			 savings</header>
			<section id="H26B919D36E664EFD8BA5CE62F41D1D48"><enum>101.</enum><header>Limitations on
			 obligation of funds for Bureau of the Public Debt and Financial Management
			 Service</header>
				<subsection id="H0D2CB12C67674D9CAC5ACE48A9EE7A35"><enum>(a)</enum><header>Bureau of Public
			 Debt</header><text display-inline="yes-display-inline">The total amount
			 obligated in each of fiscal years 2011 through 2015 by the Bureau of the Public
			 Debt in the Department of the Treasury shall not exceed $186,244,000.</text>
				</subsection><subsection id="HF7D422929C084F598710EA366BFFB400"><enum>(b)</enum><header>Financial
			 Management Service</header><text display-inline="yes-display-inline">The total
			 amount obligated in each of fiscal years 2011 through 2015 by the Financial
			 Management Service in the Department of the Treasury shall not exceed
			 $235,132,000.</text>
				</subsection></section><section id="H37E88D77EDE44C1C82C5A227E363F927"><enum>102.</enum><header>Electronic pay
			 stubs for Treasury employees</header>
				<subsection id="HB0B5D317DCCD4AB39B2D6E2CE3711953"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">For pay periods
			 ending in fiscal year 2011 and any fiscal year thereafter, the Secretary of the
			 Treasury shall, in coordination with the Office of Personnel Management, issue
			 electronic pay stubs to employees of the Department of the Treasury who receive
			 their pay by electronic funds transfer.</text>
				</subsection><subsection id="HF896565A3E3A4419B6B3AB5E6AAAC2E6"><enum>(b)</enum><header>Electronic funds
			 transfer defined</header><text>For purposes of this section, the term
			 <term>electronic funds transfer</term> has the meaning given such term by
			 section 3332 of title 31, United States Code.</text>
				</subsection></section><section id="H56B2C4B85ABC4C46AD5C10C24DB6F92E"><enum>103.</enum><header>Termination of
			 advanced earned income credit</header>
				<subsection id="H261D0A234F06491A9434BFE4E9FC5D61"><enum>(a)</enum><header>In
			 general</header><text>Chapter 25 of the Internal Revenue Code of 1986 is
			 amended by striking section 3507 (relating to advance payment of earned income
			 credit).</text>
				</subsection><subsection id="H822F2A0DBA9E42209DA58CB1F9E0635E"><enum>(b)</enum><header>Conforming
			 amendments</header>
					<paragraph id="H9B6C33FC9E93418184823A8EE9D3FBAA"><enum>(1)</enum><text display-inline="yes-display-inline">Section 32 of such Code is amended by
			 striking subsection (g).</text>
					</paragraph><paragraph id="H66C79F154010486586190FF363D0D114"><enum>(2)</enum><text>Section 6012(a) of
			 such Code is amended by striking paragraph (8) and redesignating paragraph (9)
			 as paragraph (8).</text>
					</paragraph><paragraph id="HC58A5991001A4B6484B5BEEA89B16F60"><enum>(3)</enum><text>Section 6051(a) of
			 such Code is amended by striking paragraph (7).</text>

			 date</header><text>The amendments made by this section shall apply to taxable
			 years beginning after the date of the enactment of this Act.</text>
				</subsection></section></title><title id="HCFE97E0CBF8C4AB293A5B228CA61B357"><enum>II</enum><header>HUD
			 Savings</header>
			<section id="H96E6946337D8434F9C50B20297E094FB"><enum>201.</enum><header>Rent subsidies
			 under HUD section <enum-in-header>8</enum-in-header> housing choice voucher
			 program for one-person households</header><text display-inline="no-display-inline">Paragraph (1) of section 8(o) of the United
			 States Housing Act of 1937 (42 U.S.C. 1437f(o)(1)) is amended by adding at the
			 end the following new subparagraph:</text>
				<quoted-block display-inline="no-display-inline" id="HF2EB91B1C99F4641A80774C03981D9D2" style="OLC">
					<paragraph id="H21C73645FBDA47A8A4AC5AD53222F34D"><enum>(F)</enum><header>Single person
				families</header><text display-inline="yes-display-inline">In determining the
				amount of monthly assistance under this subsection for any family that consists
				of a single person who is initially provided such assistance after the date of
				the enactment of the <short-title>Reduce and End our
				Deficits Using Commonsense Eliminations in the Treas-HUD and OPIC Programs
				Act</short-title> or who moves to a new dwelling unit after such date of
				enactment, the payment standard used shall be the payment standard for the
				market area for an efficiency dwelling unit and the payment standard for a
				one-bedroom dwelling unit or any larger dwelling unit may not be
				used.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</section></title><title id="H49D3491565BC4604934E800AA2D11381"><enum>III</enum><header>OPIC
			 Termination</header>
			<section id="HEFF9871975B3416B8BE8B667BB82CC39"><enum>301.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This title may be cited
			 as the <quote>OPIC Repeal Act</quote>.</text>
			</section><section id="H84434A0E0AB241FE97BB5FDD81F521D0"><enum>302.</enum><header>Termination of
			 Overseas Private Investment Corporation</header>
				<subsection id="HDD28C7414B254BAF91BC2B338DE0D2D9"><enum>(a)</enum><header>Termination of
			 Authority To Make New Obligations</header>
