<official-title display="yes">To direct the Secretary of Labor, the Secretary of Energy, and the Secretary of Education to, jointly, develop a workforce training and education program to prepare workers for careers in the alternative energy and energy efficiency industries.</official-title>

<section id="H57574E18450B431192E85233FAFA0E76" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Green Workforce Development Through Community Colleges Act</short-title></quote>.</text> </section>
<section id="H214639622DDF4159A857A02438A2D143"><enum>2.</enum><header>Purpose</header><text display-inline="no-display-inline">The purpose of this Act is to direct the Secretary of Labor, the Secretary of Energy, and the Secretary of Education (in this Act referred to as the <quote>Secretaries</quote>) to, jointly, develop a workforce training and education program to prepare workers for careers in the alternative energy and energy efficiency industries.</text> </section>
<section display-inline="no-display-inline" id="H51695BE5BBD847BAAF010E30DAC4BB0B"><enum>3.</enum><header>Advisory Commission</header> 
<subsection id="H5F9A655907F34CBE8F77196268C63630"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this Act, the Secretaries shall establish and convene an advisory commission (in this Act referred to as the <quote>Commission</quote>).</text> </subsection>
<subsection commented="no" id="H3CE61CDA045C4E799F236CB9005C8FEA"><enum>(b)</enum><header>Duties of the Commission</header><text>The duties of the Commission shall be to carry out the following:</text> 
<paragraph commented="no" id="HF3523D28B60D447E9B26E6C6083FDF12"><enum>(1)</enum><text display-inline="yes-display-inline">Review and analyze the skill needs of the alternative energy and energy efficiency fields.</text> </paragraph>
<paragraph commented="no" id="H03DA245D39F7437ABB2352008452314A"><enum>(2)</enum><text display-inline="yes-display-inline">Identify and define career pathways, including coursework, certification, and other training needed for career development in the following career areas in the alternative energy and energy efficiency fields:</text> 
<subparagraph commented="no" id="H039E5DB959FC4119BD8C7D3664237469"><enum>(A)</enum><text>Wind power, including the construction and maintenance of commercial and residential wind turbines.</text> </subparagraph>
<subparagraph commented="no" id="H978CD3EE7B704A7FB3B7484FA381A24F"><enum>(B)</enum><text>Solar power, including commercial and residential photovoltaic installation.</text> </subparagraph>
<subparagraph commented="no" id="HD3FB29BF1F7F40E487E2CCBCDD0C8252"><enum>(C)</enum><text>Geo-thermal energy, including home and commercial heating and cooling and other applications.</text> </subparagraph>
<subparagraph commented="no" id="H315F58E50C3A440CB839311EA694C52E"><enum>(D)</enum><text>Training of energy auditors to perform energy efficiency audits on both residential and commercial structures.</text> </subparagraph>
<subparagraph commented="no" id="HEAFE20C14E3D40D580CD30A4B8172A30"><enum>(E)</enum><text>Energy efficient retrofit and renovation of residential and commercial structures.</text> </subparagraph></paragraph>
<paragraph commented="no" id="HF0B564BABA8046A994A284560DB2E7CC"><enum>(3)</enum><text display-inline="yes-display-inline">Recommend a curriculum framework and best practices for educational and workforce training programs related to each career area described in paragraph (2), by consulting with leaders in alternative energy and energy efficiency fields, including—</text> 
<subparagraph commented="no" id="H8E0907064B124C53AB1281029DE7B91A"><enum>(A)</enum><text display-inline="yes-display-inline">community colleges identified by the Secretaries as leaders, or having the best practices, in alternative energy workforce development;</text> </subparagraph>
<subparagraph commented="no" id="H601FB085E21D46D4B894D0A2295F269C"><enum>(B)</enum><text display-inline="yes-display-inline">State energy offices and other local agencies with expertise in energy efficiency; and</text> </subparagraph>
