			 standards for the financial stability oversight council and the office of
			 financial research</header>
			<subsection id="H604A1D8D9E4F4C09A233FF0D948D7C3E"><enum>(a)</enum><header>Financial data
			 standards</header><text display-inline="yes-display-inline">Section 112(d) of
			 the Financial Stability Act of 2010 is amended by adding at the end the
			 following new paragraph:</text>

					<paragraph id="HB1AC5DB057DC4EF1AE654A4332FC5038"><enum>(6)</enum><header>Financial data
				standards</header>
						<subparagraph id="HA1A76B900582446582738F2D1F855113"><enum>(A)</enum><header>In
				general</header><text>The Council shall adopt data standards for all financial
				data received by the Council or the Office of Financial Research under this
				subsection and section 153.</text>
						</subparagraph><subparagraph id="HA95F23E949D94CEBB6D9A7C5C1C3E7A2"><enum>(B)</enum><header>Characteristics
				of financial data standards</header><text>The data standards required by
				subparagraph (A) shall, to the extent practicable—</text>
							<clause id="H13BD97EE23FE486B93922C91D981AEE0"><enum>(i)</enum><text>incorporate a
				widely accepted, nonproprietary, searchable, computer-readable data
				format;</text>
							</clause><clause id="HBEC53EB2DFFE46369E68E9023CD9ED24"><enum>(ii)</enum><text>be consistent
				with and implement—</text>
								<subclause id="HAFC540697C9144FCAB908FA3D0404964"><enum>(I)</enum><text>United States
				generally accepted accounting principles or Federal financial accounting
				standards (as appropriate);</text>
								</subclause><subclause id="H4DB64F9268BC459CA8A344290194BEBB"><enum>(II)</enum><text>demonstrated best
				practices; and</text>
								</subclause><subclause id="HF36EC302F7B54397B90395BC479D3626"><enum>(III)</enum><text>Federal
				regulatory requirements;</text>
								</subclause></clause><clause id="HCE385A45AB15462DB5E4BFFB591F7CC5"><enum>(iii)</enum><text>improve the
				transparency, consistency, and usability of business and financial
				information;</text>
							</clause><clause id="H61292DB599EF47009BA32DE6CEC9A11D"><enum>(iv)</enum><text>ensure
				interoperability and appropriate reuse of information;</text>
							</clause><clause id="HEA8CE4CB224E437C9AF3AB233D139835"><enum>(v)</enum><text>reuse, enhance,
				harmonize, and integrate existing standards as possible and appropriate;
				and</text>
							</clause><clause id="HB2F5AC8363C84A81A15313EE50DE17C5"><enum>(vi)</enum><text>be capable of
				being continually upgraded to be of maximum use as technologies and content
				evolve over time.</text>
							</clause></subparagraph><subparagraph id="HA7165605BBE7472589B2CDA9A83AB958"><enum>(C)</enum><header>Consultation
				with Office of Financial Research</header><text>In adopting the financial data
				standards required by subparagraph (A), the Council shall consult with the
				Office of Financial Research to ensure that the financial data standards are
				appropriate to carry out the purposes and duties described in paragraphs (1),
				(2), and (7) of section 153(a) and section
				153(c)(2).</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HE37EE93AF2CC4BF7B76ACEB9F07D7550"><enum>(b)</enum><header>Implementation
			 of financial data standards</header><text>Section 153(c) of such Act is amended
			 by adding at the end the following new paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="HAA44123D1CD74E3483C10CB99BBDAB7E" style="OLC">
					<paragraph id="H61DE905E83BA4C43926ECBB197602361"><enum>(3)</enum><header>Implementation
				of financial data standard</header><text>Notwithstanding any other provision of
				this title, the Office, in consultation with the Council, shall issue rules,
				regulations, and orders to implement the financial data standards required
				under section 112 for data reported and collected on behalf of the
				Council.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section id="H9DDA5DC869B84216BEA06D935EF32F53"><enum>3.</enum><header>Financial data
			 standards to improve the transparency of information received by the Board of
			 Governors of the Federal Reserve System</header>
			<subsection id="HABE89CF9A1C64C139FF53A6630D5095C"><enum>(a)</enum><header>Financial data
			 standards for financial data filed or submitted by nonbank financial
			 companies</header><text display-inline="yes-display-inline">Section 161(a) of
			 the Financial Stability Act of 2010 is amended by adding at the end the
			 following new paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="HA55B2578B4A24A76A628AD04932049BD" style="OLC">
					<paragraph id="H1EC8BDFE0E354E4D9F812BA332D45F92"><enum>(4)</enum><header>Financial data
				standards and public availability for reports under this subsection</header>
						<subparagraph id="HE6A6C54029DF4C5C8DA97ED382C8109D"><enum>(A)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Board of
				Governors shall adopt data standards for all financial data that is regularly
				filed with or submitted to the Board of Governors by any nonbank financial
				company pursuant to this subsection.</text>
						</subparagraph><subparagraph id="HFD437D1959F14827A79BF858389729A5"><enum>(B)</enum><header>Characteristics
				of financial data standards</header><text>The data standards required by
				subparagraph (A) shall, to the extent practicable—</text>
							<clause id="HC4605D307E6A419BBBCE7D1C1BAC51CB"><enum>(i)</enum><text>incorporate a
				widely accepted, nonproprietary, searchable, computer-readable data
				format;</text>
							</clause><clause id="H17C271E3001F4FB7A3831F0516B8427D"><enum>(ii)</enum><text>be consistent
				with and implement—</text>
								<subclause id="H6B5298E33411461A924F99D852CEC4B8"><enum>(I)</enum><text>United States
				generally accepted accounting principles or Federal financial accounting
				standards (as appropriate);</text>
								</subclause><subclause id="H8B32ED915EDF467DBE9B4469AD9D8DCF"><enum>(II)</enum><text>demonstrated best
				practices; and</text>
								</subclause><subclause id="H51A67782887A48BEA0BC38E862D038AC"><enum>(III)</enum><text>Federal
				regulatory requirements;</text>
								</subclause></clause><clause id="H6000A145656B4FEDA0E82C058E4AA23A"><enum>(iii)</enum><text>improve the
				transparency, consistency, and usability of business and financial
				information;</text>
							</clause><clause id="HDB7C2981A8CD486882A251C51C158D5B"><enum>(iv)</enum><text>ensure
				interoperability and appropriate reuse of information;</text>
							</clause><clause id="H329870094EF64D73B5C5A1B51FBAF753"><enum>(v)</enum><text>reuse, enhance,
				harmonize, and integrate existing standards as possible and appropriate;</text>
							</clause><clause id="H456DC64E98044BEEB36DADFF834BB0DC"><enum>(vi)</enum><text>be capable of
				being continually upgraded to be of maximum use as technologies and content
				evolve over time; and</text>
							</clause><clause id="HDBC892887C9B4BBAA836002B69859C27"><enum>(vii)</enum><text>be consistent
				and interoperable with one another.</text>
							</clause></subparagraph><subparagraph id="H807C995EE333483A97A20D8309CCA94F"><enum>(C)</enum><header>Consistency with
				data standard for reports filed under the Bank Holding Company
				Act</header><text>In adopting the financial data standards required by
				subparagraph (A), the Board of Governors shall, to the extent practicable,
				ensure consistency and interoperability with the financial data standards that
				are required for financial information in reports filed with the Board of
				Governors by bank holding companies under section 5 of the Bank Holding Company
