		<official-title>To improve efforts of the United States Government to
		  ensure that developing countries have affordable and equitable access to safe
		  water and sanitation, and for other purposes.</official-title>

		<section id="HA4C722DE7E5A4B588AD10FC33599AD24" section-type="section-one"><enum>1.</enum><header>Short Title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Global Water Access and Equity
			 Act</short-title></quote>.</text>
		</section><section id="H678D3AACBA2F49EF9F8210B3447C16ED"><enum>2.</enum><header>International
			 Water Issues Diplomatic Coordinator</header><text display-inline="no-display-inline">Section 1 of the State Department Basic
			 Authorities Act of 1956 (22 U.S.C. 2651a) is amended—</text>
			<paragraph id="H7190CA3CD3C34EE89779FB6322E69AF0"><enum>(1)</enum><text>by redesignating
			 subsection (g) as subsection (h); and</text>
			</paragraph><paragraph id="H54CBF1FFCC414699B313D69EE8014F4E"><enum>(2)</enum><text>by inserting after
			 subsection (f) the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H1C9E24819B1E45FB86E11741CDA7C1CA" style="OLC">
					<subsection id="H0A32AE44064E4C69B2B42A84F5148EEE"><enum>(g)</enum><header>International
				Water Issues Diplomatic Coordinator</header>
						<paragraph id="H7063D85E0B4C409C8700A5617188BE71"><enum>(1)</enum><header>Establishment of
				position</header><text display-inline="yes-display-inline">There is established
				within the Department of State in the immediate office of the Secretary of
				State a Coordinator of United States Government Diplomatic Initiatives to
				Provide Safe Water and Sanitation Globally (in this subsection referred to as
				the <term>Coordinator</term>), who shall be appointed by the President, by and
				with the advice and consent of the Senate. The Coordinator shall report
				directly to the Secretary.</text>
						</paragraph><paragraph id="H203412CC894C4DF28C978090CC82A674"><enum>(2)</enum><header>Duties</header>
							<subparagraph id="HAD1EA4514594453C9D1BAE014B199EE0"><enum>(A)</enum><header>In
				general</header><text>The Coordinator shall perform such duties and exercise
				such powers as the Secretary of State shall prescribe.</text>
							</subparagraph><subparagraph id="H8F224C50E1774EAC8F8CBEDC517ED607"><enum>(B)</enum><header>Specific
				duties</header>
								<clause id="H7E4A57B5109B425B9F7C57E0000F4537"><enum>(i)</enum><header>Advising the
				Secretary of State</header><text>The Coordinator shall be the Secretary of
				State’s principal advisor on efforts of the United States Government to ensure
				that developing countries have affordable and equitable access to safe water
				and sanitation.</text>
								</clause><clause id="H2A69CB28DA5441F7AA67A916522FB71F"><enum>(ii)</enum><header>Monitoring
				United States Diplomatic Policy</header><text display-inline="yes-display-inline">The Coordinator shall monitor the
				diplomatic policy of the United States Government and shall formulate ways in
				which such policy may be used to further the goal of ensuring that developing
				countries have access to safe water and sanitation, including the objectives
				expressed in the Senator Paul Simon Water for the Poor Act of 2005 (22 U.S.C.
