		<official-title>To limit the amount of funds which may be made available
		  to Government agencies if Federal taxes are raised, and for other
		  purposes.</official-title>

		<section id="H93C124046AD7449BAFC70DAFF98964EF" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Stopping the Excessive Growth of the
			 Federal Government Act</short-title></quote>.</text>
		</section><section id="H2A69D38DDF2742C9AA282EFDC3D3832D" section-type="subsequent-section"><enum>2.</enum><header>Reduction in spending
			 and hiring at Government agencies</header>
			<subsection id="H5336617496434F6DAB6B81FCD3D17274"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Except as provided in
			 subsection (d), whenever there is enacted into law a bill or joint resolution
			 that increases Federal taxes (as determined under subsection (c)), the
			 following restrictions shall apply for the period of time specified in
			 subsection (b):</text>
				<paragraph id="H0AFFB31DBD194A9F80F8CE9F27B3344F"><enum>(1)</enum><text>No new
			 appropriations may be made to a Government agency.</text>
				</paragraph><paragraph id="H6C1F3C9172194C24A9DC3EF020B64AE2"><enum>(2)</enum><text>No new positions
			 may be created within a Government agency.</text>
				</paragraph><paragraph id="HA5342B1C4B574A7894084B2E95FA0927"><enum>(3)</enum><text>A
			 Government agency must abide by a 5-to-3 ratio of
			 involuntary-separations-to-appointments.</text>
				</paragraph></subsection><subsection id="HCB5731B542A740B1A7C133A3C482CE70"><enum>(b)</enum><header>Duration of
			 restrictions</header><text display-inline="yes-display-inline">The restrictions
			 under subsection (a) shall apply during the period—</text>
				<paragraph id="HC16E71BFEBCC4AE9ACEFC7C574A54DDC"><enum>(1)</enum><text>beginning on the
			 date as of which the bill or joint resolution referred to in subsection (a)
			 becomes law; and</text>
				</paragraph><paragraph id="HBDA26226E8D744DC882121D0054A6BEE"><enum>(2)</enum><text>ending at the
			 close of the Congress during which such bill or joint resolution becomes
			 law.</text>
				</paragraph></subsection><subsection id="H7FDC870F890A4FF4B1BEC1B1AA4873EB"><enum>(c)</enum><header>Determinations</header><text display-inline="yes-display-inline">For purposes of this Act, determinations
			 referred to in subsection (a) shall be made by the Director of the Office of
			 Management and Budget.</text>
			</subsection><subsection id="H3CF3B0A164B3480AA86D1CCD45CE5B6E"><enum>(d)</enum><header>Exceptions</header><text>The
			 restrictions under subsection (a) shall not apply—</text>
				<paragraph id="HED7FF664BBAF4EA99FBAE01199F1048E"><enum>(1)</enum><text>to positions
			 within a small Government agency or the Department of Defense, the Department
			 of Homeland Security, or the Department of Veterans Affairs; or</text>
				</paragraph><paragraph id="HBE29F36644E74B8BBCF7988D49DEBEDE"><enum>(2)</enum><text>during a period of
			 national emergency declared by the President.</text>
				</paragraph></subsection></section><section id="H81C9AB54C4EE4EEEB91E8723C5E01698"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">For purposes of this Act—</text>
			<paragraph id="HB75B46CC0F514EE9B982C459B263DE70"><enum>(1)</enum><text>the term
			 <quote>Government agency</quote> means an Executive agency, as defined by
			 section 105 of title 5, United States Code;</text>
			</paragraph><paragraph id="H2307607177904873AE9F86B71A034A47"><enum>(2)</enum><text>the term
			 <quote>employee</quote> has the meaning given such term by section 2105 of
			 title 5, United States Code; and</text>
			</paragraph><paragraph id="H32F11F92A8884199970184F9425B8AEF"><enum>(3)</enum><text>the term
			 <quote>small Government agency</quote> means a Government agency which, for the
			 fiscal year last ending before the start of the Congress during which the bill
			 or joint resolution (as described in subsection a)) becomes law, employs an
			 average of not more than 500 employees (as determined by the Office of
			 Personnel Management).</text>
