<official-title>To direct the Secretary of Education to award grants to eligible entities to establish or expand linked learning pathways and a system of pathways, and for other purposes.</official-title>

<section id="HCFC7573F191E4F998C4FEDE7B6244657" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Linked Learning Pathways Affording College and Career Success Act</short-title></quote>.</text></section> 
<section id="H0112A82855E448018B075A99D652203E"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">The Congress finds the following: </text> 
<paragraph id="H2FC186C551944C46AFAB8456C890246F"><enum>(1)</enum><text>Sixty-nine percent of students who drop out of high school say that they were not engaged in their high school curriculum or experience. </text></paragraph> 
<paragraph id="HA40859E838B74D47A8B060C80E739EA6"><enum>(2)</enum><text>Too many high school graduates are not prepared for the rigor of post-secondary education or training and 40 percent of high school seniors who enrolled in post-secondary education in 2006 had to take remedial courses. </text></paragraph> 
<paragraph id="H4C34DA5C5E4F43D59F516D8C45C453C8"><enum>(3)</enum><text>High schools need to transform to better serve the needs and interests of a diverse student population.</text></paragraph> 
<paragraph id="HC518E06A7B8B44639A379E003BA204CA"><enum>(4)</enum><text>Linked learning is an educational reform model that operates in smaller learning communities, career academies, themed high schools, regional occupational partnerships, and other educational contexts. </text></paragraph> 
<paragraph id="HCEA9FEBAEB80448BA5833B555D15EEC2"><enum>(5)</enum><text>Linked learning pathways have been used effectively to expose students, especially disadvantaged students, to opportunities in a variety of high pay, high growth, or high skill industries, including healthcare, science, technology, engineering, mathematics, the arts, law, and government. </text></paragraph> 
<paragraph id="H64F0DD1AEC1E41E98AB96F71151BA5A7"><enum>(6)</enum><text display-inline="yes-display-inline">Research on career academies, one linked learning approach, demonstrates an 11 percent decrease in student drop out rates. </text></paragraph> 
<paragraph id="H58848117AEA14A31A64AE4EF2955A4BD"><enum>(7)</enum><text display-inline="yes-display-inline">Research demonstrates that students exposed to a combination of academic and career related curriculum that connects classroom learning to relevant experiences earned 18 percent more over a 4-year period after high school graduation. </text></paragraph> 
<paragraph id="H061B466F7E6249EDA4DFF05BAED809F4"><enum>(8)</enum><text>Strong intermediaries help to create lasting partnerships between schools and external stakeholders, and these partnerships are crucial to student success in a linked learning approach.</text></paragraph> 
<paragraph id="HF71E1958598A4FB1B3628ABFCFE0CEDE"><enum>(9)</enum><text>Evidence on the effectiveness of career academies indicates that benefits occur—</text> 
<subparagraph id="HCE6956C70F41465A8246031C2EC2E874"><enum>(A)</enum><text>when students are scheduled to take a set of classes together each year, including at least two core academic classes and a career and technical education class related to the academy theme; and</text></subparagraph> 
<subparagraph id="H1209D909BF9C4955AFDFC5C2C12BDB62"><enum>(B)</enum><text>when teachers work as a team to integrate instruction across subjects and share responsibility for students for at least two years. </text></subparagraph></paragraph></section> 
<section id="HD4FAC96EABEE4D629A24F2311D6BF047"><enum>3.</enum><header>Purposes</header><text display-inline="no-display-inline">The purposes of this Act are the following:</text> 
<paragraph id="H4F065BED6BDB48C09653A0F7C5C15DBC"><enum>(1)</enum><text>To provide high school students with engaging, challenging, and meaningful secondary school pathways that integrate academic studies with practical career-focused opportunities. </text> </paragraph> 
<paragraph id="H3D87FF42E329401FB7C21D0F3E3DF075"><enum>(2)</enum><text>To increase the number of students who graduate from high school who are well prepared to pursue the full range of post-secondary education choices, including 4-year college, 2-year college, apprenticeship, military, technical training, and meaningful careers. </text></paragraph> 
<paragraph id="H932409FABF57452D9227F4A5D135CBA8"><enum>(3)</enum><text>To provide students with high quality public education options aligned with expectations in high pay, high growth, or high skill industries through a system of linked learning pathways. </text></paragraph> 
