		<official-title>To amend the National Trails System Act to designate the
		  routes of the Shawnee Cattle Trail, the oldest of the major Texas Cattle
		  Trails, for study for potential addition to the National Trails System, and for
		  other purposes.</official-title>

		<section id="H0920E49EFF8942C8B047F547A6C5CFA2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Shawnee Cattle Trail Study
			 Act</short-title></quote>.</text>
		</section><section id="H26A744AE42E74F27AF5C749FF484AA2F" section-type="subsequent-section"><enum>2.</enum><header>Designation of trail
			 for study</header><text display-inline="no-display-inline">Section 5(c) of the
			 National Trails System Act (16 U.S.C. 1244(c)) is amended by adding at the end
			 the following:</text>
			<quoted-block display-inline="no-display-inline" id="H08878D544E6241B9802C74BA205ACC60" style="OLC">
				<paragraph id="HF32C56ACA2E049818CC74FD2196184BC"><enum>(__)</enum><header>Shawnee cattle
				trail</header><text display-inline="yes-display-inline">The Shawnee Cattle
				Trail, consisting of three main branches, East, Middle, and West, and several
				smaller connecting trails extending from Texas to Missouri, and later Kansas,
				which is considered the oldest of the major Texas Cattle Trails, used from the
				1840s until
				1872.</text>
				</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H5C6EB6E70AFD42649A1976097B4A50A6"><enum>3.</enum><header>Private property
			 protections</header>
			<subsection id="HA10454ADDA8D480BAC95F8AEE45ED2C4"><enum>(a)</enum><header>Alternatives To
			 Protect Private Property</header><text>In conducting the study required by the
			 amendment made by section 2, the Secretary shall not consider any alternative
			 that would—</text>
				<paragraph id="H84B5B0D1C4E04C6D9DB662D50A571A3E"><enum>(1)</enum><text>require any
			 private property owner to allow public access (including Federal, State, or
			 local government access) to such private property;</text>
				</paragraph><paragraph id="H3A6AB34446474806AB5BC15E65EA4C34"><enum>(2)</enum><text>modify any
			 provision of Federal, State, or local law with regard to public access to or
			 use of private property;</text>
				</paragraph><paragraph id="H362164DAFB6440C38E48D786792B6729"><enum>(3)</enum><text>create any
			 liability, or have any effect on any liability under any other law, of any
			 private property owner with respect to any persons injured on such private
			 property;</text>
				</paragraph><paragraph id="HB7FE012B89E14CA58243E0262990EAC0"><enum>(4)</enum><text>modify the
			 authority of Federal, State, or local governments to regulate land use;</text>
				</paragraph><paragraph id="H1AFD5326F02E4A86A1691DA314518DCF"><enum>(5)</enum><text>require the owner
			 of any private property to participate in or be associated with any addition to
			 the National Parks System;</text>
				</paragraph><paragraph id="H96B7A7748494430094CAC8FBC790775F"><enum>(6)</enum><text>result in the
			 reduction in value of property held by a private property owner; or</text>
				</paragraph><paragraph id="HDD0EE761261348D3B8B9AD03DC11D437"><enum>(7)</enum><text>require or allow
			 the Federal Government to acquire lands, or interests therein, outside the
			 exterior boundaries of any federally administered area, except with the consent
			 of the owner thereof.</text>
				</paragraph></subsection><subsection id="H4D907B592F6041CD957725EA5F7039A0"><enum>(b)</enum><header>Impacts on
			 Private Property</header><text>The study shall include an analysis and
			 documentation regarding whether each alternative proposed has potential or
			 actual impact on private property located within or abutting the trail
			 area.</text>
			</subsection></section><section id="H831135480E4A4FDF859018721B637052"><enum>4.</enum><header>Private property
			 owner notification</header><text display-inline="no-display-inline">Not less
			 than 30 days before the Secretary of the Interior begins the study required by
			 the amendment made by section 2, the Secretary shall notify all private
			 property owners whose land will be studied that the study will be
			 conducted.</text>
