		<official-title>To direct the Secretary of Education to carry out grant
		  programs to provide low-income students with access to high-quality early
		  education programs that promote school readiness, address the achievement gap
		  for English-language learners, and encourage bilingualism.</official-title>

		<section id="H9E34DDDD1A614A9CA8D149946F04D476" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Global Learning Early Education
			 Challenge Fund Act</short-title></quote>.</text>
		</section><section id="HB9D90102A84A450EBDDB9E63758E6FFD" section-type="subsequent-section"><enum>2.</enum><header>Purpose</header><text display-inline="no-display-inline">The purpose of this Act is to provide
			 low-income students with access to high-quality early education programs that
			 promote school readiness, address the achievement gap for English-language
			 learners, and encourage bilingualism.</text>
		</section><section id="H8422E2F9BCFC46B59D6A2425F0156B1E"><enum>3.</enum><header>Findings</header><text display-inline="no-display-inline">The Congress finds the following:</text>
			<paragraph id="H5A9D8BD78C8444188E5F11FC0B5D9062"><enum>(1)</enum><text>Research shows
			 that high-quality early childhood education can help close the achievement gap
			 and helps children succeed in school and later in life.</text>
			</paragraph><paragraph id="H2FA14BA490DE479C8CBB538C39E50257"><enum>(2)</enum><text>Economists have
			 found that high-quality early childhood education offers one of the highest
			 returns of any public investment—more than a $7 return for every dollar
			 spent.</text>
			</paragraph><paragraph id="H7B092B50702E4E3C89C8AE045BD1F64B"><enum>(3)</enum><text>Disadvantaged
			 children, who are more likely to start school behind and stay behind, are also
			 the least likely to attend high-quality early education programs.</text>
			</paragraph><paragraph id="HB40E0FAA7E7042CF873CEA0E346F329C"><enum>(4)</enum><text>The
			 English-language learner population has grown from 2,000,000 to 5,000,000 since
			 1990. States not typically associated with non-English speakers such as
			 Indiana, North Carolina, and Tennessee have seen a 300 percent increase in
			 their English-language learner population.</text>
			</paragraph><paragraph id="H4FCA9FC6ED2749E7809D3C67030E1186"><enum>(5)</enum><text>On average,
			 academic achievement for English-language learners is lower than the academic
			 achievement of their native English speaking counterparts. Research
			 demonstrates that when properly implemented, dual-language programs
			 consistently produce the highest academic outcomes, the best English
			 proficiency, and the lowest drop-out rates.</text>
			</paragraph><paragraph id="H9786A86F91C8423A95ACBEFFA66137F4"><enum>(6)</enum><text display-inline="yes-display-inline">Many students enter schools fluent in
			 languages such as Spanish, Chinese, Japanese, Farsi, Arabic, and Khmer that are
			 important to our Nation’s competitiveness and national security, but their
			 heritage language is usually lost or underdeveloped.</text>
			</paragraph><paragraph id="H0B00003DADD342B8AFA551310802602C"><enum>(7)</enum><text>Our current
			 education system graduates monolingual students that are not able to compete
			 with other graduates from countries around the world, like Singapore, Canada
			 and Europe.</text>
			</paragraph><paragraph id="H4010F8D8EE844DEA93E429AC73933970"><enum>(8)</enum><text>To provide every
			 student with a world-class education we must address the needs of the fast
			 growing English-language learner population otherwise our Nation will leave
			 behind a growing number of the next generation of scientists, entrepreneurs,
			 teachers, doctors, and many more professionals.</text>
			</paragraph><paragraph id="H285CE8B4135B454D9344D1BCDE83AC37"><enum>(9)</enum><text display-inline="yes-display-inline">Developmental bilingual education programs
			 enable speakers of one language to achieve full academic proficiency in that
			 language in addition to a second language and promotes high levels of academic
			 achievement in all curricular areas.</text>
			</paragraph><paragraph id="H1911A42903E64900AC4570411E2C1DE4"><enum>(10)</enum><text display-inline="yes-display-inline">Second language immersion programs enable
			 speakers of English to acquire proficiency in a second language that is
			 important to their heritage or that will increase their global language
			 capacity.</text>
			</paragraph><paragraph id="H6B621329A681446B9FF8C15071C6E8A1"><enum>(11)</enum><text>Dual-language
