<section id="H1B71C2B438874D14A676DFE0849D51DD"><enum>101.</enum><header>National
registry of maternal and infant health data</header><text display-inline="no-display-inline">Title III of the Public Health Service Act
is amended by inserting after section 317L of such Act (42 U.S.C. 247b–13) the
following:</text>

<section id="H1F60ACB4562246A2A82C3EC1DCD8322C"><enum>317L–1.</enum><header>Improvement
of maternal and infant health through enhanced reporting, research, and
evaluation</header>
<subsection id="HF287BAF0057E4676B329232D26A513FA"><enum>(a)</enum><header>National
registry</header>
<paragraph id="H1340A0BD67704537B4303FE51BB0926D"><enum>(1)</enum><header>In
general</header><text>The Secretary shall establish and maintain a national
registry of maternal and infant health information (in this section referred to
as the <quote>Registry</quote>).</text>
</paragraph><paragraph id="HAFF91C59B9E44F49ADCD0CE72EBB4CF4"><enum>(2)</enum><header>Contents</header><text>The
Registry shall include information on maternal and infant health, including any
such information submitted to the Secretary through the Pregnancy Risk
Assessment Monitoring System. The Secretary shall disaggregate information in
the Registry by race and ethnicity.</text>
</paragraph><paragraph id="HE310D21EA2954280A73ED1B843A6A84A"><enum>(3)</enum><header>Standardization</header><text>In
carrying out this subsection, the Secretary shall ensure that information is
collected and maintained pursuant to standardized measures of maternal health,
including a standardized definition of maternal death.</text>
</paragraph></subsection><subsection id="H7A7828A4FA59446F8A6B8BBC4FCD8D86"><enum>(b)</enum><header>Reporting and
collection of information</header><text>The Secretary shall expand, enhance,
and ensure the coordination of programs of the Department of Health and Human
Services relating to the reporting and collection of information on maternal
and infant health. Activities under this subsection may include—</text>
<paragraph id="H234F7A104D3145E2B3D0BAC1124DD895"><enum>(1)</enum><text>expansion of the
Pregnancy Risk Assessment Monitoring System to include standardized reporting,
including core questions and any additional State-added information reporting
by all States;</text>
</paragraph><paragraph id="HDBF71DCF02FF4C388B02DB3922408254"><enum>(2)</enum><text>expansion of
programs to assist and encourage vital registration systems in each State to
use enhanced, standardized electronic birth certificates; and</text>
</paragraph><paragraph id="HDB00404A0DD046228F86E6AF14E678D9"><enum>(3)</enum><text>disaggregation of
information by race and ethnicity.</text>
</paragraph></subsection><subsection id="HF39198606E714D499F351DC27D79303C"><enum>(c)</enum><header>Electronic birth
and death systems</header><text>The Secretary shall award grants to vital
records jurisdictions for the development and implementation of electronic
birth and death systems—</text>
<paragraph id="H99515E7EEBF84C6C80062962BC260F7A"><enum>(1)</enum><text>to collect 2003
standard certificate data; and</text>
</paragraph><paragraph id="H04CC1DFB1F15440FBCC13F32CC0DEAEE"><enum>(2)</enum><text>for the training
of individuals responsible for completing birth and death certificates.</text>
</paragraph></subsection><subsection id="H1E203A3BF6F244D0BC816C85E4ADA0A3"><enum>(d)</enum><header>Analysis of
programs that mitigate maternal morbidity and mortality</header><text>The
Secretary shall enter into an agreement with the Institute of Medicine of the
National Academies under which the Institute will—</text>
<paragraph id="H3B585E032D7941748FD7E75014E68D64"><enum>(1)</enum><text>conduct an
in-depth analysis, including funding histories, of Federal, State, and local
programs (both governmental and private) across the Nation that mitigate
maternal mortality and morbidity; and</text>
</paragraph><paragraph id="HC1B2FF9194ED4DDE93AFEC26C3CE1D73"><enum>(2)</enum><text>not later than 12
