		  1965 to allow non-debt financing for for-profit companies in business

		<section id="HDC7CF1540FFA472EB10351016738F7B3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Supporting Entrepreneurial Economic Development Act
			 </short-title></quote> or <quote><short-title>SEED Act</short-title></quote> .</text>
		</section><section id="H39A0B7D8CB83474E8C92BB2BB3C91863"><enum>2.</enum><header>Non-debt
			 financing in direct expenditure or redistribution</header><text display-inline="no-display-inline">Section 217(c) of the Public Works and
			 Economic Development Act of 1965 (42 U.S.C. 3154c) is amended to read as
			 follows:</text>
			<quoted-block display-inline="no-display-inline" id="HE0CF68D8BE8D49A3BFC87F797A08F03D" style="OLC">
				<subsection id="H3BC9B7F71B364940B59604DA54CC0DA6"><enum>(c)</enum><header>Economic
				adjustment</header>
					<paragraph id="H049D87250AF34CCD924B59345032C74C"><enum>(1)</enum><header>Non-debt
				financing addition</header><text>Subject to subsection (d), a recipient of a
				grant under section 209 may directly expend the grant funds or may redistribute
				the funds to public and private organizations and entities in the form of a
				grant, loan, loan guarantee, payment to reduce interest on a loan guarantee, or
				other appropriate assistance, including non-debt financing of for-profit
				companies in business incubators.</text>
					</paragraph><paragraph id="HBAE4C77DAA1149B48ADB84C49A202F04"><enum>(2)</enum><header>Definitions</header><text display-inline="yes-display-inline">For purposes of this subsection—</text>
						<subparagraph id="H3093CCB56D0942469853195C4B53154B"><enum>(A)</enum><text display-inline="yes-display-inline">the term <quote>business incubator</quote>
				means an organization or entity, including an academic institution, established
				to foster the start-up of businesses or accelerate the growth of fledgling
				companies by providing entrepreneurs with resources and services to produce
				viable businesses that can help create jobs and restore vitality to distressed
				areas.</text>
						</subparagraph><subparagraph id="HE563A181D5B448D4923F16F617A3404A"><enum>(B)</enum><text>the term non-debt
				financing means funding used to help business incubators develop an idea and
				create the first product to be brought to market for the first
				time.</text>
						</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