			 programs enable native English speakers and English-language learners to
			 acquire advanced second language skills without compromising their first
			 language.</text>
			</paragraph><paragraph id="H863357EFF672458C8929B073A36848C6"><enum>(12)</enum><text display-inline="yes-display-inline">Research on brain development suggests the
			 young brain is predisposed to learning languages. Retaining two languages can
			 create greater tissue density in areas of the brain in control of memory,
			 language, and attention. It also strengthens a child’s cognitive development
			 and flexible language skills.</text>
			</paragraph><paragraph id="H59DD6F0738024C71979DD0DBB8280136"><enum>(13)</enum><text>Learning more
			 than one language is a 21st century skill and provides students with economic
			 opportunities across the globe and at home and would help our Nation compete in
			 an increasingly global economy.</text>
			</paragraph></section><section id="H25A7EDEB6EF24049A925164FE1AC23A8"><enum>4.</enum><header>Grants
			 authorized</header>
			<subsection id="HD62C73FFEDD74B72BF128F9DB3AE2F8A"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">From the amounts
			 appropriated under
			 <internal-xref idref="H766794AB2F754B859BB3C16C3598F863" legis-path="8.">section 8</internal-xref>, the Secretary shall award, on a
			 competitive basis—</text>
				<paragraph id="H76549847F47441DBB56C6C5C77AE0915"><enum>(1)</enum><text display-inline="yes-display-inline">planning grants to eligible entities to
			 assist such entities to complete comprehensive planning to establish or expand
			 a Global Learning Early Education program; and</text>
				</paragraph><paragraph id="HD5E363A8106D4DE2B5BEF9CF413951E2"><enum>(2)</enum><text display-inline="yes-display-inline">implementation grants to eligible entities
			 to implement a Global Learning Early Education program.</text>
				</paragraph></subsection><subsection id="H270C71F5FEC846E28A6053A3944C2338"><enum>(b)</enum><header>Priority</header><text>In
			 awarding grants under
			 <internal-xref idref="HD62C73FFEDD74B72BF128F9DB3AE2F8A" legis-path="3.(a)">subsection (a)</internal-xref>, the Secretary shall give
			 priority to eligible entities—</text>
				<paragraph id="HC290DBEDF1D247FBAAF81D5C0EF63B3A"><enum>(1)</enum><text display-inline="yes-display-inline">that receive funding under part A of title
			 I of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 6311 et
			 seq.);</text>
				</paragraph><paragraph id="HD88CDF60607F400AA18D6DEF38FA6C98"><enum>(2)</enum><text>in which at least
			 40 percent of the students enrolled are limited English proficient;</text>
				</paragraph><paragraph id="HCB427766165643B4B04A328AFCAC4AE2"><enum>(3)</enum><text>that offer to
			 students a diverse set of second languages that are important to our Nation’s
			 competitiveness and national security, as determined by the Secretary;</text>
				</paragraph><paragraph id="H149CE7872D024A45BC7602F55E15FB38"><enum>(4)</enum><text>that leverage and
			 integrate other Federal and State funds to carry out the activities described
			 in this section and
			 <internal-xref idref="H7F62066E3DBB44AFB1A1940FAF2404D6" legis-path="5.">section 5</internal-xref>; and</text>
				</paragraph><paragraph id="H6770E2DA07BB4AC7A1FF6D20ECAB9463"><enum>(5)</enum><text display-inline="yes-display-inline">that would qualify for, and comply with,
			 the longitudinal research conducted under
			 <internal-xref idref="HB6238A9CCD4C416F9E2C016CBD47A09D" legis-path="6.">section 6.</internal-xref></text>
				</paragraph></subsection><subsection id="H7D4B98A7BEF54EACA9A87E64A4BB7C22"><enum>(c)</enum><header>Planning Grants
			 Authorized</header>
				<paragraph id="H9C17EE06881944649574567B65868A2A"><enum>(1)</enum><header>Grant
			 period</header><text>A planning grant under this section may be awarded for a
			 period of not more than 1 year.</text>
				</paragraph><paragraph id="H87206DFB50444E22A15694E4503C820A"><enum>(2)</enum><header>Nonrewability</header><text>The
			 Secretary may not award an eligible entity more than 1 planning grant under
			 this section.</text>
				</paragraph><paragraph id="H8E685E00E5B24B548DB0F5559D82B2C1"><enum>(3)</enum><header>Application</header>
					<subparagraph id="H9CB83D5433B046488BAAF40DEA5030F7"><enum>(A)</enum><header>In
			 general</header><text>Each eligible entity desiring a planning grant under this
			 section shall submit an application to the Secretary at such time, in such
			 manner, and accompanied by such information as the Secretary may
			 require.</text>