<subparagraph commented="no" id="HC208C4EAB29941399FBF8CCD7A6280D8"><enum>(C)</enum><text display-inline="yes-display-inline">representatives from the alternative energy industry and trade unions that represent workers in the alternative energy industry.</text> </subparagraph></paragraph>
<paragraph commented="no" id="HB61F7A54570245D9BA34F79DA2A69E85"><enum>(4)</enum><text>In making recommendations under <internal-xref idref="HF0B564BABA8046A994A284560DB2E7CC" legis-path="3.(b)(3)">paragraph (3)</internal-xref>, the Commission shall take into account variations in the skill level, work experience, and education of students who may participate in the educational and workforce training programs described in such paragraph.</text> </paragraph>
<paragraph commented="no" id="H2726609EFE9A40A6B7F690F55CC95674"><enum>(5)</enum><text display-inline="yes-display-inline">Not later than 12 months after the date on which the first train-the-trainers grant is awarded under <internal-xref idref="H8052090BF0414F4C9BE243B8FA8C54D7" legis-path="5.">section 5</internal-xref>, submit to the Secretaries of Labor, Energy, and Education, and the Committee on Education and Labor of the House of Representatives and the Committee on Health, Education, Labor, and Pensions of the Senate, a report on that includes—</text> 
<subparagraph commented="no" id="HBD9D73B41B2A4DB1B56AB58E499D6B5B"><enum>(A)</enum><text>the Commission’s findings with regard to identifying career pathways related to the career areas described in <internal-xref idref="H03DA245D39F7437ABB2352008452314A" legis-path="3.(b)(2)">paragraph (2)</internal-xref>;</text> </subparagraph>
<subparagraph commented="no" id="H363F267820C1472EAE6F1300626CAB31"><enum>(B)</enum><text>the Commission’s recommendations regarding the curriculum framework for such career areas; and</text> </subparagraph>
<subparagraph commented="no" id="H054E577C267244D1B47AC55F5B17B42D"><enum>(C)</enum><text>other information and recommendations on best practices with respect to teaching in such career areas that the Commission considers appropriate.</text> </subparagraph></paragraph>
<paragraph commented="no" id="HEF9FA20A879643A7A912103761C1BBEF"><enum>(6)</enum><text>Assist the Secretaries in administering the grant program established under <internal-xref idref="H8052090BF0414F4C9BE243B8FA8C54D7" legis-path="5.">section 5</internal-xref>.</text> </paragraph></subsection>
<subsection id="H65D6EDEB8D474548A67757FFC3F33DF8"><enum>(c)</enum><header>Membership</header> 
<paragraph id="H1FA8FCC2C28E4920BD5E2D89A218BD48"><enum>(1)</enum><header>Number and appointment</header><text>The Commission shall be composed of 15 members appointed not later than 45 days after the date of the enactment of this Act as follows:</text> 
<subparagraph id="HE5709D020761443BAAAA051AE48480EE"><enum>(A)</enum><text>5 individuals appointed by the Secretary of Energy.</text> </subparagraph>
<subparagraph id="H5ED0DEFA99DA4556BB8CED8F547198C5"><enum>(B)</enum><text>5 individuals appointed by the Secretary of Labor.</text> </subparagraph>
<subparagraph id="H460D6814C6B04AAA9652C7A10231433A"><enum>(C)</enum><text>5 individuals appointed by the Secretary of Education.</text> </subparagraph></paragraph>
<paragraph id="H661D350425A040869941F2369FF24C03"><enum>(2)</enum><header>Qualifications</header><text>Of the members appointed under <internal-xref idref="HA3A64EF4DCDA4148881D1BB2B020EA87" legis-path="3.(c)(2)(A)">subparagraph (A)</internal-xref>, a minimum of—</text> 
<subparagraph id="HA3A64EF4DCDA4148881D1BB2B020EA87"><enum>(A)</enum><text>5 members shall represent employers in the energy efficiency field; and</text> </subparagraph>
<subparagraph id="H5E1B5A628767419C81C351E57259A5C7"><enum>(B)</enum><text>5 members shall be experts in alternative energy workforce education in community colleges.</text> </subparagraph></paragraph>
<paragraph id="HD5B32B81729B4E668CD3969323AFDD4E"><enum>(3)</enum><header>Terms</header> 
<subparagraph id="HF82B9AA3D99945ACBFA5A2C64488A7D3"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Each member shall be appointed for the life of the Commission.</text> </subparagraph>
<subparagraph id="HB212D244FF06497B8B43936B0E1AAEAD"><enum>(B)</enum><header>Vacancies</header><text>A vacancy in the Commission shall be filed in the manner in which the original appointment was made.</text> </subparagraph></paragraph>