				Act of 1956 (12 U.S.C. 1844).</text>
						</subparagraph><subparagraph id="HA84F9C4DCB904481B8632B5028FFA72E"><enum>(D)</enum><header>Implementation
				of Financial Data Standards</header>
							<clause id="H7F0137D4E28B4FB2B3A8F916E51DFF9E"><enum>(i)</enum><text>The Board of
				Governors shall adopt the financial data standards required by subparagraph (A)
				before the end of the 4-year period beginning with the date of the enactment of
				this title.</text>
							</clause><clause id="HA116ABD3B82E498E89B92F471F14A4FA"><enum>(ii)</enum><text>The Board of
				Governors shall issue rules requiring regulated entities to file and submit
				financial data using the financial data standard required by subparagraph
				(A).</text>
							</clause><clause id="H205CD105F55C4B55A54DA57382AD8401"><enum>(iii)</enum><text>To the extent
				necessary to avoid imposing an undue burden on financial institutions, the
				Board of Governors may issue rules providing exemptions from the requirements
				of this paragraph. Factors considered by the Board of Governors in making such
				rules may include the following: cost, burden, size of institution, available
				technology, and whether the information will be made public.</text>
							</clause></subparagraph><subparagraph id="H072504A3CF594B17A1E1F56C2ED17D93"><enum>(E)</enum><header>Public
				availability</header><text>To the extent appropriate, practicable, and in
				accordance with law, the Board of Governors shall ensure that reports submitted
				pursuant to this section are accessible by the
				public.</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H996627D866E44BE59D4251A9D886AFF5"><enum>(b)</enum><header>Financial data
			 standards for financial data filed or submitted by savings and loan holding
			 companies</header>
				<paragraph id="H5B4FC32EEEE64ABDB496536145E342F3"><enum>(1)</enum><header>Amendment</header><text>Subtitle
			 D of the Enhancing Financial Institution Safety and Soundness Act of 2010 is
			 amended by adding at the end the following new section:</text>
					<quoted-block display-inline="no-display-inline" id="HED8D5616784A497BBAEA350BAF8A9ACE" style="OLC">
						<section id="H93A923DCC1594FEAADD96694F7886E85"><enum>344.</enum><header>Financial data
				standards for financial data received by the Board of Governors</header>
							<subsection id="HFDAF80B91AC348088AFE4BDC869FC9E8"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Board of
				Governors shall adopt data standards for all financial data that is regularly
				filed with or submitted to the Board of Governors by any savings and loan
				holding company, or subsidiary of a savings and loan holding company, other
				than a depository institution, pursuant to the powers transferred to the Board
				of Governors under this title.</text>
							</subsection><subsection id="HA7699880733A4BA3AA1454E8BBC856FB"><enum>(b)</enum><header>Characteristics
				of financial data standards</header><text>The data standards required by
				subsection (a) shall, to the extent practicable—</text>
								<paragraph id="HDD77D762C44E4DE7ADE3E8588D46A253"><enum>(1)</enum><text>incorporate widely
				accepted, nonproprietary, searchable, computer readable data formats;</text>
								</paragraph><paragraph id="HB14190E5322246DD8B51C9D99D46DB90"><enum>(2)</enum><text>be consistent with
				and implement—</text>
									<subparagraph id="H22C8AD9872A14A54B8DE6289C891EADB"><enum>(A)</enum><text>United States
				generally accepted accounting principles or Federal financial accounting
				standards (as appropriate);</text>
									</subparagraph><subparagraph id="HB0B6485794F64721A01CFAE3D2B8D1E9"><enum>(B)</enum><text>demonstrated best
				practices; and</text>
									</subparagraph><subparagraph id="H331807DFEF4D41C899810882CF632CC2"><enum>(C)</enum><text>Federal regulatory
				requirements;</text>
									</subparagraph></paragraph><paragraph id="HD207496B20DC410BB90F420538B9FCE8"><enum>(3)</enum><text>improve the
				transparency, consistency, and usability of business and financial
				information;</text>
								</paragraph><paragraph id="HF1A8AC9D6B1348BEBDC4F224B537327D"><enum>(4)</enum><text>ensure
				interoperability and appropriate reuse of information;</text>
								</paragraph><paragraph id="H3A10148320694DEC822060AE8B25D1E5"><enum>(5)</enum><text>reuse, enhance,
				harmonize, and integrate existing standards as possible and appropriate;</text>
								</paragraph><paragraph id="HB342490BC9774A1DA00B78544E90A6A3"><enum>(6)</enum><text>be capable of
				being continually upgraded to be of maximum use as technologies and content
				evolve over time; and</text>
								</paragraph><paragraph id="H5F4960457AEA4A26962A68D6209CEB15"><enum>(7)</enum><text>be consistent and
				interoperable with one another.</text>
								</paragraph></subsection><subsection id="HB3F30DEDA24D49FD862D87F60FF51664"><enum>(c)</enum><header>Consistency with
				data standard for reports filed under the Bank Holding Company
				Act</header><text>In adopting the financial data standards required by
				subsection (a), the Board of Governors shall, to the extent practicable, ensure
				consistency and interoperability with the financial data standards that are
				required for financial information in reports filed with the Board by bank
				holding companies under section 5 of the Bank Holding Company Act of 1956 (12
				U.S.C. 1844).</text>
							</subsection><subsection id="H6018F8F3104C43248723F3A4A7DF7BCD"><enum>(d)</enum><header>Implementation
				of financial data standards</header>
								<paragraph id="H3D776555A8254F3BB612F3939B64E823"><enum>(1)</enum><text>The Board of
				Governors shall adopt the financial data standards required by subsection (a)
				before the end of the 4-year period beginning on the date of the enactment of
				the Enhancing Financial Institution Safety and Soundness Act of 2010.</text>
								</paragraph><paragraph id="HE06AED550849476F998780683A96A673"><enum>(2)</enum><text display-inline="yes-display-inline">The Board of Governors shall issue rules
				requiring savings and loan holding companies, and subsidiaries of savings and
				loan holding companies, to file and submit financial data using the data
				standards required by subsection (a).</text>
								</paragraph><paragraph id="H7322CAB0918142F9884A4D141B1106E6"><enum>(3)</enum><text display-inline="yes-display-inline">To the extent necessary to avoid imposing
				an undue burden on financial institutions, the Board of Governors may issue
				rules providing exemptions from the requirements of the provisions under this
				section. Factors considered by the Board of Governors in making such rules may
				include the following: cost, burden, size of institution, available technology,
				and whether the information will be made public.</text>
								</paragraph></subsection><subsection id="H660998B5343B433D8E13827F97BC7347"><enum>(e)</enum><header>Public
				availability</header><text>To the extent appropriate, practicable, and in
				accordance with law, the Board of Governors shall ensure that financial data
				collected using a format consistent with the financial data standard required
				under this section is accessible by the public in that
				format.</text>
							</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H0A614B414DEA4ABAA338C29C39BE8749"><enum>(2)</enum><header>Technical
			 amendment</header><text>The table of contents for the Dodd-Frank Wall Street
			 Reform and Consumer Protection Act is amended by inserting after the item
			 relating to section 343 the following new item:</text>

