		<official-title>To amend the Public Health Service Act to revise the
		  amount of minimum allotments under the Projects for Assistance in Transition
		  from Homelessness Program.</official-title>

		<section display-inline="no-display-inline" id="H3DAD6DA6DA9B42D4B1172271BE6C00E1" section-type="section-one"><enum>1.</enum><header>Minimum allotments under the
			 Projects for Assistance in Transition from Homelessness program</header><text display-inline="no-display-inline">Section 524 of the
			 <act-name parsable-cite="PHSA">Public Health Service Act</act-name> (42 U.S.C.
			 290cc–24) is amended to read as follows:</text>
			<quoted-block act-name="Public Health Service Act" id="H8D7256A592AC44259F3D050036AED3BC">
				<section id="HFFBDDAEDA6514F5BB5E496E805F331E4"><enum>524.</enum><header>Determination
				of amount of allotment</header>
					<subsection id="H7E5C8EE6FDF34B38A2B137D5BA7BD90C"><enum>(a)</enum><header>Determination
				under formula</header><text>Subject to subsection (b), the allotment required
				in section 521 for a State for a fiscal year is the product of—</text>
						<paragraph id="H49B02E0DD542498C84AD28247C97DE85"><enum>(1)</enum><text>an amount equal to
				the amount appropriated under section 535 for the fiscal year; and</text>
						</paragraph><paragraph id="HD3A851088A2045EA9E2B95EFEDBAA516"><enum>(2)</enum><text>a percentage equal
				to the quotient of—</text>
							<subparagraph id="HC7943EA835E449B1B4D9AD10B1E1A691"><enum>(A)</enum><text>an amount equal to
				the population living in urbanized areas of the State involved, as indicated by
				the most recent data collected by the Bureau of the Census; and</text>
							</subparagraph><subparagraph id="HCD356A53E1834D2ABE04B9A26667A8C4"><enum>(B)</enum><text>an amount equal to
				the population living in urbanized areas of the United States, as indicated by
				the sum of the respective amounts determined for the States under subparagraph
				(A).</text>
							</subparagraph></paragraph></subsection><subsection id="H2EEE6D6B4AF5464DB4DF5C1B6C018E85"><enum>(b)</enum><header>Minimum
				allotment</header>
						<paragraph id="HD7A845DBAB434F5D988B4502BA16BCC4"><enum>(1)</enum><header>In
				general</header><text>Subject to paragraph (2), the allotment for a State under
				section 521 for a fiscal year shall, at a minimum, be the greater of—</text>
							<subparagraph id="H71595484350E46C998F7EF9444C7494E"><enum>(A)</enum><text>the amount the
				State received under section 521 in fiscal year 2009; and</text>
							</subparagraph><subparagraph id="H00BCF30BEDDC4987AC273D8490DD33F6"><enum>(B)</enum><text>$750,000 for each
				of the several States, the District of Columbia, and the Commonwealth of Puerto
				Rico, and $100,000 for each of Guam, the Virgin Islands, American Samoa, and
				the Commonwealth of the Northern Mariana Islands.</text>
							</subparagraph></paragraph><paragraph id="H8E9EC0891C224116B42972369A709637"><enum>(2)</enum><header>Condition</header><text>If
				the funds appropriated in any fiscal year under section 535 are insufficient to
				ensure that States receive a minimum allotment in accordance with paragraph
				(1), then—</text>
							<subparagraph id="H137612D8CC76435BB3B99FAC62720100"><enum>(A)</enum><text>no State shall
				receive less than the amount they received in fiscal year 2009; and</text>
							</subparagraph><subparagraph id="HABE377D332F1479695BC18FD1BEE529D"><enum>(B)</enum><text>any funds
				remaining after amounts are provided under subparagraph (A) shall be used to
				meet the requirement of paragraph (1)(B), to the maximum extent
				possible.</text>
							</subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HD838DBD8390C4448B71C2C821835DC17"><enum>2.</enum><header>Authorization of
			 appropriations</header>
			<subsection id="H0EF694DD2B6D48618EBA91D2328D27FF"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Subsection (a) of
			 section 535 of the Public Health Service Act (42 U.S.C. 290cc–35) is amended by
			 striking <quote>$75,000,000 for each of the fiscal years 2001 through
			 2003</quote> and inserting <quote>$150,000,000 for each of fiscal years 2011
			 through 2015</quote>.</text>
			</subsection><subsection id="HF9E9C56B1C0148A486B053FE82F18A14"><enum>(b)</enum><header>Conforming
			 amendment</header><text display-inline="yes-display-inline">Section 521 of the
			 Public Health Service Act (42 U.S.C. 290cc–21) is amended by striking
			 <quote>fiscal years 1991 through 1994</quote> and inserting <quote>fiscal years
			 2011 through 2015</quote>.</text>