<paragraph id="HDA7215B4B2494E568BB13A1CE1D421A6"><enum>(4)</enum><header>Compensation</header><text display-inline="yes-display-inline">All members of the Commission shall serve voluntarily and without additional compensation.</text> </paragraph>
<paragraph id="H1D5B02BAAF684E6988211EECBA7A11E9"><enum>(5)</enum><header>Chairperson</header><text>The Secretary of Labor shall designate a member of the Commission to be the Chairperson of the Commission.</text> </paragraph>
<paragraph id="H7690208DD643467195037DBA4C06D1BE"><enum>(6)</enum><header>Meetings</header><text>The Commission shall—</text> 
<subparagraph id="H59015F7799054718AA227220E4216BB9"><enum>(A)</enum><text>hold its first meeting not later than 30 days after the date on which a majority of the members of the Commission have been appointed; and</text> </subparagraph>
<subparagraph id="H04C9410B67E44297A9A5E5063C1D3277"><enum>(B)</enum><text>meet at the call of the Chairperson.</text> </subparagraph></paragraph>
<paragraph id="HB586A61B59854A7380DB587B3745FB2A"><enum>(7)</enum><header>Quorum</header><text>A majority of the members of the Commission shall constitute a quorum, but a lesser number may hold hearings.</text> </paragraph></subsection>
<subsection id="H75826632ACD04AB2A686A19E8876256D"><enum>(d)</enum><header>Staff of the Commission</header> 
<paragraph id="HD89181AC8A014135B2825554A331C04E"><enum>(1)</enum><header>Additional Staff</header> 
<subparagraph id="HA6C2E795EC4947C3A4880DA2CB019959"><enum>(A)</enum><header>In general</header><text>The Commission may appoint up to 3 additional staff who will report to the Chairperson.</text> </subparagraph>
<subparagraph id="H93CFDFE6B7BF4CE1AC0D9CF18AC50AA9"><enum>(B)</enum><header>Applicability of Certain Civil Service Laws</header><text>The staff of the Commission shall be appointed subject to the provisions of title 5, United States Code, governing appointments in the competitive service, and shall be paid in accordance with the provisions of 51 and subchapter III of chapter 53 of that title relating to classification and General Schedule pay rates.</text> </subparagraph></paragraph>
<paragraph id="H42EFCDE570014DE6B812ACCDFF0E8540"><enum>(2)</enum><header>Staff of Federal Agencies</header><text display-inline="yes-display-inline">Upon request of the Chairman of the Commission, the head of any Federal department or agency may detail, on a nonreimbursable basis, any personnel of that department or agency to the Commission to assist it in carrying out its duties under this Act.</text> </paragraph></subsection>
<subsection id="H76F363B2CB6B441B9499EA66F9434198"><enum>(e)</enum><header>Powers of the Commission</header> 
<paragraph id="H9D9DF29705A143CD8092DEDDA9A18C00"><enum>(1)</enum><header>Hearings and sessions</header><text display-inline="yes-display-inline">The Commission may, for the purpose of carrying out its duties under this Act, hold hearings, sit and act at such times and places, take testimony, and receive evidence as the Commission considers appropriate.</text> </paragraph>
<paragraph commented="no" id="H1918EACCA2F54454BD518BDB2C961C3D"><enum>(2)</enum><header>Powers of members and agents</header><text>Any member or agent of the Commission may, if authorized by the Commission, take any action which the Commission is authorized to take by this subsection.</text> </paragraph>
<paragraph id="H0E19331D10194D7E8CC8A096AF1E6EA1"><enum>(3)</enum><header>Obtaining Official Data</header><text>The Commission may secure directly from any department or agency of the Federal Government information necessary to enable it to carry out its duties under this Act. Upon request of the Chairperson of the Commission, the head of that department or agency shall furnish that information to the Commission.</text> </paragraph>
<paragraph id="H8FE156320BE54C66A072CC414D46570B"><enum>(4)</enum><header>Studies</header><text>The Commission may conduct studies to enable it to carry out its duties under this Act.</text> </paragraph>