months after the date of the enactment of this section, submit a report to the
Secretary and the Congress on the results of such analysis.</text>
</paragraph></subsection><subsection id="H63C7E218A1384FA08325670D20F75E55"><enum>(e)</enum><header>Comparative
effectiveness of clinical practices related to childbirth</header>
<paragraph id="HCE979B4CD1B343C7935725D8A1B30F4B"><enum>(1)</enum><header>In
general</header><text>The Secretary shall conduct or support research on the
comparative effectiveness of clinical practices related to childbirth,
including home birth and other out-of-hospital birth, vaginal birth after
cesarean, vaginal breech, multiple gestation, elective induction, and caesarian
section without indication.</text>
</paragraph><paragraph id="H8F4F3C22E97E47D6BCC6CABDD5658AAF"><enum>(2)</enum><header>Consideration of
liability concerns</header><text>The research under paragraph (1) shall take
into consideration the liability concerns of health care providers.</text>
</paragraph><paragraph id="H139E4D581BB447B68CE8E05112A1DF0C"><enum>(3)</enum><header>Coordination</header><text>The
Secretary shall ensure the coordination of research under this section with
comparative effectiveness research of the Department of Health and Human
Services under section 1181 of the Social Security Act or other provisions of
law.</text>
</paragraph></subsection><subsection id="H4FC7406F5DC24B04A6A8BCE7DB0125A4"><enum>(f)</enum><header>Report to
Congress</header><text display-inline="yes-display-inline">Not later than 12
months after the date of the enactment of this section, the Secretary shall
submit a report to the Congress on programs and activities under this section,
including an analysis of progress in improving the quality and outcomes of
maternity care and infant health.</text>
</subsection><subsection id="H527B9496F76B4D70A08DC238740C41E4"><enum>(g)</enum><header>Authorization of
appropriations</header><text>To carry out this section, there are authorized to
be appropriated such sums as may be
necessary.</text>

</section><enum>II</enum><header>Strengthening the
maternity care workforce</header>
<section id="HA3C0BF0FD3DB4EB580C34D370C533D8F"><enum>201.</enum><header>Maternal and
infant health workforce education and training</header>
<subsection id="H306AE64B07044BCE9CFCB7AB00D3B971"><enum>(a)</enum><header>Health
professionals</header><text>Part D of title VII of the Public Health Service
Act (42 U.S.C. 294 et seq.) is amended by adding at the end the following:</text>

<section id="H3B45B4A55E4E4560AE8499FEE394FAED"><enum>760.</enum><header>Education and
training relating to maternal and infant health</header><text display-inline="no-display-inline">The Secretary shall, with respect to
maternal and infant health education and training, carry out services and
programs equivalent (as determined by the Secretary) to the services and
programs under section 753 with respect to maternal and infant health education
and
training.</text>

</subsection><subsection id="HE94AB97D9FA5412BAA0F0A955A50812D"><enum>(b)</enum><header>Nursing</header><text>Title
VIII of the Public Health Service Act (42 U.S.C. 296 et seq.) is amended by
adding at the end the following:</text>

<part id="H82B70BC28BF34FB5A4C6E0DE8DDC61D8"><enum>J</enum><header>Comprehensive
maternal and infant health professions education</header>
<section id="HDDD18220ACFC44528F6F1F881A21E2E1"><enum>861.</enum><header>Comprehensive
maternal and infant health professions education</header>
<subsection id="HE86E5A175F05433C81006C88C96C3D62"><enum>(a)</enum><header>Program
Authorized</header><text>The Secretary shall award grants to eligible entities
to develop and implement, in coordination with programs under section 760,
programs and initiatives to train and educate individuals in providing
evidence-based maternal and infant health care.</text>
</subsection><subsection id="H8783DBAF37494677BBB657EB4C1915BD"><enum>(b)</enum><header>Use of
Funds</header><text>An eligible entity that receives a grant under subsection