			 end the following new subsection:</text>

				general</header><text display-inline="yes-display-inline">The Board shall adopt
				data standards for all financial data that is regularly filed with or submitted
				to the Board by any bank holding company in a report under subsection
				(c).</text>
						</paragraph><paragraph id="H4ADA27AD00FD47BDBA6D885E62E5778C"><enum>(2)</enum><header>Characteristics
				of financial data standards</header><text>The data standards required by
				paragraph (1) shall, to the extent practicable—</text>
							<subparagraph id="H64484FE0FC0D4BEFA181566DF354C9DA"><enum>(A)</enum><text>incorporate a
				widely accepted, nonproprietary, searchable, computer readable data
				format;</text>
							</subparagraph><subparagraph id="H847AACF516B640F58EDA8D1654BB35AE"><enum>(B)</enum><text>be consistent with
				and implement—</text>
								<clause id="H769D9A8A07E54EC786ED08F802FC8B4B"><enum>(i)</enum><text>United States
				generally accepted accounting principles or Federal financial accounting
				standards (as appropriate);</text>
								</clause><clause id="H4AF34467E6E84DFBA2D6E48391598E19"><enum>(ii)</enum><text>demonstrated best
				practices; and</text>
								</clause><clause id="H3F72E89E8DCB44B5B195118C71A4E8FA"><enum>(iii)</enum><text>Federal

				information;</text>

				interoperability and appropriate reuse of information;</text>

				harmonize, and integrate existing standards as possible and appropriate;</text>
							</subparagraph><subparagraph id="HBDBCB90EC67B415395F6B32E29DD1A26"><enum>(F)</enum><text>be capable of
				being continually upgraded to be of maximum use as technologies and content
				evolve over time; and</text>
							</subparagraph><subparagraph id="H839E30E7B5C44530964296FDEDBFC46C"><enum>(G)</enum><text>be consistent and
				interoperable with one another.</text>
							</subparagraph></paragraph><paragraph id="HD28071FB6D9F4CBE8F390B8FFA954C69"><enum>(3)</enum><header>Implementation
				of financial data standards</header>
							<subparagraph id="H5D63EE6958BC40EE8BC5D297BF5AE241"><enum>(A)</enum><text>The Board shall
				adopt the financial data standards required by paragraph (1) not later than the
				end of the 4-year period beginning on the date of the enactment of the Bank and
				Savings Association Holding Company and Depository Institution Regulatory
				Improvements Act of 2010.</text>
							</subparagraph><subparagraph id="H5D30679BF81B48F5A9219E1BF8AB28FD"><enum>(B)</enum><text>The Board is
				empowered to make rules and regulations to effectuate the purposes of this
				subsection.</text>
							</subparagraph><subparagraph id="H1D6445EE30774D9391A8E466E8A2C296"><enum>(C)</enum><text display-inline="yes-display-inline">To the extent necessary to avoid imposing
				an undue burden on financial institutions, the Board may issue rules providing
				exemptions from the provisions of this subsection. Factors considered by the
				Board in making such rules may include the following: cost, burden, size of
				institution, available technology, and whether the information will be made
				public.</text>
							</subparagraph></paragraph><paragraph id="HDC781C66A7624C4593A0FC4A370E63A5"><enum>(4)</enum><header>Public
				availability</header><text>To the extent appropriate, practicable, and in
				accordance with law, the Board shall ensure that financial data collected using
				a format consistent with the financial data standards required under this
				subsection is accessible by the public in that
				format.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HCA227BBEEE9A427798ED397500B21CE4"><enum>(d)</enum><header>Financial data
			 standards for financial data filed or submitted by financial market utilities
			 or institutions under the Payment, Clearing, and Settlement Supervision Act of
			 2010</header><text display-inline="yes-display-inline">Section 809 of the
			 Payment, Clearing, and Settlement Supervision Act of 2010 is amended by adding
			 at the end the following new subsection:</text>