<paragraph id="H4DA4ED6D771A42D38CD8D490E2B7CD79"><enum>(5)</enum><header>Mails</header><text display-inline="yes-display-inline">The Commission may use the United States mails in the same manner and under the same conditions as other departments and agencies of the Federal Government.</text> </paragraph></subsection>
<subsection commented="no" id="H011F68A4834340F68620A4C4B5E9E9F6"><enum>(f)</enum><header>Termination</header><text>The Commission shall terminate on 90 days after submitting its final report under <internal-xref idref="H1D5B02BAAF684E6988211EECBA7A11E9" legis-path="3.(c)(5)">subsection (b)(5)</internal-xref>.</text> </subsection></section>
<section id="H4179776CDC994DCB856113475054A5B5"><enum>4.</enum><header>Posting report on website</header><text display-inline="no-display-inline">Upon receipt of the report under <internal-xref idref="H2726609EFE9A40A6B7F690F55CC95674" legis-path="3.(b)(5)">section 3(b)(5)</internal-xref>, the Secretary of Labor, Education, and Energy shall post on the Internet website of the Department of Labor, Education, and Energy, respectively, the report.</text> </section>
<section id="H8052090BF0414F4C9BE243B8FA8C54D7"><enum>5.</enum><header>Grants authorized</header> 
<subsection id="H94395BDF25A944A4ABE91A2EFD711646"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">From the amounts appropriated under <internal-xref idref="H6125692AF99F4470A74B6248E72F2886" legis-path="8.">section 8</internal-xref> to carry out this section, not earlier than fiscal year 2011, the Secretaries shall, jointly, award grants to community colleges for the purposes of providing education and workforce training in the alternative energy and energy efficiency fields.</text> </subsection>
<subsection commented="no" id="HA344FE5CAFA7490A8B40C479755D5DDF"><enum>(b)</enum><header>Application</header><text display-inline="yes-display-inline">To receive a grant under this Act, a community college shall submit an application to the Secretaries at such time, in such manner, and containing such information as the Secretaries may require. Such application shall include—</text> 
<paragraph commented="no" id="HDCEC27FE2BF849EC90D7CCE118A582E6"><enum>(1)</enum><text display-inline="yes-display-inline">an identification of employment opportunities in the alternative energy and energy efficiency fields in the area served by the community college and the specific skills needed to obtain such employment opportunities, based on information from—</text> 
<subparagraph commented="no" id="HFDA33805CD2240D08C7F7CDB5E77CF1D"><enum>(A)</enum><text>existing labor market and industry analyses;</text> </subparagraph>
<subparagraph commented="no" id="H94B2A7CCA14549D0A2BBA5DE2575B47E"><enum>(B)</enum><text>local workforce investment boards; or</text> </subparagraph>
<subparagraph commented="no" id="HC051AB06FC98417D88F6BBCBF1E2580B"><enum>(C)</enum><text display-inline="yes-display-inline">private, non-profit organizations or nonprofit business or economic development organizations;</text> </subparagraph></paragraph>
<paragraph id="H3316296B1AED4547AD754B2924BEF49C"><enum>(2)</enum><text>an assurance that the community college will carry out detailed market research to assess, with respect to the area served by the community college—</text> 
<subparagraph commented="no" id="HDE824EA78A0443FFB3D5953904FCD681"><enum>(A)</enum><text>the current and projected employment opportunities and labor demand in the alternative energy and energy efficiency fields; and</text> </subparagraph>
<subparagraph commented="no" id="HCE27E467DA054F3CA3ACB6C4392F50AC"><enum>(B)</enum><text>the job skills necessary to obtain such employment opportunities; and</text> </subparagraph></paragraph>
<paragraph commented="no" id="H313061958673476BA8B99AC81559E180"><enum>(3)</enum><text display-inline="yes-display-inline">an assurance that the community college will use the information described in <internal-xref idref="HDCEC27FE2BF849EC90D7CCE118A582E6" legis-path="5.(b)(1)">paragraph (1)</internal-xref> and the market research carried out by the college under paragraph (2) to establish education and workforce training programs that correspond to the employment opportunities in the alternative energy and energy efficiency fields in the area served by the community college, and the skills needs to obtain such opportunities.</text> </paragraph></subsection>