(a) shall use funds under such grant to—</text>
<paragraph id="H5D82E4032CAE4099976FCCDF463CAC49"><enum>(1)</enum><text>provide training
to individuals who will provide maternal and infant health care;</text>
</paragraph><paragraph id="H7D837F1BDB1949AB85D36B25BB32C78B"><enum>(2)</enum><text display-inline="yes-display-inline">develop and disseminate core curricula for
all maternity care providers that emphasizes health promotion and disease
prevention;</text>
</paragraph><paragraph id="H4D887E660A7042518E4C22C7D862786F"><enum>(3)</enum><text display-inline="yes-display-inline">train faculty members in maternal and
infant health care;</text>
</paragraph><paragraph id="H98AF75130C5D4D8C9BA852D975FC75AA"><enum>(4)</enum><text display-inline="yes-display-inline">provide continuing education to individuals
who provide maternal and infant health care; or</text>
</paragraph><paragraph id="HCCE418135FAC4D7D914F55759E3C1AEC"><enum>(5)</enum><text>establish
traineeships for individuals who are preparing for advanced education nursing
degrees deemed appropriate by the Secretary.</text>
</paragraph></subsection><subsection id="H2678EEAB84644D74ADF66DE57DBA1699"><enum>(c)</enum><header>Application</header><text>An
eligible entity desiring a grant under subsection (a) shall submit an
application to the Secretary at such time, in such manner, and containing such
information as the Secretary may reasonably require.</text>
</subsection><subsection id="HF3866ABBA9E24E72B033C23DD2D7D1BE"><enum>(d)</enum><header>Eligible
Entity</header><text>For purposes of this section, the term <term>eligible
entity</term> includes a school of nursing, a health care facility, a program
leading to certification as a certified nurse assistant, a partnership of such
a school and facility, a partnership of such a program and facility, or a
nonprofit entity that issues continuing nursing
education.</text>
</subsection></section></part><after-quoted-block>.
</after-quoted-block></quoted-block>
</subsection></section><section id="HF3EBC2B1422246C0A85B137C30A5F93E"><enum>202.</enum><header>Report on
creation of a uniform maternity care core curriculum</header>
<subsection id="H7E58D2CF90894FC0AED0A2B9C02941F2"><enum>(a)</enum><header>In
general</header><text>The Secretary of Health and Human Services shall seek to
enter into an arrangement with the Institute of Medicine of the National
Academies to prepare a report on the creation of a uniform maternity care core
curriculum to foster a shared knowledge base among maternity care
professionals. At a minimum, the report shall address ways in which such core
curriculum can support—</text>
<paragraph id="H95001E2DCCDC42F9A1D9CCB0A4614499"><enum>(1)</enum><text>preventing and
treating complications in pregnancy and childbirth;</text>
</paragraph><paragraph id="H1A36D81C9ADE4F098F95EF50D4EFA235"><enum>(2)</enum><text>physiologic
pregnancy, birth, and early parenting;</text>
</paragraph><paragraph id="H40E5F32BBD554B53AEDDB3E86E2A88FF"><enum>(3)</enum><text>psychosocial
aspects of pregnancy and birth;</text>
</paragraph><paragraph id="H0C50077911E643F1A25789849B58989B"><enum>(4)</enum><text>woman- and
family-centered care;</text>
</paragraph><paragraph id="HECD19A7A66594A7E8C6BE9DD25BF6AD4"><enum>(5)</enum><text>cultural
competence;</text>
</paragraph><paragraph id="HC60A1F78FD48435DA122E6E50DCF551C"><enum>(6)</enum><text>collaborative
practice;</text>
</paragraph><paragraph id="H618AE7455B1C49FBBA8FF313DDC56CB2"><enum>(7)</enum><text>shared
decisionmaking between childbearing women and clinicians;</text>
</paragraph><paragraph id="HE0EE94BCC9A440AB82A968CC4893DB3C"><enum>(8)</enum><text>avoiding overuse
of maternity interventions in low-risk women and newborns;</text>
</paragraph><paragraph id="H5D8A113F054A4AE7B1739590ADB8D1C4"><enum>(9)</enum><text>improved systemic
approaches to maternity care; and</text>
</paragraph><paragraph id="H52DC99C871464A42B0E7CD2B637810FA"><enum>(10)</enum><text>eliminating
disparities in maternal care and maternal outcomes.</text>
