		<section id="HD92A03F2CC1E4D97B22D812CD1546D40" section-type="section-one"><enum>1.</enum><header>Pilot projects for
			 agriculture renewable energy systems</header>
			<subsection id="H5D234CEB1F3140F28EB7BB86808D12A1"><enum>(a)</enum><header>Establishment</header><text>The
			 Secretary shall establish, under such terms and conditions as the Secretary
			 determines appropriate, pilot projects for renewable energy systems to provide
			 financial and technical assistance through existing agriculture programs to
			 eligible entities to implement renewable energy systems in participating
			 States.</text>
			</subsection><subsection id="HB144F1D2419F42F9B1F2B3DD403BBDF5"><enum>(b)</enum><header>Establishment
			 criteria</header><text>In establishing pilot projects under this section, the
			 Secretary shall—</text>
				<paragraph id="HCD34C133721E4610825AD27290E18179"><enum>(1)</enum><text>ensure, to the
			 maximum extent practicable, that such projects—</text>
					<subparagraph id="H20C147864BCE45EBA9AEC76B0159E2F6"><enum>(A)</enum><text>are located in
			 geographically diverse regions of the United States;</text>
					</subparagraph><subparagraph id="HC0E3886E77954C4C8829B9648420C646"><enum>(B)</enum><text>consist of a
			 diverse group of herd sizes and technologies; and</text>
					</subparagraph><subparagraph id="HF008351AE8954CC898A2D61FD6C0AF4F"><enum>(C)</enum><text>are located in
			 States that have established net metering programs; and</text>
					</subparagraph></paragraph><paragraph id="HFF43AA255162428F9B2B660AAB1FF7BA"><enum>(2)</enum><text>take into
			 consideration any other criteria that the Secretary determines to be
			 appropriate.</text>
				</paragraph></subsection><subsection id="H92F4B4CE8C3342F6B4614D3FCE88499A"><enum>(c)</enum><header>Financial
			 assistance</header>
				<paragraph id="HDD95925E27DD4574B973FBA43683893A"><enum>(1)</enum><header>In
			 general</header><text>Financial assistance provided under this section shall
			 consist of cost-shares, grants, loans, or loan guarantees, or any combination
			 thereof.</text>
				</paragraph><paragraph id="HB36419B1C83546AE85EAF62118469EF1"><enum>(2)</enum><header>Operation</header><text>In
			 providing financial assistance to carry out this section, the Secretary shall
			 rely on the authorities granted to the Secretary under—</text>
					<subparagraph id="H253594EA6E194B2B8187A22AF2E2FA26"><enum>(A)</enum><text>the Environmental
			 Quality Incentives Program;</text>
					</subparagraph><subparagraph id="H6F16D13BECF9423D9908C8621440D9D6"><enum>(B)</enum><text>the Rural Energy
			 for America Program;</text>
					</subparagraph><subparagraph id="H0BFD6C70D1C64D659CA3F6EE65BFE5C6"><enum>(C)</enum><text>the Biomass Crop
			 Assistance Program;</text>
					</subparagraph><subparagraph id="H911D073FF8764299A9611D74E8D0FAD7"><enum>(D)</enum><text>the Rural
			 Utilities Service; or</text>
					</subparagraph><subparagraph id="H6B91014D675F4337887A7C15407E1C4F"><enum>(E)</enum><text>any other program
			 that the Secretary determines to be appropriate to carry out the purposes this
			 section.</text>
					</subparagraph></paragraph></subsection><subsection id="H530EA546332C4A119E77B3FF7D9C2C47"><enum>(d)</enum><header>Consultation</header><text>In
			 carrying out this section, the Secretary shall consult with State and Federal
			 agencies, and any other entity that the Secretary determines has relevant
			 experience.</text>
			</subsection><subsection id="HE97CE86A94694E4889F7C28D8C36201E"><enum>(e)</enum><header>Report</header><text>Not
			 later than 90 days after the date of the enactment of this section, the
			 Secretary shall submit to the Committee on Agriculture of the House of
			 Representatives and the Committee on Agriculture, Nutrition, and Forestry of
			 the Senate a report describing the implementation of the program authorized
			 under this section.</text>
			</subsection><subsection id="HEF115612AE3445F9A14186486B35ABD7"><enum>(f)</enum><header>Study</header>
				<paragraph id="HFAA7945F2FB14BC190CFFB5A9074CD2D"><enum>(1)</enum><header>In
			 general</header><text>The Secretary shall conduct a study to evaluate rural
			 electrification issues. Such study shall include—</text>
					<subparagraph id="H52C547ECD8444F46A9BBCA27E032F617"><enum>(A)</enum><text>an analysis of
			 rural infrastructure; and</text>
					</subparagraph><subparagraph id="HA1DF137EC9B94E80A27C98B0941E3DCF"><enum>(B)</enum><text>rural electric
			 transmission and generation.</text>
					</subparagraph></paragraph><paragraph id="HA2F98759F380428C8E095A3CEC383CC0"><enum>(2)</enum><header>Report</header><text>As
			 soon as practicable after conducting the study under paragraph (1), the
			 Secretary shall submit to Congress a report containing the results of the
			 study.</text>
				</paragraph></subsection><subsection id="H84B8C44704854D68829F1063F2CB0CB3"><enum>(g)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text>
				<paragraph id="H318E1004A47B43808FDB4F9BBD599FFC"><enum>(1)</enum><header>Eligible
			 entity</header><text>The term <quote>eligible entity</quote> means a producer
			 or group of producers implementing a renewable energy system on a farm.</text>
				</paragraph><paragraph id="HD00FFECDD9544077B95F370AE303A5F1"><enum>(2)</enum><header>Eligible
			 electric utility</header><text>The term <quote>eligible electric
			 utility</quote> means—</text>
					<subparagraph id="H42CAA349454A419389F13DA0E8F763A0"><enum>(A)</enum><text>any public or
			 cooperative electric utility that is eligible to borrow from the Rural Utility
			 Service electrification programs authorized under the Rural Electrification Act
			 of 1936 (7 U.S.C. 901 et seq.) that serves a rural area defined by that
			 Act;</text>
					</subparagraph><subparagraph id="HE6EE5B0350944A67940D9A446BDB267E"><enum>(B)</enum><text>any current
			 borrower from the Rural Utilities Service electrification program authorized
			 under that Act; or</text>
					</subparagraph><subparagraph id="H6F89396418FA4FE798B530A1900C7093"><enum>(C)</enum><text>any entity
			 primarily owned or controlled by an entity described in subparagraph (A) or
			 (B).</text>
					</subparagraph></paragraph><paragraph id="H2DD9CD5D81A345F384B20F0FAE9B8E16"><enum>(3)</enum><header>Net
			 metering</header><text>The term <quote>net metering</quote> means measuring the
			 difference between electricity supplied by an electric utility and the
			 electricity generated by a net metering customer and fed back to the electric
			 utility over the applicable billing period.</text>
				</paragraph><paragraph id="HBFAD5C821CBA416FA194C20C48FCC593"><enum>(4)</enum><header>Renewable energy
			 systems</header><text>The term <quote>renewable energy systems</quote> means a
			 system where renewable energy is derived from animal waste and used for
			 improving energy conservation on a farm.</text>
				</paragraph><paragraph id="H25149F44CCE145C882319D78A4667DC1"><enum>(5)</enum><header>Participating
			 State</header><text>The term <quote>participating state</quote> means a State
			 that has established a net metering program.</text>