<subsection id="HF788165BBACF4F2D954096FD18273784"><enum>(c)</enum><header>Uses of funds</header><text>A community college receiving a grant under this Act shall use such grant funds to—</text> 
<paragraph id="H11E1F34BFE9642AEAEBBC8D4584DD629"><enum>(1)</enum><text display-inline="yes-display-inline">establish educational and workforce training programs that—</text> 
<subparagraph commented="no" id="H631930EA8EEF49428621AD884941D989"><enum>(A)</enum><text display-inline="yes-display-inline">correspond to the employment opportunities in such fields, and the skills needs with respect to such opportunities in the area served by the community college, as determined by the information obtained, and the market research carried out, by the community college under <internal-xref idref="HA344FE5CAFA7490A8B40C479755D5DDF" legis-path="5.(b)">subsection (b)</internal-xref>;</text> </subparagraph>
<subparagraph id="H0A696BACDF8A4249B1915981199B1F95"><enum>(B)</enum><text display-inline="yes-display-inline">incorporate—</text> 
<clause id="H410665A8162A411DB4BC4BC120719045"><enum>(i)</enum><text display-inline="yes-display-inline">following the completion of the Commission’s report pursuant to <internal-xref idref="H2726609EFE9A40A6B7F690F55CC95674" legis-path="3.(b)(5)">section 3(b)(5)</internal-xref> curriculum recommend private non-profit or not-for-profit business/economic development organizations developed by the Commission pursuant to such section; and</text> </clause>
<clause id="H8A2AF08A3AC04F0DBA81A07F084B1A87"><enum>(ii)</enum><text>best practices developed by community colleges pursuant to <internal-xref idref="H0FF8C3C98966438F929995BE9CBE86D3" legis-path="6.">section 6</internal-xref>;</text> </clause></subparagraph></paragraph>
<paragraph id="HD3A5C4EED6FF43A5B6A88859F84E55A2"><enum>(2)</enum><text>assist students and graduates of the educational and workforce training program in apprenticeship and employment placement in the alternative energy and energy efficiency fields;</text> </paragraph>
<paragraph commented="no" id="HF82F4C467AA84622A1847B7E26EEDB83"><enum>(3)</enum><text display-inline="yes-display-inline">coordinate with the secondary schools and vocational schools in the area served by the community college to assist such schools in providing educational services in the alternative energy and energy efficiency fields for students enrolled in such schools (such as by assisting in the development of a curriculum or apprenticeship program in such fields); and</text> </paragraph>
<paragraph id="HA9FF268B636B4B8785A16F05F7F92488"><enum>(4)</enum><text display-inline="yes-display-inline">coordinate with local workforce investment boards to ensure—</text> 
<subparagraph id="H20FDF3B53E58402EA0CF5438ECD297A8"><enum>(A)</enum><text>access to enroll in the programs established under <internal-xref idref="H11E1F34BFE9642AEAEBBC8D4584DD629" legis-path="5.(c)(1)">paragraph (1)</internal-xref> to individuals participating in workforce investment activities in the local area; and</text> </subparagraph>
<subparagraph id="HEBA97FBD6F7A475194976DFD75B643B9"><enum>(B)</enum><text>that the programs provide access to enrollment in the programs to—</text> 
<clause id="H59D39A06A7754736B619DED7FB4B783C"><enum>(i)</enum><text>dislocated workers;</text> </clause>
<clause id="HEA3EB38991D84B2385A9217FA263A15B"><enum>(ii)</enum><text>workers who are transitioning into careers in the alternative energy or energy efficiency fields;</text> </clause>
<clause id="H3D1876F394E14FE091CDD667A9DE7F6E"><enum>(iii)</enum><text>underrepresented minorities; and</text> </clause>
<clause id="H9222F7F6C3C54951818CB609E7F36A74"><enum>(iv)</enum><text>low-income individuals.</text> </clause></subparagraph></paragraph></subsection></section>
<section id="H0FF8C3C98966438F929995BE9CBE86D3"><enum>6.</enum><header>Train the trainers Program</header> 