<paragraph id="H3C899B839DA744C485241491A8BDA915"><enum>(4)</enum><text>To turn low-performing schools around and provide students at these schools with a well rounded education. </text></paragraph> 
<paragraph id="HE039650F074044F9898C9DB8D99711F2"><enum>(5)</enum><text>To prepare students for life-long citizenship.</text></paragraph></section> 
<section id="H70A1DE520AC0448C995A63989300B026"><enum>4.</enum><header>Definitions</header><text display-inline="no-display-inline">For purposes of this Act:</text> 
<subsection id="H9F2D5BA73D10441EBA24C2994390BE8D"><enum>(a)</enum><header>Eligible Entity</header><text display-inline="yes-display-inline">The term <term>eligible entity</term> means a local educational agency partnered with a qualified intermediary and at least one stakeholder from 3 of the following categories, and may include other stakeholders:</text> 
<paragraph id="HCE7FDDD0992E44CBA09B5562B1D30019"><enum>(1)</enum><text>A post-secondary education institution.</text></paragraph> 
<paragraph id="H738F3D9BC7C5445FB5B744AA347A4D7F"><enum>(2)</enum><text>A business or industry group in a high pay, high growth, or high skill industry.</text></paragraph> 
<paragraph id="HF0C5018F9F9243A9BA60DAF9FF56FEEC"><enum>(3)</enum><text>A community based organization.</text></paragraph> 
<paragraph id="H67150A64DCC7480A8963C56F4DBCD5DA"><enum>(4)</enum><text>A union or trade association. </text></paragraph> 
<paragraph id="HFA87610E3D6341E1A4FD3DEB56C6ED0C"><enum>(5)</enum><text>A parent organization. </text></paragraph></subsection> 
<subsection id="H2333687AA4974DCD8A72C0EA7D36FC2C"><enum>(b)</enum><header>High Pay, High Growth, or High Skill Industry</header><text display-inline="yes-display-inline">The term <term>high pay, high growth, or high skill industry</term> means an industry identified by the eligible entity and approved by the Secretary in consultation with the Secretary of Labor that—</text> 
<paragraph id="H72299542AB7041E7B9C5B5F887B9BFD7"><enum>(1)</enum><text>has a significant current or potential impact on the regional economy;</text></paragraph> 
<paragraph id="H70E12B017CBC4286B038E1401F0CBD9C"><enum>(2)</enum><text>brings net dollars into a region or is critical to attracting and sustaining businesses within the region;</text></paragraph> 
<paragraph id="H95BE3B86DB55410EA0B26526D2969859"><enum>(3)</enum><text>stimulates the growth of other supporting businesses, or the growth of other industries or economic sectors within the region;</text></paragraph> 
<paragraph id="HF6E829E7395145A5B84BEC616AF5AC8D"><enum>(4)</enum><text>provides workers with competitive and family-supporting wages and benefits that increase the strength and vitality of the entire regional economy; and</text></paragraph> 
<paragraph id="H2A5D10A9D8864F43B5D5A6FDE3E695A0"><enum>(5)</enum><text>provides opportunities for career advancement.</text></paragraph></subsection> 
<subsection id="HA9F66D9D7C4044B9A99DE81753D5D71C"><enum>(c)</enum><header>Linked Learning Pathways</header><text display-inline="yes-display-inline">The term <term>linked learning pathways</term> means comprehensive, multi-year high school programs of study that integrate—</text> 
<paragraph id="H187C914EFA8342B48CCAF4F48C0E1D7D"><enum>(1)</enum><text>a rigorous academic core aligned with entrance requirements for public colleges and universities in the State;</text></paragraph> 
<paragraph id="H887658089552411AA0BE84781DA3278C"><enum>(2)</enum><text>a career and technical education component organized around themes in a high pay, high growth, or high skill industry or industry sector;</text></paragraph> 
<paragraph id="HB93AC6CC6DF74EE8BA85FE0748E85877"><enum>(3)</enum><text>a work-based learning component; and</text></paragraph> 
<paragraph id="H9A20D265AD66408AA2B90F41456D49E5"><enum>(4)</enum><text>supplemental services.</text></paragraph></subsection> 
<subsection id="HFE19234794F24B9FA57C9F9D64D42700"><enum>(d)</enum><header>System of Pathways</header><text>The term <term>system of pathways</term> means a district-wide strategy that provides students with a menu of options to participate in linked learning pathways. </text></subsection> 
<subsection id="HC522E6B3EE174E42916B4F2EA534B732"><enum>(e)</enum><header>Qualified Intermediary</header><text>The term <term>qualified intermediary</term> means an entity that has demonstrated expertise to build, sustain, and measure partnerships with entities such as employers, schools, community-based organizations, post-secondary education institutions, social service organizations, economic development organizations, and workforce systems, to broker services, resources, and supports to youth and the organizations and systems that are designed to serve them, including connecting employers to classrooms, designing and implementing linked learning pathways, developing curricula, delivering professional development, and connecting students to internships and other work-based learning opportunities.</text></subsection> 