					</subparagraph><subparagraph id="H42301F23A2344865BB18147E971410F8"><enum>(B)</enum><header>Contents</header><text display-inline="yes-display-inline">Each application submitted under
			 <internal-xref idref="H9CB83D5433B046488BAAF40DEA5030F7" legis-path="4.(c)(3)(A)">subparagraph (A)</internal-xref> shall, at a minimum,
			 include a description of how the eligible entity proposes to use the planning
			 grant funds under this section to develop a plan for establishing or expanding
			 a Global Learning Early Education program, which shall include—</text>
						<clause id="HA1B04DC95E924B18A43EE6C5092C5840"><enum>(i)</enum><text>a
			 description of the activities for which the planning grant is sought under this
			 section;</text>
						</clause><clause id="H392DB0E05DEE4BB08849FF0BD9A58A6A"><enum>(ii)</enum><text>a
			 budget for the use of the planning grant funds to carry out the required
			 activities described in
			 <internal-xref idref="H9C16AA00993D419FBD6F40241451DC52" legis-path="4.(c)(4)">paragraph (4)</internal-xref>;</text>
						</clause><clause id="H73201605ADD845098B4F06785CD76A04"><enum>(iii)</enum><text>a
			 needs and assets assessment that includes an analysis of the eligible entity’s
			 existing capacity and infrastructure to establish or expand a Global Learning
			 Early Education program and identifies any strengths, gaps, and barriers to
			 achieving a seamless implementation or expansion of such program;</text>
						</clause><clause id="H4F0CE466F9274E2EB338045BAF21A0A9"><enum>(iv)</enum><text>a
			 description of how the program will provide for the development of
			 evidenced-based or promising dual language, developmental bilingual, or second
			 language immersion curriculum and instruction that is in alignment from
			 preschool through grade 8; and</text>
						</clause><clause id="HFBD825982DDF409E9D92D614C7A6FE60"><enum>(v)</enum><text>such
			 additional assurances and information as the Secretary determines to be
			 necessary.</text>
						</clause></subparagraph></paragraph><paragraph id="H9C16AA00993D419FBD6F40241451DC52"><enum>(4)</enum><header>Required Use of
			 Funds</header><text display-inline="yes-display-inline">An eligible entity
			 shall use a planning grant under this section to—</text>
					<subparagraph id="HE0D51A69FE7E46B2BB9C7C509E867C41"><enum>(A)</enum><text>plan for the
			 establishment or expansion of a Global Language Early Learning program;</text>
					</subparagraph><subparagraph id="H0260CFD0580C41CEA94777F74407EC86"><enum>(B)</enum><text>develop a plan for
			 incentives for bilingual teachers and other staff to be recruited and retained
			 for the program; and</text>
					</subparagraph><subparagraph id="H870A4228199540608EA563ADC667142F"><enum>(C)</enum><text>develop a plan for
			 parental and family engagement in the program.</text>
					</subparagraph></paragraph></subsection><subsection id="HDE15DF29449E41BDBFFA66EC8D756114"><enum>(d)</enum><header>Implementation
			 Grants Authorized</header>
				<paragraph id="H182EF82A0B844F91B355E38A6578FEFA"><enum>(1)</enum><header>Grant
			 period</header><text>An implementation grant under this section shall be
			 awarded for a period of not more than 5 years.</text>
				</paragraph><paragraph id="HB1D93693BF70431A84108B21F6393303"><enum>(2)</enum><header>Renewals</header>
					<subparagraph id="HC9EB191A5B7C4C6EA45F643C0A9107C1"><enum>(A)</enum><header>In
			 general</header><text>An eligible entity may receive more than 1 implementation
			 grant under this section.</text>
					</subparagraph><subparagraph id="HC3E3CED15A64432EBCF80D5AAAC3F8F5"><enum>(B)</enum><header>Conditions</header><text>In
			 order to be eligible to renew an implementation grant under this section for an
			 additional grant period, an eligible entity shall demonstrate satisfactory
			 performance with respect to uses of funds for the preceding grant period, as
			 determined by the Secretary.</text>
					</subparagraph></paragraph><paragraph id="HB2C1A94F911A486D8A0D118369D6D111"><enum>(3)</enum><header>Applications</header>
					<subparagraph id="H6BFE88217CF747DFA679B6E411578D60"><enum>(A)</enum><header>Submission of
			 application</header><text>An eligible entity that desires to receive an
			 implementation grant under this subsection shall submit an application to the
			 Secretary at such time, in such manner, and containing such information as the
			 Secretary may require.</text>
					</subparagraph><subparagraph id="H3626B61D546340F8AED5A6999E6E3A7A"><enum>(B)</enum><header>Contents</header>
