		<section id="HB7329A0C2A6D414AB2488F007D87F679" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Access to Complete Education
			 Act</short-title></quote>.</text>
		</section><section display-inline="no-display-inline" id="HD17DDC9B086A49A69551E8DAB165C22F"><enum>2.</enum><header>New part I (Core
			 Curriculum Development)</header>
			<subsection id="H93BD9CA8D74E49F18C26CC746FE90722"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Title I of the
			 Elementary and Secondary Education Act of 1965 is amended by redesignating part
			 I as J and inserting after part H the following:</text>

					<part id="H2848C34CAF9B470CAA5631577672E872"><enum>I</enum><header>Core
				Curriculum Development </header>
						<section id="HD4E4CB41D3224299BAE31DE491A5E515"><enum>1851.</enum><header>Grants
				authorized</header>
							<subsection id="H716AEF0E2D524E0B894DAB3BD07B0074"><enum>(a)</enum><header>Purpose</header><text display-inline="yes-display-inline">The purpose of this section is to support
				systemic, comprehensive education reform by strengthening the instruction of
				music and arts, foreign languages, civics and government, economics, history,
				geography, and physical education and health as an integral part of the
				elementary and secondary school curriculum.</text>
							</subsection><subsection id="HCD4A24FF1B7B42FDAAB72BC920503C02"><enum>(b)</enum><header>Authority</header><text>The
				Secretary is authorized to award grants to local educational agencies to
				promote and strengthen one or more of the subjects specified in subsection (a)
				as an integral part of the elementary school and secondary school
				curriculum.</text>
							</subsection><subsection id="H55CB0AC7A7A740EDBE8BA7DE4319182D"><enum>(c)</enum><header>Application</header><text>To
				seek a grant under this section, a local educational agency shall submit an
				application to the Secretary at such time, in such manner, and containing such
				information as the Secretary may require.</text>
							</subsection><subsection commented="no" id="HBEFDB7C1BCE6426CA6D599BEC46CD36E"><enum>(d)</enum><header>Priority</header><text>In
				awarding grants to local educational agencies under this section, the Secretary
				shall give priority to local educational agencies with greater—</text>
								<paragraph commented="no" id="H51C4B91FB3E946D096B4C9EFA691B1D"><enum>(1)</enum><text>numbers of children
				who are counted under section 1124(c); and</text>
								</paragraph><paragraph commented="no" id="H17B330E0EFAF4BF09756CCE72BC219B"><enum>(2)</enum><text display-inline="yes-display-inline">percentages of children from families below
				the poverty line.</text>
								</paragraph></subsection><subsection id="H2F206A5818DF464DABB7B9FD7C00EE22"><enum>(e)</enum><header>Use of
				funds</header><text>Funds may be used to expand access to the subjects
				specified in subsection (a) by—</text>
								<paragraph id="HC5F9E6766068414F9F8E992042052FE3"><enum>(1)</enum><text>expanding the
				amount of instructional time on these subjects;</text>
								</paragraph><paragraph id="HCD69C26177DB4875BF15746E9B5DFF30"><enum>(2)</enum><text>providing for
				curriculum development that is aligned with State standards where
				relevant;</text>
								</paragraph><paragraph id="H6FF243D5E54249AFAD626964584B0017"><enum>(3)</enum><text>providing
				essential materials and text books that are aligned with State standards where
				relevant;</text>
								</paragraph><paragraph id="H33DA78A7C3BE43429E93C43327BE55DF"><enum>(4)</enum><text>partnering with
				Federal, State, and community-based organizations and institutions to increase
				student learning in these subjects;</text>
								</paragraph><paragraph id="H62C8E04D9E57480998A6AC2343D55E1E"><enum>(5)</enum><text>providing
				professional development to ensure curricula are implemented effectively;
				and</text>
								</paragraph><paragraph id="H90E35073C89745DCB64B13B75601E6CA"><enum>(6)</enum><text>creating and using
				formative assessments where appropriate to advance student achievement and
				improve instruction.</text>
								</paragraph></subsection><subsection id="HC61A5043B6B24459A49F9834E1393737"><enum>(f)</enum><header>Conditions</header><text>As
				a condition of receiving assistance made available under this section, the
				Secretary shall require each local educational agency receiving such
