		<section id="HC773B14254744E30A8C49701537B6431" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Local Control for Energy and Environment
			 Act</short-title></quote>.</text>
		</section><section id="H7C6E6C93FDFB4062A07030A672FF26AD"><enum>2.</enum><header>Exportation or
			 importation of natural gas</header>
			<subsection id="HCB98F61E163B4F2E9C35D2D5490E368A"><enum>(a)</enum><header>Amendments to
			 Natural Gas Act</header>
				<paragraph id="H6C1260CA0E6E45668B52FD4977AA06E1"><enum>(1)</enum><header>Scope of Natural
			 Gas Act</header><text>Section 1(b) of the Natural Gas Act (15 U.S.C. 717(b)) is
			 amended by striking <quote>and to the importation or exportation of natural gas
			 in foreign commerce and to persons engaged in such importation or
			 exportation,</quote> after <quote>such transportation or sale,</quote>.</text>
				</paragraph><paragraph id="HF38A07A585684C4FA2DA8A91457B8F49"><enum>(2)</enum><header>Definition</header><text>Section
			 2 of the Natural Gas Act (15 U.S.C. 717a) is amended by striking paragraph
			 (11).</text>
				</paragraph><paragraph id="H5E54F8DF866B414FBD86666532F726EB"><enum>(3)</enum><header>Authorization
			 for Siting, Construction, Expansion, or Operation of LNG Terminals</header>
					<subparagraph id="H7BA2CB95A1324923B89A15B4E5EF32BA"><enum>(A)</enum><text display-inline="yes-display-inline">The title for section 3 of the Natural Gas
			 Act (15 U.S.C. 717b) is amended by striking <quote><header-in-text>; lng
			 terminals</header-in-text></quote>.</text>
					</subparagraph><subparagraph id="H54A2A4AB423947E88130F3B894857F4E"><enum>(B)</enum><text>Section 3 of the
			 Natural Gas Act (15 U.S.C. 717b) is amended by striking subsections (d), (e),
			 and (f).</text>
					</subparagraph></paragraph><paragraph id="HB3104F288759402A97CA8FD26737F276"><enum>(4)</enum><header>LNG Terminal
			 State and Local Safety Concerns</header><text>The Natural Gas Act (15 U.S.C.
			 717 et seq.) is amended by striking section 3A.</text>
				</paragraph></subsection><subsection id="HF4C951CA5A684E3381B615FAB275FE29"><enum>(b)</enum><header>Conforming
			 amendment</header>
				<paragraph id="HDDCB67A46A31453F884143E03B8A44CB"><enum>(1)</enum><header>In
			 general</header><text>Section 311 of the Energy Policy Act of 2005 (Public Law
			 109–58; 119 Stat. 685) is repealed.</text>
				</paragraph><paragraph id="H30DED6C9A1CD4DD9B989046EEA3DB86A"><enum>(2)</enum><header>Application</header><text>The
			 Natural Gas Act (15 U.S.C. 717 et seq.) shall be applied and administered as if
			 section 311 of the Energy Policy Act of 2005 (and the amendments made by the
			 section) had not been enacted.</text>
				</paragraph></subsection></section><section id="HED45BB4D372A4CD5A54EC730B184FA27"><enum>3.</enum><header>Consultation with
			 States and availability</header>
			<subsection id="H9DAB2EAAB0AD4773BEF236B3B82A0024"><enum>(a)</enum><header>FERC
			 consultation with States</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law,
			 any interagency agreements, collaborations, or activities regarding the
			 environmental impact, safety to public, or security of a liquefied natural gas
			 facility entered into by the Federal Energy Regulatory Commission shall, where
			 appropriate, include input by and consultation with the State in which such
			 facility is located.</text>
			</subsection><subsection id="HF60190DC78444725A7AC39EE3E86B21A"><enum>(b)</enum><header>Availability</header><text>Notwithstanding
			 any other provision of law, agreements, collaborations, and activities
			 described in subsection (a), and the subsequent reports and documents from such
			 agreements, collaborations, and activities, shall, unless vital to national
			 security, as determined by the Secretary of Homeland Security, be made
			 available to the public in print and on an Internet website.</text>