<subsection id="H9BD8B038C9FE4A39A814932A0DE01FB0"><enum>(a)</enum><header>Grant program authorized</header><text display-inline="yes-display-inline">From the amount reserved under <internal-xref idref="HE8F90E567F9F44FEB65CD8354A7EBFF2" legis-path="7.(b)">section 8(b)</internal-xref>, the Secretaries shall, jointly, award grants to up to 10 community colleges identified by the Secretaries as leaders in education and workforce training in the alternative energy and energy efficiency fields to develop best practices with respect to such education and training.</text> </subsection>
<subsection id="HB267CB51536C4E32A487B69A54B5C82D"><enum>(b)</enum><header>Application</header><text>A community college desiring to receive a grant under this section shall submit an application at such time, in such manner, and containing such information that the Secretaries may require, which shall, at a minimum, include information with respect to—</text> 
<paragraph id="HB38AD5DAE49E488CA0C1BADFC86CEA25"><enum>(1)</enum><text>the training program in the alternative energy and energy efficiency fields that is being carried out by the community college;</text> </paragraph>
<paragraph id="HF5AB46A9693B4932A0AC70B705E0B66D"><enum>(2)</enum><text>the facility where the program is being carried out;</text> </paragraph>
<paragraph id="HA1DCEB56562549819F538C8D8BDACA3C"><enum>(3)</enum><text>the curriculum for such program; and</text> </paragraph>
<paragraph id="H4318D60616A9412B9108AA84693D84EE"><enum>(4)</enum><text>any partnerships the community college—</text> 
<subparagraph id="H1E633DEECE1345AC87A55CCF6C508E5A"><enum>(A)</enum><text>has established with representatives of businesses, educational institutions, or other organizations that have expertise in the alternative energy or energy efficiency fields; and</text> </subparagraph>
<subparagraph id="H03EAA98E126D48B08F077E726C8336AF"><enum>(B)</enum><text>that have provided training experience opportunities in such fields for students in the program.</text> </subparagraph></paragraph></subsection>
<subsection id="H71E68AA76B334A18A98B02F8F4FA173E"><enum>(c)</enum><header>Uses of funds</header><text>A community college receiving a grant under this section shall use such funds to develop best practices in instruction and instructor training with respect to education and workforce training programs carried out pursuant to <internal-xref idref="H8052090BF0414F4C9BE243B8FA8C54D7" legis-path="4.">section 5</internal-xref>. Such funds may be used by the community college to cover any costs associated with the development of the best practices, including—</text> 
<paragraph id="HA701BFAA5FD744F68291FB72B84BDDA5"><enum>(1)</enum><text>instructor salaries; and</text> </paragraph>
<paragraph id="H397B48584E934A4FB55F80829E248E44"><enum>(2)</enum><text>the purchase of equipment and supplies.</text> </paragraph></subsection></section>
<section id="H194D4DB4FA774CE69CEE3A26AF8E60CD"><enum>7.</enum><header>Supplement, not Supplant</header><text display-inline="no-display-inline">Funds made available under this Act shall be used to supplement, and not supplant, other Federal, State, and local funds that would otherwise be expended to carry out activities under this Act.</text> </section>
<section display-inline="no-display-inline" id="H6125692AF99F4470A74B6248E72F2886"><enum>8.</enum><header>Authorization of appropriations; Reservation</header> 
<subsection id="H6F39FE749C78471D87E47FFD7B85C434"><enum>(a)</enum><header>Authorization of Appropriations</header><text display-inline="yes-display-inline">There are authorized to be appropriated $200,000,000 to carry out this Act for fiscal year 2012 and for each of the succeeding 4 fiscal years.</text> </subsection>
<subsection id="HE8F90E567F9F44FEB65CD8354A7EBFF2"><enum>(b)</enum><header>Reservation</header><text display-inline="yes-display-inline">Of the amount appropriated under <internal-xref idref="H6F39FE749C78471D87E47FFD7B85C434" legis-path="8.(a)">subsection (a)</internal-xref> for a fiscal year, 15 percent shall be made available to carry out <internal-xref idref="H0FF8C3C98966438F929995BE9CBE86D3" legis-path="5.">section 6</internal-xref> for such fiscal year.</text> </subsection></section>
<section id="H7C0A3D62D79F438F9D730F064118AF9C"><enum>9.</enum><header>Definitions</header><text display-inline="no-display-inline">For purposes of this Act:</text> 