</paragraph></subsection><subsection id="H46743FA3654E41F7B82711246D470E8A"><enum>(b)</enum><header>Consultation</header><text>The
arrangement under subsection (a) shall require the Institute of Medicine, in
preparing the report, to consult with consumer and advocacy representatives and
with each of the following organizations and their associated educational,
accrediting, and certification bodies:</text>

College of Obstetricians and Gynecologists.</text>
</paragraph><paragraph id="H1F5D4361CFAF4922B2F638A3AF25EE9E"><enum>(2)</enum><text>The American
Academy of Family Physicians.</text>
</paragraph><paragraph id="HD1DB670206B44E33AB12B5C981326F05"><enum>(3)</enum><text>The American
College of Nurse-Midwives.</text>
</paragraph><paragraph id="H382977394C1A447D9A0B2EE5AE39ABCC"><enum>(4)</enum><text>The National
Association of Certified Professional Midwives.</text>
</paragraph><paragraph id="HFB58B38F5A434FA6B5A1A0862E45E664"><enum>(5)</enum><text>The Association of
Women’s Health, Obstetric, and Neonatal Nurses.</text>
</paragraph><paragraph id="HA02B295A742A4133AC0C2D727467E4E9"><enum>(6)</enum><text>The Accreditation
Council for Graduate Medical Education.</text>
</paragraph><paragraph id="HE102CC37FACF4BEF821DA7EBC44BCC17"><enum>(7)</enum><text>The American
Academy of Pediatrics.</text>
</paragraph><paragraph id="H84421FEA3ABD4D708BBF16EEE2A99D97"><enum>(8)</enum><text>The Society for
Maternal-Fetal Medicine.</text>
</paragraph></subsection><subsection id="HFAEB7B512EB1452C8470584FD65195D3"><enum>(c)</enum><header>Submission of
report</header><text>The arrangement under subsection (a) shall provide for
completion of the report and the submission of the report to the Congress
within 18 months after the date of the enactment of this Act.</text>
</subsection></section><section id="H44A8301372354C59B51D1CCE37E8A56F"><enum>203.</enum><header>Demonstration
projects to promote use of core curriculum and interdisciplinary team teaching
in maternity care health professions education</header>
<subsection id="HC71C838E71CA4B60BBF7AFF36DC774AD"><enum>(a)</enum><header>In
general</header><text>Beginning not later than the deadline specified in
section 202(c) for completion and submission of the report under section 202,
the Secretary shall, on a competitive basis and pursuant to a peer review
process, make available grants to eligible entities or consortia to carry out
demonstration projects in academic educational programs to develop, implement,
and evaluate—</text>
<paragraph id="H0892BE8BBB0D491C8BDF9935CCE592BE"><enum>(1)</enum><text>a
uniform core maternity care curriculum recommended in the report under section
202; and</text>
</paragraph><paragraph id="H248E0BE251174750A404376D4677A1F5"><enum>(2)</enum><text>interdisciplinary
team teaching and learning in maternity care education.</text>
</paragraph></subsection><subsection id="H91ECEE6EFA6F4477B9B898A982452AB9"><enum>(b)</enum><header>Eligibility</header><text>To
be eligible to receive a grant under this section, an entity or consortium
shall be or include—</text>
<paragraph id="HF4BE6C3C4B32455E837E7EA52A6B9F28"><enum>(1)</enum><text>a
health professions school;</text>
</paragraph><paragraph id="H750AC239FA754DD4A32095A5D7E9D2EE"><enum>(2)</enum><text>an academic health
sciences center; or</text>
</paragraph><paragraph id="H72AC326F620B40F4A50E7F5D38FF8277"><enum>(3)</enum><text>another type of
institution specified by the Secretary.</text>
</paragraph></subsection><subsection id="HB847350753704153BDF60ACD59FEF0E5"><enum>(c)</enum><header>Application</header><text>To
seek a grant under subsection (a) for a demonstration project, an entity or
consortium shall submit to the Secretary an application that includes—</text>
<paragraph display-inline="no-display-inline" id="HB592534155AB42D1882056B456D441C1"><enum>(1)</enum><text>a plan for
developing and implementing the demonstration project, including by—</text>
<subparagraph id="HBFD292E7645E4F1B8F9645BB02871A93"><enum>(A)</enum><text>developing
