		<official-title>To amend the Supplemental Appropriations Act, 2008 to
		  provide for the further extension of emergency unemployment benefits, and for
		  other purposes.</official-title>

		<section id="H1295EE16FE9344019E01A592F77CDA25" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Emergency Unemployment Compensation
			 Continuation Act</short-title></quote>.</text>
		</section><section id="H130165154EE94A91B68E3CEB8B0FC038"><enum>2.</enum><header>Extension of
			 unemployment insurance provisions</header>
			<subsection id="H1FD8B37C55564D22B3AC1EB776090F5B"><enum>(a)</enum><header>In
			 general</header><paragraph commented="no" display-inline="yes-display-inline" id="H892AFD64DD61409FAEEC6E1791C40B6F"><enum>(1)</enum><text>Section 4007 of the
			 Supplemental Appropriations Act, 2008 (Public Law 110–252; 26 U.S.C. 3304 note)
			 is amended—</text>
					<subparagraph id="H7CB639737F2E42D5B934F2FB0CE120D4" indent="up1"><enum>(A)</enum><text>by striking <quote>November 30,
			 2010</quote> each place it appears and inserting <quote>February 28,
			 2011</quote>;</text>
					</subparagraph><subparagraph id="H08966B4871C74C5CB5E6AEF9DFEA7A97" indent="up1"><enum>(B)</enum><text>in the heading for paragraph (2) of
			 subsection (b), by striking <quote><header-in-text level="paragraph" style="traditional">November 30, 2010</header-in-text></quote> and inserting
			 <quote><header-in-text level="paragraph" style="traditional">February 28,
			 2011</header-in-text></quote>; and</text>
					</subparagraph><subparagraph id="H84DD4C71BECB49848A9DFFB7BE5F6042" indent="up1"><enum>(C)</enum><text>in subsection (b)(3), by striking
			 <quote>April 30, 2011</quote> and inserting <quote>July 31, 2011</quote>.</text>
					</subparagraph></paragraph><paragraph id="HD424D3DB04F248E88A3AA81FCAAC3949" indent="up1"><enum>(2)</enum><text>Section 2005 of the Assistance for
			 Unemployed Workers and Struggling Families Act, as contained in Public Law
			 111–5 (26 U.S.C. 3304 note), is amended—</text>
					<subparagraph id="HE47E643EB9834AC8A8B97488B6F1DABF"><enum>(A)</enum><text>by striking <quote>December 1,
			 2010</quote> each place it appears and inserting <quote>March 1, 2011</quote>;
			 and</text>
					</subparagraph><subparagraph id="HF4B233459340439F96E2FBB98DDF1FA9"><enum>(B)</enum><text>in subsection (c), by striking
			 <quote>May 1, 2011</quote> and inserting <quote>August 1, 2011</quote>.</text>
					</subparagraph></paragraph><paragraph id="HE91718F0E8B449198419C77B8B329EAB" indent="up1"><enum>(3)</enum><text>Section 5 of the Unemployment
			 Compensation Extension Act of 2008 (Public Law 110–449; 26 U.S.C. 3304 note) is
			 amended by striking <quote>April 30, 2011</quote> and inserting <quote>July 31,
			 2011</quote>.</text>
				</paragraph></subsection><subsection id="H0E8563558C63414B87B0B36A7725E769"><enum>(b)</enum><header>Funding</header><text>Section
			 4004(e)(1) of the Supplemental Appropriations Act, 2008 (Public Law 110–252; 26
			 U.S.C. 3304 note) is amended—</text>
				<paragraph id="H09D8F5EF7BB64A998B19B042806BC80C"><enum>(1)</enum><text>in subparagraph
			 (E), by striking <quote>and</quote> at the end; and</text>
				</paragraph><paragraph id="HDABA815AE7444904B58A91884E00E7C8"><enum>(2)</enum><text>by inserting after
			 subparagraph (F) the following:</text>
					<quoted-block id="H7157D5DA2436458497A1459A29A48A0E" style="OLC">
						<subparagraph id="H03E493E751BB498EB10708CE7AD93E76"><enum>(G)</enum><text>the amendments
				made by section 2(a)(1) of the <short-title>Emergency
				Unemployment Compensation Continuation Act</short-title>;
				and</text>
						</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HB11B445504734794997C742E0F8628AC"><enum>(c)</enum><header>Effective
			 date</header><text>The amendments made by this section shall take effect as if