<subsection id="H758304047DE64AD59212BFBD28A44648"><enum>(f)</enum><header>Graduation Rate</header><text display-inline="yes-display-inline">The term <quote>graduation rate</quote> has the meaning given the term in section 1111(b)(2)(C)(vi) of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 6311(b)(2)(C)(vi)), as clarified in section 200.19 of title 34, Code of Federal Regulations. </text></subsection> 
<subsection id="H9167D434FFB54DB4BE6F4DA8AB69EAEA"><enum>(g)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Education.</text></subsection></section> 
<section id="H14D0776EE568442581C76BA55D8770AF"><enum>5.</enum><header>Grants authorized</header> 
<subsection id="H143B060725B045088B38A50FD74CDCA2"><enum>(a)</enum><header>In General</header><text display-inline="yes-display-inline">The Secretary, in consultation with the Secretary of Labor, and if appropriate other Federal agencies, shall award competitive grants to eligible entities to establish or expand linked learning pathways and a system of pathways. </text></subsection> 
<subsection id="H4AD60FD6B64B4660988F837077798BDF"><enum>(b)</enum><header>Duration</header><text>Each grant awarded shall be for a minimum of a 3-year period and a maximum of a 5-year period and may be renewed based on performance and relative financial need as determined by the Secretary. </text></subsection> 
<subsection id="H435427D404174087BF1DA221DA91EAB8"><enum>(c)</enum><header>Priority</header><text>The Secretary shall give priority to applications from eligible entities with plans to accomplish at least 3 of the following: </text> 
<paragraph id="HEE18A3F613FE4B99A14024EBC5248D98"><enum>(1)</enum><text>Serve students who attend persistently low-performing secondary schools with graduation rates below 60 percent and high concentrations of economically disadvantaged students. </text></paragraph> 
<paragraph id="H52C54B4202FE4353B5FD7DD79D10A5E5"><enum>(2)</enum><text>Offer multiple linked learning pathways. </text></paragraph> 
<paragraph id="H8CAEA8311B0F4EDDBDA53D860460B1F9"><enum>(3)</enum><text>Encourage students to seek careers in fields in which the student’s gender, race, or ethnicity is under-represented, including science, technology, engineering, and mathematics fields. </text></paragraph> 
<paragraph id="H36BA50698C44453EB802256ABC99938F"><enum>(4)</enum><text>Increase high school completion levels and post-secondary education enrollment levels for traditionally under-represented students.</text></paragraph> 
<paragraph id="HA1D4CCF2910244AEBC1596CE4FB9A7A0"><enum>(5)</enum><text>Reduce the academic achievement gap.</text></paragraph> 
<paragraph id="HD14CD065B4714A16AD27BB8E68C955D7"><enum>(6)</enum><text>Utilize research-based practices to implement linked learning pathways. </text></paragraph></subsection> 
<subsection id="H9E90871F7C504FB8B9A4857A3BD2AE30"><enum>(d)</enum><header>Matching Requirement</header> 
<paragraph id="H5EBCFB6A827C492C81ECC8F384EAB6E5"><enum>(1)</enum><header>In General</header><text display-inline="yes-display-inline">The Secretary shall require each recipient of a grant under this Act to provide matching funds from non-Federal sources, including funding from the State, in an amount determined under paragraph (2). </text></paragraph> 
<paragraph id="HBBBCD0BB29EA4E1FB28572B1FDAD6B35"><enum>(2)</enum><header>Determination of the Amount of Match</header> 
<subparagraph id="HB99D49EAC1864E138425EFE32F1B0D76"><enum>(A)</enum><header>Sliding Scale</header><text display-inline="yes-display-inline">Subject to subparagraph (B), the Secretary shall determine the amount of matching funds to require from a grantee based on a sliding fee scale that takes into account—</text> 
<clause id="H5D32B5F8461941CF87FF36077AAFFC93"><enum>(i)</enum><text display-inline="yes-display-inline">the relative poverty of the population that the grantee targets; and</text></clause> 
<clause id="H0B8A32319B4B4AD28F904CA6BD9C49F0"><enum>(ii)</enum><text display-inline="yes-display-inline">the ability of the grantee to obtain such matching funds.</text></clause></subparagraph> 
<subparagraph id="HF26A52BAA1054430B338015C29EAA856"><enum>(B)</enum><header>Maximum Amount</header><text display-inline="yes-display-inline">The Secretary may not require any grantee to provide matching funds in an amount that exceeds the amount of the grant award.</text></subparagraph></paragraph> 