collaborative programs in all maternity care program settings to allow students
of all relevant disciplines to observe different practice styles, collaborate,
and learn together from faculty including a full range of maternity care
providers;</text>
</subparagraph><subparagraph id="HD7BAF797D7DE4A479BA1DC3DC54436D2"><enum>(B)</enum><text>offering a mix of
teaching modalities including cognitive, hands-on, and simulation
training;</text>
</subparagraph><subparagraph id="HD0273381844B49AC87EF9B2542A2C826"><enum>(C)</enum><text>using—</text>
<clause id="H2B358556024044E19A8B4E95C50B894C"><enum>(i)</enum><text>acute hospital
settings; and</text>
</clause><clause id="HBB116D5E78534240BB6653834CCE4392"><enum>(ii)</enum><text>community health
centers, public health department clinics, freestanding birth clinics, or other
sites determined appropriate by the Secretary; and</text>
</clause></subparagraph><subparagraph id="H8D9B5A83BCA34FF7B7C587BDAD589AD9"><enum>(D)</enum><text>using an
interdisciplinary teaching team approach involving multiple disciplines, which
approach may include teaching by an obstetrician, family physician, a
nurse-midwife, a nurse, a doula, a mental health professional, and other
providers specified by the Secretary;</text>
</subparagraph></paragraph><paragraph id="H599F709350EC419598E68D907750D1F8"><enum>(2)</enum><text>an agreement to
provide for the collection of data regarding the effectiveness of the
demonstration project; and</text>
</paragraph><paragraph id="HBE993BCA346D40E9835EA4A335B8313B"><enum>(3)</enum><text>an agreement to
provide matching funds in accordance with subsection (d).</text>
</paragraph></subsection><subsection id="H25FDF295D7F34D018CD9666B70622847"><enum>(d)</enum><header>Matching
Funds</header>
<paragraph id="HE800BB92E26A4C4882542EF25FA4DF16"><enum>(1)</enum><header>In
general</header><text>The Secretary may award a grant to an entity or
consortium under this section only if the entity or consortium agrees to make
available non-Federal contributions toward the costs of the demonstration
program to be funded under the grant in an amount that is not less than $1 for
each $5 of Federal funds provided through the grant.</text>
</paragraph><paragraph id="HB503CDEAC9554E58A6960BBF5E4FC6FA"><enum>(2)</enum><header>Non-Federal
contributions</header><text>Non-Federal contributions under paragraph (1) may
be in cash or in-kind, fairly evaluated, including equipment or services.
Amounts provided by the Federal Government, or services assisted or subsidized
to any significant extent by the Federal Government, may not be included in
determining the amount of such contributions.</text>
</paragraph></subsection><subsection id="H3BDBF864338847DEAE59F6410EB5950A"><enum>(e)</enum><header>Evaluation</header><text>The
Secretary shall take such action as may be necessary to—</text>
<paragraph id="HE0B47A0A233C4C7CA8CFD6869F93B035"><enum>(1)</enum><text>evaluate the
projects funded under this section; and</text>
</paragraph><paragraph id="HD2F3A5AE7A3349628AF3280E1BD2D4C0"><enum>(2)</enum><text>make publicly
available, publish, and disseminate the results of such evaluation as widely as
practicable.</text>
</paragraph></subsection><subsection id="H73F28AE09DE1462D95D40FB0EAD190A8"><enum>(f)</enum><header>Reports</header><text>Not
later than 2 years after the date of the enactment of this Act, and annually
thereafter, the Secretary shall submit to the Committee on Health, Education,
Labor, and Pensions and the Committee on Finance of the Senate and the
Committee on Energy and Commerce and the Committee on Ways and Means of the
House of Representatives a report that—</text>
<paragraph id="H387C92B8F0E2491C8632C42A7E0F7FB7"><enum>(1)</enum><text>describes the
specific projects supported under this section; and</text>
</paragraph><paragraph id="H6BF5A845521C48C3ACD0B80BB9DA694F"><enum>(2)</enum><text>contains
recommendations to Congress based on the evaluation conducted under subsection
