			 Energy Act of 2008 (7 U.S.C. 8734) is amended by striking subsection
			 (g).</text>
			</subsection><subsection id="HF15DFF99248B4E40BF23512E0D47740F"><enum>(b)</enum><header>Peanuts</header><text display-inline="yes-display-inline">Section 1307(a) of the Food, Conservation,
			 and Energy Act of 2008 (7 U.S.C. 8757(a)) is amended by striking paragraph
			 (6).</text>
			</subsection></section><section id="H86388257562D4FEA85E76043BAD13AE5"><enum>3.</enum><header>Termination of
			 Forest Service Economic Action Program</header><text display-inline="no-display-inline">The Secretary of Agriculture shall terminate
			 the Economic Action Program administered by the Forest Service, which provides
			 technical and financial assistance to communities and groups to enhance rural
			 economies through the utilization of forest and related natural
			 resources.</text>
		</section><section id="HA7C08C770BD444FC9DBFE480F8F61317"><enum>4.</enum><header>Termination of
			 authority to provide grants to manufacturers of worsted wool
			 fabrics</header><text display-inline="no-display-inline">Section 4002(c) of the
			 Wool Suit and Textile Trade Extension Act of 2004 (Public Law 108–429; 7 U.S.C.
			 7101 note) is amended by striking paragraph (6).</text>
		</section><section id="HE1AE1A4C1D654CF8B67CC4C30E899928"><enum>5.</enum><header>Termination of
			 Department of Agriculture health care services program for the Delta
			 region</header><text display-inline="no-display-inline">Section 379G of the
			 Consolidated Farm and Rural Development Act (7 U.S.C. 2008u) is
			 repealed.</text>
		</section><section id="HEE691EAC90D845A48CD1214F560C9EEE"><enum>6.</enum><header>Termination of
			 authority to provide energy generation, transmission, and distribution
			 facilities efficiency grants and loans in rural communities with extremely high
			 energy costs</header><text display-inline="no-display-inline">Section 19 of the
			 Rural Electrification Act of 1936 (7 U.S.C. 918a) is repealed.</text>
		</section><section id="H947229B34AA2468BB278FC59DE87EC92"><enum>7.</enum><header>Revised adjusted
			 gross income limitations for receipt of direct payments, counter-cyclical
			 payments, marketing loan gains, loan deficiency payments, and other
			 agricultural payments or benefits</header>
			<subsection id="H99E985092CC54C5CA6D5E431F6B0E19E"><enum>(a)</enum><header>Non-Farm income
			 limitation for commodity programs</header><text display-inline="yes-display-inline">Section 1001D(b)(1)(A) of the Food Security
			 Act of 1985 (7 U.S.C. 1308–3a(b)(1)(A)) is amended by striking
			 <quote>$500,000</quote> and inserting</text>

					<text>the

			 limitation for direct payments</header><text>Section 1001D(b)(1)(B) of the Food
			 Security Act of 1985 (7 U.S.C. 1308–3a(b)(1)(B)) is amended by striking
			 <quote>$750,000</quote> and inserting</text>

					<text>the

					</clause><clause id="HAAD7BF4183DE442DA5940CF8F663A520"><enum>(ii)</enum><text display-inline="yes-display-inline">$670,000, during the 2011 crop year.</text>
					</clause><clause id="H0F5DB75E98FC473DACEED7192D2A2554"><enum>(iii)</enum><text display-inline="yes-display-inline">$590,000, during the 2012 crop year.</text>

				crop

			</subsection><subsection id="H7A3F0A2E2EE447A78925F2B7801D9FA7"><enum>(c)</enum><header>Non-Farm income
			 limitation for conservation programs</header><text display-inline="yes-display-inline">Section 1001D(b)(2)(A) of the Food Security
			 Act of 1985 (7 U.S.C. 1308–3a(b)(2)(A)) is amended—</text>
				<paragraph id="H83D8663FBBD3472885A4FE9C7A4C55ED"><enum>(1)</enum><text>in clause (i), by
			 striking <quote>$1,000,000</quote> and inserting <quote>the amount specified in
			 clause (iii)</quote>; and</text>
				</paragraph><paragraph id="HC1C8DF85EDFF4D5C9529322E1EEA37F8"><enum>(2)</enum><text>by adding at the
			 end the following new clause:</text>

				fiscal year, as appropriate.</text>

				fiscal year, as appropriate.</text>

			 amended by striking <quote>$40,000</quote> and inserting
			 <quote>$20,000</quote>.</text>
				</paragraph><paragraph id="H46E7AE663AF645DB9A41722D9A361E19"><enum>(2)</enum><header>Counter-cyclical
			 payments</header><text>Section 1001(b)(2) of the Food Security Act of 1985 (7
			 U.S.C. 1308(b)(2)) is amended by striking <quote>$65,000</quote> and inserting
			 <quote>$32,500</quote>.</text>