					<paragraph id="H96504A1F105047DF88E33B2FABF37AD0"><enum>(1)</enum><header>Termination of
			 authority</header><text display-inline="yes-display-inline">Effective on the
			 date of the enactment of this Act, the Overseas Private Investment Corporation
			 shall not issue any insurance, guaranties, or reinsurance, make any loan, or
			 acquire any securities, under section 234 of the
			 <act-name parsable-cite="FAA61">Foreign Assistance Act of 1961</act-name>,
			 enter into any agreements for any other activity authorized by such section
			 234, or enter into risk sharing arrangements authorized by section 234A of that
			 Act.</text>
					</paragraph><paragraph id="HAD3B892CA46F415E9909A883FB1E8CE8"><enum>(2)</enum><header>Preservation of
			 existing contracts and agreements</header><text>Paragraph (1) does not require
			 the termination of any contract or other agreement entered into before the date
			 of the enactment of this Act.</text>
					</paragraph></subsection><subsection id="H099019F085674D37A096C3BECC05AA95"><enum>(b)</enum><header>Termination of
			 OPIC</header><text>Effective September 30, 2011, the Overseas Private
			 Investment Corporation is abolished.</text>
				</subsection><subsection id="H3EFCCFFE14EA42298CA4F355BF660648"><enum>(c)</enum><header>Transfer of
			 Operations to AID</header><text display-inline="yes-display-inline">The
			 Administrator of the Agency for International Development shall, effective
			 October 1, 2011, perform the functions of the Overseas Private Investment
			 Corporation with respect to contracts and agreements described in subsection
			 (a)(2) until the expiration of such contracts and agreements, but shall not
			 renew any such contract or agreement. The Administrator shall take the
			 necessary steps to wind up the affairs of the Corporation.</text>
				</subsection><subsection id="HFD26A2D70A104302B80322A8F343A4AA"><enum>(d)</enum><header>Repeal of
			 Authorities</header><text display-inline="yes-display-inline">Effective
			 September 30, 2011, title IV of chapter 2 of part I of the
			 <act-name parsable-cite="FAA61">Foreign Assistance Act of 1961</act-name> (22
			 U.S.C. 2191 and following) is repealed, but shall continue to apply with
			 respect to functions performed by the Administrator of the Agency for
			 International Development under subsection (c).</text>
				</subsection><subsection id="HC6B13EF41C7A4430A79457B2172A7A03"><enum>(e)</enum><header>Appropriations</header><text display-inline="yes-display-inline">Funds available to the Overseas Private
			 Investment Corporation shall, upon the effective date of the repeal made by
			 subsection (d), be transferred to the Administrator of the Agency for
			 International Development for use in performing the functions of the
			 Corporation under subsection (c). Upon the expiration of the contracts and
			 agreements with respect to which the Administrator is exercising such
			 functions, any unexpended balances of the funds transferred under this
			 subsection shall be deposited in the Treasury as miscellaneous receipts.</text>
				</subsection></section><section id="HF7CD33B6D74945B9B29BD2633BB8A41B"><enum>303.</enum><header>Savings
			 provisions</header>
				<subsection id="H3954B8D6BD5741148FE5D1DB17DF659B"><enum>(a)</enum><header>Prior
			 Determinations Not Affected</header><text display-inline="yes-display-inline">The repeal made by section 302(d) of the
			 provisions of law set forth in such subsection shall not affect any order,
			 determination, regulation, or contract that has been issued, made, or allowed
			 to become effective under such provisions before the effective date of the
			 repeal. All such orders, determinations, regulations, and contracts shall
			 continue in effect until modified, superseded, terminated, set aside, or
			 revoked in accordance with law by the President, the Administrator of the
			 Agency for International Development, another authorized official, or a court
			 of competent jurisdiction, or by operation of law.</text>
				</subsection><subsection id="H6CBFC469AD1D4767897CDEDDC0B5AA5C"><enum>(b)</enum><header>Pending
			 proceedings</header>
					<paragraph id="H14E4CDA5A54F411B8ABC2C77551AD5E8"><enum>(1)</enum><header>Effect on
			 pending proceedings</header>
						<subparagraph id="H878D7BC780EF47D58DB3B02491A90D88"><enum>(A)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The repeal made by
			 section 302(d) shall not affect any proceedings, including notices of proposed
			 rulemaking, pending on the effective date of the repeal, before the Overseas
			 Private Investment Corporation, except that no insurance, reinsurance,
			 guarantee, or loan may be issued pursuant to any application pending on such
			 effective date. Such proceedings, to the extent that they relate to functions
			 performed by the Administrator of the Agency for International Development
			 after such repeal, shall be continued. Orders shall be issued in such
			 proceedings, appeals shall be taken therefrom, and payments shall be made
			 pursuant to such orders, as if this section had not been enacted; and orders
			 issued in any such proceedings shall continue in effect until modified,
