		<section id="H29CB2E5F5BCD4109A01156157A8E1425" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>State and Local Spending Will Help
			 Save America Act of 2010</short-title></quote>.</text>
		</section><section id="H592B3F7FCB0A4912ADE0707145C3E3FE"><enum>2.</enum><header>General revenue
			 sharing</header>
			<subsection id="HA8B4C0FDE6264EAAB09E1C0C1F993ACA"><enum>(a)</enum><header>Appropriation</header><text display-inline="yes-display-inline">There is authorized to be appropriated and
			 is appropriated to carry out this section $200,000,000,000 for each of fiscal
			 years 2011 and 2012.</text>
			</subsection><subsection id="HD2F330D5BE45497F9B44181BD3C66431"><enum>(b)</enum><header>Payment</header><text display-inline="yes-display-inline">The Secretary of the Treasury shall pay to
			 each State on a quarterly basis an amount equal to the amount allotted to the
			 State under
			 <internal-xref idref="H56626EE4E8174981AC87CD22FB9CEB78" legis-path="2.(c)">subsection (c)</internal-xref>.</text>
			</subsection><subsection id="H56626EE4E8174981AC87CD22FB9CEB78"><enum>(c)</enum><header>Allotments</header><text display-inline="yes-display-inline">From the amounts appropriated under
			 <internal-xref idref="HA8B4C0FDE6264EAAB09E1C0C1F993ACA" legis-path="2.(a)">subsection (a)</internal-xref> for each fiscal year, the
			 Secretary of the Treasury shall allot an amount to each of the States on the
			 basis of the relative population of each such State, as determined by the
			 Secretary of the Treasury on the basis of the most recent decennial
			 census.</text>
			</subsection><subsection id="H83BE5A19EA124262AAA1B0ABF0546671"><enum>(d)</enum><header>Use of
			 funds</header><text display-inline="yes-display-inline">Funds received under
			 this section may be used only to supplement State operating budgets and may not
			 be used to supplement State capital budgets.</text>
			</subsection><subsection id="HADF91060719747529ECB0AFEB2AEB85B"><enum>(e)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">Not later than 90 days
			 after the date of the enactment of this Act, the Secretary of the Treasury
			 shall make payments to States under this section for fiscal year 2011. The
			 Secretary of the Treasury shall make payments to States under this section for
			 fiscal year 2012 not later than one year following the payments for fiscal year
			 2011 under this section.</text>
			</subsection></section><section id="H589B0B730CCE44DD84B8B01609EDBBB3"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="H18C7C922F4FB4C67A6309A0B1FD91034"><enum>(1)</enum><header>Operating
			 budget</header><text display-inline="yes-display-inline">The term
			 <term>operating budget</term>—</text>
				<subparagraph id="H6AF72178B8DF4A61AD032F1A6D3F0151"><enum>(A)</enum><text>means the annual
			 spending plan for the recurring expenses of a State, including salaries,
			 equipment, and repairs; and</text>
				</subparagraph><subparagraph id="H2FC082F30A854247BF54EF1137C1B5D2"><enum>(B)</enum><text>does not include
			 expenses to build or acquire permanent infrastructure.</text>
				</subparagraph></paragraph><paragraph id="H595A265C2F134FD08260B2437C7E740D"><enum>(2)</enum><header>State</header><text display-inline="yes-display-inline">The term <term>State</term> means each of
			 the several States, the District of Columbia, the Commonwealth of Puerto Rico,
			 the United States Virgin Islands, Guam, American Samoa, the Commonwealth of the
			 Northern Mariana Islands, the Trust Territory of the Pacific Islands, and any
			 other territory or possession of the United States.</text>