				Standards</header>
						<paragraph id="H76C21D27EE384497BA6E66168DA753FE"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Board of
				Governors shall adopt data standards for all financial data that is regularly
				filed with or submitted to the Board of Governors by any financial market
				utility or financial institution under subsection (a) or (b).</text>
						</paragraph><paragraph id="H47848271E03749A3BC41E08F07183D9F"><enum>(2)</enum><header>Characteristics
				of financial data standards</header><text>The data standards required by
				paragraph (1) shall, to the extent practicable—</text>
							<subparagraph id="HFAD09FEB936A48A3AAA44617C5926EF5"><enum>(A)</enum><text>incorporate a
				widely accepted, nonproprietary, searchable, computer readable data
				format;</text>
							</subparagraph><subparagraph id="HA5A391E995264BD9A953E1321EF410BC"><enum>(B)</enum><text>be consistent with
				and implement—</text>
								<clause id="H4C06C90C7D244EE2AAB52C408AF5840F"><enum>(i)</enum><text>United States
				generally accepted accounting principles or Federal financial accounting
				standards (as appropriate);</text>
								</clause><clause id="H6D3BA8B591C945C9A00D73F7B6DE9D0F"><enum>(ii)</enum><text>industry best
				practices; and</text>
								</clause><clause id="H0A95A1FBAE8B42AABE55D8D9DF3CB0C4"><enum>(iii)</enum><text>Federal
				regulatory requirements;</text>
								</clause></subparagraph><subparagraph id="HDA1119BF288F41478843EA59CCCC3B3E"><enum>(C)</enum><text>improve the
				transparency, consistency, and usability of business and financial
				information;</text>
							</subparagraph><subparagraph id="H18B39F3FF8114ABEADD2074BD86CB0EF"><enum>(D)</enum><text>ensure
				interoperability and appropriate reuse of information;</text>
							</subparagraph><subparagraph id="H0A974E571AFD46D58EF2545853033202"><enum>(E)</enum><text>reuse, enhance,
				harmonize, and integrate existing standards as possible and appropriate;</text>
							</subparagraph><subparagraph id="HFCBAE8786EFD431181EE35B681E8987F"><enum>(F)</enum><text>be capable of
				being continually upgraded to be of maximum use as technologies and content
				evolve over time; and</text>
							</subparagraph><subparagraph id="H2E0D09B68AD44A5C9E0281A2A91D0A50"><enum>(G)</enum><text>be consistent and
				interoperable with one another.</text>
							</subparagraph></paragraph><paragraph id="H6CB82B6EE01A4D45944AE4D919F7B7A7"><enum>(3)</enum><header>Implementation
				of financial data standards</header>
							<subparagraph id="HB0DBEA56151542199522DE646AA3D001"><enum>(A)</enum><text>The Board shall
				adopt the financial data standard required by paragraph (1) before the end of
				the 4-year period beginning on the date of the enactment of this title.</text>
							</subparagraph><subparagraph id="HCD8919D46B1D4593842BA466C15ECDF9"><enum>(B)</enum><text>The Board is
				empowered to make rules and regulations to effectuate the purposes of this
				subsection.</text>
							</subparagraph><subparagraph id="H1414FF968E8E45C48A58AB8CE726013E"><enum>(C)</enum><text display-inline="yes-display-inline">To the extent necessary to avoid imposing
				an undue burden on financial institutions, the Board of Governors may issue
				rules to provide exemptions from the requirements of this subsection. Factors
				considered by the Board of Governors in making such rules may include the
				following: cost, burden, size of institution, available technology, and whether
				the information will be made public.</text>
							</subparagraph></paragraph><paragraph id="H8B1CB9DFFC104CA68BF5484DA8E3A201"><enum>(4)</enum><header>Public
				availability</header><text>To the extent appropriate, practicable, and in
				accordance with law, the Board of Governors shall ensure that financial data
				received and submitted under this subsection is accessible by the
				public.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H6E4BBC3E0AAF48B08967EA91B09EA153"><enum>(e)</enum><header>Financial data
			 standard for information provided by the Board under the Federal Reserve
			 Act</header><text display-inline="yes-display-inline">Section 2B of the Federal
			 Reserve Act is amended by adding at the end the following new
			 subsection:</text>

				general</header><text>To the extent appropriate and permitted by law, the Board
				shall ensure that all of the information provided on the Web site required
				under subsection (c) is available in a format consistent with a financial data
				standard.</text>
						</paragraph><paragraph id="HBDBD467E5A664D0D89DF759BF549606C"><enum>(2)</enum><header>Characteristics
				of financial data standard</header><text>The financial data standard required
				under paragraph (1) shall—</text>
							<subparagraph id="H6F70D3C5932B487486458CBD3B40AE13"><enum>(A)</enum><text>incorporate a
				widely accepted, nonproprietary, searchable, computer readable data
				format;</text>

				information;</text>
							</subparagraph><subparagraph id="HB9AEE436509D4DA2AB29356F9DB8D8AE"><enum>(D)</enum><text>ensure
				interoperability and appropriate reuse of information through business process
				standardization;</text>
							</subparagraph><subparagraph id="H6292392DB37240BAB7914DABA24D647C"><enum>(E)</enum><text>reuse, enhance,
				harmonize, and integrate existing standards as possible and appropriate;
				and</text>
							</subparagraph><subparagraph id="H91039D8BB33448DC8A087F16B54BE8EC"><enum>(F)</enum><text>be capable of
				being continually upgraded to be of maximum use as technologies and content
				evolve over
				time.</text>
							</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section id="H7030F214A93E4A4FB6EC1A7CF39F7B6D"><enum>4.</enum><header>Financial data
			 standards to improve the transparency of information received by the Federal
			 Deposit Insurance Corporation</header><text display-inline="no-display-inline">The Federal Deposit Insurance Act is amended
			 by adding at the end the following new section:</text>

				standards</header>
					<subsection id="HB3542A7CC50D450E9DF01AFE4D027A7D"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Corporation shall
				adopt data standards for all financial data that the Corporation receives from
				any financial company or submits to the Congress under title II of the
				Dodd-Frank Wall Street Reform and Consumer Protection Act, including reports to
				the Congress and the public under sections 203(c) and 210(o) of such Act and
				information collected under section 210 (o)(5) of such Act.</text>
					</subsection><subsection id="H7D9E3E4C601E4063B9C61F7B708C0956"><enum>(b)</enum><header>Characteristics
				of financial data standards</header><text>The data standards required by
				subsection (a) shall, to the extent practicable—</text>

				widely accepted, nonproprietary, searchable, computer readable data
				format;</text>

				and implement—</text>
							<subparagraph id="H18C567A29843409AA76842E5090B8EEA"><enum>(A)</enum><text>United States
				generally accepted accounting principles or Federal financial accounting
				standards (as appropriate);</text>
							</subparagraph><subparagraph id="HD8D9FC90B1294CC5977B3AC5073E09F8"><enum>(B)</enum><text>demonstrated best
				practices; and</text>
							</subparagraph><subparagraph id="H0D77F972948344C1A455550BC9E45A94"><enum>(C)</enum><text>Federal regulatory
				requirements;</text>
							</subparagraph></paragraph><paragraph id="HA533E14F9A7A4B479F44CACF548F59A5"><enum>(3)</enum><text>improve the
				transparency, consistency, and usability of business and financial
				information;</text>
						</paragraph><paragraph id="HC1F5BCBE8D464BA1A8F00EE7AE672F91"><enum>(4)</enum><text>ensure
				interoperability and appropriate reuse of information;</text>
						</paragraph><paragraph id="HBFA61957F702455399A00593463DE9E6"><enum>(5)</enum><text>reuse, enhance,
				harmonize, and integrate existing standards as possible and appropriate;</text>
						</paragraph><paragraph id="H0EECF7914CF24A4E9274DFA970491F1A"><enum>(6)</enum><text>be capable of
				being continually upgraded to be of maximum use as technologies and content
				evolve over time; and</text>