				2152h note) and the amendments made by that Act.</text>
								</clause></subparagraph></paragraph><paragraph id="H1836CD4EA9F440BCB29C95F75C5DF69C"><enum>(3)</enum><header>Definition</header><text>For
				purposes of this subsection, the term <term>safe water</term> means water for
				drinking, household use, and crop
				irrigation.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="H5BCC69B255E746439D8404BCFC396EB1"><enum>3.</enum><header>Administration of
			 Global Water Aid</header>
			<subsection id="H2734059C5E804A32AFED212765DFD350"><enum>(a)</enum><header>Bureau for
			 Global Water Aid</header><text>The Senator Paul Simon Water for the Poor Act of
			 2005 (22 U.S.C. 2152h note) is amended—</text>
				<paragraph id="H0516C3CA374B4149BE80FA5D99082AED"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating section 11 as section 12;
			 and</text>
				</paragraph><paragraph id="H1A79C436AE9B4E658EA0FFC26798536E"><enum>(2)</enum><text>by inserting after
			 section 10 the following new section:</text>
					<quoted-block display-inline="no-display-inline" id="HCBC367039D984CDD8CEC088244C7D4EA" style="OLC">
						<section id="HE5CFA91207224BB087463D4D4F8D4642"><enum>11.</enum><header>Bureau for
				Global Water Aid</header>
							<subsection id="H12CACCA98E1D48E4BB7E32D426DB3840"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">There is established within the United
				States Agency for International Development a Bureau for Global Water Aid (in
				this section referred to as the <term>Bureau</term>).</text>
							</subsection><subsection id="HCE99FBFE23634ACDBE734DEB1FA53A34"><enum>(b)</enum><header>Assistant
				Administrator</header><text>The Bureau shall be headed by an Assistant
				Administrator for Global Water Aid (in this section referred to as the
				<term>Assistant Administrator</term>), who shall be appointed by the President,
				by and with the advice and consent of the Senate. The Assistant Administrator
				shall report directly to the Administrator of the United States Agency for
				International Development.</text>
							</subsection><subsection id="H84462649498E4D0FABEA844E3D164792"><enum>(c)</enum><header>Duties of
				Assistant Administrator</header><text display-inline="yes-display-inline">The
				Assistant Administrator shall be responsible for the oversight and coordination
				of all United States Government activities to provide safe water and sanitation
				to developing countries, including implementation of this Act and the
				amendments made by this Act.</text>
							</subsection><subsection id="HDCB41E3845344769BA6FD4C04DE54C52"><enum>(d)</enum><header>Staff</header><text>The
				Bureau shall be staffed by such persons as the Assistant Administrator
				considers necessary to carry out the responsibilities of the Assistant
				Administrator.</text>
							</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H29A64F3F94A64FA9ACB28621DFC1D474"><enum>(b)</enum><header>Authorization
			 under the Foreign Assistance Act of 1961</header>
				<paragraph id="H3841998E24EB4454BECB11E0D7033CFE"><enum>(1)</enum><header>Authorization</header><text>Subsection
			 (b) of the second section 135 of the Foreign Assistance Act of 1961 (22 U.S.C.
			 2152h(b)), as added by section 5(a) of the Senator Paul Simon Water for the
			 Poor Act of 2005 (22 U.S.C. 2152h note), is amended by inserting after
			 <quote>the President</quote> the following: <quote>, acting through the
			 Assistant Administrator for Global Water Aid,</quote>.</text>
				</paragraph><paragraph id="HDB6328E5BC60401FA1C9354063D2572A"><enum>(2)</enum><header>Definition</header><text>Such
			 section is further amended by adding at the end the following new
			 subsection:</text>

				irrigation.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H8161383F351D44ABBD9F82690F4AD615"><enum>(3)</enum><header>Redesignation
			 and Conforming Amendments</header>
					<subparagraph id="H26AFA8D06CE943478C75180999D478C8"><enum>(A)</enum><header>Redesignation</header><text>Chapter
			 1 of part I of the Foreign Assistance Act of 1961 (22 U.S.C. 2151 et seq.) is