			 included in the enactment of the Unemployment Compensation Extension Act of
			 2010 (Public Law 111–205; 124 Stat. 2236).</text>
			</subsection></section><section id="H88D425208768430ABC6B9058FEB82F0E"><enum>3.</enum><header>Temporary
			 modification of indicators</header>
			<subsection id="H874E12B331A44A00AA2B0975A4FCCE92"><enum>(a)</enum><header>Indicators based
			 on rate of insured unemployment</header><text display-inline="yes-display-inline">Section 203(d) of the Federal-State
			 Extended Unemployment Compensation Act of 1970 (26 U.S.C. 3304 note) is amended
			 by inserting before the last sentence the following: <quote>Effective with
			 respect to compensation for weeks of unemployment beginning after the date of
			 enactment of the <short-title>Emergency Unemployment
			 Compensation Continuation Act</short-title> (or, if later, the date established
			 pursuant to State law), and ending on or before March 1, 2011, the State may by
			 law provide that the determination of whether there has been a State
			 <quote>on</quote> or <quote>off</quote> indicator beginning or ending any
			 extended benefit period shall be made under this subsection as if paragraph
			 (1)(A) had been amended by striking <quote>the preceding two calendar
			 years</quote> and inserting <quote>the preceding three calendar years</quote>;
			 except that, notwithstanding any such provision of State law, any week for
			 which there would otherwise be a State <quote>on</quote> indicator shall
			 continue to be such a week and shall not be determined to be a week for which
			 there is a State <quote>off</quote> indicator.</quote>.</text>
			</subsection><subsection id="HC3BD1E8969714DF6AFDCDE43188A50A6"><enum>(b)</enum><header>Indicators based
			 on rate of total unemployment</header><text>Section 203(f) of the Federal-State
			 Extended Unemployment Compensation Act of 1970 (26 U.S.C. 3304 note) is
			 amended—</text>
				<paragraph id="HA6A2D618F3874728A752BC5BFCF5E029"><enum>(1)</enum><text>by redesignating
			 paragraph (2) as paragraph (3); and</text>
				</paragraph><paragraph id="H74B7C799CFD148F3AE2C57E240169089"><enum>(2)</enum><text>by inserting after
			 paragraph (1) the following:</text>
					<quoted-block display-inline="no-display-inline" id="HDF33821A2C50428BAC56A8E2D07C5567" style="OLC">
						<paragraph id="H870EEF9C62DD43ABB1D26C9FA8118867" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">Effective with respect to compensation for
				weeks of unemployment beginning after the date of enactment of the
				<short-title>Emergency Unemployment Compensation
				Continuation Act</short-title> (or, if later, the date established pursuant to
				State law), and ending on or before March 1, 2011, the State may by law provide
				that the determination of whether there has been a State <quote>on</quote> or
				<quote>off</quote> indicator beginning or ending any extended benefit period
				shall be made under this subsection as if paragraph (1)(A)(ii) had been
				amended—</text>
							<subparagraph id="HFAD1C6C16AE44114A394A245F8CA9C7F"><enum>(A)</enum><text>by striking <quote>either (or
				both)</quote> and inserting <quote>either (or all)</quote>; and</text>
							</subparagraph><subparagraph id="HDF87A9102ED44F6DA930F9DBBCE9DAF7"><enum>(B)</enum><text>by striking <quote>the preceding 2
				calendar years</quote> and inserting <quote>the preceding 3 calendar
				years</quote>.</text>
							</subparagraph><continuation-text continuation-text-level="paragraph">Notwithstanding any provision of a
				State law described in this paragraph, any week for which there would otherwise
				be a State <quote>on</quote> indicator shall continue to be such a week and
				shall not be determined to be a week for which there is a State
				<quote>off</quote>
