		<official-title>To amend title 23, United States Code, to authorize
		  States to allow vehicles operated by members of the Armed Forces, law
		  enforcement officers, and emergency response personnel to use HOV facilities,
		  and for other purposes.</official-title>

		<section id="H6A8D818805254542B013B1F5620D5388" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Military Personnel Readiness Act of
			 2010</short-title></quote>.</text>
		</section><section id="H905ADFDA0EB24EB7817098B7E85A3913" section-type="subsequent-section"><enum>2.</enum><header>HOV
			 facilities</header>
			<subsection id="H07AAE15CC1D3479CA90797E92D065B41"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 166(b) of
			 title 23, United States Code, is amended by adding at the end the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="H7DA031FBD2414DAF96C39A49157FB4F9" style="OLC">
					<paragraph id="H2E0FC3C65DDF4E05BE9F947FA020C773"><enum>(6)</enum><header>Vehicles
				operated by members of the Armed Forces, law enforcement officers, and
				emergency response personnel</header>
						<subparagraph id="H818BE4593BA243EF924C5D3D91FADFD4"><enum>(A)</enum><header>In
				general</header><text>A State agency may allow a vehicle to use the HOV
				facility if the vehicle is operated by an individual who is—</text>
							<clause id="H4DBA5B61EF5644A8AA1A39DE95A91224"><enum>(i)</enum><text display-inline="yes-display-inline">a member of the Armed Forces serving on
				active duty;</text>
							</clause><clause id="H82D90ADD35C648D6A36552D37FBE469C"><enum>(ii)</enum><text>a
				law enforcement officer; or</text>
							</clause><clause id="HA23B89B26A304AFE813D586294228DF5"><enum>(iii)</enum><text>serving in a
				position as emergency response personnel.</text>
							</clause></subparagraph><subparagraph id="HAE69A51E3E5C473F983DA6BF362A35D1"><enum>(B)</enum><header>Implementation</header><text>A
				State may take such actions as may be necessary to carry out the exception set
				forth in this paragraph, including establishing eligibility requirements for
				vehicle operators and providing for the badging of
				vehicles.</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H3160A810D02943C0924BF4B047DB92BE"><enum>(b)</enum><header>Conforming
			 amendments</header><text>Section 166(b)(1) of such title is amended by striking
			 <quote>(5)</quote> and inserting <quote>(6)</quote>.</text>
			</subsection></section><section id="HFF8615391F804E8EB470F24B4C6E2DA7"><enum>3.</enum><header>Effects of
			 traffic congestion on military readiness</header>
			<subsection id="H261B38D51E3540CF81FA19CCEC79E834"><enum>(a)</enum><header>Study</header><text display-inline="yes-display-inline">The Comptroller General shall conduct a
			 study on the effects of traffic congestion on military readiness in
			 metropolitan areas with a high concentration of military personnel.</text>
			</subsection><subsection id="H615C7ED77C7547949D47157D140F3836"><enum>(b)</enum><header>Report</header><text>Not
			 later than 6 months after the date of enactment of this Act, the Comptroller
			 General shall transmit to Congress a report on the results of the study.</text>
