<legis-type>A BILL</legis-type> 
<official-title>To provide for a 10 percent reduction in pay for Members of Congress, to make Federal civilian employees subject to a period of mandatory unpaid leave, and to reduce appropriations for salaries and expenses for offices of the legislative branch, during fiscal year 2011, and for other purposes.</official-title>

<section id="H57E87A80FAD645DB9F2947C628EC35DF"><enum>1.</enum><header>Reduction in pay for Members of Congress</header><text display-inline="no-display-inline">Notwithstanding any other provision of law, the annual rate of pay for—</text> 
<paragraph id="H89DB056315F84D96A6538898A5E765D8"><enum>(1)</enum><text>each Senator, Member of the House of Representatives, and Delegate to the House of Representatives, and the Resident Commissioner from Puerto Rico,</text></paragraph> 
<paragraph id="HFDAC9C02AE1743019CAF9FDA0EFDB906"><enum>(2)</enum><text>the President pro tempore of the Senate, the majority leader and the minority leader of the Senate, and the majority leader and the minority leader of the House of Representatives, and</text></paragraph> 
<paragraph id="H67322680EF464ED3B3EED83814573496"><enum>(3)</enum><text>the Speaker of the House of Representatives,</text></paragraph><continuation-text continuation-text-level="subsection">shall be determined as if the adjustment taking effect under section 601(a)(2) of the Legislative Reorganization Act of 1946 (2 U.S.C. 31(2)), as of the first day of the first pay period beginning in January 2011, were a reduction of 10 percent.</continuation-text></section> 
<section id="HEC9A7E7D1EAA4A1B84A667CF886679E6" section-type="section-one"><enum>2.</enum><header>Mandatory unpaid leave</header> 
<subsection id="H8F735C94094B496A8AEC6362BE04ACE8"><enum>(a)</enum><header>Provisions relating to employees in the executive branch</header> 
<paragraph id="H6C53B8F79012408DBEDAC74169E8073F"><enum>(1)</enum><header>In general</header><text>The President shall by regulation provide that, during fiscal year 2011, employees in the executive branch of the Government shall be subject to—</text> 
<subparagraph id="H134336E0763A43099B737C26AAA963CF"><enum>(A)</enum><text>a total of 2 weeks of mandatory unpaid leave; or</text></subparagraph> 
<subparagraph id="HEEF55485F08F41818BA364FF6F1714F7"><enum>(B)</enum><text>the pro rata equivalent, in the case of employees serving for less than the entire fiscal year.</text></subparagraph></paragraph> 
<paragraph id="H9347218F8CDC420FA992F2FF7A411468"><enum>(2)</enum><header>Exceptions</header><text>The regulations under paragraph (1) may provide for such exceptions as may be necessary—</text> 
<subparagraph id="H70435676E47B479AB04EEA59D466AB46"><enum>(A)</enum><text>for reasons of national security;</text></subparagraph> 
<subparagraph id="H160629C1D0BA47C9AF19AA83B8C22117"><enum>(B)</enum><text>for reasons relating to the public health or safety, including effective law enforcement; or</text></subparagraph> 
<subparagraph id="H22AAB62366374C069442FD8DD16204C1"><enum>(C)</enum><text>for such other reasons as the President considers necessary or appropriate.</text></subparagraph></paragraph></subsection> 
<subsection id="HBD44966F1DAA427BA1D961AACEA7DEAA"><enum>(b)</enum><header>Provisions relating to employees in the judicial branch</header><text>The Director of the Administrative Office of the United States Courts shall, by regulation, apply this section to employees in the judicial branch of the Government.</text></subsection> 
<subsection id="H02EBD205BBCB4AD9AA6F9700B20CD55D"><enum>(c)</enum><header>Rule of construction</header><text>Nothing in this section shall be considered to require that mandatory unpaid leave be taken over a continuous period. </text></subsection> 
<subsection id="HFA82077BAC774B61885F4773A3600F35"><enum>(d)</enum><header>Employee defined</header><text>For purposes of this section, the term <term>employee</term> has the meaning given such term by section 2105 of title 5, United States Code.</text></subsection></section> 
<section id="HCEDAFF8EDCF54D07891B68ED3F0CF693"><enum>3.</enum><header>Reduction in salaries and expenses for legislative branch offices</header> 
<subsection id="H9B3D1E39098E422E84FCCAEA42ADF175"><enum>(a)</enum><header>Reduction</header><text display-inline="yes-display-inline">The aggregate amount which may be appropriated or otherwise made available for any fiscal year for allowances and expenses (including salaries) of any office of the legislative branch may not exceed 96% of the aggregate amount appropriated or otherwise made available for fiscal year 2010 for allowances and expenses of such office.</text></subsection> 
<subsection id="H8C81A49067A4465BA86106558C0FB3A6"><enum>(b)</enum><header>Exception for Capitol Police</header><text>Subsection (a) does not apply with respect to the United States Capitol Police.</text></subsection> 
<subsection id="H68CC019074744E97BB027F2A0CBF2174"><enum>(c)</enum><header>Effective Date</header><text>This section shall apply with respect to fiscal year 2011 and each succeeding fiscal year.</text></subsection></section>