(e).</text>
</paragraph></subsection><subsection id="HC1E96F18C8964B3EABE0856DD203452B"><enum>(g)</enum><header>Definition</header><text>In
this section, the term <term>Secretary</term> means the Secretary of Health and
Human Services.</text>
</subsection></section><section id="H7BB9565772C94175B593FE8014F4A4FB"><enum>204.</enum><header>Report on
maternity care workforce</header>
<subsection id="H0C51A09B245940CA985A8F813CFFC796"><enum>(a)</enum><header>Assessment</header><text>The
National Health Care Workforce Commission (established by section 5101 of the
Patient Protection and Affordable Care Act (Public Law 111–148)) shall conduct
an assessment of current and projected workforce needs for achieving the
optimal delivery of maternity care services. At a minimum, the assessment shall
include an evaluation of—</text>
<paragraph id="H50FE76DEAFB140DAAA5A2AE94EA02997"><enum>(1)</enum><text>an appropriate
volume of maternity care providers;</text>
</paragraph><paragraph id="HD8A4997B74F0401986C78925E0BD2136"><enum>(2)</enum><text>an appropriate
geographic distribution of maternity care providers;</text>
</paragraph><paragraph id="H0EBF47170ACE41928F532EE85745C328"><enum>(3)</enum><text display-inline="yes-display-inline">an appropriate number of maternity care
providers in various health care disciplines to meet the maternity care needs
of women with both low- and high-risk pregnancies;</text>
</paragraph><paragraph id="HD37B3593AF8E45DAA41B93FC01455474"><enum>(4)</enum><text>an appropriate
sociodemographic diversity of the maternity care workforce;</text>
</paragraph><paragraph id="H8308CBCD824F41B3B71579AE22E167A3"><enum>(5)</enum><text>demographic
composition and trends of childbearing families; and</text>
</paragraph><paragraph id="H218904E965AF4F6B96D5DCFBDAF133F8"><enum>(6)</enum><text display-inline="yes-display-inline">demographic composition and trends
(including total hours worked per week, number of years of providing maternity
care, and willingness to provide care at night and on weekends) of the
workforce that serves childbearing families.</text>
</paragraph></subsection><subsection id="HD0B23C807D404A1BA0E0C0ACCE957E58"><enum>(b)</enum><header>Report</header><text>Not
later than 18 months after the date of the enactment of this Act, the National
Health Care Workforce Commission shall complete the assessment under subsection
(a) and submit a report on the results of such assessment to the
Congress.</text>
</subsection></section><section commented="no" id="H5FFE9F75DD754BB1ABDEF926C63224BF"><enum>205.</enum><header>Allocation of
funds for maternity care workforce development</header><text display-inline="no-display-inline">Section 740 of the Public Health Service Act
(42 U.S.C. 293d) is amended—</text>
<paragraph commented="no" id="HA2D79AD77DE54ACC9AC689AF0427EFDE"><enum>(1)</enum><text>by redesignating
subsection (d) as subsection (e); and</text>
</paragraph><paragraph commented="no" id="H9D84B97B8B4B4621919109CE4101DAA5"><enum>(2)</enum><text>by inserting after
subsection (c) the following:</text>

<subsection commented="no" id="H9F7DDD56126645FEB4EF2B67B94587C7"><enum>(d)</enum><header>Activities
relating to maternity care workforce</header><text display-inline="yes-display-inline">Of the amounts made available to carry out
sections 737, 738, and 739 for fiscal year 2013 and each succeeding fiscal
year, the Secretary shall allocate a percentage (to be determined by the
Secretary) of such amounts for activities relating to maternity care workforce
development under such
sections.</text>

</paragraph></section><enum>III</enum><header>Addressing
maternal health disparities</header>
<section id="H4E58FE55710740129C3CCEC2FAC7BA16"><enum>301.</enum><header>CDC Centers for
Research and Demonstration of Health Promotion and Disease
Prevention</header><text display-inline="no-display-inline">Paragraph (2) of
section 1706(b) of the Public Health Service Act (42 U.S.C. 300u–5(b)) is
amended—</text>