<paragraph id="H5D69F08B2C7B422CA7B3D221E5C7C370"><enum>(3)</enum><header>In-Kind Contributions</header><text>The Secretary shall permit grantees to match funds in whole or in part with in-kind contributions.</text></paragraph> 
<paragraph id="H54503A309B274BEEBEF3A70FB6E04F79"><enum>(4)</enum><header>Consideration</header><text display-inline="yes-display-inline">Notwithstanding this subsection, the Secretary shall not consider an applicant’s ability to match funds when determining which applicants will receive grants under this Act.</text></paragraph> 
<paragraph id="H6E3FD84A192D4665BF1BA8B516F5F676"><enum>(5)</enum><header>Waiver</header><text>The Secretary may waive the matching requirement under this subsection for eligible entities demonstrating financial hardship.</text></paragraph></subsection></section> 
<section id="H70A07BB0578A48EAAAA39A6C58AF2BF7"><enum>6.</enum><header>Application</header><text display-inline="no-display-inline">Each eligible entity that desires to receive a grant under this Act shall submit an application to the Secretary at such time, in such manner, and containing such information as the Secretary may reasonably require, including the following: </text> 
<paragraph id="H19E3B4C2B2BC44ECA7A809CFD4B0DBCD"><enum>(1)</enum><text>The quantifiable goals that the eligible entity intends to achieve through the implementation of linked learning pathways and a system of pathways, and a description of the measures of performance for those goals.</text></paragraph> 
<paragraph id="HF3FC8767D7874EF7B0B19BC770EB3CBA"><enum>(2)</enum><text display-inline="yes-display-inline">A needs and resources assessment, including—</text> 
<subparagraph id="H6386C34C52AA4391B0573FAB2781179E"><enum>(A)</enum><text>an assessment of relevant district and school board policies;</text></subparagraph> 
<subparagraph id="HE8380799A2824F329EE117DA4DA14800"><enum>(B)</enum><text>a demonstration of support from stakeholders;</text></subparagraph> 
<subparagraph id="H0DFA023BF01F40A0AEFD1097D07C9BDA"><enum>(C)</enum><text>the demographic makeup of the student body to be served;</text></subparagraph> 
<subparagraph id="H34F0756E0EC44798B40EC4B9D817CC92"><enum>(D)</enum><text>student academic performance, graduation, and college attendance data;</text></subparagraph> 
<subparagraph id="H2974437F768F4A988ACA3C8FD5B7F55A"><enum>(E)</enum><text display-inline="yes-display-inline">information on high pay, high growth, or high skill industries and job sectors in the district and surrounding region; and</text></subparagraph> 
<subparagraph id="H16A486B8729643C4B2DC49FF3944EFEF"><enum>(F)</enum><text>the industry and community partnership opportunities that can be leveraged to implement the linked learning pathways and the system of pathways to improve academic achievement and graduation rates.</text></subparagraph></paragraph> 
<paragraph id="HC3150B2C9A1C49F9AC0ECBCCE744DAB9"><enum>(3)</enum><text display-inline="yes-display-inline">A plan for how the eligible entity will implement the linked learning pathways and the system of pathways, including the following:</text> 
<subparagraph id="HAC04195220E1406B83C0DB9C4630DEBC"><enum>(A)</enum><text>A description of the partnerships that are in place or that the eligible entity will develop to provide necessary support services to students, including partnerships with—</text> 
<clause id="HFE65CE2259C946E4A68A4FDD8F18C9D3"><enum>(i)</enum><text display-inline="yes-display-inline">high pay, high growth, or high skill industries and other business groups;</text></clause> 
<clause id="HAD2209B1FA8545539AC4A0D637A7F4B3"><enum>(ii)</enum><text>post-secondary education institutions and apprenticeship programs; </text></clause> 
<clause id="HFC68A41D4A6B4113AD6FD26009892FDC"><enum>(iii)</enum><text>partnerships with qualified intermediaries; </text></clause> 
<clause id="H9EE903A8BC064C4FB5F1D463D9E0A960"><enum>(iv)</enum><text display-inline="yes-display-inline">community-based organizations and educators who are equipped to provide necessary support services to students; and</text></clause> 
<clause id="H6AEEFD0F4A984B85AC4684555FC24E24"><enum>(v)</enum><text>other stakeholders, which may include stakeholders such as parent groups, organized labor groups, workforce investment boards, and community-based organizations.</text></clause></subparagraph> 
<subparagraph id="H0230C00F1A9D4B8184EC96806F05BAF7"><enum>(B)</enum><text display-inline="yes-display-inline">Information about the internal capacity of the eligible entity and its specific plans to implement linked learning pathways and a system of pathways, including—</text> 
