		<section id="HC87DD374044243BEAC2A0441FBD05E35" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Dependent Care Act of 2010</short-title></quote>.</text>
		</section><section id="H84EDF8CDE5EC42C788E44D380AE2DE68"><enum>2.</enum><header>Health care for
			 certain dependents who are victims of abuse</header>
			<subsection id="H26B3CDE669244D3590B4AD981C679ED4"><enum>(a)</enum><header>Provision of
			 health care</header>
				<paragraph id="H6D4864EE82704BCA9486CA84F1256A73"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Chapter 17 of title
			 38, United States Code, is amended by adding at the end the following new
			 section:</text>
					<quoted-block display-inline="no-display-inline" id="HD947C033140F40D89AF4F79AE9386989" style="USC">
						<section id="H1CD86F9ED95A4CB98947CE4C4C58F5F8"><enum>1787.</enum><header>Health care
				for certain dependents who are victims of abuse</header>
							<subsection id="H06BFACB7F7314E76BB50A0916008AB33"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">In accordance with
				section 1781 of this title, the Secretary shall provide health care to a victim
				of abuse described in subsection (b) for physical and mental injuries resulting
				from such abuse.</text>
							</subsection><subsection id="HC804398F8010410F9E3A03217077AE3D"><enum>(b)</enum><header>Victim of
				abuse</header><text display-inline="yes-display-inline">A victim of abuse
				described in this subsection is an individual who—</text>
								<paragraph id="HFE3C500BC4AF48A2BCAD226EDF20873E"><enum>(1)</enum><text display-inline="yes-display-inline">is a spouse, child, or dependent parent of
				a veteran who—</text>
									<subparagraph id="H3129A5DA38D6432299E1201DA16D106D"><enum>(A)</enum><text>is enrolled to
				receive care under section 1710 of this title; and</text>
									</subparagraph><subparagraph id="H941B4A5A255B4D85A03561AD37A47FE8"><enum>(B)</enum><text>has been diagnosed
				with post-traumatic stress disorder or traumatic brain injury;</text>
									</subparagraph></paragraph><paragraph id="H76EE7E401126475F82D70522A788FD84"><enum>(2)</enum><text>has been
				physically or psychologically abused by the veteran described in paragraph (1),
				as verified by the Secretary; and</text>
								</paragraph><paragraph id="H012F783ACC3F488F83CB6591BE1A6441"><enum>(3)</enum><text>is not—</text>
									<subparagraph id="HB3DADF30145F4E32BF09845A0B373453"><enum>(A)</enum><text>eligible for
				medical coverage (other than under this section) under a program of the Federal
				Government or a State government; or</text>
									</subparagraph><subparagraph id="H894872295E95496985FDAA1CC5C2FBC3"><enum>(B)</enum><text>covered by a
				private medical insurance policy.</text>
									</subparagraph></paragraph></subsection><subsection id="H770A802BAA3D401AB5F318F9E5AF5DCB"><enum>(c)</enum><header>Mental
				health</header><text>The Secretary shall ensure that health care provided under
				this section includes mental health care as
				appropriate.</text>
							</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="HBABC27863ABF46BD87652F4FBBCB42C8"><enum>(2)</enum><header>Clerical
			 amendment</header><text display-inline="yes-display-inline">The table of
			 sections at the beginning of such chapter is amended by inserting after the
			 item relating to section 1786 the following new item:</text>

							<toc-entry level="section">1787. Health care for certain dependents
				who are victims of
				abuse.</toc-entry>
						</toc>
						<after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H7C8056C4089D4FE998BFED296A0482C4"><enum>(b)</enum><header>Conforming
			 amendment</header><text display-inline="yes-display-inline">Section 1781(a) of
			 such title is amended—</text>
				<paragraph id="H0805ED12616E4992852548304BC1FB5B"><enum>(1)</enum><text>in paragraph (3),
			 by striking <quote>, and</quote> and inserting a comma;</text>
				</paragraph><paragraph id="H2895C62BBAD34AD399635A261EB07FDD"><enum>(2)</enum><text>in paragraph (4),
			 by striking the semicolon and inserting <quote>, and</quote>; and</text>
				</paragraph><paragraph id="HF8E907DF258E43BE9BB0571895A7EBEB"><enum>(3)</enum><text>by inserting after
			 paragraph (4) the following new paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="HBFB69A343FA247E787518F0E813ADCA0" style="USC">
						<paragraph id="HF848D3D9EFF7462B8A12D46B0E8C44EA"><enum>(5)</enum><text display-inline="yes-display-inline">a victim of abuse under section 1787 of
				this title;</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H84A31C66E20B421DA2CAD4A2F5C72AFA"><enum>(c)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 180 days after the date of
			 the enactment of this Act, the Secretary of Veterans Affairs shall submit to
			 the Committee on Veterans’ Affairs of the House of Representatives and the
			 Committee on Veterans’ Affairs of the Senate a report addressing any challenges
			 or concerns of the Secretary in verifying physical or psychological abuse
			 pursuant to section 1787(b)(2) of title 38, United States Code, as added by
			 subsection (a).</text>
			</subsection><subsection id="H3557DEB2450246F7A9006D95C4FB6800"><enum>(d)</enum><header>Effective
			 date</header><text>The amendments made by this Act shall take effect on the
			 date that is 180 days after the date of the enactment of this Act.</text>
