<official-title display="yes">To prohibit the importation into the United States of paper products that are not manufactured in accordance with requirements that are at least as stringent as the requirements under the Clean Air Act and the Federal Water Pollution Control Act.</official-title>

<section id="HC0EA519596B84189A3E334A969C6E6EE" section-type="section-one"><enum>1.</enum><header>Prohibition on importation of paper products not manufactured in accordance with requirements at least as stringent as requirements under the clean air act and Federal Water Pollution Control Act</header> 
<subsection id="idEC0BCA4A65264F43878D2D7CF75D0022"><enum>(a)</enum><header>Prohibition</header><text>It is unlawful for any person to import or deliver for importation into the United States any paper product if—</text> 
<paragraph id="id2CCF946D36CD4B6782B77EEB1A76001F"><enum>(1)</enum><text>the product's labeling does not include an official certification from each manufacturer of the product certifying that said paper product was manufactured in accordance with—</text> 
<subparagraph id="id5D51146816C74590A4A967C2A03F898F"><enum>(A)</enum><text>requirements relating to air pollution that are at least as stringent as the requirements under the Clean Air Act (42 U.S.C. 7401); and</text> </subparagraph>
<subparagraph id="idEAB42B65DB9849F78E7F5BC7320D5B5A"><enum>(B)</enum><text>requirements relating to water pollution that are at least as stringent as the requirements under the Federal Water Pollution Control Act (33 U.S.C. 1251 et seq.); or</text> </subparagraph></paragraph>
<paragraph id="id709BC57FF3B4446ABC50483DED88DF01"><enum>(2)</enum><text>the Administrator of the Environmental Protection Agency finds that the product was not manufactured in accordance with the requirements described in subparagraph (A) or (B) of paragraph (1).</text> </paragraph></subsection>
<subsection id="id24D019749E0D4134A2F90F0BCCADD650"><enum>(b)</enum><header>Penalties and enforcement</header><text>Any person who violates any provision of this section or any regulation issued under this section may, in addition to any other civil or criminal penalty that may be imposed under title, United States Code, or any other provision of law, be assessed a civil penalty of not more than $10,000,000 per transgression. The Secretary of Homeland Security and the Administrator of the Environmental Protection Agency shall enforce the provisions of this section.</text> </subsection>
<subsection id="id3725E1A9CA7944CBAC7A3B2A359778AB"><enum>(c)</enum><header>Definitions</header><text>In this section—</text> 
<paragraph id="idD803F2FCA4B945FAA145DD1E99218B3D"><enum>(1)</enum><text>the term <quote>paper product</quote> means an article classified under any heading or subheading of chapter 47 or 48 of the Harmonized Tariff Schedule of the United States; and</text> </paragraph>
<paragraph id="id25462297A7C04FEA9D6436765A2A3563"><enum>(2)</enum><text>the term <quote>United States</quote> means the customs territory of the United States, as defined in general note 2 of the Harmonized Tariff Schedule of the United States.</text> </paragraph></subsection></section>