				interoperable with one another.</text>
						</paragraph></subsection><subsection id="H7E90992CF1754865B5C555F227066D85"><enum>(c)</enum><header>Implementation
				of financial data standards</header>
						<paragraph id="H72C5D7E90A8042FB827032F8F5D8CD7E"><enum>(1)</enum><text>The Corporation
				shall adopt the financial data standards required by subsection (a) before the
				end of the 4-year period beginning on the date of the enactment of this
				section.</text>
						</paragraph><paragraph id="HF42D550CFBBE4889A668BCFC49D27D79"><enum>(2)</enum><text>The Corporation
				shall issue rules or regulations to carry out this section.</text>
						</paragraph><paragraph id="H4B4D3516A4DA45EEB1B04D653DF70DF2"><enum>(3)</enum><text display-inline="yes-display-inline">To the extent necessary to avoid imposing
				an undue burden on financial institutions, the Corporation may issue rules to
				provide exemptions from the provisions of this section. Factors considered by
				the Corporation in making such rules may include the following: cost, burden,
				size of institution, available technology, and whether the information will be
				made public.</text>
						</paragraph></subsection><subsection id="H9227CF82CA7F46D1BFCC94A6991EE352"><enum>(d)</enum><header>Public
				availability</header><text>To the extent appropriate, practicable, and in
				accordance with law, the Corporation shall ensure that financial data received
				and submitted under this section is accessible by the
				public.</text>
					</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H011AAB23A00C4EBFA09B5268584C110B"><enum>5.</enum><header>Financial data
			 standards to improve the transparency of information received by the Office of
			 the Comptroller of the Currency</header>
			<subsection id="HE61E4BC0B57247939E1D87439020FA92"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Chapter one of title
			 LXII of the Revised Statutes of the United States is amended by adding at the
			 end the following new section:</text>

				of financial data standards</header><text>The data standards required by
				subsection (a) shall, to the extent practicable—</text>

				accepted, nonproprietary, searchable, computer readable data formats;</text>

				and implement—</text>
								<subparagraph id="HE8235768676440CB91E8DE05C10FF6A9"><enum>(A)</enum><text>United States
				generally accepted accounting principles or Federal financial accounting
				standards (as appropriate);</text>
								</subparagraph><subparagraph id="H593FB70F298F4679A2525AA39F347742"><enum>(B)</enum><text>demonstrated best
				practices; and</text>
								</subparagraph><subparagraph id="HDA526DF090C3487886E3B00C766E8E53"><enum>(C)</enum><text>Federal regulatory
				requirements;</text>
								</subparagraph></paragraph><paragraph id="HB41BC6C5E6214352BD826EE6B0CC01E4"><enum>(3)</enum><text>improve the
				transparency, consistency, and usability of business and financial
				information;</text>
							</paragraph><paragraph id="HBBFEE70ECBEE4DD79F5C6538AD912048"><enum>(4)</enum><text>ensure
				interoperability and appropriate reuse of information;</text>

				interoperable with one another.</text>
							</paragraph></subsection><subsection id="H72C53A9E0965497B82147427867E7446"><enum>(c)</enum><header>Implementation
				of financial data standards</header>
							<paragraph id="HAD16DB60923A4871925D79937986A83F"><enum>(1)</enum><text>The Comptroller of
				the Currency shall adopt the financial data standards required by subsection
				(a) before the end of the 4-year period beginning on the date of the enactment
				of this section.</text>
							</paragraph><paragraph id="HB56AE60C4AEA4B3EB10D1D0A593FDBDA"><enum>(2)</enum><text>The Comptroller of
				the Currency shall issue rules requiring financial institutions to file and
				submit financial data using the financial data standards required by subsection
				(a).</text>
							</paragraph><paragraph id="H4E50078A12A14690BEC3D3CF0181B5A2"><enum>(3)</enum><text display-inline="yes-display-inline">To the extent necessary to avoid imposing
				an undue burden on financial institutions, the Comptroller of the Currency may
				issue rules to provide exemptions from the provisions of this section. Factors
				considered by the Comptroller of the Currency in making such rules may include
				the following: cost, burden, size of institution, available technology, and
				whether the information will be made public.</text>
							</paragraph></subsection><subsection id="H0D8B675C1C9046AA84DDDA9DA9E53C92"><enum>(d)</enum><header>Public
				availability</header><text>To the extent appropriate, practicable, and in
				accordance with law, the Comptroller of the Currency shall ensure that
				financial data collected using formats consistent with the financial data
				standards required under this section is accessible by the public in those
				formats.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HBF236FC8805E4ECF9C9F60555E9530A1"><enum>(b)</enum><header>Technical
			 amendment</header><text display-inline="yes-display-inline">The table of
			 contents for chapter one of title LXII of the Revised Statutes of the United
			 States is amended by inserting after the item relating to section 5156A the

			 Act</header><text display-inline="yes-display-inline">Section 204 of the
			 Investment Advisers Act of 1940 (15 U.S.C. 80b–4) is amended by adding at the
			 end the following new subsection:</text>

				shall, by rule, adopt a data standard for any financial data that is included
				in reports filed by investment advisers with the Commission under this
				section.</text>
						</paragraph><paragraph id="H5B74B614EA204AFA9886E5BF18C03B74"><enum>(2)</enum><text>The data standard
				adopted under paragraph (1) shall be consistent and interoperable with the data
				standard prescribed by the Commission under part 232 of title 17, Code of
				Federal Regulations (or any successor thereto) for the financial statements
				contained in periodic and current reports filed with the Commission under
				sections 13(a) and 15(d) of the Securities Exchange Act of 1934.</text>
						</paragraph><paragraph id="H681F0555C9B546978FD7109E94B25AEF"><enum>(3)</enum><text>The Commission
				shall, by rule, require any financial data contained in reports filed by
				investment advisers with the Commission under this section to be in a format
				consistent with the financial data standard adopted under paragraph (1).</text>
						</paragraph><paragraph id="H332151719E994BF4A776AD4416CED715"><enum>(4)</enum><text>The Commission
				may, by rule, exempt reports regarding private funds advised by investment
				advisers under subsection (b) from the requirements of this
				subsection.</text>