				assistance—</text>
								<paragraph id="H6883D8A7DF5F4FCFB9AF587F7D105B7D"><enum>(1)</enum><text>to coordinate, to
				the extent practicable, each project or program carried out with such
				assistance with appropriate activities of public or private cultural agencies,
				institutions, and organizations, including museums, education associations,
				libraries, and theaters; and</text>
								</paragraph><paragraph id="HFBC81887E4A44758B5C1454DD2F22848"><enum>(2)</enum><text>to use such
				assistance only to supplement, and not to supplant, any other assistance or
				funds made available from non-Federal sources for the activities assisted under
				this section.</text>
								</paragraph></subsection><subsection id="HD65F44FF9C7741E88F41AC2B5C24CA4"><enum>(g)</enum><header>Evaluations</header>
								<paragraph id="H966A4E9D129E4A1BBECBD92C6E256C00"><enum>(1)</enum><header>In
				general</header><text>Each local educational agency that receives funds under
				this section shall provide the Secretary, at the conclusion of every fiscal
				year during which the funds are received, with an evaluation, in a form
				prescribed by the Secretary. This evaluation shall include—</text>
									<subparagraph id="H8892F99657CC4FBD827DEF9B4398B4A8"><enum>(A)</enum><text>a description of
				the programs and activities conducted by the local educational agency with
				funds received;</text>
									</subparagraph><subparagraph id="H8C7B5B350A9E4D92BC1F03A322F8DFB0"><enum>(B)</enum><text>data on curriculum
				and partnerships developed;</text>
									</subparagraph><subparagraph id="H7FC710E49076466CA8C9B05C8538EAA"><enum>(C)</enum><text>data on the amount
				of time spent on subjects allowed for under the grant; and</text>
									</subparagraph><subparagraph id="H77744E9D56844CFBA503A700CDDED884"><enum>(D)</enum><text>other information
				as determined by the Secretary.</text>
									</subparagraph></paragraph><paragraph id="H03D121C6E35249DAAFC6F28F884F1C00"><enum>(2)</enum><header>Use of
				evaluation</header><text>An evaluation provided by a local educational agency
				shall be used by the local educational agency and the State educational agency
				for improvement of programs and activities.</text>
								</paragraph></subsection><subsection id="H8ED88062BE374E3A9294D100F95CFE61"><enum>(h)</enum><header>Consultation</header><text>In
				carrying out this section, the Secretary shall consult with relevant Federal
				and State agencies or institutions, educators (including professional education
				associations), organizations representing subjects funded under this
				part.</text>
							</subsection><subsection commented="no" id="H50856F9D4FEA41B8809067E2267FF17F"><enum>(i)</enum><header>Authorization of
				appropriations</header><text>There are authorized to be appropriated for grants
				under this section the following:</text>
								<paragraph commented="no" id="H369EB050A92B486AAEE4CF1484CF88B"><enum>(1)</enum><text>$250,000,000 for
				fiscal year 2010.</text>
								</paragraph><paragraph commented="no" id="H5686DBA6FB294AE6AD53C523DED94C86"><enum>(2)</enum><text>$300,000,000 for
				fiscal year 2011.</text>
								</paragraph><paragraph commented="no" id="HEE0CBBBACE9B4D67B9DC0075C6A1CE30"><enum>(3)</enum><text>$350,000,000 for
				fiscal year 2012.</text>
								</paragraph><paragraph commented="no" id="H49055A216B8F4CDC8C671CAB35AFE58F"><enum>(4)</enum><text>$400,000,000 for
				fiscal year 2013.</text>
								</paragraph><paragraph commented="no" id="HA983484DCC8D473E94EBB56C00BE3BDE"><enum>(5)</enum><text>$450,000,000 for
				fiscal year 2014.</text>
								</paragraph><paragraph commented="no" id="H2F2FF1C7B8224622A82174851871AD3F"><enum>(6)</enum><text>$500,000,000 for
				fiscal year
				2015.</text>
								</paragraph></subsection></section></part><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H2A8E83CAA0B7420E9798597B11B93C71"><enum>(b)</enum><header>Conforming
			 amendments</header><text>The following provisions of the Elementary and
			 Secondary Education Act of 1965 are each amended by striking <quote>part
			 I</quote> and inserting <quote>part J</quote>:</text>

			 (20 U.S.C. 6394(c)(2)).</text>
				</paragraph><paragraph id="HC2062C3D6A334A518534D02C6E9E24C5"><enum>(2)</enum><text>Section
			 1415(a)(2)(C) (20 U.S.C. 6435(a)(2)(C)).</text>