<paragraph id="HD5FE798ED05F481BBA6E60456EFC5C9E"><enum>(1)</enum><header>Alternative energy fields</header><text display-inline="yes-display-inline">The term <quote>alternative energy fields</quote> means solar, wind, geothermal, and energy efficiency fields.</text> </paragraph>
<paragraph id="H5BF856AE1F3C477FBCAC2C3022BDA5AF"><enum>(2)</enum><header>Career pathways</header><text display-inline="yes-display-inline">The term <quote>career pathways</quote> means a clear sequence of coursework and credentials enabling career development in a particular field that assists individuals of varying skill levels to enter and progress in jobs in that field.</text> </paragraph>
<paragraph commented="no" id="H7639F42548BD40949B4EA43849AA044D"><enum>(3)</enum><header>Community College</header><text display-inline="yes-display-inline">The term <quote>community college</quote> means a public institution of higher education at which the highest degree that is predominantly awarded to students is an associate’s degree.</text> </paragraph>
<paragraph id="H31E39774E4634D85859419169978436B"><enum>(4)</enum><header>Dislocated worker</header><text display-inline="yes-display-inline">The term <quote>dislocated worker</quote> has the meaning given the term in section 101 of the Workforce Investment Act of 1998.</text> </paragraph>
<paragraph id="HE97AC83EA1474E28A6A0E761331263C7"><enum>(5)</enum><header>Energy efficiency fields</header><text>The term <quote>energy efficiency fields</quote> means energy efficiency auditing for residential and commercial structures and energy efficiency retrofit for residential and commercial structures.</text> </paragraph>
<paragraph commented="no" id="HF89240FE40964059A569574780C7E483"><enum>(6)</enum><header>Institution of higher education</header><text>The term <quote>institution of higher education</quote> has the meaning given the term in section 101 of the Higher Education Act of 1965 (20 U.S.C. 1001).</text> </paragraph>
<paragraph id="H41E19619CA89465F9F340DC6FAFCB3E9"><enum>(7)</enum><header>Local workforce investment board</header><text display-inline="yes-display-inline">The term <quote>local workforce investment board</quote> refers to the term in section 117 of the Workforce Investment Act of 1998.</text> </paragraph>
<paragraph id="HACD1D93BD3164171B4815D8C4F234EFD"><enum>(8)</enum><header>Low-income individual</header><text display-inline="yes-display-inline">The term <quote>low-income</quote> individual means an individual from a family whose taxable income for the preceding year did not exceed 150 percent an amount equal to the poverty level determined by using criteria of poverty established by the Bureau of the Census.</text> </paragraph>
<paragraph id="H07659DEB039B41B8B336B1F59DF4D89B"><enum>(9)</enum><header>Secondary school</header><text>The term <quote>secondary school</quote> has the meaning given such term in section 9101 of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 7801).</text> </paragraph>
<paragraph id="H61C488DB409D494C897C606B76FC6563"><enum>(10)</enum><header>Secretaries</header><text>The term <quote>Secretaries</quote> means the Secretary of Energy and the Secretary of Labor.</text> </paragraph>
<paragraph commented="no" id="HAE185D6CD5814AD2B6C18555C437FD0F"><enum>(11)</enum><header>Vocational school</header><text display-inline="yes-display-inline">The term <quote>vocational school</quote> means—</text> 
<subparagraph commented="no" id="H28D5977F284A4D52AF79122880F310CF"><enum>(A)</enum><text>a specialized public secondary school used exclusively or principally for the provision of career and technical education to individuals who are available for study in preparation for entering the labor market; or</text> </subparagraph>
<subparagraph commented="no" id="HF4AB74C109424ABF90736B26DB3973E9"><enum>(B)</enum><text>the department of a public secondary school exclusively or principally used for providing career and technical education in not fewer than 5 different occupational fields to individuals who are available for study in preparation for entering the labor market.</text> </subparagraph></paragraph></section>