			 amended by redesignating the second section 135 (22 U.S.C. 2152h), as added by
			 section 5(a) of the Senator Paul Simon Water for the Poor Act of 2005 (22
			 U.S.C. 2152h note), as section 136.</text>
					</subparagraph><subparagraph id="HDD28DABF5E6941EAB673CEC51691D6B0"><enum>(B)</enum><header>Conforming
			 amendments</header><text>The Senator Paul Simon Water for the Poor Act of 2005
			 (22 U.S.C. 2152h note) is amended by striking <quote>section 135</quote> each
			 place it appears and inserting <quote>section 136</quote>.</text>
					</subparagraph></paragraph></subsection><subsection id="HCE29390870234400AF671B69474E2D7C"><enum>(c)</enum><header>Authorization
			 under the Agricultural Trade Development and Assistance Act of
			 1954</header><text display-inline="yes-display-inline">Section 104(c)(9) of the
			 Agricultural Trade Development and Assistance Act of 1954 (7 U.S.C. 1704(c)(9))
			 is amended—</text>
				<paragraph id="H50A8C97BB0E94E2085F4A33D84657F28"><enum>(1)</enum><text>by striking
			 <quote>section 135</quote> and inserting <quote>section 136</quote>; and</text>
				</paragraph><paragraph id="HBFC72A7A589D404280D8B5A8FB6E93D1"><enum>(2)</enum><text>by adding at the
			 end the following new sentence: <quote>For purposes of this paragraph, the term
			 <term>safe water</term> means water for drinking, household use, and crop
			 irrigation.</quote>.</text>
				</paragraph></subsection><subsection id="H997966506DDD483D9B89FEE018287F48"><enum>(d)</enum><header>Division of
			 responsibility under the Senator Paul Simon Water for the Poor Act of
			 2005</header>
				<paragraph id="HFBD9B17A1EE6442DB82AF709BAC93E76"><enum>(1)</enum><header>Safe water and
			 sanitation strategy</header><text display-inline="yes-display-inline">Section 6
			 of the Senator Paul Simon Water for the Poor Act of 2005 (22 U.S.C. 2152h note)
			 is amended—</text>
					<subparagraph id="HF7138A96894B4BFC95CC8A2DF4E8A03D"><enum>(A)</enum><text>in subsection (c),
			 by striking <quote>Secretary of State, acting through the Administrator of the
			 United States Agency for International Development,</quote> and inserting
			 <quote>Administrator of the United States Agency for International
			 Development</quote>;</text>
					</subparagraph><subparagraph id="HBE48BC444F2A49FB9E3FF3741E9B327D"><enum>(B)</enum><text>in subsection
			 (g)—</text>
						<clause id="H010F84EDBC95467B929C8B2E6118AEBB"><enum>(i)</enum><text>in
			 paragraph (2)(A), by striking <quote>Secretary of State</quote> and inserting
			 <quote>Administrator of the United States Agency for International

							</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="H52C28D05D65E440580901A4622EC80CC"><enum>(2)</enum><header>Sense of
			 Congress regarding development of local capacity</header><text>Section 8 of
			 such Act (22 U.S.C. 2152h note) is amended by striking <quote>Secretary of
			 State</quote> and inserting <quote>Administrator of the United States Agency
			 for International Development</quote>.</text>
				</paragraph><paragraph id="H2EE91E951692486FB03F8BE86A80228D"><enum>(3)</enum><header>Report regarding
			 water for peace and security</header><text display-inline="yes-display-inline">Section 10(b) of such Act (22 U.S.C. 2152h
			 note) is amended—</text>
					<subparagraph id="HA4DD7491DF8144E78C1C0B2A5B055BA0"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>The Secretary of State,
			 in consultation with the Administrator of the United States Agency for
			 International Development,</quote> and inserting <quote>The Administrator of
			 the United States Agency for International Development, in consultation with
			 the Secretary of State,</quote>; and</text>
					</subparagraph><subparagraph id="H6BAC65C1EDAC47EEAD50628A24CA247C"><enum>(B)</enum><text>by striking
			 <quote>Committee on International Relations</quote> and inserting
			 <quote>Committee on Foreign Affairs</quote>.</text>
					</subparagraph></paragraph><paragraph id="H7E025D5381F24905AF8A87E1AF759BC6"><enum>(4)</enum><header>Further division
			 of responsibility</header><text>Such Act (22 U.S.C. 2152h note) is further
			 amended—</text>
