		<official-title>To require the Secretary of Education to conduct a study
		  and submit to Congress a report on methods for identifying and treating
		  children with dyslexia in kindergarten through third grade.</official-title>

		<section display-inline="no-display-inline" id="HEB87DF98F63C473C93B18216B9F2046C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Early Detection of Dyslexia in
			 Children Act of 2009</short-title></quote>.</text>
		</section><section id="HE9E9C079363F4E9FBC81E2EDC500F11B"><enum>2.</enum><header>Study and report
			 by Secretary of Education on identification and treatment of children with
			 dyslexia in kindergarten through third grade</header>
			<subsection id="HEBBC62EB7B0844B69B1389BEECE6E772"><enum>(a)</enum><header>Study</header><text>The
			 Secretary of Education, in consultation with the National Academy of Sciences,
			 shall conduct a study on methods for identifying and treating children with
			 dyslexia in kindergarten through third grade. In carrying out the study, the
			 Secretary shall consider—</text>
				<paragraph id="H053B55BF6CCA48DA0075339BBB2625F0"><enum>(1)</enum><text>whether there is a
			 biological basis for dyslexia;</text>
				</paragraph><paragraph id="H688F2F172BC1494B9F172F7920E78176"><enum>(2)</enum><text>whether dyslexia
			 is caused by—</text>
					<subparagraph id="H71B8725E00DB409B8BBF74196D9293D7"><enum>(A)</enum><text>a brain-based
			 phonological deficit that prevents an individual from breaking down written
			 words into component sounds;</text>
					</subparagraph><subparagraph id="HFDF5E560F3D94A9280C458D09B251093"><enum>(B)</enum><text>post-natal
			 experience, including inadequate instruction; or</text>
					</subparagraph><subparagraph id="HE3C809B7AE104813B37544CA357933C0"><enum>(C)</enum><text>a combination
			 thereof; and</text>
					</subparagraph></paragraph><paragraph id="H53F7747557A542D3B9631B8F3657D700"><enum>(3)</enum><text>the cost of
			 implementing a program on a nationwide basis to identify and treat children
			 with dyslexia in kindergarten through third grade.</text>
				</paragraph></subsection><subsection id="HD7BCDFD823084683A07861B7692C75A4"><enum>(b)</enum><header>Report</header><text>Not
			 later than 120 days after the date of the enactment of this Act, the Secretary
			 of Education shall prepare and submit to Congress a report containing the
			 results of the study conducted under subsection (a).</text>