						<clause id="H175B430DD678497D8BC856DA070F31BC"><enum>(i)</enum><header>In
			 general</header><text>Each application submitted under
			 <internal-xref idref="H6BFE88217CF747DFA679B6E411578D60" legis-path="4.(d)(3)(A)">subparagraph (A)</internal-xref> shall demonstrate the
			 following:</text>
							<subclause id="HD90FF56A5D5145C892ED9D5E0D6E392A"><enum>(I)</enum><text display-inline="yes-display-inline">The eligible entity will use grant funds
			 under this section to implement a Global Language Early Education
			 program.</text>
							</subclause><subclause id="H7464C8619FC046D8A176FC262036A350"><enum>(II)</enum><text display-inline="yes-display-inline">Instructional staff for the program will
			 demonstrate competence in the areas described in
			 <internal-xref idref="HAA21ABCD50CC4B7486F4FCCAB1CC137D" legis-path="4.(d)(3)(B)(ii)">clause (ii)</internal-xref>—</text>
								<item id="H15473FEBE6614EE7B24B0F5FD34ED50C"><enum>(aa)</enum><text>by
			 receiving bilingual certifications in such areas at an institution of higher
			 education;</text>
								</item><item id="H5A0CD7B4FC6F4C2BB560360C387CFB12"><enum>(bb)</enum><text>by
			 receiving a State authorization to teach bilingual learners in a setting
			 similar to a Global Learning Early Education program; or</text>
								</item><item id="HEF0D7DDD51B64FB1943AC7A5E7203642"><enum>(cc)</enum><text>by
			 demonstrating competence in such areas in another manner approved by the
			 Secretary.</text>
								</item></subclause><subclause id="HCCE9D73E32394C6D9547BB10E6388287"><enum>(III)</enum><text>The Global
			 Learning Early Education program will provide a family-child approach to engage
			 families in an evidenced-based or promising way to support student learning and
			 development.</text>
							</subclause></clause><clause id="HAA21ABCD50CC4B7486F4FCCAB1CC137D"><enum>(ii)</enum><header>Areas of
			 competence</header><text>The areas of competence described in this clause are
			 as follows:</text>
							<subclause id="H79A1231495F74D6299DCF2711C36B3B9"><enum>(I)</enum><text>Assessment of
			 young bilingual learners.</text>
							</subclause><subclause id="H6540397F9A7641FD8A94989FC539C19B"><enum>(II)</enum><text>Theoretical
			 foundations of teaching young bilingual learners.</text>
							</subclause><subclause id="H9162A4FE51FB43EC809AA8F8A7DA4914"><enum>(III)</enum><text>Knowledge of
			 first and second language acquisition theories and classroom applications that
			 are developmentally appropriate.</text>
							</subclause><subclause id="H3B5E78771B11423287ACA7DFB1EFA368"><enum>(IV)</enum><text>Knowledge of
			 sociolinguistic, cultural, and ethnic issues that influence development and
			 learning of bilingual learners.</text>
							</subclause><subclause id="H09E4FA149EC147CFB6912CDAA8BEE083"><enum>(V)</enum><text>Knowledge of
			 diverse needs of bilingual learners and their families.</text>
							</subclause></clause></subparagraph></paragraph><paragraph id="HEAFBB1D62C0040928B2163500501DB72"><enum>(4)</enum><header>Required Use of
			 Funds</header><text display-inline="yes-display-inline">An eligible entity
			 shall use an implementation grant under this section to—</text>
					<subparagraph id="H0D9558E5FDB04B56BF9A52A8D3F9572F"><enum>(A)</enum><text>implement a Global
			 Language Early Learning program;</text>
					</subparagraph><subparagraph id="HB1537AFC5E3B4E67B1FC26DF1AFAC101"><enum>(B)</enum><text display-inline="yes-display-inline">provide incentives for the recruitment and
			 retention of bilingual and culturally and linguistically relevant staff and
			 program leadership for the Global Language Early Education program, including
			 high-quality professional development; and</text>
					</subparagraph><subparagraph id="H910394E5387641EB973525B130205C96"><enum>(C)</enum><text>implement a plan
			 for parental and family engagement in the program.</text>
					</subparagraph></paragraph></subsection></section><section id="H7F62066E3DBB44AFB1A1940FAF2404D6"><enum>5.</enum><header>Permissible use
			 of funds</header><text display-inline="no-display-inline">An eligible entity
			 receiving a grant under
			 <internal-xref idref="HD62C73FFEDD74B72BF128F9DB3AE2F8A" legis-path="4.(a)">section 4(a)</internal-xref> may use such funds to—</text>
			<paragraph id="HD875110438B1471EB0419485823C2318"><enum>(1)</enum><text display-inline="yes-display-inline">provide payment to substitute teachers to
			 enable staff and program leadership for the Global Language Early Education
			 program to attend high-quality professional development or participate in
