		<section id="H67E7E576F3B54E23A408B02222C8BC3D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Gulf Coast Oil Spill Legal Liabilities
			 and Claims Act of 2010</short-title></quote>.</text>
		</section><section id="HA1C344796AA14B83A4764B40B99F74D9" section-type="subsequent-section"><enum>2.</enum><header>Limitations on effect
			 of legal releases in certain civil actions</header><text display-inline="no-display-inline">No settlement, legal release, or other
			 agreement shall extinguish or limit liability in a civil action for significant
			 harm arising from a discharge into waters off the shore of the United States of
			 a substance that contaminates a marine or coastal environment or endangers
			 public health, if such settlement, legal release, or agreement is entered into
			 under coercion or duress or is entered into in exchange for any benefit other
			 than a settlement of claims pending.</text>
		</section><section id="HE491035DFCF845D195E3443A74CF17F6"><enum>3.</enum><header>Amendment to
			 Class Action Fairness Act</header><text display-inline="no-display-inline">Title 28, United States Code, is
			 amended—</text>
			<paragraph id="HCD7A1818913C4897B8F738A8E03ACF95"><enum>(1)</enum><text>in section 1711(2), by inserting <quote>, but does not include an action
			 brought by a State or subdivision of a State on behalf of its citizens</quote>
			 before the period;</text>
			</paragraph><paragraph id="H857ED707B87E4A0CB00CBD5B84055538"><enum>(2)</enum><text>in section 1332(d)(1)(B), by inserting <quote>, but does not include an action
			 brought by a State or subdivision of a State on behalf of its citizens</quote>
			 before the semicolon; and</text>
			</paragraph><paragraph id="HAD638B4754FF4FA690FEBAFF5811188E"><enum>(3)</enum><text>in section
			 1332(d)(11)(B)(ii)—</text>
				<subparagraph id="HCBFD5C4669BD4794B1A0EEF24DA15674"><enum>(A)</enum><text>by striking
			 <quote>or</quote> at the end of subclause (III);</text>
				</subparagraph><subparagraph id="H106F15ADBD3A4F29BB63DC1DFB00658B"><enum>(B)</enum><text>by striking the
			 period at the end of subclause (IV) and inserting <quote>; or</quote>;
			 and</text>
				</subparagraph><subparagraph id="HD059BAEA0DDF424AB1C563D406CC5F81"><enum>(C)</enum><text>by adding at the
			 end the following:</text>

						<subclause id="H382F8974F8824927B2EBBFD521C981C1" indent="up3"><enum>(V)</enum><text display-inline="yes-display-inline">the claims are made by a State or
				subdivision of a State on behalf of its
				citizens.</text>
