of enactment of this Act or made pursuant
			 to an invitation for bids outstanding on such date of enactment.</text>
				</paragraph></subsection></section></legis-body>