				</paragraph><paragraph id="H0E889BCB87AB42D4958C346E166C2F6A"><enum>(3)</enum><header>ACRE and
			 counter-cyclical payments</header><text display-inline="yes-display-inline">Section 1001(c)(3)(A) of the Food Security
			 Act of 1985 (7 U.S.C. 1308(c)(3)(A)) is amended by striking
			 <quote>$65,000</quote> and inserting <quote>$32,500</quote>.</text>

			 reduction in payment acres for commodity programs</header>
			<subsection id="HB6C527DF21B64B98B78434ACD17B358D"><enum>(a)</enum><header>Covered
			 commodities generally</header><text display-inline="yes-display-inline">Section
			 1001 of the Food, Conservation, and Energy Act of 2008 (7 U.S.C. 8702) is
			 amended by striking paragraph (11) and inserting the following new
			 paragraph:</text>

					<paragraph id="HEF8B9676951C44269E9A47004A0422B4"><enum>(11)</enum><header>Payment
				acres</header><text display-inline="yes-display-inline">The term <quote>payment

				direct payments—</text>
							<clause id="HBD580C39B8444767B430D4CF4B9B7DA4"><enum>(i)</enum><text display-inline="yes-display-inline">for each of the 2009 and 2010 crop years,
				83.3 percent of the base acres for the covered commodity on a farm on which
				direct payments are made;</text>
							</clause><clause id="HA541ED304EBA46F796485DE2DDABFE03"><enum>(ii)</enum><text display-inline="yes-display-inline">for the 2011 crop year, 82.3 percent of the
				base acres for the covered commodity on a farm on which direct payments are
				made; and</text>
							</clause><clause id="H0FB2FDE7FB8141ADBA2F6242C756E294"><enum>(iii)</enum><text display-inline="yes-display-inline">for the 2012 crop year, 84 percent of the
				base acres for the covered commodity on a farm on which direct payments are
				made; and</text>
							</clause></subparagraph><subparagraph id="HDA05CE9ADBA84929958B974F76C17B8A"><enum>(B)</enum><text display-inline="yes-display-inline">in the case of counter-cyclical
				payments—</text>
							<clause display-inline="no-display-inline" id="H638661EF69C3425DADF9E3D153E6F312"><enum>(i)</enum><text display-inline="yes-display-inline">for each of the 2009 and 2010 crop years,
				85 percent of the base acres for the covered commodity on a farm on which
				counter-cyclical payments are made; and</text>
							</clause><clause id="H42AEE5237BAE4F089FCECE61B367E8F4"><enum>(ii)</enum><text display-inline="yes-display-inline">for each of the 2011 and 2012 crop years,
				84 percent of the base acres for the covered commodity on a farm on which

			</subsection><subsection id="H39A877AB16B3414B8E996D5BAC349FC9"><enum>(b)</enum><header>Peanuts</header><text display-inline="yes-display-inline">Section 1301 of the Food, Conservation, and
			 Energy Act of 2008 (7 U.S.C. 8751) is amended by striking paragraph (5) and
			 inserting the following new paragraph:</text>

					<paragraph id="H832C9A42F33C47FC83186B0C400246B3"><enum>(5)</enum><header>Payment
				acres</header><text display-inline="yes-display-inline">The term <quote>payment
				acres</quote> means—</text>
						<subparagraph id="H6DEE25D1CCE84EEABF2F2FE63AB0685F"><enum>(A)</enum><text>in the case of
				direct payments—</text>
							<clause id="H0F6A1C66FC054C98944562C20754B87E"><enum>(i)</enum><text display-inline="yes-display-inline">for each of the 2009 and 2010 crop years,
				83.3 percent of the base acres of peanuts on a farm on which direct payments
				are made;</text>
							</clause><clause id="HBBF34ECF894F46D18053D1BADA287285"><enum>(ii)</enum><text display-inline="yes-display-inline">for the 2011 crop year, 82.3 percent of the
				base acres of peanuts on a farm on which direct payments are made; and</text>
							</clause><clause id="H73F1A10B14F34E3E9ABEF2196E9F5F4A"><enum>(iii)</enum><text display-inline="yes-display-inline">for the 2012 crop year, 84 percent of the
				base acres of peanuts on a farm on which direct payments are made; and</text>
							</clause></subparagraph><subparagraph id="HD583FF2697FC49488BD9E9C2D42D6F96"><enum>(B)</enum><text display-inline="yes-display-inline">in the case of counter-cyclical
				payments—</text>
							<clause display-inline="no-display-inline" id="HBE0D9047CBAE4BF9AADB14A401AA08F3"><enum>(i)</enum><text display-inline="yes-display-inline">for each of the 2009 and 2010 crop years,
				85 percent of the base acres of peanuts on a farm on which counter-cyclical
				payments are made; and</text>
							</clause><clause id="H17772055E6C04EFA91BAE9442F10F1A5"><enum>(ii)</enum><text display-inline="yes-display-inline">for each of the 2011 and 2012 crop years,
				84 percent of the base acres of peanuts on a farm on which counter-cyclical
				payments are