<paragraph id="H2A1220DAEB9349BE93831FCE07A682BF"><enum>(1)</enum><text>in subparagraph
(B), by striking <quote>and</quote> at the end;</text>
</paragraph><paragraph id="HEF37725798BD4B9B95011026C463F809"><enum>(2)</enum><text>in subparagraph
(C) by striking the period at the end and inserting <quote>; and</quote>;
and</text>
</paragraph><paragraph id="HF1F01205A4AE4153967F43949901EDA8"><enum>(3)</enum><text>by adding at the
end the following:</text>

</paragraph></section><section id="HDA7C8E8ED7C144B3927D4683D01AEAE2"><enum>302.</enum><header>Grants to
support a diversified maternity care workforce</header>
<subsection id="H667187C361464E52B8BAF5B30512E792"><enum>(a)</enum><header>In
General</header><text>The Secretary may award grants to eligible entities or
consortia to carry out demonstration projects to increase recruitment of
underrepresented minorities into the maternity care professions. Such awards
shall be made on a competitive basis and pursuant to peer review.</text>
</subsection><subsection id="H4988DB9C0F3248D2812DB6A887423D4C"><enum>(b)</enum><header>Eligibility</header><text>To
be eligible to receive a grant under this section, an entity or consortium
shall be or include—</text>
<paragraph id="H220E60B6834E48048B4496FA93D45065"><enum>(1)</enum><text>a
health professions school;</text>
</paragraph><paragraph id="HF7BF4B15DA4347C4977AD2B2F1F22602"><enum>(2)</enum><text>an institution
with a graduate medical education program;</text>
</paragraph><paragraph id="HBFA3CB3507B64836A0AD09E4BD2E5337"><enum>(3)</enum><text>a
hospital;</text>
</paragraph><paragraph id="H425AA73305994D3C90B6E58A77CEA2DC"><enum>(4)</enum><text>a
community health center;</text>
</paragraph><paragraph id="HD047ABE2030C4B39902E3F3DAADD08C3"><enum>(5)</enum><text>a
freestanding birth center;</text>
</paragraph><paragraph id="H290131535BA540C3A4BB72367867E696"><enum>(6)</enum><text>a
public health department clinic;</text>
</paragraph><paragraph id="H71159EB6686546E9BE08492EA539D66F"><enum>(7)</enum><text>a
nonprofit professional organization; or</text>
</paragraph><paragraph id="H0B8A607F01B64955867E249E5265F854"><enum>(8)</enum><text>another type of
institution specified by the Secretary.</text>
</paragraph></subsection><subsection id="H0D903ACE273C4F9485DAB6518A4C719D"><enum>(c)</enum><header>Application</header><text>To
seek a grant under subsection (a) for a demonstration project, an entity or
consortium shall submit to the Secretary an application that includes each of
the following:</text>
<paragraph id="HB7CC1CDEFA0548C0AB805C0E6F20C437"><enum>(1)</enum><text>A
plan for carrying out the demonstration project, including by performing one or
more of the following:</text>
<subparagraph id="H0FC7ADBE3CD84E2EAF34E28656C7A020"><enum>(A)</enum><text>Strengthening
recruitment, education, retention, and mentoring of underrepresented
minorities.</text>
</subparagraph><subparagraph id="H85AD8457CAEF447F809BEC70E96D93E2"><enum>(B)</enum><text>Increasing the
racial, ethnic, geographic, linguistic, and socioeconomic diversity of the
maternity care workforce.</text>
</subparagraph><subparagraph id="H363F27A03EA24752BC7FF3C2010ECCE1"><enum>(C)</enum><text>Engaging in early
outreach to students in elementary and secondary schools in disparity
communities about maternity care careers.</text>
</subparagraph><subparagraph id="HAC35AE40C793460EAE0FB6F16DC26889"><enum>(D)</enum><text>Creating
assistance programs in community colleges and other institutions of higher
learning to support low-income students and students from underrepresented
backgrounds who wish to become maternity caregivers. Such assistance programs
may include the provision of grants, scholarships, housing stipends, health
insurance for students and their families, and childcare services for
student-parents.</text>
</subparagraph><subparagraph id="H84E5036895CE4D80BED9C88AC2B5BEC7"><enum>(E)</enum><text>Establishing
community-based doula, childbirth educator, and peer breastfeeding counselor
training programs for women in underserved communities.</text>