					<subparagraph id="HD6A0DFE67DE740F0BC5F6506D344CD11"><enum>(A)</enum><text display-inline="yes-display-inline">by redesignating section 12 (as
			 redesignated by subsection (a) of this section) as section 13; and</text>
					</subparagraph><subparagraph id="H115BD91579374E4CAE40AFB4A0A9176A"><enum>(B)</enum><text>by inserting after
			 section 11 the following new section:</text>
						<quoted-block display-inline="no-display-inline" id="H74024A2B564141C29F5A15A148E7FA81" style="OLC">
							<section id="H1D5AB2279B46491FB9C7B9148EB38059"><enum>12.</enum><header>Division of
				Responsibility</header>
								<subsection id="HCD7EC3F4C1B04B188108EC7677E11CF8"><enum>(a)</enum><header>Coordination</header><text display-inline="yes-display-inline">In overseeing and coordinating United
				States Government activities to provide safe water and sanitation to developing
				countries, the Administrator of the United States Agency for International
				Development shall coordinate with the Secretary of State to ensure that the
				manner of carrying out such activities is consistent with the overall
				diplomatic policy of the United States. The Secretary of State shall, to the
				maximum extent feasible, make such activities a priority of the diplomatic
				policy of the United States.</text>
								</subsection><subsection id="HAB39BD9FEA95429C82B4E056369114BD"><enum>(b)</enum><header>Rule of
				construction</header><text>For purposes of sections 6 through 10 and subsection
				(a) of this section—</text>
									<paragraph id="H16CBB76CE4844FCF943345A413B2D842"><enum>(1)</enum><text display-inline="yes-display-inline">any reference to the Secretary of State
				shall be deemed to be a reference to the Secretary of State, acting through the
				Coordinator of United States Government Diplomatic Initiatives to Provide Safe
				Water and Sanitation Globally, established by section 1(g) of the State
				Department Basic Authorities Act of 1956; and</text>
									</paragraph><paragraph id="HA49C5AE7AB4843F6AB05B8FA8C048662"><enum>(2)</enum><text display-inline="yes-display-inline">any reference to the Administrator of the
				United States Agency for International Development shall be deemed to be a
				reference to the Administrator of the United States Agency for International
				Development, acting through the Assistant Administrator for Global Water Aid,
				established by section 11 of this
				Act.</text>
									</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph></subsection></section><section id="HC33F078266E547738E38E3216F40CA0E"><enum>4.</enum><header>Sense of Congress
			 on Promotion of Efficient Use of Water</header><text display-inline="no-display-inline">It is the sense of Congress that the policy
			 of the United States Government should promote more efficient use of existing
			 water supplies in developing countries (including through superior methods of
			 irrigation), as well as the development of additional reliable water
			 supplies.</text>
		</section><section id="H8E10A042643E46AE93AB23A55606EFD6"><enum>5.</enum><header>Authorization of
			 Appropriations</header>
			<subsection id="HDE31CCECA05040A1A70178153C56D6C5"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">There are authorized
			 to be appropriated for each of the fiscal years 2012 through 2016 such sums as
			 may be necessary to carry out this Act and the amendments made by this
			 Act.</text>
			</subsection><subsection id="H9C3184872AAD4C57B056B1FABB6C2B67"><enum>(b)</enum><header>Other
			 amounts</header><text display-inline="yes-display-inline">Amounts appropriated
			 pursuant to the authorization of appropriations in subsection (a) shall be in
			 addition to the amounts otherwise available to carry out this Act and the
			 amendments made by this Act.</text>
			</subsection><subsection id="HF282A60EBE0D479BB4E1C24662665A71"><enum>(c)</enum><header>Availability</header><text display-inline="yes-display-inline">Amounts appropriated pursuant to the
			 authorization of appropriations in subsection (a) are authorized to remain
			 available until expended.</text>
