		<section id="H65EC5F3E98C945D08784F714CD66AB51" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Economic Recovery Through Increased
			 Feeding Act of 2009</short-title></quote>.</text>
		</section><section id="H5BE6DA507A874FE3934B392F70EB8E58"><enum>2.</enum><header>Fingerprinting
			 prohibited</header><text display-inline="no-display-inline">Section 11(e)(2)(D)
			 of the Food and Nutrition Act of 2008 (7 U.S.C. 2020(e)(2)(D)) is amended by
			 inserting the following before the semicolon at the end: <quote>, and the
			 fingerprint or any other form of biometic testing of any member of a household
			 shall not be required for the purpose of participating in the supplemental
			 nutrition assistance program or for issuance of benefits for which the
			 household would otherwise be eligible</quote>.</text>
		</section><section id="HC439B485E4AA42DEA676A5F85BE8FCAF"><enum>3.</enum><header>Expanded
			 eligibility in high unemployment areas</header><text display-inline="no-display-inline">Section 6(o) of the Food and Nutrition Act
			 of 2008 (7 U.S.C. 2015(o)) is amended—</text>
			<paragraph id="H8F096642FF8149039467A41EFC17828B"><enum>(1)</enum><text>in paragraph (2)
			 by striking <quote>3 months</quote> and inserting <quote>12 months</quote>,
			 and</text>
			</paragraph><paragraph id="H325DF9031B094ACBA38E35B98DACF41"><enum>(2)</enum><text display-inline="yes-display-inline">in paragraph 4(A) by striking <quote>On the
			 request of a State agency, the Secretary may</quote> and inserting <quote>The
			 Secretary shall</quote>.</text>
			</paragraph></section><section id="H37C8D7A2C3C4473CAF2000D6F0943466"><enum>4.</enum><header>Participation in
			 supplemental nutrition assistance program in cities</header>
			<subsection id="H4257EB65795B484EB670C866B7EB94F7"><enum>(a)</enum><header>Reports</header><text display-inline="yes-display-inline">The Secretary of Agriculture shall—</text>
				<paragraph id="HB82CBDAA5E834D8284850093FE94A7EA"><enum>(1)</enum><text>require the
			 appropriate States to submit to the Secretary reports identifying the levels of
			 participation in the supplemental nutrition assistance program by eligible
			 households located in the 25 largest cities in the United States, and</text>
				</paragraph><paragraph id="H5DA4D24790BE4BB494121B454F32D735"><enum>(2)</enum><text>submit to the
			 Congress a report identifying the results contained in the reports required by
			 paragraph (1).</text>
				</paragraph></subsection><subsection id="HB56CACB046544AF4941229C23938F0CA"><enum>(b)</enum><header>Activities To
			 increase participation</header>
				<paragraph id="HBB365805E92549D98242E9928EEDFA46"><enum>(1)</enum><header>Requirement</header><text display-inline="yes-display-inline">If a State submits a report under
			 subsection (a)(1) that identifies a city in which the participation rate of
			 eligible households in the supplemental nutrition assistance program is less
			 than 85 percent, the Secretary of Agriculture shall require such State to
			 implement practices to increase such participation rate.</text>
				</paragraph><paragraph id="HD2C9DBD57FC34FFA00E4E3D4D000710"><enum>(2)</enum><header>Definition</header><text display-inline="yes-display-inline">The term <quote>practices</quote> means
			 telephone interviews, educational public service announcements, town halls, and
			 other services that the State deems fit to increase the participation rate to
			 more than 85 percent of eligible households.</text>
				</paragraph></subsection></section><section id="H3540B683A86D45DE87AAFC4B8E900000"><enum>5.</enum><header>Grants to improve
			 access to benefits</header><text display-inline="no-display-inline">Section
			 11(t) of the Food and Nutrition Act of 2008 (7 U.S.C. 2020(t)) is
			 amended—</text>
			<paragraph id="H8A386621E41247B49F8511004EE266C"><enum>(1)</enum><text>in
			 paragraph (1) by striking <quote>$5,000,000</quote> and inserting
			 <quote>$15,000,000</quote>, and</text>
			</paragraph><paragraph id="H3C63E6064B8647FDBD563FBEB80939D3"><enum>(2)</enum><text>in paragraph
			 (5)—</text>
				<subparagraph id="HCEAA8DDC64FD4C329C93F1416C79DC53"><enum>(A)</enum><text>in subparagraph
			 (A) by striking <quote>and</quote> at the end,</text>
				</subparagraph><subparagraph id="HB9170BFC19564B799D5B97BC6DD62258"><enum>(B)</enum><text>in subparagraph
			 (B) by striking the period at the end and inserting <quote>and</quote>,
			 and</text>
				</subparagraph><subparagraph id="HC24508153CE4468892DA81B382DD5652"><enum>(C)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="HCA138DA78EB54304A7877300B77B2F2C" style="OLC">
						<subparagraph id="HE6062B48011A4B68A72DDF5EBFE4F35"><enum>(C)</enum><text display-inline="yes-display-inline">shall give special consideration to
				eligible entities that are nonprofit organizations that provide on site at the
				locations of such organizations online application support to eligible
				households.</text>
						</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</subparagraph></paragraph></section><section id="HED1FB3E0FF934131BC000054FDF5692B"><enum>6.</enum><header>Encourage better
			 nutrition</header>
			<subsection id="H90C228A88CE9422F984622D11D7969A8"><enum>(a)</enum><header>EBT card access
			 at farmers’ markets</header><text display-inline="yes-display-inline">The
			 Secretary of Agriculture shall carry out a program to support the use of
			 electronic benefits transfers for Federal nutrition programs at farmers’
			 markets by means of installing or modernizing electronic benefit transfer
			 equipment at such markets and by providing educational forums on the benefits
			 of nutrition program participation at such markets.</text>
			</subsection><subsection id="H7829255BADA64ABDB70652994409F674"><enum>(b)</enum><header>Limitations</header><text>Funds
			 available to carry out this section—</text>
				<paragraph id="H1EC2AFA240724DFEA2243477FB00F6D3"><enum>(1)</enum><text>may not be used
			 for the ongoing cost of carrying out any project, and</text>
				</paragraph><paragraph id="HBBF1F2D2F75945E5ACC0020AEC50915"><enum>(2)</enum><text>shall only be
			 provided to eligible entities that demonstrate a plan to continue to provide
			 electronic benefit transfer card access at 1 or more farmers’ markets following
			 the receipt of such funds.</text>
				</paragraph></subsection><subsection id="H948209D9ECBB465B8122897C30A5AD46"><enum>(c)</enum><header>Authorization of
			 appropriations</header><text>There is authorized to be appropriated $25,000,000
			 to carry out this section.</text>