			</subsection><subsection id="H9A4B0188A84544D5B2AA116B38D32D80"><enum>(b)</enum><header>Financial data
			 standard for quantitative data required To be submitted or published by
			 nationally recognized statistical rating organizations</header><text display-inline="yes-display-inline">Section 15E of the Securities Exchange Act
			 of 1934 (15 U.S.C. 78o–7) is amended by adding at the end the following new
			 subsection:</text>

				shall, by rule, adopt a data standard for all quantitative data that nationally
				recognized statistical rating organizations are required to either submit to
				the Commission or publicly disclose under this section.</text>
						</paragraph><paragraph id="H8FDA416583E64D1BA87F032781DD30C8"><enum>(2)</enum><text>The data standard
				adopted under paragraph (1) shall be consistent and interoperable with the data
				standard prescribed by the Commission under parts 240 and 249b of title 17,
				Code of Federal Regulations (or any successors thereto) for ratings
				histories.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HD05C3BA00CE6425BB8EC28C9DC913037"><enum>(c)</enum><header>Data standard
			 for asset-Backed securities</header><text display-inline="yes-display-inline">Section 7(c) of the Securities Act of 1933
			 is amended by adding at the end the following new paragraphs:</text>

				shall, by rule, adopt a data standard for all disclosures required under this
				subsection.</text>
						</subparagraph><subparagraph id="H6BF99BFC2B0E4D898E5F47874896D976"><enum>(B)</enum><text>The data standard
				adopted under paragraph (1) shall be consistent and interoperable with the data
				standard prescribed by the Commission under part 232 of title 17, Code of
				Federal Regulations (or any successor thereto) for the financial statements
				contained in periodic and current reports filed with the Commission under
				sections 13(a) and 15(d) of the Securities Exchange Act of 1934.</text>
						</subparagraph><subparagraph id="H388B1B5E0C5243148AA9407EABDFB0DD"><enum>(C)</enum><text>The Commission may
				exempt particular disclosure information from the requirements of this
				paragraph—</text>
							<clause id="H00BADB74E73D492F865238D56E415C29"><enum>(i)</enum><text>to
				the extent necessary to avoid undue burden on entities filing asset-backed
				securities disclosures; or</text>

				Commission shall ensure that data filed or received under this subsection is
				accessible by the

			 for corporate disclosures under the Securities Act of 1933</header><text display-inline="yes-display-inline">Section 7 of the Securities Act of 1933 (15
			 U.S.C. 77g) is amended by adding at the end the following new

				the Commission under this title, except that the Commission may exempt
				exhibits, signatures, and certifications from this requirement.</text>
						</paragraph><paragraph id="HDFABBEF82EDE4966B181B96A76F245E3"><enum>(2)</enum><text>The data standard
				adopted under paragraph (1) shall be consistent and interoperable with the data
				standard prescribed by the Commission under section 232 of title 17, Code of
				Federal Regulations (or any successor thereto) for the financial statements
				contained in periodic and current reports filed with the Commission under
				sections 13(a) and 15(d) of the Securities Exchange Act of 1934.</text>
						</paragraph><paragraph id="H5271F2AF289A4895BE7EBC8FCC719416"><enum>(3)</enum><text>The Commission may
				exempt particular disclosure information from the requirements of this
				subsection—</text>
							<subparagraph id="H52F58C4177B44F8D8C47F5A08F92B787"><enum>(A)</enum><text>to the extent
				necessary to avoid undue burden on issuers; or</text>
							</subparagraph><subparagraph id="HB3D51E859574431F9ACC06646B80AB4F"><enum>(B)</enum><text>for information
				that will not be made

			 Act of 1934</header><text display-inline="yes-display-inline">Section 13 of the
			 Securities Exchange Act of 1934 (15. U.S.C. 78m) by adding at the end the
			 following:</text>
				<quoted-block id="H74159CFF7D204889A08F738393F733CD" style="OLC">
					<subsection id="H17E9FF5A927C45AD86524951434EFECA"><enum>(r)</enum><header>Data standard
				for periodic and current reports</header>
						<paragraph id="H2FC2134191C44D4CA2A39C01D62559CA"><enum>(1)</enum><text>The Commission,
				shall, by rule, adopt a data standard for all information contained in periodic
				and current reports required to be filed or furnished under this section or
				under section 15(d), except that the Commission may exempt exhibits,
				signatures, and certifications from this requirement.</text>
						</paragraph><paragraph id="H67D53D4FFF88466BBD14EA0E84AD5EF5"><enum>(2)</enum><text>The data standard
				required under paragraph (1) shall be consistent and interoperable with the
				data standard prescribed by the Commission under section 232 of title 17, Code
				of Federal Regulations (or any successor thereto) for the financial statements
				contained in periodic and current reports filed with the Commission under this
				section and section 15(d).</text>
						</paragraph><paragraph id="H29C1A29883424C5A9D6CE626C8C18983"><enum>(3)</enum><text>The Commission may
				exempt particular disclosure information from the requirements of this
				subsection—</text>
							<subparagraph id="H64E272FC6DC147AF91977799C9794012"><enum>(A)</enum><text>to the extent
				necessary to avoid undue burden on issuers; or</text>
							</subparagraph><subparagraph id="H4E1519D4FC484DC2AD3004D5E57CD5EA"><enum>(B)</enum><text>for information
				that will not be made
				public.</text>
							</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H681DF4EA4664480DA6C241E69AB57A8E"><enum>(f)</enum><header>Data standard
			 for corporate proxy and consent solicitation materials under the Securities
			 Exchange Act of 1934</header><text display-inline="yes-display-inline">Amend
			 section 14 of the Securities Exchange Act of 1934 (15 U.S.C. 78n) by adding at
			 the end the following:</text>