			 terminated, superseded, or revoked by the Administrator of the Agency for
			 International Development, by a court of competent jurisdiction, or by
			 operation of law.</text>
						</subparagraph><subparagraph id="H8C6A4ADED9B446F3B7ACEF786C467312"><enum>(B)</enum><header>Construction</header><text>Nothing
			 in this paragraph shall be deemed to prohibit the discontinuance or
			 modification of any proceeding described in subparagraph (A) under the same
			 terms and conditions and to the same extent that such proceeding could have
			 been discontinued or modified if this section had not been enacted.</text>
						</subparagraph></paragraph><paragraph id="HF198F39CA5E64454A316EDE4122FE922"><enum>(2)</enum><header>Regulations for
			 transfer of proceedings</header><text display-inline="yes-display-inline">The
			 Administrator of the Agency for International Development may issue regulations
			 providing for the orderly transfer of proceedings continued under paragraph
			 (1).</text>
					</paragraph></subsection><subsection id="H589BC733B3FD4BE1A5FCB7EF4C0AE7C7"><enum>(c)</enum><header>Actions</header><text>Except
			 as provided in subsection (e)—</text>
					<paragraph id="H0034AE5BA84047D8AD2EDD6A5865140B"><enum>(1)</enum><text>the provisions of
			 this section shall not affect suits commenced before the effective date of the
			 repeal made by section 302(d); and</text>
					</paragraph><paragraph id="H0B9120E3C87644F3AA02D86ABCBF596F"><enum>(2)</enum><text>in all such suits,
			 proceedings shall be had, appeals taken, and judgments rendered in the same
			 manner and effect as if this section had not been enacted.</text>
					</paragraph></subsection><subsection id="H599D9305785A4EA58B3B59C0331E4016"><enum>(d)</enum><header>Liabilities
			 Incurred</header><text>No suit, action, or other proceeding commenced by or
			 against an individual in the official capacity of such individual as an officer
			 of the Overseas Private Investment Corporation shall abate by reason of the
			 enactment of this section. No cause of action by or against the Overseas
			 Private Investment Corporation, or by or against any officer thereof in the
			 official capacity of such officer, shall abate by reason of the enactment of
			 this section.</text>
				</subsection><subsection id="HC812383889634C799C4B3EDAAF2AE20E"><enum>(e)</enum><header>Parties</header><text display-inline="yes-display-inline">If, before the effective date of the repeal
			 made by section 302(d), the Overseas Private Investment Corporation or an
			 officer thereof in the official capacity of such officer, is a party to a suit,
			 then such suit shall be continued with the Administrator of the Agency for
			 International Development substituted or added as a party.</text>
				</subsection><subsection id="H21D52431C3F74CBC83A076273ACD2E0E"><enum>(f)</enum><header>Review</header><text display-inline="yes-display-inline">Orders and actions of the Administrator of
			 the Agency for International Development in the exercise of functions of the
			 Overseas Private Investment Corporation shall be subject to judicial review to
			 the same extent and in the same manner as if such orders and actions had been
			 issued or taken by the Overseas Private Investment Corporation. Any statutory
			 requirements relating to notice, hearings, action upon the record, or
			 administrative review that apply to any function of the Overseas Private
			 Investment Corporation shall apply to the exercise of such function by the
			 Administrator of the Agency for International Development.</text>

			 conforming amendments</header>

			 <act-name parsable-cite="FAA61">Foreign Assistance Act of 1961</act-name> (22
			 U.S.C. 2182) is amended by inserting after <quote>section 238(c)</quote> the
			 following: <quote>as in effect on the day before the effective date of the
			 repeal of that section made by section 302(d) of the OPIC Repeal
			 Act</quote>.</text>

					</paragraph><paragraph id="HDD25FA0805F24395BE26BDB4D1946E74" indent="up1"><enum>(15)</enum><text>The following provisions of law are
			 repealed:</text>
						<subparagraph id="HCA519054FF9F417F9725F01B22248B78"><enum>(A)</enum><text>Section 5(b)(2) of the Overseas
			 Private Investment Corporation Amendments Act of 1981 (22 U.S.C. 2194a).</text>
						</subparagraph><subparagraph id="H575785F401F942A88CE509978A2578E0"><enum>(B)</enum><text>Section 5 of the Taiwan Relations Act
			 (22 U.S.C. 3304).</text>
						</subparagraph><subparagraph id="HBB2CE1D351F040319519AA2DCE4AFCB9"><enum>(C)</enum><text display-inline="yes-display-inline">Section 2(c)(12) of the Support for East
			 European Democracy (SEED) Act of 1989 (22 U.S.C. 5401(c)(12)).</text>
						</subparagraph><subparagraph id="H0EF03F3B75A64D5CA900B614F51E4EC5"><enum>(D)</enum><text display-inline="yes-display-inline">Section 9101(3)(H) of title 31, United
			 States Code.</text>
						</subparagraph><subparagraph id="H8D8EE0BE7E894E628E88C1EA95414FD8"><enum>(E)</enum><text display-inline="yes-display-inline">Section 123 of the African Growth and
			 Opportunity Act (19 U.S.C. 3733), and the item relating to that section in the
