		<official-title>To amend the Federal Election Campaign Act of 1971 to
		  repeal the limitation on the annual aggregate amount of contributions
		  individuals may make to candidates for election for Federal office, to repeal
		  the limitations on the amount of coordinated expenditures by political parties,
		  and to protect uncompensated Internet activity by individuals from treatment as
		  a contribution or expenditure under the Act.</official-title>

		<section id="HE55E4205CB9A4C16A0AEA298FD576907" section-type="section-one"><enum>1.</enum><header>Short Title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Free Speech and Citizen Fairness Act of
			 2010</short-title></quote>.</text>
		</section><section id="H30015FAED906471B8604D339254FC67C"><enum>2.</enum><header>Repeal of Annual
			 Aggregate Limit on Amount of Contributions by Individuals</header>
			<subsection id="H183A02B642F542A68794C2A41A2F3915"><enum>(a)</enum><header>In
			 General</header><text display-inline="yes-display-inline">Section 315(a) of the
			 Federal Election Campaign Act of 1971 (2 U.S.C. 441a(a)) is amended by striking
			 paragraph (3).</text>
			</subsection><subsection id="HC9E23457F17E468B8358161275A6CEDA"><enum>(b)</enum><header>Conforming
			 Amendments</header><text>Section 315(c) of such Act (2 U.S.C. 441a(c)) is
			 amended—</text>
				<paragraph id="H49F3B07A13BF47DB8540E0382926BD12"><enum>(1)</enum><text>in paragraph
			 (1)(B)(i), by striking <quote>(a)(3),</quote>;</text>
				</paragraph><paragraph id="HC0976104030647C6932F212714526FED"><enum>(2)</enum><text>in paragraph
			 (1)(C), by striking <quote>(a)(3),</quote>; and</text>
				</paragraph><paragraph id="HE8C12B64E72D42C3989BE99D441ABDF4"><enum>(3)</enum><text>in paragraph
			 (2)(B)(ii), by striking <quote>(a)(3),</quote>.</text>
				</paragraph></subsection></section><section id="H88F0E4E966244702AF2CE0BA9D561434"><enum>3.</enum><header>Repeal of
			 Limitations on Amount of Coordinated Expenditures by Political Parties</header>
			<subsection id="H1B6DB10A549341768CBD6BE93B561E7B"><enum>(a)</enum><header>In
			 General</header><text>Section 315(d) of the Federal Election Campaign Act of
			 1971 (2 U.S.C. 441a(d)) is amended—</text>
				<paragraph id="HA4E8BF343019428DBCD3CFCEA48BA46D"><enum>(1)</enum><text>by striking
			 <quote>(d)(1)</quote> and inserting <quote>(d)</quote>;</text>
				</paragraph><paragraph id="H7C599BE56F594A53A37194D98D7C6C6C"><enum>(2)</enum><text>by striking
			 <quote>, subject to the limitations contained in paragraphs (2), (3), and (4)
			 of this subsection</quote>; and</text>
				</paragraph><paragraph id="H08D425873753471FA9E8ED8F6A455EE2"><enum>(3)</enum><text>by striking
			 paragraphs (2), (3), and (4).</text>
				</paragraph></subsection><subsection id="H076BE48AC92C453CA3EE3F2E50170B69"><enum>(b)</enum><header>Conforming
			 Amendments</header><text>Section 315(c) of such Act (2 U.S.C. 441a(c)) is
			 amended—</text>
				<paragraph id="HF477B4FB46B642C5AEDD9E4A6559D5E7"><enum>(1)</enum><text>in paragraph
			 (1)(B)(i), by striking <quote>(d),</quote>; and</text>
				</paragraph><paragraph id="HBAAAE2AA92CA44EA9DFE393BB890E2C2"><enum>(2)</enum><text>in paragraph
			 (2)(B)(i), by striking <quote>subsections (b) and (d),</quote> and inserting
			 <quote>subsection (b),</quote>.</text>
				</paragraph></subsection></section><section id="HCDCAC5F18A3A4718B5DC3521F9FF38B2"><enum>4.</enum><header>Blogger
			 Protection</header>
			<subsection display-inline="no-display-inline" id="H5840C9C39E1342F3B0551CBD34605EF9"><enum>(a)</enum><header>Exemption of
			 Uncompensated Individual Internet Activity From Treatment as Contribution or
			 Expenditure</header>
				<paragraph id="H3B0F55D650404CBF929227BC93F2D0E1"><enum>(1)</enum><header>Exemptions</header>
					<subparagraph id="H80AB38A0AD394348B6420C9F3C4CE62E"><enum>(A)</enum><header>Exemption from
			 treatment as contribution</header><text display-inline="yes-display-inline">Section 301(8)(B) of the Federal Election
			 Campaign Act of 1971 (2 U.S.C. 431(8)(B)) is amended—</text>
						<clause id="H3EAF63C78B5E4990A00399889E234458"><enum>(i)</enum><text>by
			 striking <quote>and</quote> at the end of clause (xiii);</text>
						</clause><clause id="H589532F9010C4F9EAFD01015E823B31E"><enum>(ii)</enum><text>by
			 striking the period at the end of clause (xiv) and inserting <quote>;
			 and</quote>; and</text>
						</clause><clause id="H5260CA6E26AA4C4698350536854F0698"><enum>(iii)</enum><text>by
			 adding at the end the following new clause:</text>
							<quoted-block display-inline="no-display-inline" id="H178510562F4E45AABEB611BD45D5E61A" style="traditional">
								<clause id="H9A9A1409011143EA9EA5DBFA11C7AB68" indent="up2"><enum>(xv)</enum><text>any uncompensated personal services
