		<official-title>To impose conditions on the disestablishment, closure, or
		  realignment of the United States Joint Forces Command and on workload
		  reductions of civilian personnel of that command, and for other
		  purposes.</official-title>

		<section id="HE33D3EFB6F9A489295DA6ABFDF2CA555" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Restoring Congressional Oversight and
			 Strengthening Military Jointness Act</short-title></quote>.</text>
		</section><section id="HDE3752612A7D43B69CD86A7C157940FF"><enum>2.</enum><header>Operations of
			 United States Joint Forces Command</header>
			<subsection id="H1832F4D949E541F28968E3443DDCA32F"><enum>(a)</enum><header>Conditions on
			 disestablishment, closure, realignment, and workload reductions</header><text display-inline="yes-display-inline">The Secretary of Defense shall not take any
			 action to effect or implement the disestablishment, closure, or realignment of
			 the United States Joint Forces Command or conduct any workload reductions of
			 civilian personnel of the United States Joint Forces Command until—</text>
				<paragraph id="H1080E03342C845A084A2B11CCBE15F09"><enum>(1)</enum><text display-inline="yes-display-inline">the report required by subsection (b) is
			 submitted to the congressional defense committees;</text>
				</paragraph><paragraph id="HCE1963305E7F40B994C748626E8E996E"><enum>(2)</enum><text display-inline="yes-display-inline">the independent assessment required by
			 subsection (c) is submitted to the congressional defense committees; and</text>
				</paragraph><paragraph id="H1634EAA959854D42AB7BCAC8CFED052A"><enum>(3)</enum><text display-inline="yes-display-inline">a period of 30 legislative days or 60
			 calendar days, whichever is longer, expires following the day on which the
			 assessment referred to in paragraph (2) has been submitted.</text>
				</paragraph></subsection><subsection id="HF4FF0D5A1AC64C87B4EDD3A33F42AEC4"><enum>(b)</enum><header>Report</header><text display-inline="yes-display-inline">If the Secretary of Defense proposes to
			 disestablish, close, or realign the United States Joint Forces Command or
			 conduct any workload reductions of civilian personnel of the Command, the
			 Secretary shall submit to the congressional defense committees and the
			 Comptroller General of the United States a report containing each of the
			 following:</text>
				<paragraph id="H4535E7E36BA24E85957AF12C4747F386"><enum>(1)</enum><text>The proposal to
			 disestablish, close, realign, or conduct workload reductions of civilian
			 personnel of the United States Joint Forces Command.</text>
				</paragraph><paragraph id="H35C1D0FAFA524100BFCF87E830D52CB4"><enum>(2)</enum><text>A
			 detailed plan of action, including functions terminated, retained, reduced, or
			 expanded, and the resulting impact on projected contractor and civilian
			 personnel.</text>
				</paragraph><paragraph id="H2E5867CBC1D54C089F4B0408CF1756BF"><enum>(3)</enum><text>A
			 list of alternatives considered before the disestablishment of the Command,
			 such as consolidation of similar functions into United States Joint Forces
			 Command.</text>
				</paragraph><paragraph id="HE78FA618A3E6470BA10919E86ABA3D2A"><enum>(4)</enum><text>An evaluation of
			 the impacts of the proposal on Federal budgets, including specific cost savings
			 and increases anticipated for the Department of Defense and other Federal
			 agencies.</text>
				</paragraph><paragraph id="HCE47C766510E40EDBAFC7A3C887F68A1"><enum>(5)</enum><text>An estimate of the
			 anticipated costs of shifting workload to military and civilian personnel under
			 a new command.</text>
				</paragraph><paragraph id="H6B6A0A60669242888F813CAFA6E4135C"><enum>(6)</enum><text>An assessment of
			 the local economic and employment impacts of the proposal.</text>
				</paragraph><paragraph id="H432D74BF9E254B3DAD5ACDA03952A16F"><enum>(7)</enum><text>An assessment of
			 the impacts of expertise lost if members of the civilian and contractor
			 workforce refuse to relocate under the proposal.</text>
				</paragraph><paragraph id="H2F9027E2E38E48EBA1945D1D953DDFFF"><enum>(8)</enum><text>A
			 review on the impact of the proposal on the joint training, operations, and
			 activities of the Armed Forces.</text>
				</paragraph><paragraph id="HA4A6A5C734474EFE8B860BF006DFC3BF"><enum>(9)</enum><text>A
			 notional time-line to implement the proposal.</text>
				</paragraph><paragraph id="H86EC2481B04E40EBB66F860894FCFC41"><enum>(10)</enum><text>A certification
			 that the proposal will not result in a negative degradation to readiness and
			 ongoing and future operations.</text>
				</paragraph></subsection><subsection id="H07472B81E69A48A7AFC456FBE75BD83D"><enum>(c)</enum><header>Independent
			 assessment</header><text display-inline="yes-display-inline">Not later than 120
			 days after receiving the report required by subsection (b), the Comptroller
			 General shall submit to the congressional defense committees an assessment of
			 the proposal contained in the report.</text>
			</subsection><subsection id="H978F90239ACC44C4A9869ACBE936C71E"><enum>(d)</enum><header>Legislative day
			 defined</header><text display-inline="yes-display-inline">For purposes of
			 subsection (a)(3), the term <quote>legislative day</quote> means a day on which
			 either House of Congress is in session.</text>
