			 to highway and public transportation capital projects</header><text display-inline="no-display-inline">Section 139(l) of title 23, United States
			 Code, is amended by striking <quote>180 days</quote> in each of paragraphs (1)
			 and (2) and inserting <quote>90 days</quote>.</text>