				related to Internet activities, or use of equipment or services for
				uncompensated Internet activities, that are engaged in by any individual, group
				of individuals, or corporation wholly owned by one or more individuals that
				engages primarily in Internet activities and does not derive a substantial
				portion of its revenue from sources other than income from its Internet
				activities, other than—</text>
									<subclause id="HB93F6BEC33A14A9BA5FAF7FB82DAA677"><enum>(I)</enum><text>any payment for a public
				communication (other than a nominal fee),</text>
									</subclause><subclause id="H634D5DF5FB394B55962F38182D1EDBD8"><enum>(II)</enum><text>any payment for the purchase or
				rental of an email address list made at the direction of a political committee,
				or</text>
									</subclause><subclause id="H885710FE407E405AA662C32DA37441F5"><enum>(III)</enum><text>any payment for an email address
				list that is transferred to a political
				committee.</text>
									</subclause></clause><after-quoted-block>.</after-quoted-block></quoted-block>
						</clause></subparagraph><subparagraph id="H51C2CAEADC1F4EE383A7E2E823288917"><enum>(B)</enum><header>Exemption from
			 treatment as expenditure</header><text>Section 301(9)(B) of such Act (2 U.S.C.
			 431(9)(B)) is amended—</text>
						<clause id="H35897B5D71F74D4BAEB975CD329D9E07"><enum>(i)</enum><text>by
			 striking <quote>and</quote> at the end of clause (ix);</text>
						</clause><clause id="H7DDD8FC6910C4C868E7902B051427722"><enum>(ii)</enum><text>by
			 striking the period at the end of clause (x) and inserting <quote>;
			 and</quote>; and</text>
						</clause><clause id="HF948F53915374238B271C7480E67CC00"><enum>(iii)</enum><text>by
			 adding at the end the following new clause:</text>
							<quoted-block display-inline="no-display-inline" id="H605783EF8ED54F22ACB611A39DB891F0" style="traditional">
								<clause id="H363ECF9749B747C6AAFC3B0A15E089CB" indent="up2"><enum>(xi)</enum><text display-inline="yes-display-inline">any uncompensated personal services related
				to Internet activities, or use of equipment or services for uncompensated
				Internet activities, that are engaged in by any individual, group of
				individuals, or corporation wholly owned by one or more individuals that
				engages primarily in Internet activities and does not derive a substantial
				portion of its revenue from sources other than income from its Internet
				activities, other than—</text>
									<subclause id="HA09214FC01504BD9A583E4308594FCEB"><enum>(I)</enum><text>any payment for a public
				communication (other than a nominal fee),</text>
									</subclause><subclause id="H83AC643A357C4CD98C3AFCC9D4F16B2B"><enum>(II)</enum><text>any payment for the purchase or
				rental of an email address list made at the direction of a political committee,
				or</text>
									</subclause><subclause id="H826FDE92100143B3A4B615B3D3B72424"><enum>(III)</enum><text>any payment for an email address
				list that is transferred to a political
				committee.</text>
									</subclause></clause><after-quoted-block>.</after-quoted-block></quoted-block>
						</clause></subparagraph></paragraph><paragraph id="HB3A012E22F624988BE39C2ECB147119B"><enum>(2)</enum><header>Internet
			 Activity Defined</header><text>Section 301 of such Act (2 U.S.C. 431) is
			 amended by adding at the end the following new paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="H377C295A227A4048BDCA214DF507CFD9" style="traditional">
						<paragraph id="HAB4DFC0DF19943BB94921152FC0CC691" indent="up1"><enum>(27)</enum><header>Internet
				activity</header><text>The term <term>Internet activity</term> includes sending
				or forwarding electronic messages, providing a hyperlink or other direct access
				to another person’s Web site, blogging, creating, maintaining, or hosting a Web
				site, paying a nominal fee for the use of another person’s Web site, and any
				other form of communication distributed over the Internet.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection display-inline="no-display-inline" id="HFA6A045C05EC45A3BBA35F2F60077914"><enum>(b)</enum><header>Coverage of
			 Blogs and Other Internet and Electronic Publications Under General Media
			 Exemption</header><text>Section 301(9)(B)(i) of such Act (2 U.S.C.
			 431(9)(B)(i)) is amended by inserting <quote>including any Internet or
			 electronic publication (including a blog),</quote> after <quote>periodical
			 publication,</quote>.</text>
			</subsection></section><section id="H032A72FF90124626BD37B1CFB832F8AF"><enum>5.</enum><header>Effective
			 Date</header><text display-inline="no-display-inline">The amendments made by
			 this Act shall apply with respect to expenditures and disbursements made during
			 2010 or any succeeding year.</text>