					<subsection id="H2003C3F2C5A04553865F9AF05FB7CE8D"><enum>(k)</enum><header>Data standard
				for proxy and consent solicitation materials</header>
						<paragraph id="H4F5103524355481A9D370A3BE90B468D"><enum>(1)</enum><text>The Commission
				shall, by rule, adopt a data standard for all information contained in any
				proxy or consent solicitation material prepared by an issuer for an annual
				meeting of the shareholders of the issuer, except that the Commission may
				exempt exhibits, signatures, and certifications from this requirement.</text>
						</paragraph><paragraph id="H6BB020A6C9AB4A9E95A6E721F49E8376"><enum>(2)</enum><text>The data standard
				required under paragraph (1) shall be consistent and interoperable with the
				data standard prescribed by the Commission under section 232 of title 17, Code
				of Federal Regulations (or any successor thereto) for the financial statements
				contained in periodic and current reports filed with the Commission under
				sections 13 and 15(d).</text>
						</paragraph><paragraph id="H7E2187FEE4164741867C477A6A38EE11"><enum>(3)</enum><text>The Commission may
				exempt particular disclosure information from the requirements of this
				subsection—</text>
							<subparagraph id="H99E3A4B5606B4484851D323E8AB1D932"><enum>(A)</enum><text>to the extent
				necessary to avoid undue burden on issuers; or</text>
							</subparagraph><subparagraph id="H862C7B3937C04675B4930331355697BC"><enum>(B)</enum><text>for information
				that will not be made
				public.</text>
							</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section id="HD646CCF5BC0046488684380FBFC690D3"><enum>7.</enum><header>Financial data
			 standards to ensure the transparency of information reported to the Office of
			 National Insurance</header><text display-inline="no-display-inline">Section
			 313(e) of title 31, United States Code, is amended by adding at the end the
			 following new paragraph:</text>

				<paragraph id="H7FDCCDB83E2549A1969BD5EA6FBF7F0E"><enum>(7)</enum><header>Financial data
				standard</header>
					<subparagraph id="H000BA35CEF4E48E4B3FF9534B6B31194"><enum>(A)</enum><header>In
				general</header><text>The Office shall adopt a data standard for all financial
				data that it requires any insurer or affiliate to submit directly to the Office
				under this subsection.</text>
					</subparagraph><subparagraph id="HF6AD47911B534062B867D8A83B04350C"><enum>(B)</enum><header>Characteristics
				of financial data standard</header><text>The data standard required by
				subparagraph (A) shall—</text>
						<clause id="HE6D76064DEBF400B88A3DA820FAFB93B"><enum>(i)</enum><text>incorporate a
				widely accepted, nonproprietary, searchable, computer-readable data
				format;</text>
						</clause><clause id="H222A520417594151955E6B46572A1EA9"><enum>(ii)</enum><text>be consistent
				with and implement—</text>
							<subclause id="H5C35AC90ADAD4E05A85C189F3271CDB9"><enum>(I)</enum><text>United States
				generally accepted accounting principles or Federal financial accounting
				standards (as appropriate);</text>
							</subclause><subclause id="H6FC51E7225C04C34ACDD65C097C8752C"><enum>(II)</enum><text>demonstrated best
				practices; and</text>
							</subclause><subclause id="H781CA2F42E05421A81F38CBAC758FD03"><enum>(III)</enum><text>Federal
				regulatory requirements;</text>
							</subclause></clause><clause id="HFD759E5D92A741DCB7F52A1CEB7FAE20"><enum>(iii)</enum><text>improve the
				transparency, consistency, and usability of business and financial
				information;</text>
						</clause><clause id="H54A6B35CA56E4E6088FBDFF53CFEF391"><enum>(iv)</enum><text>ensure
				interoperability and appropriate reuse of information through business process
				standardization;</text>
						</clause><clause id="H7D652E9612AF47C79575A43D757C036D"><enum>(v)</enum><text>reuse, enhance,
				harmonize, and integrate existing standards as possible and appropriate;
				and</text>
						</clause><clause id="HFDC66BF11EE74CBC953CA9DC32CBE55E"><enum>(vi)</enum><text>be capable of
				being continually upgraded to be of maximum use as technologies and content
				evolve over time.</text>
						</clause></subparagraph><subparagraph id="H22A8B5FFBA3F42399EF33CDD5E3C40EE"><enum>(C)</enum><header>Implementation
				of financial data standard</header>
						<clause id="H9D20C53D09E541F3828FF11AEEC57F4F"><enum>(i)</enum><text>The Office shall
				adopt the financial data standard required by subparagraph (A) before the end
				of the 1-year period beginning on the date of the enactment of the Federal
				Insurance Office Act of 2010.</text>
						</clause><clause id="H80FEC93D1EFD43AE939231B9A7FCCBA1"><enum>(ii)</enum><text>The Office shall
				issue rules requiring insurers and affiliates that submit financial data
				directly to the Office to submit such financial data using the financial data
				standard required by subparagraph (A).</text>
						</clause><clause id="H61973F15F0D647D88D3627EC998BA262"><enum>(iii)</enum><text>To the extent
				necessary to avoid imposing an undue burden on small insurers and affiliates,
				the Office may issue rules exempting small insurers and affiliates from the
				requirements of this paragraph.</text>
						</clause></subparagraph><subparagraph id="H25B18BA267694628BDF54E31B3DD9531"><enum>(D)</enum><header>Public
				availability</header><text>To the extent appropriate and permitted by law, the
				Office shall ensure that information submitted under to this subsection is
				accessible by the public.</text>
					</subparagraph><subparagraph id="H516D39D8280248B7A3CA007C1B010247"><enum>(E)</enum><header>Application</header><text>The
				requirements of this paragraph shall not apply to information obtained by the
				Office from State insurance regulators, other regulatory agencies, or publicly
				available sources under subparagraph (4). However, the Office shall permit
				State insurance regulators, at their option, to submit financial data to the
				office using the financial data standard required by subparagraph
				(A).</text>
					</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HD3695AAA55E548D5B7964CA0675FD5C2"><enum>8.</enum><header>Financial data
			 standards to ensure the transparency of swap transaction data</header>
			<subsection id="H523A4FBD6DE44585B4E278AF11EA5DFB"><enum>(a)</enum><header>Financial data
			 standard for nonsecurity-Based swap transaction data</header><text display-inline="yes-display-inline">Section 2(a) of the Commodity Exchange Act
			 (7 U.S.C. 2(a)) is amended by adding at the end the following new
			 paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="H0AF557F184184F2589F07F662D98F795" style="OLC">
					<paragraph id="H1B1A6C12813349F1855AFD85F5A5FBBF"><enum>(16)</enum><header>Swap
				Transaction Data Standard</header>
						<subparagraph id="HD2FABC3869E7426095A1B6C597BB52BA"><enum>(A)</enum><header>In
				general</header><text>The Commission shall adopt a data standard for swap
				transaction data that is subject to the public availability requirements of
				subparagraph (13)(C).</text>
						</subparagraph><subparagraph id="H066F0496285A4F50B404CA69D3DA3A6F"><enum>(B)</enum><header>Characteristics
				of swap transaction data standard</header><text>The data standard required by
				subparagraph (A) shall—</text>
							<clause id="H3180DCA401C6421281E4E76A63CC6D0E"><enum>(i)</enum><text>incorporate a
				widely accepted, nonproprietary, searchable, computer-readable data format;
				and</text>
							</clause><clause id="H83C73A60D04547B3A19569A900D164B2"><enum>(ii)</enum><text>be consistent
				with and implement—</text>
								<subclause id="H4A072B228F8E45A2AFFFA8509440FC9E"><enum>(I)</enum><text>United States
				generally accepted accounting principles or Federal financial accounting
				standards (as appropriate);</text>
								</subclause><subclause id="H31552207625A4BA8AB36BBC0CE0AD076"><enum>(II)</enum><text>demonstrated best
				practices; and</text>
								</subclause><subclause id="HEFB4A4D29EDC4195BEF49EFD5FB35290"><enum>(III)</enum><text>Federal
				regulatory requirements;</text>
								</subclause></clause><clause id="HCAAD70252A5D4B05BA015B485119DBA9"><enum>(iii)</enum><text>improve the
				transparency, consistency, and usability of business and financial
				information;</text>
							</clause><clause id="H10CC466F7F0E4A2A82F733302ED3B4B7"><enum>(iv)</enum><text>ensure
				interoperability and appropriate reuse of information through business process
				standardization;</text>
							</clause><clause id="H00BCEFD742894ED3B66DDE35E97E94A7"><enum>(v)</enum><text>reuse, enhance,
				harmonize, and integrate existing standards as possible and appropriate;
				and</text>
							</clause><clause id="HA06BB0179DAB47C385377B22DA25C419"><enum>(vi)</enum><text>be capable of
				being continually upgraded to be of maximum use as technologies and content
				evolve over time.</text>
							</clause></subparagraph><subparagraph id="HACFBD2C75BE340D1BBD0C42C1FE8F6F5"><enum>(C)</enum><header>Consistency with
				data standard for security-based swap transaction data</header><text>In
				adopting the data standard required by subparagraph (A), the Commission shall
				ensure consistency and interoperability with the data standard that is required
				for security-based swap transaction data under section 13A of the Securities
				Exchange Act of 1934.</text>
						</subparagraph><subparagraph id="HA53DD9644A5D446AAD1EB871E4BC7158"><enum>(D)</enum><header>Implementation
				of swap transaction data standard</header><text display-inline="yes-display-inline">Not later than the end of the 2-year period
				beginning on the date of the enactment of the Financial Industry Transparency
				Act of 2010, the Commission shall provide, by rule, for the reporting and
				dissemination of swap transaction data in a format consistent with the data
				standard required by subparagraph
				(A).</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HEAEFF316E5FF4E56B9C7C6119BA61FA7"><enum>(b)</enum><header>Financial data
			 standard for security-Based swap transaction data</header><text display-inline="yes-display-inline">Section 13A of the Securities Exchange Act
			 of 1934 is amended by adding at the end the following new subsection:</text>