<clause id="H28C93306E9404108B85FE379DD16AD8D"><enum>(i)</enum><text display-inline="yes-display-inline">a description of the capacity of facilities the eligible entity plans to use;</text></clause> 
<clause id="H0167AC3CC4DC47E180701FF054978949"><enum>(ii)</enum><text>an outreach strategy to inform parents, students, and community members about the opportunities and activities that will be available to students through grants under this Act;</text></clause> 
<clause id="H5DA25247CD2D4CC1B68BA5A64FD5931C"><enum>(iii)</enum><text>a plan to facilitate effective middle to high school transitions for participating students;</text></clause> 
<clause id="HDD7389B5B741473EA0EE1646C20B41AC"><enum>(iv) </enum><text display-inline="yes-display-inline">a plan to ensure rigorous academics, the career and technical education theme of the Linked Learning pathway, and subsequent work based learning opportunities are meaningfully and coherently integrated as part of each participating student’s experience;</text></clause> 
<clause id="H74CE28E0027F4B30870B43DAA165C7C6"><enum>(v)</enum><text display-inline="yes-display-inline">a plan to ensure that students receive personalized and coherent learning experiences through activities such as facilitating smaller learning communities, cohort scheduling, and professional learning communities among staff that encourages frequent and effective collaboration for purposes of program coordination, curricular integration, and resolution of student problems;</text></clause> 
<clause id="H45760A4FD9F64AC896DD4662A28FE359"><enum>(vi)</enum><text>budgeting, governance, curriculum, and scheduling autonomies that the eligible entity will grant to participating schools to ensure that linked learning pathways will meet individual student needs and reduce or eliminate barriers to effective implementation;</text></clause> 
<clause id="HDAE9E3BA86F1483AA297BB55A44C8AEB"><enum>(vii)</enum><text>a plan to assign students to a high school with a career or thematic focus that, if possible, matches the linked learning pathway of their choice;</text></clause> 
<clause id="H6B1A7A81CBCD435DA77B6DCCD26D7CC1"><enum>(viii)</enum><text>the means by which the eligible entity will encourage and support diverse learners and students with disabilities, including students with limited English proficiency, to participate in the opportunities and activities funded under this Act; </text></clause> 
<clause id="H4597D651E566452399F2A550A446677D"><enum>(ix)</enum><text>a plan to ensure that the eligible entity will not use the linked learning pathways and the system of pathways to track students into specific career themes or job placements and that various linked learning pathways that the eligible entity provides to students are of comparable rigor;</text></clause> 
<clause id="HB6F18D78B9CB437EBA543E07C68D446E"><enum>(x)</enum><text>a plan to address the staffing needs of the eligible entity, including a plan to hire teachers and staff with specialized skills, if needed, and to provide professional development and technical assistance; </text></clause> 
<clause id="H5E64AF1105344E9B8FE32B493FE9E6E3"><enum>(xi)</enum><text>a plan for sustainability, including plans to leverage non-Federal funding (including in-kind resources) to ensure continuing implementation of linked learning pathways and the system of pathways once the eligible entity exhausts federal funds;</text></clause> 
<clause id="H85C8A699D45B4AE48E4C58B2BF364CDF"><enum>(xii)</enum><text>a plan to create an advisory group or reconstitute an existing advisory group that meets not less than once per quarter and includes district personnel, members of teachers’ unions, school staff, industry partners, community partners, post secondary partners, parents, students, and others identified by the Secretary; and </text></clause> 
<clause id="H0877BB3471F941F6B780BF8E43433EF2"><enum>(xiii)</enum><text>a plan to measure the progress of students in each linked learning pathway and compare their progress with the progress of other students using longitudinal data on individual student outcomes. </text></clause> </subparagraph> 
<subparagraph id="H7A802929C4724B68ABC3182B8CA79A25"><enum>(C)</enum><text display-inline="yes-display-inline">A description of how grants awarded under this Act will compliment, reinforce, and not duplicate existing efforts, including—</text> 
<clause id="HCEA964DF032C4557870FBD81200C73E0"><enum>(i)</enum><text>a description of how the eligible entity will leverage, coordinate, and integrate Federal, State, and local private and public funds to implement linked learning pathways and the system of pathways; and</text></clause> 