			 planning and collaboration related to the program;</text>
			</paragraph><paragraph id="H04DD2C30E7C746309C6974F4B62CCB86"><enum>(2)</enum><text display-inline="yes-display-inline">develop and implement an evidenced-based or
			 promising curriculum that integrates first and second language instruction with
			 academic instruction at each grade level and across grade levels and provide
			 stipends to staff of the program for such curriculum development;</text>
			</paragraph><paragraph id="H2DB0287282AF4CA1AE819C89B5A25F22"><enum>(3)</enum><text display-inline="yes-display-inline">develop or identify research-based
			 assessment systems for students in a Global Language Early Education
			 program;</text>
			</paragraph><paragraph id="H1181C74A918B438F8475D071D0FE52E4"><enum>(4)</enum><text display-inline="yes-display-inline">develop or purchase bilingual teaching
			 materials for language minority and language majority students that are
			 research based and developmentally appropriate;</text>
			</paragraph><paragraph id="H35E101DB9F904C17B8CDA525A16BB02A"><enum>(5)</enum><text>provide classroom
			 materials, equipment, and field trips related to the program;</text>
			</paragraph><paragraph id="H7317E870BFFC4B2F8554567DDD303E90"><enum>(6)</enum><text>pay a facilitator
			 to oversee and administer the activities funded with such grant;</text>
			</paragraph><paragraph id="H3D18AFF2FC074597BDBF27ACA0153F29"><enum>(7)</enum><text display-inline="yes-display-inline">provide specialized instructional support
			 for students;</text>
			</paragraph><paragraph id="HF3C6260A843744009ED0788ECEAC7581"><enum>(8)</enum><text display-inline="yes-display-inline">provide adult education to promote family
			 literacy and oral language development; and</text>
			</paragraph><paragraph id="HC5366D75CDE2436EBFE15957CA8C34DB"><enum>(9)</enum><text display-inline="yes-display-inline">provide for alignment and collaboration
			 among Global Learning Early Education educators and other educators in the
			 eligible entity for the creation of a coherent and integrated
			 curriculum.</text>
			</paragraph></section><section id="HB6238A9CCD4C416F9E2C016CBD47A09D"><enum>6.</enum><header>Research
			 Council</header>
			<subsection id="H6F8E8BD081324C348F7599413C93874E"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">From the amounts
			 appropriated under
			 <internal-xref idref="H3ECE09C0421D4701800B13D192799987" legis-path="7.(b)(3)">section 8</internal-xref> to carry out this section, the
			 Secretary shall establish a Research Council to guide a research proposal and
			 process, and structure a research design to research Global Learning Early
			 Education programs carried out by eligible entities that have received a grant
			 under this Act.</text>
			</subsection><subsection id="H2DAA088C438448C9BCA763231E7D2E17"><enum>(b)</enum><header>Research
			 content</header><text>The research conducted under
			 <internal-xref idref="H6F8E8BD081324C348F7599413C93874E" legis-path="6.(a)">subsection (a)</internal-xref> shall—</text>
				<paragraph id="HD3CBB0C9912C4E77AF57EA9291CC6DE4"><enum>(1)</enum><text display-inline="yes-display-inline">compare approaches on teaching in a Global
			 Learning Early Education program;</text>
				</paragraph><paragraph id="H58B27B8D030943CB819BB0A18E3C0205"><enum>(2)</enum><text>determine best
			 practices under the program to close the achievement gap with respect to
			 students who are not achieving at the proficient level of achievement on State
			 assessments under section 1111(b)(3) of the Elementary and Secondary Education
			 Act of 1965 (20 U.S.C. 6311(b)(3));</text>
				</paragraph><paragraph id="H4BE95DB4E5C9445B843198DFF165B8D9"><enum>(3)</enum><text display-inline="yes-display-inline">determine the academic progress and
			 achievement of students who participated in the program;</text>
				</paragraph><paragraph id="H838DBE422CEC4CD38E67F99C4A2DA52C"><enum>(4)</enum><text>determine—</text>
					<subparagraph id="HD8DCE3B3569048A58FF041B31CE82669"><enum>(A)</enum><text>best practices
			 with respect to program development and teacher quality; and</text>
					</subparagraph><subparagraph id="H7BCFCA6C0F9A41C285930BA7143DC3A8"><enum>(B)</enum><text>the best models of
			 school infrastructure for the program; and</text>
					</subparagraph></paragraph><paragraph id="HC5DE525061A24640A9601EC3A7EB1FC1"><enum>(5)</enum><text display-inline="yes-display-inline">develop unique metrics and assessments for
			 evaluating a bilingual learner’s progress under the program.</text>