</subparagraph></paragraph><paragraph id="H8064B07C39A942D9BB67FA947914DD99"><enum>(2)</enum><text display-inline="yes-display-inline">An agreement to provide for the collection
of data regarding the effectiveness of the demonstration project.</text>
</paragraph><paragraph id="HA92CA397B75740A7BCE7D56B3E6E3004"><enum>(3)</enum><text>An agreement to
provide matching funds in accordance with subsection (d).</text>
</paragraph></subsection><subsection id="H01A4C6A2DB324D2187426E46E98F2E7C"><enum>(d)</enum><header>Matching
Funds</header>
<paragraph id="H3AA520C0E0F247D4B99A7AD896E760A8"><enum>(1)</enum><header>In
general</header><text>The Secretary may award a grant to an entity or
consortium under this section only if the entity or consortium agrees to make
available non-Federal contributions toward the costs of the project to be
funded under the grant in an amount that is not less than $1 for each $5 of
Federal funds provided through the grant.</text>
</paragraph><paragraph id="H776798063A19419E9048016061A0428B"><enum>(2)</enum><header>Non-Federal
contributions</header><text>Non-Federal contributions under paragraph (1) may
be in cash or in-kind, fairly evaluated, including equipment or services.
Amounts provided by the Federal Government, or services assisted or subsidized
to any significant extent by the Federal Government, may not be included in
determining the amount of such contributions.</text>
</paragraph></subsection><subsection id="HA1DEA2EECB7E4FDFB2334284895281F1"><enum>(e)</enum><header>Evaluation</header><text>The
Secretary shall take such action as may be necessary to—</text>
<paragraph id="HFC48370B959B4BC799C1E12DE0C51E6F"><enum>(1)</enum><text>evaluate the
projects funded under this section; and</text>
</paragraph><paragraph id="HB7B35904035E42B3B1AB6E60BF3484F7"><enum>(2)</enum><text>make publicly
available, publish, and disseminate the results of such evaluation as widely as
practicable.</text>
</paragraph></subsection><subsection id="HED875EA4AEC4473B9EDC5013F82011D7"><enum>(f)</enum><header>Reports</header><text>Not
later than 2 years after the date of enactment of this section, and annually
thereafter, the Secretary shall submit to the Committee on Health, Education,
Labor, and Pensions and the Committee on Finance of the Senate and the
Committee on Energy and Commerce and the Committee on Ways and Means of the
House of Representatives a report that—</text>
<paragraph id="H8B5DBF8F9EFA4DB0B0503061EAEC193B"><enum>(1)</enum><text>describes the
specific projects supported under this section; and</text>
</paragraph><paragraph id="HC196697EC8BD48559C316DB2D2A0AA35"><enum>(2)</enum><text>contains
recommendations for Congress based on the evaluation conducted under subsection
(e).</text>
</paragraph></subsection><subsection id="H208BF46C349E4D3DB7D9071BDEA3DA6F"><enum>(g)</enum><header>Definition</header><text>In
this section, the term <term>Secretary</term> means the Secretary of Health and
Human Services.</text>
</subsection></section><enum>IV</enum><header>Coordination of
maternity care</header>
<section id="H7EB3419DABD241ABBBCAA4B012543797"><enum>401.</enum><header>Maternal health
coordinator</header><text display-inline="no-display-inline">Title III of the
Public Health Service Act is amended—</text>
<paragraph id="HE0F09F10EA784C6F969A4149EEBE6D61"><enum>(1)</enum><text>by redesignating
section 317K (42 U.S.C. 247b–12) as section 317K–1; and</text>
</paragraph><paragraph id="H5D2F52F289184A3A86B38CF7124FDE43"><enum>(2)</enum><text>by inserting after
section 317J the following:</text>

<section id="H728D492F69924827AF73E525E50FB089"><enum>317K.</enum><header>Coordination
of maternal health programs and activities</header><text display-inline="no-display-inline">The Secretary shall designate an official
within the Office of the Secretary whose primary responsibility shall be to
coordinate the programs and activities of the Department of Health and Human
Services relating to maternal
health.</text>
