		<section id="H6211359A41C546EAB15D601CBDD957BA" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Vote On Trade Every time Act</short-title></quote> or
			 <quote><short-title>VOTE Act</short-title></quote>.</text>
		</section><section id="H13A207B982994AF8A97B9921651F87DC" section-type="subsequent-section"><enum>2.</enum><header>Approval to enter into
			 trade agreements</header>
			<subsection id="H4FEA8E7097874075AA5919908F393E90"><enum>(a)</enum><header>Approval</header><text>Notwithstanding
			 any other provision of law, the President may not enter into a trade agreement
			 with one or more foreign countries unless the electors of the United States
			 authorize the President to take such action. The President, in consultation
			 with State election officials, shall promulgate such regulations as may be
			 necessary to carry out the previous sentence.</text>
			</subsection><subsection id="H3F152162B1EF4DB692C5E99387A57637"><enum>(b)</enum><header>Public
			 hearings</header>
				<paragraph id="H5B4E9B0F6C8F48A79A76015880E8B556"><enum>(1)</enum><header>In
			 general</header><text>Before entering into negotiations to enter into a trade
			 agreement with one or more foreign countries, the United States Trade
			 Representative shall hold a series of public hearings throughout the United
			 States to receive input on the effects of the trade agreement on economic
			 growth and employment in the United States.</text>
				</paragraph><paragraph id="H21281D123AE141E680C3B34227512267"><enum>(2)</enum><header>Location of
			 hearings</header><text display-inline="yes-display-inline">The public hearings
			 required under paragraph (1) should be held in areas of the United States that
			 have been, are, or may be adversely affected by trade agreements with foreign
			 countries, as determined by the Department of Labor’s Bureau of Labor
			 Statistics.</text>
				</paragraph></subsection><subsection id="HD188525EDCB0411F99D4F6E9AEE57745"><enum>(c)</enum><header>Definition</header><text display-inline="yes-display-inline">In this section, the term <term>trade
			 agreement</term> means any bilateral, regional, or multilateral free trade
			 agreement.</text>
			</subsection><subsection id="H5EB329FE8EA141498A2D9C1F064050ED"><enum>(d)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">This Act shall take
			 effect on the date of the enactment of this Act and shall apply with respect to
			 entering into a trade agreement with one or more foreign countries on or after
			 the date of the enactment of this Act.</text>