					<subsection id="HDDFA4A35867749C08FC9BAC0D9170BED"><enum>(e)</enum><header>Security-Based
				Swap Transaction Data Standard</header>
						<paragraph id="H3BAB103E546D452B88ADEEA7D31E563F"><enum>(1)</enum><header>In
				general</header><text>The Commission shall adopt a data standard for all
				reporting to the Commission or to a security-based swap data repository under
				subsection (a)(1).</text>
						</paragraph><paragraph id="H0582193EAF544DCAA4C72777A75627B8"><enum>(2)</enum><header>Characteristics
				of security-based swap transaction data standard</header><text>The data
				standard required by paragraph (1) shall—</text>
							<subparagraph id="HB36126E45F1548D5831CF9F205625796"><enum>(A)</enum><text>incorporate a
				widely accepted, nonproprietary, searchable, computer readable data
				format;</text>
							</subparagraph><subparagraph id="H3B684AD7330A4227A0A34043A22B929F"><enum>(B)</enum><text>be consistent with
				and implement—</text>
								<clause id="H75BF87F462C94EFD8EEF1BCB9EB53E23"><enum>(i)</enum><text>United States
				generally accepted accounting principles or Federal financial accounting
				standards (as appropriate);</text>
								</clause><clause id="HF5BFB05078D04DC6BCA70E26B4105437"><enum>(ii)</enum><text>demonstrated best
				practices; and</text>
								</clause><clause id="HEC36ED8F6D984361AB42450C7FCC0460"><enum>(iii)</enum><text>Federal
				regulatory requirements;</text>
								</clause></subparagraph><subparagraph id="HE52A6D80F68641329CD91C7FE8C1F32A"><enum>(C)</enum><text>improve the
				transparency, consistency, and usability of business and financial
				information;</text>
							</subparagraph><subparagraph id="H01FBACDE31384249978537A66DADCB56"><enum>(D)</enum><text>insure
				interoperability and appropriate reuse of information through business process
				standardization;</text>
							</subparagraph><subparagraph id="H2508EB2E8ED5411FBBDF8A532769FF68"><enum>(E)</enum><text>reuse, enhance,
				harmonize, and integrate existing standards as possible and appropriate;
				and</text>
							</subparagraph><subparagraph id="H4BB267624FE747F3B9B5FA1E4A7B2761"><enum>(F)</enum><text>be capable of
				being continually upgraded to be of maximum use as technologies and content
				evolve over time.</text>
							</subparagraph></paragraph><paragraph id="H4FB43D3B15B64C8E970FDF55AAE19E9B"><enum>(3)</enum><header>Consistency with
				data standard for swap transaction data</header><text>In adopting the data
				standard required by paragraph (1), the Commission shall ensure consistency and
				interoperability with the data standard that is required for swap transaction
				data under section 2 of the Commodity Exchange Act (7 U.S.C. 2).</text>
						</paragraph><paragraph id="HAB67986ED82544419E24ABF895ABD0F7"><enum>(4)</enum><header>Implementation
				of security-based swap transaction data standard</header><text display-inline="yes-display-inline">Not later than the end of the 2-year period
				beginning on the date of the enactment of the Financial Industry Transparency
				Act of 2010, the Commission shall, by rule or regulation, adopt the data
				standard required by paragraph (1) and require it to be used for all reporting
				to the Commission or to a security-based swap data repository pursuant to
				subsection (a)(1).</text>
						</paragraph><paragraph id="HE7D64F2F09624E88AA6799AB082DD307"><enum>(5)</enum><header>Public
				availability</header><text>To the extent appropriate and permitted by law, the
				Commission shall ensure that security-based swap transaction data received and
				reported under this section is accessible by the
				public.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