				</paragraph></subsection><subsection id="H9736815C8CA04DA0B359C20A588267DD"><enum>(c)</enum><header>Composition</header><text>The
			 Research Council shall consist of 8 experts from the following fields:</text>
				<paragraph id="H1908002B3D44453B9432E23D0A1AB81C"><enum>(1)</enum><text display-inline="yes-display-inline">English-language learner education.</text>
				</paragraph><paragraph id="H04C5F2F5E21844489C864377321FEA98"><enum>(2)</enum><text display-inline="yes-display-inline">Bilingual education, bilingualism,
			 biliteracy, language acquisition, or heritage language education.</text>
				</paragraph><paragraph id="H86EBD997F6DE416E988AD2359C7212AE"><enum>(3)</enum><text display-inline="yes-display-inline">Bilingual education programs or bilingual
			 instructional content and effects on academic achievement.</text>

				</paragraph></subsection></section><section id="H3B391C9B14DA412EBB3666B8D779C1A1"><enum>7.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph commented="no" id="HD6C394D25DD5496E8CED10081F0BF9BB"><enum>(1)</enum><header>Bilingual
			 Learner</header><text display-inline="yes-display-inline">The term
			 <term>bilingual learner</term>—</text>
				<subparagraph commented="no" id="H133C644880A24348B9F9C2F21FDD2F6F"><enum>(A)</enum><text>means a student
			 who acquires 2 or more languages simultaneously or learns a second language
			 while continuing to develop the student’s first language; or</text>
				</subparagraph><subparagraph id="H7E3A788A00C44FA1B58C6B11FDA70058"><enum>(B)</enum><text>means a student
			 who is limited English proficient, bilingual, an English-language learner, an
			 English learner, or who speaks a language other than English.</text>
				</subparagraph></paragraph><paragraph display-inline="no-display-inline" id="H4E13B14E1E0E4D55A4040F08BC5055E2"><enum>(2)</enum><header>Eligible
			 entity</header><text display-inline="yes-display-inline">The term
			 <term>eligible entity</term> means a local educational agency, Head Start
			 agency, or a preschool that partners, for the purpose of achieving a more
			 efficient and higher-quality Global Learning Early Education Program, with one
			 or more of the following public or private entities:</text>
				<subparagraph id="HD800B23C679D4B64A3E0BE02043FEDCB"><enum>(A)</enum><text>A community-based
			 organization.</text>
				</subparagraph><subparagraph id="H514AC02CDE964BE989804AE2035B5BBA"><enum>(B)</enum><text>An early childhood
			 organization.</text>
				</subparagraph><subparagraph id="H243EFC178B58481CB448B03396F701F2"><enum>(C)</enum><text>An elementary
			 school.</text>
				</subparagraph><subparagraph id="HA27A9B5D84E3485D8291C72AB693FA1E"><enum>(D)</enum><text>A secondary
			 school.</text>
				</subparagraph><subparagraph id="HB2BB5D4B621E40B9979C2AE141A14979"><enum>(E)</enum><text>An institution of
			 higher education.</text>
				</subparagraph><subparagraph id="H72912DDDB0E5479CB507679B4FBF6AEF"><enum>(F)</enum><text display-inline="yes-display-inline">A local educational agency.</text>
				</subparagraph></paragraph><paragraph display-inline="no-display-inline" id="H8714ACAA627D4067A78F9CB21E097887"><enum>(3)</enum><header>ESEA
			 terms</header><text>The terms <term>community-based organization</term>,
			 <term>elementary school</term>; <quote>local educational agency</quote>; and
			 <quote>secondary school</quote> have the meanings given such terms in section
			 9101 of the Elementary and Secondary Education Act of 1965 (20 U.S.C.
			 7801).</text>
			</paragraph><paragraph id="HA5C00AC93A914534B61DBC21813F2556"><enum>(4)</enum><header>Global Learning
			 Early Education program</header>
				<subparagraph id="H1B91352F86A149508EAFF0E5C9C6DE0B"><enum>(A)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The term <term>Global
			 Learning Early Education Program</term> means a preschool through grade 8
			 dual-language program, developmental bilingual program, or second language
			 immersion program, with an evidenced-based or promising curriculum and
			 instruction that is in alignment from preschool through grade 8 and meets the
			 following program requirements:</text>
					<clause id="H6B31B59B59F544849F20C81CEEAC0AC3"><enum>(i)</enum><text>Promotion of
			 school readiness.</text>
					</clause><clause id="HB9DB841A98F34A7DAAADDC5B8DB69782"><enum>(ii)</enum><text>Addressing the
			 achievement gap with respect to students who are not achieving at the
			 proficient level of achievement on State assessments under section 1111(b)(3)
			 of the Elementary and Secondary Education Act of 1965 (20 U.S.C.