<clause id="HC5A8A21089DB4DBF826D731DA1AD1FE4"><enum>(ii)</enum><text>a description of how a grant under this Act strengthens, leverages, does not duplicate, and aligns with efforts in the community that the eligible entity serves that are funded under the Workforce Investment Act of 1998, the Carl D. Perkins Career and Technical Education Improvement Act of 2006, and the No Child Left Behind Act of 2001. </text></clause></subparagraph> 
<subparagraph id="H3D883D8F4825447A9872CFAA0A4C3DE8"><enum>(D)</enum><text>A description of how funds will facilitate a systemic approach to meet the comprehensive needs of students in order to facilitate students’ success in college, in their careers, and as citizens.</text></subparagraph></paragraph> </section> 
<section id="H9F224853E7FC40098F9CB5B735548A8B"><enum>7.</enum><header>Eligible participants</header><text display-inline="no-display-inline">Any student who attends a secondary school served by a local educational agency, including any student who attends a charter school, is eligible to participate in the linked learning pathways and the system of pathways funded under this Act that are available in the student’s school district. </text></section> 
<section id="H35688A4408754FD491FF71FF4040830A"><enum>8.</enum><header>Uses of funds</header> 
<subsection id="H9976ABAD7BF049F5B461BDC15638604F"><enum>(a)</enum><header>Required Activities</header><text display-inline="yes-display-inline">The eligible entity shall use grants awarded under this Act for the following: </text> 
<paragraph id="HA94F8E550EA1410FB1810BB8F6D8A6D9"><enum>(1)</enum><text>The eligible entity shall provide the planning time and resources necessary to design the linked learning pathways and the system of pathways.</text></paragraph> 
<paragraph id="H3581099FA1CA4A0FBBB7BC3541808619"><enum>(2)</enum><text display-inline="yes-display-inline">To facilitate high quality teaching and learning experiences to ensure that students have access to linked learning pathways, the eligible entity shall implement— </text> 
<subparagraph id="H6BAB6A661F254B67A1A361595489BFE6"><enum>(A)</enum><text>a multidisciplinary and integrated curriculum, curriculum mapping, and curriculum alignment;</text></subparagraph> 
<subparagraph id="H2B8100CA048E4F7CB88DA0DA3989F4B5"><enum>(B)</enum><text display-inline="yes-display-inline">professional development for teachers, school leaders, and staff, such as project based learning, interdisciplinary teaching and curriculum development, integration of career and technical education and thematic components with rigorous academic curricula and instruction, master scheduling, and interacting with and leveraging community and industry partnerships; </text></subparagraph> 
<subparagraph id="H065E83BF7D724AEB9F6A3B8FB07DFBE4"><enum>(C)</enum><text>technological support, including investments in data systems, performance based assessments to monitor and evaluate student progress, and investments in equipment and technology either relevant to a specific pathway or used to assign students to a pathway; and</text></subparagraph> 
<subparagraph id="H0A4BC07995DB462F9EDF477CF3EEB709"><enum>(D)</enum><text display-inline="yes-display-inline">activities that support effective implementation of Linked Learning pathways, such as common planning time, teacher release time, induction, and externships. </text></subparagraph></paragraph> 
<paragraph id="H7724E761F9354808A1C81891AF3BB795"><enum>(3)</enum><text>To connect students to quality work-based learning opportunities, the eligible entity shall— </text> 
<subparagraph id="H414D9906220845B38B0F90D23CC6BFB1"><enum>(A)</enum><text>develop coordinated, sequenced, and scaled work-based learning opportunities for students that are integrated with academic and technical coursework, which may include opportunities such as semester-long service-learning projects, mentorships, job shadowing, school enterprises, internships, and virtual apprenticeships; </text></subparagraph> 
<subparagraph id="HF8AE518B3DA34899809D56D971AF9517"><enum>(B)</enum><text>facilitate capacity building activities, which may include activities such as hiring full or part time district or school work-based learning coordinators to provide needed outreach to industry and community partners in order to encourage active community and business involvement in school and work-based learning activities or using funds to support such outreach with existing staff and existing staff scheduling; and </text></subparagraph> 
<subparagraph id="H11A46FD047804B889667411A391CC386"><enum>(C)</enum><text>provide technical assistance to employers to help them design work-based learning opportunities.</text></subparagraph></paragraph> 