			</subsection></section><section id="HE3E0264BD631486E8EE5F6766B01150E"><enum>10.</enum><header>Reduction in
			 funding for market access program</header><text display-inline="no-display-inline">Section 211(c)(1)(A) of the Agricultural
			 Trade Act of 1978 (7 U.S.C. 5641(c)(1)(A)) is amended by striking <quote>and
			 $200,000,000 for each of fiscal years 2008 through 2012</quote> and inserting
			 <quote>$200,000,000 for each of fiscal years 2008 through 2010, and
			 $160,000,000 for each of fiscal years 2011 and 2012</quote>.</text>
		</section><section id="H94CEFA9CD7724E82A5AE81E97F213F58"><enum>11.</enum><header>Reduction in
			 reimbursement rate paid to private insurance companies under crop insurance
			 program</header><text display-inline="no-display-inline">Section 508(k) of the
			 Federal Crop Insurance Act (7 U.S.C. 1508(k)) is amended—</text>
			<paragraph id="H92AB0298F3044B9CBF9A6E2911014038"><enum>(1)</enum><text>in subparagraph
			 (A), by striking clauses (i) and (ii) and inserting the following new
			 clauses:</text>
				<quoted-block display-inline="no-display-inline" id="H3AB3353610594B889111E4C02069E4CA" style="OLC">
					<clause id="H2F021624A1EF4CFCA6AD259466B97B0C"><enum>(i)</enum><text>for the 1998
				reinsurance year, 27 percent of the premium used to define loss ratio;</text>
					</clause><clause id="HB8E7CFAB3AC045AA9ACA3BE5BB4D237C"><enum>(ii)</enum><text display-inline="yes-display-inline">for each of the 1999 through 2010
				reinsurance years, 24.5 percent of the premium used to define loss ratio;
				and</text>
					</clause><clause id="H7F63659F87A747EA9F88F41C85510617"><enum>(iii)</enum><text display-inline="yes-display-inline">for each of the 2011 and subsequent
				reinsurance years, 20.9 percent of the premium used to define loss
				ratio.</text>
					</clause><after-quoted-block>;</after-quoted-block></quoted-block>
			</paragraph><paragraph id="H73324EADB3284C088F523773DEEF82C7"><enum>(2)</enum><text>by striking
			 subparagraph (E); and</text>
			</paragraph><paragraph id="HA4415E852FDD4B6EB6550D03F03E2B65"><enum>(3)</enum><text>by redesignating
			 subparagraph (F) as subparagraph (E), and in such subparagraph, by striking
			 <quote>subparagraphs (A) through (E)</quote> and inserting <quote>subparagraphs
			 (A) through (D)</quote>.</text>
			</paragraph></section><section id="H2A57C76E54194CE99521679D0C6019B6"><enum>12.</enum><header>Prohibition on
			 timber sales in the Southwestern, Pacific Southwest, and Alaska regions of the
			 National Forest System, where Federal expenditures for sales have been
			 significantly higher than offsetting receipts</header><text display-inline="no-display-inline">The Secretary of Agriculture may not
			 conduct, or authorize others to conduct, any timber sale under section 14 of
			 the National Forest Management Act of 1976 (16 U.S.C. 472a) in the
			 Southwestern, Pacific Southwest, or Alaska region of the National Forest
			 System, where Federal expenditures to support timber sales have been
			 significantly higher than offsetting receipts, until the Secretary certifies to
			 Congress that timber sales in the region will generate receipts at least equal
			 to Federal expenditures to support the sales.</text>