			 6311(b)(3)).</text>
					</clause><clause id="HCED5DAB04BAA4982B61AB8AF0ECCA817"><enum>(iii)</enum><text>Encouragement of
			 bilingualism.</text>
					</clause><clause id="H75DBF44F2E3F4546A4A15D5075DC7DA9"><enum>(iv)</enum><text>Instruction in
			 academic language and literacy in a first and second language.</text>
					</clause><clause id="H0C027270F69849FFA18011FCBF1780B8"><enum>(v)</enum><text display-inline="yes-display-inline">Language-rich instruction with an added
			 emphasis on oral language development and vocabulary that immerses students in
			 a full, interesting, relevant, and engaging curriculum that supports student
			 exploration, critical thinking, problem solving, and interaction with and
			 discussion related to students’ environment, world, and community.</text>
					</clause><clause id="H70E49574830C47EABB376EEA142D9C73"><enum>(vi)</enum><text>A
			 text-rich curriculum and environment reflecting both the first and the second
			 language that engages students with books and printed texts.</text>
					</clause><clause id="H84E2978C66CD48AD87CEB21068F5A3CF"><enum>(vii)</enum><text display-inline="yes-display-inline">The development of language through an
			 enriched academic curriculum that includes access to language arts and math,
			 history (including social science), science, visual and performing arts, and
			 physical education.</text>
					</clause><clause id="H567A0D52C6AB4EDFBC839A6E76FF8E64"><enum>(viii)</enum><text>An affirming
			 learning environment.</text>
					</clause><clause id="H13E830B38D204C32BEFDE351081A6CCE"><enum>(ix)</enum><text>Teachers and
			 parents working together to support strong language and literacy
			 development.</text>
					</clause><clause id="H2986BC76FD53461E9CD276029675A87E"><enum>(x)</enum><text>Curriculum,
			 support, and access to opportunities to develop a first and second
			 language.</text>
					</clause><clause id="H649EBF48592B4F68BB124171F0537BE6"><enum>(xi)</enum><text>Strategies that
			 support the transfer of skills and concepts from the first language to the
			 second language.</text>
					</clause></subparagraph><subparagraph id="HFE5BA3DEB3524C9785963F8346DBF53C"><enum>(B)</enum><header>Developmental
			 bilingual education program</header><text>The term <term>developmental
			 bilingual education program</term> means an instructional program that enables
			 English-language learners to achieve full academic proficiency in their first
			 and second language and promotes high levels of academic achievement in all
			 curricular areas.</text>
				</subparagraph><subparagraph id="HA5A61D570CFF4B7291F33C5FB7EEA436"><enum>(C)</enum><header>Second language
			 immersion program</header><text display-inline="yes-display-inline">The term
			 <term>second language immersion program</term> means an instructional program
			 that enables native English speakers to acquire proficiency in a second
			 language.</text>
				</subparagraph><subparagraph id="H1B3CF6844A4C4C58A32FB767D0067D76"><enum>(D)</enum><header>Dual-Language
			 program</header><text>The term <term>dual-language program</term> means an
			 instructional program that enables native English speakers and English-language
			 learners to acquire advanced second language skills without compromising their
			 first language.</text>
				</subparagraph><subparagraph id="H2F03B97B364848C5BADBEAD3393433E4"><enum>(E)</enum><header>Multiple
			 locations</header><text display-inline="yes-display-inline">Under a Global
			 Learning Early Education program, as long as the curriculum under the program
			 is not interrupted—</text>
					<clause id="H12A3835543A542D8A34BA7871E4F639D"><enum>(i)</enum><text>the
			 preschool portion of the program may be in a separate location from the
			 kindergarten through grade 8 portion of the program; and</text>
					</clause><clause id="H878D9B8AEDCE48A7B46ABD47AAAD01F9"><enum>(ii)</enum><text>the
			 elementary school portion of the program may be in a separate location from the
			 middle school portion of the program.</text>
					</clause></subparagraph></paragraph><paragraph id="H8ECC7845B1C74BECA2D33055968B3930"><enum>(5)</enum><header>Head Start
			 agency</header><text display-inline="yes-display-inline">The term <term>Head
			 Start agency</term> means any local public or private nonprofit agency,
			 including a community-based and faith-based organization, or for-profit agency
			 designated as a Head Start agency by the Secretary of Health and Human Services
			 under section 641 of the Head Start Act.</text>
			</paragraph><paragraph id="H8668EEF359234A9B80CA8EDF9F35FE10"><enum>(6)</enum><header>High-quality