<paragraph id="H99DED1E4B7EB4479A3421FA613BEA9FB"><enum>(4)</enum><text>To ensure students have access to supplemental support services as part of linked learning pathways, the eligible entity shall facilitate the development of—</text> 
<subparagraph id="HD2F69C94B28840EC98C4FC453F87B10D"><enum>(A)</enum><text>academic intervention;</text></subparagraph> 
<subparagraph id="HB62FECC28A0440C185B603A928DF92DE"><enum>(B)</enum><text>student supports, which may include supports such as health services, mental health services, child care, substance abuse treatment and prevention, housing, and other services to meet students’ comprehensive needs;</text></subparagraph> 
<subparagraph id="H4C0235EF348646F891D7795DB55F0DE0"><enum>(C)</enum><text>transportation to linked learning pathway associated activities; and</text></subparagraph> 
<subparagraph id="HA4316C3E89E94786B724E449BF9A4392"><enum>(D)</enum><text>post-secondary education and career counseling. </text></subparagraph></paragraph></subsection> 
<subsection id="H29F1A80F693C488EAF3845D5FA4543A6"><enum>(b)</enum><header>Allowable Activities</header><text>The eligible entity may use grants awarded under this Act for the following: </text> 
<paragraph id="HDE669946E68B44D09CA3153CB6DEE6FC"><enum>(1)</enum><text>Activities designed to begin and sustain reforms by—</text> 
<subparagraph id="H7136AE9B621E4AFB94F9A0B6D33E31D6"><enum>(A)</enum><text>providing students, employers, community based organizations, and other partners with outreach and recruitment activities;</text></subparagraph> 
<subparagraph id="H0F30649E07994DC2A200D339CD79CAD2"><enum>(B)</enum><text>building a broad based coalition; and</text></subparagraph> 
<subparagraph id="H497BEF126A2242F3B94C950F3F78649E"><enum>(C)</enum><text>facilitating online and distance learning.</text></subparagraph></paragraph> 
<paragraph id="H3A64185D66844843A331A0EF691C6247"><enum>(2)</enum><text>Activities designed to leverage innovative ways to expand and enhance learning time, including—</text> 
<subparagraph id="HC5D5A73507BC44C0B768D51C7241ECCF"><enum>(A)</enum><text>after school programs;</text></subparagraph> 
<subparagraph id="HE250116282084929AE15BB0C2060E4E8"><enum>(B)</enum><text>extended day;</text></subparagraph> 
<subparagraph id="H58A1FA7132F0406EB675FAE27F687225"><enum>(C)</enum><text display-inline="yes-display-inline">applied learning opportunities both in and outside of school time;</text></subparagraph> 
<subparagraph id="HB9F1190D84EB4E7EA9F6FB2343BF210F"><enum>(D)</enum><text>short-term service learning projects and other project-based learning;</text></subparagraph> 
<subparagraph id="H1ED27EEBFE7F4F36823B96669A6DD5A5"><enum>(E)</enum><text>paid year-round and summer work opportunities; and</text></subparagraph> 
<subparagraph id="H391BC6378BED43E9AFB4B11B1FD50EEF"><enum>(F)</enum><text>summertime opportunities that help over-aged and under-credited students catch up and re-engage in their education.</text></subparagraph></paragraph> 
<paragraph id="H259AEFB67CE04EB2B1671DBDF8C4EE73"><enum>(3)</enum><text>Other activities that the Secretary approves to implement the linked learning pathways and the system of pathways.</text> </paragraph></subsection></section> 
<section id="H6F26D32C913B466E90415D37F868E290"><enum>9.</enum><header>Reports and evaluation</header> 
<subsection id="HB56776A6565843B5A7D053F0AFC19A33"><enum>(a)</enum><header>Annual Report</header><text display-inline="yes-display-inline">An eligible entity that receives a grant under this Act shall submit an annual report to the Secretary at such time, in such manner, and providing such information as the Secretary may reasonably require, including—</text> 
<paragraph id="H992D0D469F9F4AB3B94A65313A80B050"><enum>(1)</enum><text>characteristics of the eligible entity;</text></paragraph> 
<paragraph id="H1894E3E50A034B38822E7685CE736A4C"><enum>(2)</enum><text display-inline="yes-display-inline">information about the system of pathways created, including leveraging of existing dollars and resources;</text></paragraph> 
<paragraph id="HC3E8343C514D4D3FA4A0E27384DCC2AD"><enum>(3)</enum><text>the number of linked learning pathways created; </text></paragraph> 
<paragraph id="HAA0DF9E8E37D4E0AACF402C99C51CEF9"><enum>(4)</enum><text>the services and supports provided;</text></paragraph> 
<paragraph id="HE20448E3FE9B4134BB42722DF4FD192F"><enum>(5)</enum><text>data about student participation in work-based learning, service-learning, project-based learning, and other applied learning opportunities; and</text></paragraph> 
<paragraph id="H15246167E3BF4D50B5E4F72CBEFD38C5"><enum>(6)</enum><text>the educational and career related outcomes resulting from the activities funded under this Act, including—</text> 
<subparagraph id="HB36A82874E134E33989D8465E8963CBE"><enum>(A)</enum><text>student academic achievement;</text></subparagraph> 
<subparagraph id="H632FFE83C07D4DE49077D0B23B8BCE5F"><enum>(B)</enum><text>student attendance;</text></subparagraph> 
<subparagraph id="HD291215A2FC94E8B804BA12CCCB334AA"><enum>(C)</enum><text>graduation rates;</text></subparagraph> 
<subparagraph id="H99FEEC15BD404A87AF4AD16DB1A5D93E"><enum>(D)</enum><text>college attendance rates;</text></subparagraph> 
<subparagraph id="H6A77C88771FA49968BBC606D0507A683"><enum>(E)</enum><text display-inline="yes-display-inline">success levels on performance-based tasks that demonstrate preparation for careers in high pay, high growth, or high skill industries; and</text></subparagraph> 
<subparagraph id="HE11AE9CE469B4047BD008BD7CE4279DD"><enum>(F)</enum><text>progress of students in each linked learning pathway compared to other students in the district.</text></subparagraph></paragraph></subsection> 
<subsection id="H761A0471FEC34B02A1E5C6BB57013982"><enum>(b)</enum><header>Evaluation</header><text>The Secretary shall provide for an independent evaluation of the grants awarded under this Act that shall— </text> 
<paragraph id="HAC05CE24466A45468585D2F7E8DCCEE3"><enum>(1)</enum><text>include an analysis and documentation of the strategies implemented and the key lessons learned related to program design, systems coordination, and implementation;</text></paragraph> 
<paragraph id="H4247678574594C51AE949F7E2E81ADDF"><enum>(2)</enum><text>measure the outcomes and progress of the strategies implemented, including student enrollment in various school settings, academic gains (including literacy and numeracy gains as well as results on performance based assessments), academic and employment credentials earned, job and college placement, wages, and job and college retention over 2 years; and</text></paragraph> 
<paragraph id="HEC8F52BB338F4CBF95F0003EE9195D4F"><enum>(3)</enum><text>document the incremental progress of students over time based on the measures in paragraph (2).</text></paragraph></subsection></section> 
<section id="H926590978BF9478E8A241018556A63E5"><enum>10.</enum><header>Technical assistance</header><text display-inline="no-display-inline">The Secretary shall provide technical assistance to an eligible entity that receives a grant under this Act if the Secretary determines that such assistance is needed.</text></section> 
<section id="HBEA9EA8A050249E5B142BBD51DF8C7F3"><enum>11.</enum><header>Best practices and information dissemination</header><text display-inline="no-display-inline">The Secretary shall determine and disseminate best practices that emerge to support linked learning pathways to ensure that all high schools are aware of the program and the opportunities it provides to students to gain the knowledge and skills necessary to succeed in post-secondary education, careers, and as citizens. </text></section> 
<section id="H5A85500EEAA04B72AFBE4BBFE288C031"><enum>12.</enum><header>Authorization of appropriations</header> 
<subsection id="HA74D9B8F4523412CB9E03144BF3C3555"><enum>(a)</enum><header>In General</header><text display-inline="yes-display-inline">There are authorized to be appropriated to carry out this Act—</text> 
<paragraph id="HF889D7035386464DB2C8C46A752D488C"><enum>(1)</enum><text>$100,000,000 for fiscal year 2011; and</text></paragraph> 
<paragraph id="HF4E954E912314F69A9835CFC6465C003"><enum>(2)</enum><text>such sums as may be necessary for each of fiscal years 2012 through 2015.</text></paragraph></subsection> 
<subsection id="HBBEB12D4B8B847D285DDBF9ECA5DBFB0"><enum>(b)</enum><header>Allocation</header><text display-inline="yes-display-inline">Of the amounts appropriated to carry out this Act for each fiscal year, the Secretary shall use— </text> 
<paragraph id="H5A4D3C1F47434818BF40C33F244F84A4"><enum>(1)</enum><text>90 percent for grants to eligible entities; and</text></paragraph> 
<paragraph id="H503786FA87CD4D0D9973A117AC9432BD"><enum>(2)</enum><text>10 percent for—</text> 
<subparagraph id="H7329F81B8D4D4D6F9244022064AC1945"><enum>(A)</enum><text>the evaluation of grants described in section 9(b);</text></subparagraph> 
<subparagraph id="H44A74EBF688A4BF78753EB4DC85E6721"><enum>(B)</enum><text>the technical assistance described in section 10; and</text></subparagraph> 
<subparagraph id="HD3E3342321A040A580BE978F7D195818"><enum>(C)</enum><text>the evaluation and dissemination of best practices described in section 11.</text></subparagraph></paragraph></subsection></section>