			 professional development</header><text display-inline="yes-display-inline">The
			 term <term>high-quality professional development</term> means professional
			 development that includes—</text>
				<subparagraph id="H0C50940E264F47CCB0D67F578C44DD32"><enum>(A)</enum><text>instruction on
			 understanding how language develops in young bilingual children;</text>
				</subparagraph><subparagraph id="H620FF52673874B199F5494E3A3E52385"><enum>(B)</enum><text>instructional
			 strategies for supporting early academic literacy through the elementary school
			 grades;</text>
				</subparagraph><subparagraph id="H0176ADE22B7F4A8DB2434DBF3CD4C3A9"><enum>(C)</enum><text>techniques for
			 working in partnership with parents;</text>
				</subparagraph><subparagraph id="H71A4881A73BD4F6B98135F3E2F9DA104"><enum>(D)</enum><text>sharing of best
			 practices among teachers;</text>
				</subparagraph><subparagraph id="HB22C840809834217AB80863F6BBF3518"><enum>(E)</enum><text>opportunities to
			 engage with experts in bilingual language development; or</text>
				</subparagraph><subparagraph id="H891FE76A2D9E4220A27CBE3A41FE6BB4"><enum>(F)</enum><text>opportunities to
			 allow teachers, in consultation with experts, to develop a cohesive dual
			 language program with a consistent program design.</text>
				</subparagraph></paragraph><paragraph commented="no" id="HF93E55E6EC9E4455A352BFF073D771E0"><enum>(7)</enum><header>Institution of
			 higher education</header><text>The term <term>institution of higher
			 education</term> has the meaning given such term in section 101 of the Higher
			 Education Act of 1965 (20 U.S.C. 1001).</text>
			</paragraph><paragraph commented="no" id="H92BFF18CCF494C689408CC570AF4D6A1"><enum>(8)</enum><header>Preschool</header><text display-inline="yes-display-inline">The term <term>preschool</term> means a
			 publicly funded program for early learning to support the development of
			 social, emotional, and academic development for children birth to age 5.</text>
			</paragraph><paragraph id="H62CA4EAB849D4E08841353CA8FB366BE"><enum>(9)</enum><header>Specialized
			 instructional support personnel</header><text display-inline="yes-display-inline">The term <term>specialized instructional
			 support personnel</term> means school counselors, school social workers, school
			 psychologists, and other qualified professional personnel involved in providing
			 assessment, diagnosis, counseling, educational, therapeutic, and other
			 necessary corrective or supportive services (including related services as that
			 term is defined in section 602 of the Individuals with Disabilities Education
			 Act (20 U.S.C. 1401)) as part of a comprehensive program to meet student
			 needs.</text>
			</paragraph><paragraph id="HC10C16ABF726437193F29F7A3857AB06"><enum>(10)</enum><header>Specialized
			 instructional support services</header><text display-inline="yes-display-inline">The term <term>specialized instructional
			 support services</term> means the services provided by specialized
			 instructional support personnel, and includes any other corrective or
			 supportive services to meet student needs.</text>
			</paragraph></section><section id="H766794AB2F754B859BB3C16C3598F863"><enum>8.</enum><header>Authorization of
			 Appropriations</header>
			<subsection id="H68D34EF01455488EB3A296662A835F20"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">There are authorized
			 to be appropriated $100,000,000 to carry out this Act.</text>
			</subsection><subsection id="H7FFAD470D87244C9B44B70D53DCB0AFD"><enum>(b)</enum><header>Allocations</header><text display-inline="yes-display-inline">Of the amount appropriated under
			 <internal-xref idref="H68D34EF01455488EB3A296662A835F20" legis-path="7.(a)">subsection (a)</internal-xref>—</text>
				<paragraph id="HE22978277A344EDEB40F5341785D2CE5"><enum>(1)</enum><text>5
			 percent shall be used to award planning grants under
			 <internal-xref idref="H76549847F47441DBB56C6C5C77AE0915" legis-path="3.(a)(1)">section 4(a)(1)</internal-xref>;</text>
				</paragraph><paragraph id="H116975B8D381405E9B1A3F6DECC793B0"><enum>(2)</enum><text>80 percent shall
			 be used to award implementation grants under
			 <internal-xref idref="HD5E363A8106D4DE2B5BEF9CF413951E2" legis-path="3.(a)(2)">section 4(a)(2)</internal-xref>; and</text>
				</paragraph><paragraph id="H3ECE09C0421D4701800B13D192799987"><enum>(3)</enum><text>15 percent shall
			 be used to carry out research under
			 <internal-xref idref="HB6238A9CCD4C416F9E2C016CBD47A09D" legis-path="5.">section 6</internal-xref>.</text>
